President’s Review We are now at the business end of the quadrenium. With less than 18 months till the Opening ceremony of the Beijing Olympics our focus and efforts are on ensuring our Team for the Games has the funding to compete at their very best. And the funding to ensure preparation and support structures is in place that will allow all members of the team every opportunity to excel. The past year has been an induction for the new Executive Director, Michael Brierley who has transitioned into the role exceptionally well since Ian’s retirement in February 2006. It would be remiss of me not to commend him on his efforts to date. His leadership and contribution are making a real difference. Major activities undertaken by the QOC during the past year included the Qantas Legends Golf Day and activities surrounding the 50th Anniversary of the Melbourne Olympics. In conjunction with the ‘56 Torchbearers Club we conducted events culminating in the 50 Years of Homegrown Heroes Gala Dinner in Townsville in November. One of the enduring qualities of the Olympic movement is the manor in which it recognises and respects the past. It creates a legacy steeped in history and tradition for us and future generations to embrace and be proud. Our 50th anniversary celebrations are an example of this. Again we successfully delivered our flagship educational program culminating in the Pierre de Coubertin Awards ceremony held in June at the Queensland Conservatorium which saw 143 of the 202 Award recipients gathered in Brisbane to be presented with their Award. I would again like to recognize the work put in to these awards by the Education Commission and the enormous effort and support provided by Monica Klysz. The support from the Minister and the Education Department is a key component of this program and we are pleased to partner with Education Queensland and showcase the depth and diversity of talent the State is blessed with. With the support of Chairman, Steve McRoberts and the 2008 Fundraising Committee the QOC has put in place a program of initiatives, events and functions to deliver on our funding commitment to our 2008 Olympians. Over the coming 18 months the program will deliver a further $1.1million to the Australian Team Fund. Significant effort has gone into the planning and I am confident its implementation and execution will deliver our targets. I urge all Olympic supporters and those interested in the success of our athletes in Beijing to support Steve, Michael and the team over the coming year. Your support does make the difference. During the later part of the year the Board and Michael reviewed the QOC Strategic plan. As part of that review we reaffirmed our vision for the Olympic movement in Queensland which is “To share the Olympic spirit and experience”. The updated strategic and operational plan will be complete by June 2007 and will be presented to the Board for ratification. In broad terms the strategic plan will support this vision across 5 Key areas of operation:

1. Fundraising/Funding 2. Education 3. Sustainability of Olympic brand in Queensland 4. Stakeholder management, and 5. Long term stable accommodation.

It would be remiss of me not to recognise the contribution made by Milly Wagstaff who left the organisation last year to follow her heart in country NSW. Milly made an important contribution to the QOC and in particular our Education Programs during her tenure. She will be missed. I know you will all join me in wishing her all the very best as she carves out a new future for herself. As one chapter closes another opens and we welcomed Monica Klysz to our small but enthusiastic team in

South Brisbane. Monica has proved herself to be very capable and competent and we are proud to have her on the team. Support we receive for the Council and our activities from the broad spectrum of the Queensland community is vital for our ongoing success and in turn the success of our Olympic teams into the future. I would again like to acknowledge the State Government, the Premier, Hon Peter Beattie MP, the Minister for Education, Training & the Arts, Hon Rod Welford MP, the Minister for Local Government, Planning & Sport, Andrew Fraser MP, our Fundraising Committee, corporate supporters and volunteers. From a personal perspective I would like to thank my fellow Board members for their contributions and the ongoing assistance we receive from Michael, Monica and our magnificent team of volunteers. In closing I would like to personally thank all the supporters of the QOC who have given their time, expertise and efforts so generously over the past year. In the lead up to Beijing the demands on time and energy will increase. As we know from our sporting heritage, a team effort by all will make our goals much easier to achieve. I am confident we will meet those goals. We are closing in on the opening ceremony in Beijing very quickly. The next 18 months is a critical period for our fundraising activities. Those activities will determine how much support we can provide to the Australian Olympic Team so they can achieve the best possible results in Beijing. Your support makes a difference. Let’s all get behind our team over the next 18 months. Richard Powell President

