Board Chair and Executive Director LetterDear Friends and Supporters,

The guiding principles of our Program are to ensure that the child victims for whom we advocate are served with dignity, care and compassion, that we thoughtfully grow our Program and that we commit to the full and best utilization of all our resources.

We are proud of CASA Jeffco/Gilpin’s accomplishments in 2011. Through the efforts of a highly qualifi ed and professional staff, dedicated Board members and community volunteers we have built a strong and viable program serving children in crisis. We look forward to the opportunities, challenges and rewards associated with the important work we have undertaken.

We are humbled to work with the passionate and committed volunteers of our community. They are true heroes, providing assistance, inspiration and resources.

Unlike every other important childhood cause, child abuse lacks a natural parental constituency to provide advocacy and funding. That makes the funds we raise incredibly important to those children who so need our help. Now, more than ever, we must invest in protecting our children.

Community awareness and support are essential as we try to break the cycle of child abuse and secure safe, permanent homes in which children can thrive. Please accept our sincere thanks for your generous support of our Program and to our ongoing commitment to give voice to children in our community who are victims of abuse and neglect. Together, we can be the difference in a child’s life.

STATEMENT OF PURPOSE

CASA is central to fulfi lling society’s most fundamental obligation by making sure a qualifi ed, compassionate adult will fi ght for and protect a child’s right to be safe, to be treated with dignity and respect and to learn and grow in the safe embrace of a loving family.

About UsCourt Appointed Special Advocates of Jefferson & Gilpin Counties (CASA Jeffco/Gilpin) is the only Program of its kind in the 1st Judicial District. Our mission is to recruit, train and manage volunteers who serve as independent lay advocates for children who are victims of abuse and neglect. It is at the discretion of the Court and by Court Order that CASA volunteers advocate on behalf of children in abuse and neglect cases. Volunteers strive to ensure that children in protective custody receive the necessary services for their physical, emotional, educational well-being, their safety, and most importantly, permanency in a safe, secure home.

Child abuse and neglect blights the very fabric of our community. The statistics are daunting and the children’s stories wrench our hearts, but ultimately our Program is about giving these children hope for a better life. The devastating effects of broken lives can be changed when CASA volunteers step up to advocate for child abuse victims.

CASA Success StoryHelen, a CASA Jeffco/Gilpin volunteer, was assigned to a case involving three sisters who had been removed from their home and placed in foster care. When the eldest, Michelle, became pregnant, she was no longer welcome in their foster home and started living on the streets. Helen worked with social services to ensure Michelle was placed in a foster home that was supportive of her situation. She found tutors who helped Michelle obtain her GED diploma, which led to her enrollment in a local college. Because Michelle had no one else to rely on, Helen took her to parenting classes, attended Lamaze classes with her and was with her for the birth of her baby. Helen also assisted Michelle in fi nding a home for her and the baby that fi t in Michelle’s budget. The foster parents of the two younger sisters would not allow them to have any contact with Michelle or the baby. Knowing that the sisters were the only family Michelle had, Helen pressed to fi nd a home that would support the siblings’ relationship. Michelle is now emancipated from protective services and continues to do well. When asked what Helen, her CASA, meant to her, Michelle responded that Helen taught her how to care for and love her child, and how to be a mom.

When asked what it meant to be a CASA volunteer for the girls, Helen replied “These girls make my life better.”

A CASA volunteer can be the difference in a child’s life.

2011 ResultsCASA Jeffco/Gilpin volunteers advocated in 247 cases of child abuse and neglect, involving 390 child victims. Over 210 dedicated volunteers donated approximately 17,700 hours of their time to give voice to child abuse victims. We trained 78 new CASA volunteers. In the Truancy Project, 22 children were served by 16 volunteers.

The Ambassador Committee participated in 68 informational activities, giving presentations to businesses and community groups and hosting CASA booths at fairs, festivals and community events.

Of the children we served in 2011, 53 percent were girls and 27 percent were fi ve years of age or under. Two-thirds of the children were Caucasian and approximately one-quarter were Latino.

Truancy & LifeLong Connections ProjectsThrough the LifeLong Connections and Truancy Projects, CASA Jeffco/Gilpin offers veteran volunteers advocacy opportunities in abuse and neglect cases in a non-traditional CASA role, providing them a tangible way to stay connected to the important work we do. In 2011, 22 children were served in the Truancy Project and 20 children in the LifeLong Connections Project.

VolunteersA Court Appointed Special Advocate (CASA) is a dedicated, highly trained volunteer appointed by a judge to serve as an independent voice for an abused or neglected child. What makes CASA unique is that these advocates, who donate thousands of hours each year to victims of child abuse and neglect, are unpaid volunteers who partner with the Courts and Human Services. They are the very cornerstone of our Program. They are ordinary citizens who make an extraordinary commitment to playing a key role in breaking the cycle of child abuse, one child at a time. Volunteers strive to ensure that children in protective custody receive the necessary services for their physical, emotional and educational well-being and safety, both near and long term. In a system that must be responsive to many concerns, the voices of child victims are often lost. CASA volunteers make a difference, dedicating just fi ve to six hours each week to their case.

Justice Brian Boatright, formerly of the 1st Judicial District, was honored with the “Judge of the Year” Award by Colorado Court Appointed Special Advocates (COCASA) in September 2011. Justice Boatright’s commitment to reach the best outcome for each child abuse case ensured that children have a chance for a better life. Justice Boatright was appointed to the Colorado Supreme Court in October 2011.

The Colorado Organization for Victim Assistance (COVA) honored CASA Jeffco/Gilpin volunteer Marty Unger at their annual conference in October 2011. Marty was given the Carol Hacker Award for Outstanding Victim Advocate for giving her time, talent, dedication and commitment above and beyond the normal challenges of providing victim services and making a positive impact on the lives of crime victims.
