Year in Review – 2019

The Clinic had an uneventful year in 2019. Patients received medical care, medications and assistance with insurance and other needs as their situation demanded. These services are essential for a person who lacks health insurance. The care is critical to successful management of their chronic conditions or addressing emergent health problems.

As I write this piece, we are in the middle of the Covid-19 pandemic. It is difficult to reflect on the activities of the Clinic last year when current events call us to be future oriented. Like all organizations providing essential services, we have adapted the delivery of services to ensure our patients and our staff remain safe while still ensuring patients get the care they need. Struggling to address their chronic health conditions, the threat of Covid-19 only adds to the anxiety related to obtaining essential health care for a person who has limited access to quality, affordable health care.

The economic fallout of policies intended to keep us healthy is far reaching. The lay-offs and loss of jobs is staggering and with it, the likely loss of health insurance. Many families are wondering how they will be able to afford health care. Given all that is happening, unfor-tunately, it seems likely we will see an increase in the number of people seeking care at our Clinic. The services of the Clinic are now as essential as ever!

For the past 23 years, the Dr. Garabed A. Fattal Community Free Clinic has provided an essential service – health care for uninsured people. With your help, we will continue to offer the essential services needed by people without health insurance. This may be treating people who have chronic medical conditions or people who have an emergent health threat such as a UTI or even Covid-19. Through the years, the financial support of the community has been key to our ability to provide much needed services. I am confident that as the full extent of the Covid-19 impact on a person’s ability to get health care is realized, we can count on your on-going support. Thank you for all you have done to ensure that our friends and neighbors who lack health insurance can receive the quality, affordable healthcare provided at the Dr. Garabed A. Fattal Community Free Clinic.

Direct Relief Network and the National Association of Free ClinicsDirect Relief Network is a nonprofit, nonpartisan organization that provides medical assistance to people around the world who have been affected by poverty, natural disasters, and civil unrest.

The Garabed A. Fattal Community Free Clinic has partnered with Direct Relief Net-work, and through them we receive medications and medical supplies for our patients. Between January 1, 2019 and December 31, 2019, Direct Relief provided the clinic with medicine and medical supplies valued at $5,986.

Founded in 2001 and headquartered in Washington, D.C., the NAFC is an effective advocate for the issues and concerns of Free and Charitable Clinics, their volunteer workforce of doctors, dentists, nurses, therapists, pharmacists, nurse practitioners, technicians and other health care professionals, and the patients served by Free and Charitable Clinics in communities throughout the nation.

Services Offered • Deliver primary healthcare to uninsured adults

• Provide prescriptions and over-the-counter medications

• Enrollment into patient assistance programs

• On-site laboratory tests

• Health service referrals (first visit at no cost)

• Referrals for diagnostic testing (x-ray, lab services)

• Screening for health insurance through government

• Sponsored health insurance programs, and referrals to New York State of Health Marketplace Exchange

• Medical Supplies Pantry (crutches, canes, neti pots, etc.)

Insurance Facilitation ProgramThe Free Clinic screens patients for eligibility for various health insurance programs such as Medicaid, The Essential Plan and health insurance plans available through the New York State of Health Marketplace Exchange. Patients are able to meet and setup appointments with facilitating enrollers that are able to assist them with signing up for which they may be eligible and can afford.

Patient Assistance Program (PAP)The Patient Assistance Program provides patients with free access to brand-name prescription medications as well as medications that may be unavailable through the Free Clinic’s pharmacy. An AmeriCorps member through Rural Health Service Corps assists patients in enrolling into patient assistance programs through various pharmaceutical companies. Changes in the PAP programs and patient enrollment in insurances have decreased the value of PAP contributions.

Nancy Lee Sweeney Nancy passed away at age 92, on December 21, 2019. She volunteered at the Dr. Garabed A. Fattal Community Free Clinic for about ten years from 2006 – 2016. She enjoyed working at the Community Free Clinic helping and caring for all of the uninsured patients. She was a very hard worker her whole life and made a difference in the lives of so many people who knew her and benefited from her service.

Nancy graduated from Binghamton Central High School and pursued her nursing degree in New York City. Upon graduation with a Bachelor of Science in Nursing, she cared for psychiatric patients at New York- Presbyterian Hospital in Manhattan. When Nancy retired, she returned to Binghamton. In addition to her work with the Clinic, she volunteered for several organizations including The Nearly New Shop (run by The Ladies of Charity), St. Patrick’s Church Food Pantry, and the Board of Elections. Nancy’s compassion extended to helping animals by adopting rescue dogs, giving them love and a good home. Many patients still ask about her and share the loss experienced by Nancy’s colleagues and friends.

Dr. Garabed A. Fattal Community Free Clinic

Mission

The mission of the Dr. Garabed A. Fattal Community Free Clinic is to provide preventive, primary, and acute health care (including prescription medications) to the uninsured adults of New York’s Southern Tier.

Medical services and medications are delivered free of charge, by volunteer health care professionals and other community volunteers, in partnership with local participating health care institutions.

The Community Free Clinic serves as a multidisciplinary and inter- disciplinary educational site for the training of medical students, nurse practitioner students, nursing students, other allied health professionals in medical technology, and graduate physicians in an Internal Medicine Residency Program.
