Welcome from Board of Directors President and Executive DirectorTwenty-five years ago, an energetic and focused group of citizens dedicated themselves to the founding of San Elijo Lagoon Conservancy. Its mission, now broadened to encompass the entire watershed, was to protect and restore San Elijo Lagoon for wildlife and for people. Now at a quarter century, our membership soars with more than 2,000 families and individuals, joined in exploration of the reserve by nearly 4,000 school children and weekend walk participants last year.

Today, you can walk, jog, focus binoculars, photograph, paint, or just relax inside this refuge with confidence that special places, like San Elijo Lagoon, stay protected through vital community support.

In Fall 2011 the Conservancy launched its milestone anniversary: 25 Years of Watershed Moments with Birds of a Feather Gala. Our unprecedented fundraising success from the gala helped pay for the training of seven new docent-naturalists, as well as the publication of two new Teacher’s Guides: Adapt to Your Habitat and Water and Wetlands: Our Precious Resources. Long-time County Ranger Susan Welker received a Lifetime Achievement award at the event and we also recognized Barbara Wallach as Docent of the Year. The Conservancy’s president and First Place recipient of the Cox Conserves Heroes award, Denise Stillinger, kicked off the “Fund-A-Need” portion of the evening by pledging her $10,000 prize money to the environmental education program.

2011 was another year of extraordinary accomplishments for the Conservancy. We significantly advanced San Elijo Lagoon Restoration planning (SELR), a multilfaceted project more than 20 years in the making, by beginning the EIR/EIS process with three, well-attended community Town Hall meetings. We acquired important additional acreage on both sides of the reserve. Five acres across from San Elijo Lagoon Nature Center along Manchester Ave provides rare Southern Maritime Chaparral habitat. In late 2011, SELC purchased the Gateway Park property, which preserves 3.44 acres of coastal and open space views in perpetuity. The addition of the Gateway property will buffer the reserve’s fragile coastal dune habitat that can been seen from Scenic Highway 101.

We held 10 volunteer Habitat Restoration events and co-sponsored three themed Family Discovery Days in partnership with County of San Diego rangers assigned the reserve.

The accomplishments of this organization are a tribute to our members and supporters for their dedication to protecting and restoring the resources of San Elijo Lagoon Ecological Reserve.

With wetlands still under pressure from adjacent development projects, our mission is as relevant today as ever. And so we continue to inspire citizen involvement in the restoration and protection of San Elijo Lagoon Ecological Reserve, its watershed, and related ecosystems.

Our success speaks to the power of place, the power of people, and the power of passion. Thank you for joining us on our winged journey now and into 2012, as we continue the Conservancy’s 25th Celebrations, and the important work of your community-spirited nonprofit land trust.

The mission of San Elijo Lagoon Conservancy is to protect and restore the resources of San Elijo Lagoon Ecological Reserve, its watershed, and related ecosystems for the benefit of current and future generations.

As part of our mission, staff of the Conservancy:

Biological ManagementManagement actions maintain and enhance the 918-acre reserve

San Elijo Lagoon Ecological Reserve is one of San Diego’s largest protected wetlands. Its history is intertwined with human progress and development, which makes protecting and enhancing the health of the watershed critically important. We manage the ecosystem in four key ways: keeping the inlet open to improve water quality in the lagoon; controlling invasive plants throughout the reserve and conservation easements; acquiring habitat important for species survival; and planning for San Elijo Lagoon Restoration.

In our association with Carlsbad Watershed Network, Conservancy staff coordinates the control of invasive vegetation throughout the Carlsbad Hydrologic Unit (CHU), which encompasses all the land between Escondido Creek (San Elijo Lagoon) and Loma Alta Creek watersheds (Oceanside). Conservancy staff successfully wrote multiple grant applications for invasive plant removal and native habitat restoration in the CHU, receiving the top ranking among all San Diego Association of Governments Environmental Mitigation Program applicants. Significant efforts were made to treat pepperweed, yellow-flag iris, and purple loosestrife in the Reserve and Escondido Creek. Staff collected data for a new eucalyptus removal project in a Conservancy-owned riparian area along Escondido Creek. Major coordination made with watershed stakeholders, such as County of San Diego, cities of Vista and Carlsbad, and The Escondido Creek Conservancy, allowed the Conservancy to align program activities, provide outreach, and gather invasive vegetation information.