Executive Director’s Report It is with great delight that I present my first Executive Director’s report for the Queensland Olympic Council. My first year at the helm was one of getting to know the organisation and the Olympic family and in continuing the great legacy of my predecessor, Ian Guiver. I was lucky enough to work with Ian for 2 months during our hand over and this proved invaluable. We also saw another of our staff members move on and I would like to thank Milly Wagstaff for her wonderful contribution over the past 3 years. We were lucky to find a wonderful replacement for her and welcomed Monica Klysz on board in May. The Board and Committee’s of the QOC have provided a great deal of assistance to me during the year and it was a privilege to get to know them all and work with such a dedicated group of individuals who have nothing but the best interests of the Olympic movement in their hearts and minds. The year saw the start of our fundraising campaign for the 2008 Australian Team. With a target of $1.3M we have a long way to go but have put in place a unique and innovative fundraising plan that will ensure we achieve our goals. Our Fundraising Committee was formed during the year and it is an inspiration to be able to work with some of Brisbane’s most respected business leaders who all generously donate their time, energy and ideas for our great cause. Our 3rd Qantas Legends Golf Classic was again a wonderful success having raised in excess of $80,000. The event has gone from strength to strength and is a testament to the great organising committee we have in place and the amazing support we receive from our Legends who generously donate their time for this great day. Qantas once again have committed their support to the event and announced their continued involvement for 2007. The Queensland Government demonstrated their unwavering commitment to the Olympic movement with a donation of $350,000 towards the 2008 Team Fund. This represents an increase of 16% over their Athens contribution and reflects the wonderful success of Queenslanders in the Australian Team and the pride they bring to our great State. The QOC received the first instalment of the Queensland Government donation at a welcome home ceremony for the Queensland members of the 2006 Australian Winter Olympic Team where the Premier presented them with the Keys to the City. It was rewarding for the team members to receive this wonderful accolade as recognition of their commitment to represent their country at the highest level. We also staged a very successful series of events in Townsville to celebrate the 50th Anniversary of the Melbourne Olympic Games. Over 3 days in November we staged an Education Forum, a black tie fundraising dinner and a primary schools torch relay re-enactment. The support we received from all areas of the community was fantastic and it was the perfect time to reflect on Townsville’s contribution to the Olympic movement. At all levels of Government the QOC is blessed with great relationships and strong support. The Local Government Association of Queensland (LGAQ) hosted the QOC at their South West Conference in Miles and the LGAQ State Conference in Toowoomba this year. These excellent forum’s enable the QOC to maintain and foster close relationships with Mayors and CEOs of the 125 local government authorities. At a State level the Queensland Government continues to support the QOC across a number of portfolios. We extend our gratitude to Premier Peter Beattie, recently retired Minister for Local Government, Planning & Sport, Tom Barton, his newly appointed successor Andrew Fraser and Minister for Education, Training & the Arts, Rod Welford, for their continued support of the Council.

As always the Australian Olympic Committee provide invaluable support to the QOC’s administrative, education and fundraising activities. I would like to express my thanks to President John Coates and the entire AOC team led by Craig Phillips. Naturally all of our activities rely on the generous support of the corporate sector and I would like to thank Qantas, Nissan and Channel 7 for their major contributions in 2006. Most of all I would like to thank all our Olympians who I have had the great pleasure of getting to know and working with. It is inspirational to see the enthusiasm they all have and their generosity in supporting all of our activities. Our Olympians are wonderful role models and ambassadors for the Olympic movement and we have been privileged to have been able to touch the hearts and minds of thousands of young children during our school visits and community and education programs in 2006. I would also like to offer our thanks to all those volunteers who helped the QOC with many of our programs and events, including our Pierre de Coubertin Awards, research for our Olympians Club, documenting the Queensland 1956 Olympians and research for our fundraising activities. The QOC had another great year in delivering our Olympic education program to schools, community groups and the general public. Education Commission Chair, Kim Cooper will cover the success of our involvement in these programs in her Education Report. In 2006 the QOC achieved a trading loss of $54,866. The result was not unexpected and was primarily due to meeting the cost of staff double ups during hand over periods for both positions, a reduction in grant funding from some areas and both a reduction in trading income due to discontinuing our Olympic merchandise sales program and the resulting stock write off of $10,436. Accumulated funds at 31st December 2006 amount to $25,009. I look forward to a busy and prosperous 2007 and in working with all those involved with the QOC and the Olympic movement.

