6 | Bowls SA Annual Report 2012-2013
President | Ivy Kluske
At the Bowls SA Annual General Meeting in September 2012 nominations for positions on the Board of Bowls SA were voted on by Councillors.
I was honoured to be re-elected for a further one year term as Bowls SA President and welcomed the election of Don Crosby as Vice President, John McDougall OAM as Treasurer for one year terms; and Janice Kelly OAM as Country Director and Wayne Prosser as Metropolitan Director for two year terms. As a consequence of Don Crosby’s appointment as Vice President, a casual vacancy occurred in the position of Country Director – male, which was subsequently filled by Leith Gregurke ASM.
After extensive planning the long awaited World Bowls Championships took centre stage at Lockleys and Holdfast Bay Bowling Clubs during November and December. Many other Clubs were also involved in welcoming and hosting the international players in the lead-up to this prestigious competition. Ben Scales, in his role as Bowls SA General Manager, and former Bowls SA President and Life Member, Bob Cooper were Directors on the WB2012 Board with Geoff Nethercott, Bowls Australia Director and Chair of the Bowls SA Match & Program Committee in the role of WB2012 Chair. Congratulations to everyone involved and a special mention to Grange Bowling Club member, Wayne Ruediger on his selection in the Australian side. The event provided a wonderful opportunity to showcase our State and our hospitality, and I believe we did just that.
Bowls SA is committed to doing all that it can to enable the membership to participate in competition formats of their choosing, whilst balancing the prescribed legal requirements and in October 2012 Bowls SA was granted a further Exemption by the Equal Opportunity Tribunal to the Equal Opportunity Act 1984 to enable the Association to organise and conduct single gender lawn bowls competitions until 30 June 2014.The Equal Opportunity Tribunal, however, made in clear in their Judgment, that it was not their role to facilitate on-going open ended Exemptions. An Open Gender panel was appointed and they are pursuing legislative changes to the Equal Opportunity Act through a submission to Parliament.
In January Ben Scales resigned as General Manager and Mark Easton was subsequently appointed and assumed the role on 4 March, 2013. In his former role as Community Development Officer, Mark amassed
Ivy Kluske
a comprehensive knowledge of the governance of the sport at all levels and has an extensive business background which will be beneficial in seeing the sport expand its opportunities for growth.
In February it was with regret that the Board accepted John McDougall OAM’s resignation as Finance Director and from all Bowls SA positions; his extensive knowledge of the sport and business having been invaluable.Bowls SA Life Member Bob Thomas was subsequently appointed by the Board to fill the Finance Director casual vacancy until the Annual General Meeting in September 2013. Bob previously held the position of Bowls SA Treasurer from 2007 to 2011.
In March the Board made a two day visit to the Eyre Peninsula to meet with local members to discuss, in an Open Forum, any issues of concern. The meeting at the Cummins Bowling Club was well attended and the interaction between the Board and the members provided a sound understanding of the problems encountered in rural areas, and the need for this level of interaction.
Work on the Bowls SA Strategic Plan 2013-2017, aligning with the Bowls Australia Strategic Plan, has progressed and the completed document will provide plans to market and develop the sport to increase awareness and participation; promoting growth through professional administration and a strong competition structure.
As a member of the Board of Bowls SA since the amalgamation of the RSABA and the SAWBA in 2003, I’ve witnessed many exciting changes to the sport. It has been an honour to serve Bowls SA as President for the last four years and in this my final term I wish to thank everyone for their support and friendship. I trust the sport will continue to thrive through strong leadership and enhanced communication and social interaction.

General Manager | Mark Easton
When historians reflect on the 2012 Bowls year in South Australia, there can be no doubt it will be remembered as a watershed year.