Habitat Management staff advanced habitat restoration projects in the reserve at former agricultural areas near Stonebridge and Santa Carina trailheads. These sites were infested with fennel, mustard, tocalote, and annual grasses. This winter, staff managed contractors and public volunteers in a combined effort to remove invasive vegetation and plant approximately 1400 coastal sage scrub plants at these sites. Conservancy staff continue regular irrigation and maintenance of the new plantings, as well as monitoring the success of the individual plants to inform future restoration efforts.

The Habitat Restoration Program benefited from a revised integrated approach for its volunteer crews, focusing on the Coastal Dunes and Santa Carina restoration sites. Ten public and private events were held in 2011, totaling 700 volunteer hours. Vertex Pharmaceuticals sponsored a corporate restoration event, and several volunteer restoration groups were selected as partners for a 2012 grant application to continue and expand community-supported native plantings and habitat restoration.

Coastal Dunes RestorationSubstantial progress has been made in the Coastal Dunes Restoration site just east of Scenic Highway 101 across from Seaside parking lot. A fence was erected to prevent disturbances to the site, and two volunteer events were held to remove invasive plants and trash from the Coastal Dunes.

Invasive Species Program Improvements were made to streamline GIS mapping, database management, and treatment coordination. These improved systems allow for greater program efficiency and more effective collaboration with private homeowners and contracted work crews with whom Conservancy staff relies on to perform invasive plant treatments.

SELC Internship Program We welcomed three interns in the Habitat Management Program. Due to their efforts, monthly bird count data is now incorporated into a statewide avian database with Point Reyes Bird Observatory; the Easement Monitoring Program has a streamlined protocol; and the decade-long water quality dataset is quantified for easy data visualization.

2011 Land AcquisitionsPlanning occurred to acquire the five-acre Laser property, located across Manchester Avenue from the Nature Center. The acquisition will be finalized in early 2012, when SELC will assume ownership once Caltrans completes requirements. Just days shy of New Year, SELC secured Gateway Park, the 3.44-acre parcel along Scenic Highway 101 in north Solana Beach and south Cardiff-by-the-Sea. The Campaign for Gateway Park will occur in 2012 to repay lenders of this loan.

Scientific MonitoringWatching indicators of ecosystem health and function

San Elijo Lagoon Conservancy’s scientific monitoring activities continued to expand in 2011, thanks to support from donors who help fund species protection, and to our agencies and partners that rely on our data to understand and create the bigger picture of wetlands conservation.

San Elijo Lagoon Restoration A high-resolution map of lagoon topography and bathymetry was completed and will serve as a valuable reference tool for restoration-related studies. Sediment coring was completed at 30 sites in the west, central, and east basins of San Elijo Lagoon. Habitat Management Staff assisted in drilling operations by consulting with the geologist, guiding the drilling team to each site, and minimizing the impact to endangered species during the operation. Data are being used to determine chemical and physical composition of the material to be dredged from the lagoon during restoration.

Notice of Preparation (NOP) and Notice of Intent (NOI) for San Elijo Lagoon Restoration were both released. The Conservancy hosted three public meetings, designed to solicit community input, that were well-attended in November and December.

Inlet circulation monitoringTo maintain a functional lagoon opening that supports healthy tidal circulation, technical staff continues its weekly monitoring of dissolved oxygen, temperature, and salinity at six stations in the reserve. The Conservancy secured its second grant from Environmental Enhancement and Mitigation Program to keep the inlet open. These funds will follow our existing grant and continue through 2013. HMP Staff developed a protocol for the 10-year weekly water quality monitoring program. A college intern was brought onboard and is responsible for routine inlet circulation data collection and photo documentation of inlet closure, as well as quantification of the decade-long database for improved data accessibility and visualization.