Michael Brierley Executive Director

Toowoomba Education District - Harristown State High School The final 2006 Pierre de Coubertin regional launch was held at Harristown State High School in Toowoomba on Thursday 16 March 2006. This launch provided the perfect finale to the launch schedule. Guests were welcomed into the auditorium by the Harristown State High School Stage Band who performed a wonderful rendition of our National Anthem and later concluded the launch with their version of Waltzing Matilda. The band was a highlight of the proceedings. School Leader Braden O’Callaghan did a fantastic job as master of ceremonies. Trevor Beckingham, QOC Board Member and Education Commission representative provided the audience with a thorough explanation of the Pierre de Coubertin Awards criteria. School Leader Lisa Skerman interviewed 2006 Torino Winter Olympian, Speed Skater Lachlan Hay who shared some of his inspiring experiences from the Olympics. Former Harristown State High School student Peter Mysliwy also joined the list of special guests to share his views about the importance of the Pierre de Coubertin Award and how it had influenced his life. Mr Phillip Cook, Executive Director Schools, Toowoomba Region presented the Principal of Harristown State High School, Jeff Hennessey with the first nomination pack for the Toowoomba and Darling Downs region. The highlight of this launch was the unveiling of the Harristown State High School Pierre de Coubertin Honour Board, which listed every recipient to date. This was to be displayed amongst other honour boards in the main auditorium. This was a great initiative and one that we will be encouraging other schools to adopt. 2006 Awards Presentation Ceremony – Queensland Conservatorium Southbank, Brisbane On Thursday 22 June 2006 the Pierre de Coubertin Award Presentation Ceremony was held at the Queensland Conservatorium in Brisbane. This year 143 of the 202 state-wide recipients attended the ceremony and were presented with their certificate and Olympic pin by Mr Phil Reeves, Member for Mansfield representing The Minister for Education, Training & Arts The Hon Rod Welford MP. A series of events spanning three days was planned incorporating an Olympic Education Forum On Thursday evening 9 November an “Olympic Locker Room” was held in partnership with Sport and Recreation Queensland exploring “The Power of media in sport, and getting local sport into the news”. Attendees heard from Dr Ian Jobling who provided an historical perspective on media and the Olympics. Local Media representatives from Radio 4TO, The Townsville Bulletin and the Seven network provided practical tips and advice for sports administrators, coaches and officials on how to get local sport into the news. An Olympian panel represented by Brian Kerle (Basketball 1972, 1988); Judy Hudson-Luxton (Swimming 1972, 1976) and Selina Scoble (Volleyball 2000) were questioned about their Olympic experiences and their thoughts on increasing the level of media scrutiny and power in relation to sport. CONCLUSION I would like to thank Commission members for their time and valuable contributions to the education program. To our new project coordinator Monica Klysz I extend our heartfelt thanks for her tireless work and attention to detail in supporting the education program. Thank you to Michael Brierley our new Executive Director for his insight and support. To our valuable volunteers and my fellow Olympians who play such varying and important roles in the delivery of education program initiatives I thank you. The Olympians Club of Queensland President Judy Hudson -Luxton Treasurer Trevor Beckingham Secretary Georgina Parkes Committee Denise Boyd, Sue Hooper, Carolyn Crudgington, Brian Kerle, and Richard