It was a year in which Bowls in South Australia set the game on a new and dynamic path in hosting World Bowls 2012. It should not be lost on anyone just how significant hosting this event was; for Bowls and for the South Australian community. The foresight and commitment by the Bowls SA Board, Staff, Members and volunteers laid the foundations which have allowed subsequent custodians to continue to protect, lead, manage and deliver the promotion and development of the game from a position of strength. The hosting of the World event heralded the culmination of an exhaustive process of negotiation and due diligence. It also ushered in a new and exciting chapter for Bowls within South Australia. Congratulations and thank you to all involved, a truly well run event.
The year under review has seen an unprecedented range of issues in their scope, diversity and complexity for the Board and Administration to manage in a timely and effective manner. Despite these challenges, Bowls is in good health and solid foundations have been laid for the future generations of participants in our great game. This optimism is predicated on events in 2012 which took place and include:• Grange member Wayne Ruediger playing for
Australia in the World Bowls 2012 competition.• Participation levels in the majority of Bowls SA
events increasing and in particular the Country Carnival which remains the premier event for country bowlers.
• Participation levels in social competitions such as Night Owls remaining a strong growth area for the sport.
While participation numbers grow annually, Bowls SA’s financial performance was again affected by a decrease in Full Membership, as well as a difficult economic environment which had an effect on attracting additional income revenues.
In addition further expenses were incurred through unexpected and substantial increases in the Equal Opportunity/Open Gender legal costs and these had a significant impact on our ability to meet budget and present a satisfactory end of year outcome. Bowls SA is committed to continuing the legal challenge
Mark Easton
and ultimately effecting change of the Equal Opportunity legislation to see members participate in the form of competition that best suits their needs.
During 2013 the Board prepared the Strategic Plan 2013-2017 to set goals and performance indicators for the next four years. A significant outcome of this was a restructure of the Bowls SA staff with two positions made redundant.
A strong focus has been cost savings through Bowls SA Board, staff and Member Clubs becoming paperless by utilising information technology as a means of communication.
2011: A Year In Review - Health of The GameBowls SA are pleased to report that figures in the Bowls Australia Census 2012 showed participation reached new heights in 2012 with just under 38,000 South Australians participating in Bowls in 2012 (four games or more in all formats of the game), a figure which incorporates 13% under the age of 39. Bowls SA acknowledges the significant role that major partners, staff and volunteers have played in working towards this goal.

Development
Henselite Junior Development Squads
Henselite and Bowls SA continued their partnership to maintain the Henselite Junior Development Squads which comprise eight
squads of 35 members overall. With many juniors trying the squads throughout the season the numbers are expected to steadily increase.HJDS members attended a Junior World Bowls Day in December, competing in a tournament in the morning, followed by a visit to the World Bowls Championships in the afternoon. The Junior Holiday Clinic and Christmas Classic were cancelled but these will be back on the calendar for 2013. The Squads also participated in two Junior Development Squad merged training Days, throughout the season, which were well attended and saw squad members interact with the Under 18 State Squads which provided opportunities for talent identification and coaching. The Bowls SA Development team have been working with the existing JDS Coordinators to address the strategy to develop the current Squads, and establish new ones. The determining factor in launching new squads is the support provided from region, member clubs and volunteers in the local area. While Clubs are very protective and supportive of their junior players, the purpose of the HJD Squads is to provide a competition structure that is solely focussed on the playing and social interaction needs of their age group.Bowls SA has recently advertised for eligible people to nominate to take on the Coordinator role so that new Junior Development Squads can be established in areas that are not currently covered.
Henselite Junior Development Player of the YearThe Henselite Junior Development Player of the Year recognises a junior who, as a member of a HJDS, has excelled in team work, attitude, consistent participation and displayed great qualities within the sport over the previous 12 months. This year the award went to Jack Ryan of the Yorke Peninsula All-Stars Squad. Jack was congratulated on displaying a fantastic attitude, excellent sportsmanship and leadership and always being willing to assist new and younger bowlers.
