1. ORGANISATION & FUNCTION

1.1 INTRODUCTION Energy Management Centre, Kerala, an organisation registered under the Travancore-Cochin Literary, Scientific and Charitable Societies Act of 1955 with Reg.No: 139/96, came into existence on 07-02-1996. The office of the organisation is at Thycaud, Thiruvananthapuram, 695 014 .

The Centre is an autonomous body under the Department of Power, Government of Kerala, devoted to the improvement of energy efficiency in the State, promotion of energy conservation and encouraging development of technologies related to energy through research, training, demonstration programmes and awareness creation. The Centre is also promoting Small Hydro Power developments in the State. The United Nations Industrial Development Organization (UNIDO) opened its first Regional Centre for Small Hydro Power in Energy Management Centre on 4 April 2003. In order to give an impetus to the development of Small Hydro Projects in the Kerala State, Government of Kerala has constituted a Small Hydro Promotion Cell, attached to EMC. This report for 2005-2006 highlights the various activities of the Energy Management Centre, Kerala in the areas of energy conservation and Small hydro Power development. The report also gives a picture of the administrative and financial activities of the Centre. During the period under report three meetings of the Executive Committee (29.06.2005, 22.11.2005,01.03.2006) and one meeting of the Governing Body (18.03.2006) were held.

1.2 OBJECTIVES The objectives of the Centre are to facilitate efficient management of all forms of energy, to promote energy efficiency and energy conservation and to develop new sources of energy as well as novel energy technologies with a view to increasing production, improving the quality of life and facilitating the use of energy on a sustainable basis.

In particular the objectives are: 1. To develop innovative methodologies and techniques and devise programmes for efficient

energy management.

2. To identify barriers to improving energy efficiency and propose appropriate remedial approaches including policy measures and financial incentives.

3. To carry out , support and/or promote research studies on energy management .

4. To advise various sectors of economy like industry, transport and agriculture etc., the agencies connected with energy production, handling and utilisation and the Government on issues related to all forms of energy and its efficient management.

5. To monitor and promote energy conservation activities in the State of Kerala.

6. To increase the skill and capability of energy professionals.

7. To act as a nodal agency for generation, collection and dissemination of latest technical information on energy management and improve the energy information system.

8. To create and maintain a database on supply, demand and prices of energy, energy efficiency, energy conservation and related technologies.

9. To review laws and regulations that have a bearing on energy efficiency, develop standards and norms for efficient energy use in the various sectors of economy in the State and propose modifications.

10. To have liaison with national & international organisations, Universities, Research Centres, Regulatory bodies, funding agencies and such other institutions connected with various aspects of energy management, including exchange of research results and energy statistics on energy policy, forecasting and planning techniques.

11. To facilitate exchange of energy experts between the state of Kerala and other regions within India and abroad.

12. To perform such other functions as desired by the Government and undertake such other activities as are relevant to fulfill the objectives of the Centre.

2. INFORMATION TECHNOLOGY SYSTEMS DIVISION

The division of the Centre is responsible for successfully managing the center’s computer facility since the inception of EMC. The division also provides necessary computing facilities to the UNIDO Regional Centre for Small Hydropower and it’s project locations in South Asia, SHP Cell, and works with other divisions provide advanced technology staff and project trainees/students. From Internet, LAN, WLAN and phone connections in office to software that supports all the aspects of day-to-day function, IS division keeps you connected. The IT Systems Division provides broadband Internet, highly secure (128bit key) 802.11g wireless LAN, 10/100/1000 wired LAN and related computer hardware and software for a broad range of users within EMC. The Division supports servers, operating system software, Firewalls, Gateways, Network cabling, network printers, and other attached equipment. The Division identifies requirements for replacement or enhancement of computer and networking hardware and software that it supports. The Facility integrates and supports laboratory, design, documentation systems, library systems, database systems, integrated accounting systems, internet terminals, email terminals and research students engaged in basic and applied research, training, system development etc. Facility staff provides guidance, consultation services, documentation and assistance in obtaining the goals of the technical groups. The facility provides one-on-one introductory sessions, and general advice for new and experienced computer users. With respect to computer and Information Technology needs, the goal of these efforts is to enable researchers to become self-sufficient. Also, EMC is the one of the first institutions in Government sector to provide full computer and Internet access to all its officers since its commencement of operations in 1997. In addition, Facility provides personal desktop support for operating systems and popular applications (e.g. word processing, spread-sheet programs, e-mail), technical assistance for utilizing specialized features of installed software packages, designing of cover pages of documents and reports, banners, high tech presentations and preparation of web pages. The Facility also supports connection of personal computers and laboratory equipment to the campus-wide wireless/wired local area network. Information on the EMC’s activities is also available in the Kerala government website. The division also maintains the www.unidorc.org website. The websites has the latest information on the Centre’s activities and many other resources. The most up-to-date information on projects, training programmes and workshops are available at the site. The websites are maintained and regularly updated by the IT systems division of the Centre. Projects The division is developing a SHP database for UNIDO RC. New major Hardware and Software procured

5. RESEARCH CUM DEMONSTRATION PROJECT

5.1 IT enabled Energy Management Systems in Rice Mills

– Funded by the SARI/E Small Grants Program As part of the SARI/Energy Small Grants program. Energy Management Centre-Kerala completed the installation of information technology (IT)-based energy management systems in traditional rice milling industries in India and Sri Lanka, which resulted in reducing the operating energy costs and thereby contributing to reduction in greenhouse gas emissions, improving productivity through reduced rejections and better quality output, and ultimately enhancing the profitability and viability of the traditional small and medium industry sector. This project aimed at studying and identifying the appropriate IT-based solutions that could be easily retrofitted to existing systems with low disturbance to the working environment and without replacing workers but by equipping them with relevant online data.