Powell as President of QOC. The Olympians Club of Queensland held two events during the year for all Olympians’ families and friends. The first event was planned to celebrate International Olympic Day. Thus on the evening of Saturday 24th June, we hosted a very successful get together at the Australian Outback Spectacular Theme Park, located mid-way between Brisbane and the Gold Coast. The evening commenced with complimentary pre-dinner drinks (thanks to Foster’s for beer, wine and soft drinks) and entertainment for all 140 Olympians, their families and friends. We also acknowledged the 10th and 30th Anniversaries of the 1996 Atlanta and 1976 Montreal Olympic Games respectively. Whilst we are not a club to raise monies, we did receive a donation of $1000 towards the 2008 Australian Olympic Team Fund from Warner Village Theme Parks. From all who attended, I believe the feedback was very positive, and thanks to those Olympians who gathered small groups to make our numbers. In fact this has been the first function which I have been associated with where we have had to turn people away due to the limited seats available on that evening. Our second and final function for 2006 was held on the bowling greens for Barefoot Bowls and a BBQ on Sunday afternoon and evening, 19th November 2006. It was a great event attended by 15 Olympians and their friends and families. During the months of June and July, the Olympians Club in conjunction with the Centre for Olympic Studies, University of Queensland, conducted a research project to learn more about Olympians in Queensland and how they would like us to interact with them; what type of services and events they would like to attend; and how they would like to become further involved in the operations of both the QOC and Olympians Club. Invitations were sent to 450 Queensland based Olympians to participate in the research and 14% responded. By completing the questionnaire, all went into a draw for a dozen premium wines (courtesy of Foster’s Group) which was won by Howard Richter (Boxing 1956). Results of this survey were very promising and we appear to be on the right track for Olympians’ needs. A copy of results can be obtained from the QOC if you have an interest. Once again I attended the Olympians Club of Australia’s annual meeting in Sydney, on 19th May 2006, along with the Australian Olympic Committee AGM the following morning. At our meeting we heard from Keiren Perkins, as well as about the events of the World Olympians Association. One of the main discussion points was recognition of Olympians who have given back to the Olympic movement over many years and an appropriate name for such an award – such as “The Julius Patching Medal”. This has yet to be implemented. Each State presented their reports on the year’s functions and activities with Leon Weingard, President of The Olympians Club of Victoria, presenting the events of the 50th Anniversary “Melbourne 1956 Games”. On a sad note we mourned the passing of a great Olympian and Queenslander and regular attendee to all our functions, Richard Stone on the 5th June 2006. Dick represented Australia at both 1956 and 1960 Olympic Games in fencing and will be sadly missed and fondly remembered by all his friends and fellow Olympians. On 29th July 2006 we received the sad news that William ‘Wally’ Paterson had passed away. Wally represented Australia in Wrestling at the 1956 Melbourne Olympic Games. In December, we also were very saddened by the passing of an Olympic Gold medalist (1964,200m Butterfly), Kevin Berry OAM (1956 and 1960 Olympic Swim Team), and whilst from NSW, Kevin spent a lot of his latter days on the Gold Coast prior to returning home to Sydney prior to his passing at age 61. He was inducted into the International Swimming Hall of Fame in 1980. Kevin attended our functions from late 2005 and found comradeship, support and many fond memories when meeting up with other Olympians and friends.

The functions, meetings and surveys would not have gone so smoothly if it was not for the assistance and obliging nature of Michael Brierley, Executive Director, QOC, and his initial Operations Manager, Milly Wagstaff and currently Monica Klysz. Thank you very much for all your support and continued ideas for our Club. Lastly, I would like to thank all the members of our executive committee for their time, ideas and support throughout 2006 and I trust they will enjoy the coming year ahead. QUEENSLAND OLYMPIC COUNCIL LIMITED NOTES TO THE FINANCIAL STATEMENTS FOR THE YEAR ENDED 31 DECEMBER 2006 1. CORPORATE INFORMATION The financial report of the Queensland Olympic Council Limited (QOCL) for the year ended 31 December 2006 was authorised for issue in accordance with a resolution of the Directors on 28 March 2007. The QOCL is a company limited by guarantee incorporated in Australia. The principal place of business is 82C Merivale Street, South Brisbane Queensland 4101. The nature of the operations and principal activities of the Council are described in note 9. 2. STATEMENT OF SIGNIFICANT ACCOUNTING POLICIES The significant policies which have been adopted in the preparation of these financial statements are: (a) Basis of accounting This special purpose financial report has been prepared for distribution to the members to fulfil the Directors’ financial reporting requirements under the Corporations Act of 2001 and the constitution. The accounting policies used in the preparation of this financial report, as described below, are consistent with the financial reporting requirements of the Companies Act, 2001 and the Company’s constitution, and are, in the opinion of the Board, appropriate to meet the needs of members:

i) The financial report has been prepared on an accrual basis of accounting including the historical cost convention and the going concern assumption. They do not take into account changing fair values, except where stated.

ii) The requirements of Accounting Standards and other financial reporting requirements in Australia do not have mandatory applicability to the Queensland Olympic Council Limited because the Board has determined the Company is not a “reporting entity”. The Executive Board has, however, prepared the financial report in accordance with all Accounting Standards and other mandatory financial reporting requirements in Australia with the following exceptions:

AASB 132: Financial Instruments: Disclosures and Presentation AASB 137: Provision, Contingent Liabilities and Contingent Assets; and AASB 139: Financial Instruments: Recognition and Measurement.

iii) The financial report is prepared in Australian dollars.