Under 18 ChampionshipsThe Under 18 State Championships were held at Lockleys Bowling Club from April 15 - 19, 2013 with 31 boys and 16 girls participating. The marathon event includes boy’s and girl’s Singles,
Pairs and Triples and puts the young bowlers through an endurance test which no doubt gives them invaluable experience to take them onto the next level of their bowling careers. There were some great results from the week, including the youngest ever boy’s Singles champion, Joshua Studham at 12 years of age, and some players making their junior debut.
SAPSASA and SASSSA ChampionshipsThe 2013 SAPSASA and SASSSA Lawn Bowls Championships were held on Friday 5 April and Monday 8 April at the West Lakes Bowling Club. The SAPSASA competition, for Primary School Students, saw 132 students from across the State attend, with 38 Triples teams and 18 Singles players competing for honours. The SASSSA competition was open to all secondary students, and a total of 86 students participated in the tournament, with 22 Triples teams and 20 Singles players competing. Entries from Henselite Junior Development Squad members and many new faces who had been introduced to the sport through their school Lawn Bowls sessions highlighted the benefits of maintaining these programs.
Sports CONNECTBowls SA continued their strong partnership with the three Sports CONNECT partners, SASRAPID, Wheelchair Sports and the Blind Bowlers Club of SA.Each of the partners sent athletes to compete at the Australian Open in the Athletes with a Disability competition. Kath Murrell claimed the Gold medal in the ABBA women’s final, while Liam Buckley secured Silver in the men’s AAWD final; as did Michael Lowrie in the men’s AUSRAPID final culminating in a highly successful tournament for our South Australian representatives. The Wheelchair Sports ‘Wombats’ team, participated in the 2013 National Championships and were successful in winning Silver in the Overall State Trophy. Liam Buckley claimed Bronze medals in the Men’s Singles and the Men’s Pairs with teammate Zac Guy. This culminated in Liam Buckley, Barry Charity and Darryl Wilson being named in the Australian Para-Bowls Commonwealth Games trial squad.

Coaching
The 2012-2013 season saw the continuation of the Club Coaching and Introductory Coaching Courses, as well as the implementation of the new
Competition and Selection Modules, that have been well received. These will continue to be conducted throughout the State.Bowls Australia have now released their Advanced Coaching Course, Competition Module and Selection Module which Bowls SA will be implementing in the 2013-2014 season. Participants from South Australia, Western Australia and Queensland were involved in a combined Advanced Coaching Course conducted by Bowls Australia. Two Club Coaching Courses were held in Mount Gambier and Kapunda; and two Coaching Revision days were also conducted throughout the season with high attendance and participation. All attendees received a certificate of attendance which contributes towards their Coaching reaccreditation.
Coach of the Year AwardMarion Bowling Club Member John Malone was named Bowls SA Coach of the Year at the Bowls SA Awards Night in May 2013.
Night Owls
The Night Owls program continues to grow and be the lifeline for many Member Clubs and a highly successful avenue for social interaction.
Bowls SA offers administration support to Member Clubs to promote their club and the game and conducted the State Nights Owls Finals which were once again a huge success with 130 teams competing at six venues in late March.
The metropolitan Member Clubs are great supporters of the finals series and with the concept beginning to receive support from the country regions, including more country Clubs in the finals series in the coming season will be a focus.
The Walkerville Bowling Club were again hosts of the State Night Owls Final on Sunday 7 April and for the third year running the Final kicked off with lunch.
The State Night Owls Champions for 2012/13 were Bowled Shane from Grange with the Encounter Bay side
Grosvenor Blue finishing second on count back.
Henselite and Lion were again the Major Contributors of prizes for the Night Owls State Finals and Bowls SA thanks them for their generosity in providing great prizes throughout the series and for ensuring that host clubs were able to cater for all participants at no cost.
By providing an opportunity for a different demographic to experience the sport in a fun and relaxed environment and bringing a new element into Club life, Night Owls remains an integral part of ensuring a strong future for bowls and Member Clubs.