5.2 Energy Efficiency Improvement at Kochi Corporation Energy Management Centre Kerala is conducting a comprehensive Energy Audit in Kochi Corporation , which is a pioneering effort in the Municipal Corporation sector. A special stress here is to improve the energy efficiency in Street lighting . EMC is embarking on model energy efficiency project in one of the identified street lighting sector by retrofitting energy efficient lamps, lighting controls etc. The base level energy consumption will be monitored before the retrofit and the improvement in energy efficiency will recorded for evaluating the best options considering the all technical and other aspects of lighting. The demonstration project will be showcased for other municipal corporations to emulate ideas for improving energy efficiency in their areas as well. This study is under progress 5.3 POLICY INITIATIVES a. Energy Conservation Act 2001 implementation Commissioned a study by the National Productivity Council to develop strategies for EC Act 2001 implementation in the State and the recommendations are under consideration for implementation.

b. Kerala State Energy Conservation Fund Rules - 2006

Section 16 of the Energy Conservation Act, 2001 (Central act 52 of 2001) , provides that the State Government shall constitute a fund to be called The Kerala State Energy Conservation Fund for the purpose of promotion of efficient use of energy and its conservation within the

State. Accordingly the draft Fund rules are already formulated and submitted for legal consultation

c. Public Lighting Policy Public lighting in Kerala provides an important function by supplying vehicle drivers and pedestrians with sufficient light to be able to identify hazards and move around safely at night. It also provides a number of other benefits, including amenity and aesthetic rendering of streetscapes and buildings.

There are about 1 million public lights in Kerala – one for every 30 Kerallites – that annually consumes about 174 million units of electricity and about 1.91% of total Electricity consumption in Kerala This as against a national average of 1.23%.

Current public lighting in Kerala, particularly for minor roads and streets, uses large amounts of energy and financial resources, while typically failing to provide high quality lighting. It is possible to improve lighting quality while reducing energy use and greenhouse gas emissions and lowering costs.

The public lighting policy will focus on to contribute to the safe use of the public areas concerned, by those on foot and in vehicles and shall not, by its presence, create or contribute in any manner, any safety hazard on that highway.

The aim of this Policy is to assist in ensuring that the following Street Lighting Objectives are met:

To Minimise the adverse effect on the environment whilst still enhancing the night-time ambience.

To improve the night-time safety of road users and members of the community. To reduce crime and the fear of crime during the hours of darkness. To provide public lighting that is cost effective, taking into account energy

conservation and sustainability. To maintain the lighting asset so as to prevent premature failures.

The development of a Policy for public lighting aims to identify ways to cost effectively expedite the implementation of these opportunities. As a prelude to develop such a policy , a one day workshop was held at Mascot Hotel Thiruvananthapuram on 02-03-2006. Various stakeholders were participated in the proceeding and contributed immensely for the development of the policy.

7. TRAINING, SEMINARS AND WORKSHOPS EMC continued to impart skill upgradation programs for different stakeholders spread across the State. Summary of such events are listed below. 8. STATE ENERGY CONSERVATION AWARDS 2005

In its efforts to encourage energy conservation activities in the State, applications for Energy Conservation awards instituted by Government of Kerala are invited every year by the Energy Management Centre. The Government decided to give awards for the financial year 2004-‘05 in

By regular, effective and strict monitoring of energy consumption and costs in almost all the utilities in the facility;

By implementing various energy efficiency measures like Building Energy Management System, Boiler feed water heating using waste exhaust heat, effective condensate recovery, rain water harvesting, optimisation of chilled water system, etc.;

By periodic awareness campaigns for the workers and staff and with regular training programs on energy conservation and better practices;

By having a good energy management organisation set-up with Chief Engineer as the Co-ordinator,

they were able to consistently reduce the annual specific energy cost – expressed as percentage of turnover - from 14% in 2003-04 to 11% in 2004-05, a reduction of about 18%.

Considering these, this year’s AWARD is conferred to Le Meridien.

The first dairy in Kerala certified with ISO 9001-2004 certification, has an Energy Policy and an Energy Conservation Committee with a Corporate Energy Manager at their Malabar Regional Office. Training programs being conducted for technicians at Corporate Level. Major efforts are: - Replacement of 4 numbers of pneumatic filling machines with

mechanical ones resulting in an annual savings of over Rs 2 lakhs. Replacement of old condenser pumps with high efficient ones Water conservation in pouch filling, etc Could achieve an annual savings of 10% in their specific energy consumption. Considering these achievements of a co-operative sector unit, this year’s Award is given to them.