(b) Statement of compliance The financial report complies with Australian Accounting Standards, which include Australian equivalents to International Financial Reporting Standard ('AIFRS'). Compliance with AIFRS ensures that the financial report, comprising the financial statements and notes thereto, complies with International Financial Reporting Standards ('IFRS').

Page 25: Annual Report 2006 draft - aoc-cdn.s3.amazonaws.comaoc-cdn.s3.amazonaws.com/corporate/live/files/dmfile/QOC_Annual_Report...3 contents 4 patrons, executive board, life members & aoc

25

Certain Australian Accounting Standards have been recently issued or amended but are not yet effective. These standards have not been adopted by the QOCL for the annual reporting period ended 31 December 2006. The QOCL have yet to finalise their assessment of the impact of these new or amended standards on the organisation. (c) Income and Expenditure Recognition Income, with the exception of fundraising, has been brought to account on an accrual basis and if not received at balance date is reflected in the Balance Sheet as a receivable. Expenses have been brought to account as incurred and any expenses incurred but not paid for at balance date are reflected in the Statement of Financial Position as creditors. (d) Fundraising The QOCL raises funds on behalf of the Australian Olympic Committee Inc. At 31 December 2006, the QOCL had raised $189,974 (2005: ($169)) towards the 2005-2008 Olympic Team Appeal. (e) Income Tax The QOCL is exempt from Australian income tax. (f) Property, Plant and Equipment Acquisition Items of property, plant and equipment are recorded at cost or, in the case of donations and sponsorship contributions in kind, at fair value at the time of the donation or contribution, less accumulated depreciation and any impairment in value. Depreciation and amortisation Items of plant and equipment are depreciated on a straight line basis over their estimated useful lives ranging from 3 to 15 years from the date of acquisition. Impairment The carrying values of plant and equipment are reviewed for impairment when events or changes in circumstances indicate the carrying value may not be recoverable. For an asset that does not generate largely independent cash inflows, the recoverable amount is determined for the cash-generating unit to which the asset belongs. If any such indication exists and where the carrying values exceed the estimated recoverable amount, the assets or cash-generating units are written down to their recoverable amount. The recoverable amount of plant and equipment is the greater of fair value less costs to sell and value in use. Value in use is the depreciated replacement cost of an asset when the future economic benefits of the asset are not primarily dependent on the asset’s ability to generate net cash inflows and where the Committee would, if deprived of the asset, replace its remaining future economic benefits. Impairment losses are recognised in the income statement. (g) Cash and cash equivalents The QOCL raises funds on behalf of the Australian Olympic Committee Inc. (‘AOC’). As of 1 January 1998, all of the funds raised by the QOCL are recorded directly in the financial statements of the AOC. QOCL does not have a bank account and therefore does not have a cash flow. For

Page 26: Annual Report 2006 draft - aoc-cdn.s3.amazonaws.comaoc-cdn.s3.amazonaws.com/corporate/live/files/dmfile/QOC_Annual_Report...3 contents 4 patrons, executive board, life members & aoc

26

administrative purposes all cash transactions are processed by the AOC and the net cash position is reflected in a net receivable account at year end (Refer Note 4). (h) Share Capital The QOCL is incorporated as a company Limited by Guarantee without share capital. The liability of the members is limited to an amount not exceeding twenty five dollars, in the event of the winding up of the company. (i) Inventories Inventories are valued at the lower of cost and net realisable value. Costs incurred in bringing each product to its present location and condition are accounted for as finished goods – cost of direct materials Net realisable value is the estimate selling price in ordinary course of business, less estimated costs of completion and the estimated costs necessary to make the sale. (j) Government Grants

Government grants are recognised at their fair value where there is a reasonable assurance that the grant will be received and all attaching conditions will be complied with.

When the grant relates to an expense item, it is recognised as income over the periods necessary to match the grant on a systematic basis to the costs that it is intended to compensate. Where the grant relates to an asset, the fair value is credited to a deferred income account and is released to the income statement over the expected useful life of the relevant asset by equal annual instalments.