High Performance
2012 Under 18 Championships The Under 18 Boys and Girls competed in the Bowls Australia Under 18 Championships in Launceston during October 2012. With the team comprising three seasoned campaigners, there were high expectations of the SA girls and they did not disappoint. Breeanna Dickson, Cassandra Harvey, Emma Hughes and Lynsey Trenorden won Gold in the Fours and Renee McPharlin, Silver in the Singles. The girls also competed for Bronze medals in the Pairs and Triples but were not successful; however SA finished a creditable third overall. The boys were less successful finishing fourth in the Singles and Triples; but they are a young group and have gained invaluable experience from competing at that level. South Australia can be proud that Breeanna Dickson, Renee McPharlin and Luke Brind were all named in the Australian Under 18 Squad.
Under 25’s In a pleasing result the inaugural Bowls SA Under 25 women’s team played extremely well and took out the series. The U25 men also played well, while the overall result clearly favoured the Victorians, all matches were tightly fought with a handful of shots separating teams. The format of this series is to rotate players through all disciplines and as such can provide valuable experience for all competitors.
Emerging Players Squad It is pleasing to report that the Emerging Players Squad men and women teams were successful in Mildura; the men showing their form against the Victorians by winning four tests to two. The Under 25 players within the team added to the steadying influence of the more experienced players. The women had a hard fought shots victory over an experienced Victorian outfit. Again our youngish team performed well under pressure on the last day to grab victory.
New Zealand and Australia In the lead up to World 2012 Bowls SA fielded five State men and women in tests against NZ on October 24, 25, 26, 2012 at Lockleys and Holdfast Bay Bowling Clubs as part of the NZ preparations. On October 4, 2012 Steve Glasson requested Bowls SA assistance in providing players for two camps; the first being a hit out for the Australian women on October 15, 16 and 17. Players were organised as required and this was a very successful exercise.
The second camp was on October 30, 31 and November 1 and 2. Both opportunities provided our players with excellent experience.
Over 60’s National Championships The Bowls SA Over 60’s men were very competitive winning four matches, defeating WA, NT, TAS, ACT, with NSW, VIC and QLD proving too strong, ultimately finishing fourth just behind Victoria; only one shot the difference. The SA women had a first round win against WA, but unfortunately that was the only win for the Championships and they finished seventh overall.
Victorian Series, Bendigo, January 2013 The senior men and women, U25 men and women and U18 boys and girls Test series against Victoria was held, January 8 to 10 at the Bendigo Bowling Club. As an overview the performance of our teams was varied, our men are clearly capable of matching it with anyone in Australia and at two tests apiece going into the final test could have taken out the series and brought home the Loy Carroll Trophy. This was not to be with the Victorians proving too strong. The women were less competitive, while not embarrassed the side is clearly going through a rebuilding phase after the retirement of Riina Bradbrook, Penny Landherr and Kerry Treloar; some 300 games of State experienced being lost. Added to this Kelli Wray was unavailable due to work commitments, further reducing our experience. The U18’s selection for this series provided valuable development for our emerging young talent, ages ranged from 12 through to 17. The boys were very competitive but were over powered on the last day which saw the Victorian boys take the series. The girls showed glimpses of what they can do but with Breeanna Dickson, Renee McPharlin and Cassandra Harvey all out of this squad, the inexperience showed. Valuable knowledge of the players was gained and this will assist in future selections.
Senior State Teams The SA State men and women attended the Super Six and Australian Sides Championship representing Bowls SA, its members and South Australia.
Bowls SA Annual Report 2012-2013 | 11
Super Sixes The performance of our men and women in this event was very pleasing; in all Bowls SA captured five medals including a Silver and four Bronze. SA men’s Singles representative Scott Thulborn came away with Bronze, having been extremely unlucky not to be playing off for Gold or Silver losing only one of his four games and then only by one shot. Wayne Ruediger and Simon Dorr were outstanding, playing an unmatched level of bowls in the preliminary rounds; unfortunately they could not sustain this level in the final and had to settle for Silver. Our men’s Pairs did not fully reach their peak; well skippered by Max Kleinig they sneaked over the line in the Bronze medal play-off.Our women’s Singles representative had a roller coaster event, beating some of the best players in Australia in Lisa Phillips and Kelsey Cottrell but having difficulty against the lesser known players, Jackie Gardiner finishing 5th overall. Our Pair’s combination of Breeanna Dickson and Renee McPharlin finished in Bronze medal position after defeating Victoria in the playoff. Our women’s Triples also played well finishing in Bronze medal position. Overall a strong showing from our players and our best result at this event since its inception.