Water quality monitoringSELC technical staff continues to manage a network of water quality monitoring stations on five creeks in the Carlsbad Hydrologic Unit (CHU), providing stream flow and precipitation information. Two of these stations are on Escondido Creek. One is at the Camino del Norte bridge in Rancho Santa Fe, and the other in the East Basin of the Reserve at the southern end of the freshwater dike.

California State Coastal Conservancy funding was exhausted in June 2011, however, Conservancy staff continued to perform critical maintenance functions on equipment, data retrieval, and sharing of digital data. Integrated Regional Water Management funding has since been secured to monitor Escondido Creek, stream gauges in San Elijo Lagoon, and El Camino Del Norte Bridge area. Since 2004, municipalities, universities, regional science and regulatory organizations and water districts have benefited from these datasets.

Monitoring Land Stewardship PropertiesSELC manages six conservation easements adjacent to San Elijo Lagoon Ecological Reserve and three fee-title properties within the reserve. Each of these properties protects important habitat. An Intern in summer monitors each site for vegetation thinning and modifications, litter and debris, off-road vehicle use, unauthorized trails, invasive species infestations, and water diversions.

Monthly Bird CountsWe are indebted to the dedicated volunteers who conduct the monthly San Elijo Lagoon Bird Count. They conduct bird surveys of the entire lagoon, which adds to datasets from 2003. The Conservancy recovered an analogous 10 year dataset from 1973-83 through communication with former volunteers. An Intern helped with ornithology data management, uploading it to a statewide database through Point Reyes Bird Observatory (PRBO) and wrote a report to contrast the results of the two monitoring periods. The PRBO makes data accessible to inform large-scale conservation and policy decision-making.

Environmental EducationInspiring stewardship for nature in our “wildlife classroom”

Recognized as a trusted messenger for environmental education, San Elijo Lagoon Conservancy’s education programs increased in 2011 from the previous year by several hundred school children. More than 3,250 people—school children and the public—joined us for naturalist-guided hikes in the reserve.

Support from our members, Birds of a Feather Gala, and educational grants from our corporate and government partners enable staff to expand our programs for all ages. Some of the year’s highlights include:

Docent-Naturalist ProgramSeven new docents joined the volunteer Docent-Naturalist Program in 2011, bringing our core of trained naturalists to 39 talented individuals representing a diverse variety of professional backgrounds. To aid their teaching in the field and as classroom resources, two new Teacher’s Guides were published: Adapt to your Habitat (3rd grade) and Water and Wetlands: Our Precious Resources (5th grade).

Docents were also trained to implement the new 5th grade field program that complements the Water and Wetlands Teacher Guide. This program introduces students to tiny organisms in the water through the use of microscopes, and provides hands-on activities in the field to demonstrate how water moves through the Escondido watershed.

Family Discovery DaysThis year, we collaborated with County Rangers to offer free educational programs for families each season. We are watching participation take off at these community events: During Not-so-Scary Estuary in October, more than 700 people, many children in costume, joined the festivities at San Elijo Lagoon Nature Center. This popular event celebrated not-so-creepy and crawly lagoon creatures through live animal encounters, hikes, and hands-on fun.

Through funding, we were able to add a Lagoon Discovery Nature Camp for children ages 6-11. Eighteen youth participated in the week-long camp and honed their observation skills, explored and learned about the plants and animals of the lagoon, and created nature art from recycled objects.

Calendar.SanElijo.orgWith an increase in school field trips, we developed a secure online school and docent registration calendar. Educators now register their classes and groups online for desired field trip date by checking availability and making a reservation. Docent Naturalists sign up for these walks posted on the calendar. This has greatly streamlined the administration of our dynamic Environmental Education program.

25th Anniversary Communications and OutreachInspiring community awareness of and support for San Elijo Lagoon Conservancy

If 2011 had a theme in the Conservancy’s public relations, it would be “The Year of Social Media Nominations.” With a brand new website, the Conservancy was ready: SanElijo.org was revamped and unveiled by March to reflect the growth of the Conservancy in its 25th year.