Australian Sides Championship SA State men and women went into this championship with varying levels of expectation. Our men were poised to have real impact and this expectation was shared with players, coaches, selectors and Bowls SA Management. Day 1 saw the men defeat WA and NT, Day 2 round 3 saw a crucial head to head with NSW, SA going down by one shot in a nail biter. Round 4 saw us decisively defeat ACT, Day 3 we defeated Queensland in round 5; a great win but unfortunately we were beaten by our arch rival Victoria in the afternoon. In a shock outcome Tasmania defeated SA by two shots on the final morning. Finishing fourth understated the level of play by the SA men and a defeat of NSW would have seen a very different outcome. With a new look Women’s team comprising four Sides Championship debutants and new back end players, expectations were uncertain. Day 1 saw SA take out two wins against WA and NT then on Day 2, up against competition favorites NSW, we were beaten. However, our teams remained competitive and showed real fight to stay in the contest. In a disappointing result we went
down to ACT who provided a surprise by finishing third. On Day 3 Queensland defeated SA by 19 shots and in the final two rounds despite a very competitive performance the side went down by four shots to both Victoria and Tasmania. While a disappointing final result some very strong indicators were seen in two of the three rinks and debut players and young skippers showed enough to encourage positive thoughts for future events.
Australian Selection Wayne Ruediger’s selection in the World Bowls 2012 Australian men’s side was exciting news and a terrific reward for a great bowler.

Match and Program
Country Carnivals and Country Round Robins
The MGA Men’s and Women’s Country Carnivals remain the premier events for country bowlers with excellent entries again this season. A special
thank you goes to Region 3 Councillor Rita Jones, husband Terry and Operations Manager Rhys Taylor for administrating these two events and also to the clubs and members of all the metropolitan clubs for making their facilities available to our country bowlers.
Prestige Medley’s and Metro v CountryThis season’s event was held at the Payneham Bowling Club under very trying weather conditions and all players must be commended for their cooperation in such hot conditions to allow the competition to be completed. A huge thank you must also go to the organising committee and the volunteers who gave up their time.
Metropolitan PennantsOnce again the players enjoyed a very successful season and congratulations to all those clubs who won their pennant and to those who also gained promotion for the coming season. A big thank you goes to those clubs who made their facilities available for conducting the finals for Wednesday, Thursday and Saturday Premier League Finals.
State Events Bowls SA State Events were once again well supported even with the cutting of several events because of the World Championships in November and December. However, next season will see the return of the State Fours, Metro Singles, a new U25s competition and the advent of the new Champions Week.
International EventsAfter five years of hard work the World Championships were staged at Lockleys and Holdfast Bay Bowling Clubs. What a wonderful event it was, to see the cream of world class bowlers all in one place, putting on a wonderful
Geoff Nethercott
exhibition of bowling for all to see. Congratulations go to the Australian Team. We must thank the organising committee, the volunteers from SA and interstate and you the public for supporting the event with your attendance; it was a thoroughly enjoyable experience.
Thank youMember Clubs and members are sincerely thanked for providing their greens, facilities and event management support over the past season. As Chair of the Match and Program Committee, I wholeheartedly thank the members of the committee for their dedication and support in my first season as Chair, and to Bowls SA Operations Manager who has been a great aid to me and the committee with his expert advice.

Six editions of the SA Bowler, September, November, December, February, April and June were published in the 2012-2013 season with
production and distribution timelines again set to take into account inclusion of draws and promoting or reporting on specific events. The SA Bowler remained the main resource for recording, for current and future generations, major events, Region, Association and Club news. Freelance journalist and avid Bowler John Bevin continued to provide a wide range of interesting reading from Club histories through to anecdotes of some of the talented and lively characters of the sport. In keeping with the expectation of instant news and results, utilising information technology will increasingly become the source of delivering ‘up to the minute’ news and a review of the number of issues and content
will see a shift in the focus of the magazine in the forthcoming season. There is still a strong call for the magazine to be delivered to members but alongside this reading

Umpires Committee
Five meetings were held during the season and well attended by members of the Committee.Training sessions were held for Umpires wishing
to become International Technical Officers (ITOs) which would make them eligible to officiate at World Bowls. Twenty new ITO’s were accredited and join with the three original ITO’s to become part of the squad along with Interstate and overseas umpires. My thanks go to Alf Boyle and Bob Deuter who assisted with their training. Our ITO’s have been used as much as possible for major events throughout the year which enables them to maintain their skills.Very successful visits have been made to Port
Lincoln, Wudinna, Murray Bridge, Goolwa and Broken Hill as well as an education day at the Hahndorf Bowling Club. All were well attended and appreciated by Umpires and interested members.
the Bowler online has increased as members take up the option of utilising this medium to source stories, results and links to advertiser’s websites and products. The production team remain committed to producing a high quality magazine and thank all members and contributors for their input, stories and photos.Bowls SA thanks Lane Print for continuing to provide excellent printing service and their long standing support of the Metropolitan Premier and Metropolitan League Program book.
Several Tutors have resigned after many years of service and they have been replaced by their Assistant Tutors who have been well prepared for their new position. This process has ensured we have a consistency of presenting and sound knowledge of the laws.

Constitution Committee
The Constitution Committee has successfully made all the changes and re-writes as required by the Board and Council to the Bowls SA
Constitution and By-Laws. This task took many hours of meetings and writings. The Committee, with input from the Board, also assisted the Match and Program Committee on the re-write of the Metropolitan Pennant Book in respect to the areas of protests and appeals. These were not easy tasks and I must thank Mike Brown for his persistence in achieving the goals that were set and his ability to see outside the square when required.
There are still areas of the Constitution and By-Laws that need to be corrected and aligned to make all the writings dovetail with each other and enable it to become a cohesive document and the Committee are continuing working on these areas.

The Greens Advisory Committee has continued to facilitate the flow of information and expertise to the volunteer Greenkeepers and Club administrators throughout regional and rural South Australia.A Field Day was held at Lameroo in late July 2012 and it was pleasing to see some of the volunteer greenkeepers, who had attended Ardrossan the previous year, in attendance.A similar program was set with the stand out topic being the demonstration on preparation and maintenance of machinery, and in particular the initial setup of mowers and their ongoing maintenance. Support was provided by Globe Machinery and Gold Acres Services; both with stands displaying merchandise. Gold Acres also presented a working display of various types of spraying equipment. Further Field Days are envisaged for other areas to
allow greenkeepers from all over South Australia to have access to this information. With more Clubs choosing to install artificial surfaces the Committee is very conscious of the need to disseminate information and offer support to these clubs and by using both information technology and seminars this will be achieved in the near future.

Finance Director
It is with pleasure that I submit the audited financial accounts for the year ended 30th June 2013. The figures show a deficit of $37,294. However after
taking into account Legal Fees of $33,464 relative to Open Gender matters and Redundancy payments of $16,155 both of which were unexpected and not budgeted for, the operational result was a Surplus of $12,326.The Finance Committee continued to review and revise the Bowls SA Finance Policy throughout the year to ensure that the best results could be obtained.
I would like to thank the members of the Finance Committee and the Staff of Bowls SA for their professional approach and dedication to ensure that Bowls SA remains financially strong and that Member’s funds are protected and used to the best effect.