Social Media Contests and CampaignsTwice, the Conservancy was nominated to participate in environmental “heroes” online voting campaigns, delivering television, social media, and newspaper coverage of the Conservancy’s work in reaching youth through naturalist-guided field trips in the reserve. All of these social media campaigns generated tens of thousands of dollars in unpaid publicity for the Conservancy’s greater awareness.

In August, Denise Stillinger was awarded First Place, through community online voting, in Cox Conserves Heroes, and accepted the award on the field before stadium and television viewers at the August 19 San Diego Padres Game. Stillinger donated her $10,000 award to the Conservancy’s education program at Birds of a Feather Gala.

In November, the Conservancy was nominated by SDG&E as one of eight local nonprofit organizations to join ECO Ambassadors. During a three-week voting period, the Conservancy maintained its position among Top Three organizations receiving the most votes, in company with much larger nonprofits.

Also in November, The San Diego Foundation launched GIVEBIG, a social media Matching Fund Campaign. During a 72-hour period, county residents gave to nonprofits of choice with a percentage match by The San Diego Foundation. The Conservancy integrated this online campaign in its year-end membership appeal.

San Elijo Lagoon Restoration Public OutreachWith funding from California Coastal Conservancy for wetlands outreach, the Conservancy began a process with CSU Sacramento’s Center for Collaborative Policy to develop a Communication plan for San Elijo Lagoon Restoration. The findings from stakeholder surveys, conducted in Fall 2011, will be translated into the creation of public meetings in 2012, designed for full community invitation and engagement.

San Elijo Lagoon Conservancy in the NewsThe Conservancy was inked, televised, heard on radio waves, blogged about, and highlighted in community news calendars. This year resulted in increased television, radio, print, and online coverage of: guided weekend walks, Spring EGG-ucation Family Days, Native San Elijo Lagoon Family Days, Not-So-Scary Estuary Family Days, Birds of a Feather Gala, volunteer habitat restoration events, Docent-Naturalist recruitment, inlet dredging, Coastal Dunes Restoration, San Elijo Lagoon Restoration Town Hall Meetings, and Gateway Park land acquisition.

Board members volunteered in Family Discovery Days activities and outreach, and also at the Conservancy’s exhibitor booth at Encinitas Environment Day in June, and City of Encinitas 25th Anniversary Celebration in October.

Development and MembershipThe launch of 25 Years of Watershed Moments

As we anticipated the launch of the Conservancy’s 25th Anniversary with the biennial Birds of a Feather Gala, we also focused on new member recruitment and fulfillment of giving opportunities.

$1 Million Endowment Goal ReachedThanks to the President’s Council, board of directors, members and staff, the Conservancy reached its endowment goal of $1 million. Ilse Epprecht was instrumental in helping us achieve that goal by offering the Conservancy a generous matching gift challenge. By the middle of the year we’d reached our goal. Neil Hokanson successfully steered President’s Council and our Endowment Campaign through the last two financially challenging years in our economy.

Growth in Giving OpportunitiesWilliam E. Miller and Ida Houby joined our Legacy Circle by including the Conservancy in their estate plan. Our Legacy Circle donors are a direct part of the Conservancy’s efforts to support wetlands conservation, and help to inspire others to give.

Three new Memorial Benches were donated to the reserve to honor Conservancy supporters. Sheila Johnson donated a bench in memory of her late husband, author and UC professor emeritus, Chalmers Johnson. Ian Hirschsohn, with family and friends, donated a bench in memory of Nini Hirschsohn, located east of Holmwood Canyon where their family had been active in the preservation of the canyon and reserve decades ago with San Elijo Alliance. The Grauer School donated a bench along Rios Trail in honor of its students past, present, and future.

Membership HighlightsA concerted effort was made to recruit new members at the launch of the Conservancy’s 25th Anniversary, which increased our membership 12% over the previous year’s new members.

Our board members represented the Conservancy in several key community events and meetings, including City of Encinitas 25th Anniversary held in October. Board members and staff sent out more than 200 personal appeals to friends, neighbors, and associates encouraging them to join the Conservancy.