CATEGORY III: - SMALL SCALE ENTERPRISES Ammini Energy Systems Pvt. Ltd., Trivandrum

Considering their persistent efforts in educating the prospective clients and implementing CFL street lights worth Rs 1.76 crores in 2004-05, and innovating on the product with better luminary, capability to work under wide voltage variation, it has decided to give them this year’s Award.

Carrying out research in bio diesel production from vegetable oils including rubber seed oil and the use of them in engines,

it has been decided to give him the Award.

Evaluating his extent of continued involvement in mass awareness campaigns for promotion of energy conservation in domestic sector through workshops, cycle rallies, paintings, etc, as a voluntary worker of Energy Conservation Society and starting 8 Energy Conservation Clubs in ITIs and ITCs, it has been decided to give him this year’s Award in this category.

ENERGY CONSERVATION COMMENDATION CERTIFICATES 2005

CATEGORY I: - LARGE SCALE ENTERPRISES Hindustan Newsprint Limited, Kottayam AND

With a written Energy Policy and energy management set-up HNL could reduce their specific electricity consumption from 1855 kWh/ton in 2003-04 to 1847 kWh/ton in 2004-05. Similarly specific thermal energy consumption was brought down from 5.10 to 4.12 million kcal/ton. These were made possible through some of the following measures.

Introduction of Variable Frequency Drives in about 41 pumps & 4 fans

Replacement a 400 kW and 110 kW old pumps with energy efficient 250 kW and 90 kW respectively

Operational improvements and process optimisation Thermal insulation, application of renewable energy, etc

Taking these into account the Committee finds that the work of HNL is commendable and qualifies for Award. However, considering the clause that an organisation is not eligible to receive Award consecutively for 3 years and HNL having received the Award 2004, it has been decided to give Commendation Certificate to HNL

Arya Vaidya Sala, Kottakal

Considering their keen commitment and efforts to reduce their energy consumption year-by-year through changeover to energy efficient practices ensuring workers’ participation, it has been decided to give Commendation Certificate to Arya Vaidya Sala. Sreetech, Trivandrum

As an approved service provider (construction of biogas plants) of Clean Kerala Mission, they were successful in installing a number of biogas plants in different institutions in the State. In the year, 2004-05,

they have installed a 20 m3 fixed dome night soil based plant in IMS Dhyana Bhavan, Paravoor, Alappuzha. Considering their efforts to propagate and install night soil based plants, it has been decided to give Commendation Certificate.

CATEGORY V: - RESEARCH & INNOVATIONS

Omega Electronics, Trivandrum

Taking into account their efforts in continuously innovating and improving their product designs - solar lantern, solar charge controllers – and adopting an innovative concept of selecting and training personnel from the tribal villages as “Authorized Service Personnel” for the upkeep and maintenance of solar systems installed under the village electrification scheme, this year’s Commendation Certificate is given to them.

CATEGORY VI: - INDIVIDUALS Balan P.M, Kozhikode

Taking into account his efforts in popularisation, innovation of the ‘Parishad Aduppu’ and installation of such improved chulahs since the last 19 years, and having installed a number of community chulahs in hotels, ayurvedic medicine manufacturers, schools, Anganvadis, houses, etc., Commendation Certificate is given to him.

CATEGORY VII: - PUBLIC BUILDINGS Amrita Institute of Medical Sciences, Kochi

Considering their efforts in looking for energy efficiency options while purchasing machineries for this fairly new installation, and implementing some energy conservation measures like reducing capacity of a few number of Air-handling unit motors, removal of unnecessary fluorescent tubes, impeller trimming of chiller pumps, etc., Commendation Certificate has been given to them.

ENERGY EFFICIENCY EXCELLENCE As part of recognizing the commendable performance of industries/ institutions/ individuals/ NGOs, etc., in the State, EMC has operated the State Energy Conservation Award scheme in 2006 also.

The total avoided generation capacity by the Industrial sectors participated in the Kerala State Energy Conservation Award, for the past three years alone is 13.07 MW. This reduction is achieved with an investment of around 54 crores rupees by the end users. As the investment for energy efficiency projects in these units is justified by the financial benefits to them alone, the 13 MW saving achieved can be considered as an extra benefit to the utility with no investment. The actual reduction in capacity will be much more than this figure as we have considered only entries by the Industrial units applied for the award.

Energy Conservation Month Celebrations

As part of the Energy Conservation Month Celebrations from 15 November 2005 to 14 December 2005, EMC successfully organized and conducted different programmes spread throughout the 14 districts in the State. The participants of the programmes were House-wives, School Children, College Students, Engineers and Supervisors of Industries, Residents’ Association Members, Electrical Supervisors and Contractors. EMC organised these programme jointly with Electrical Inspectorate Department, KSEB and Energy Conservation Society.

9. AWARENESS PROGRAMS Energy Clinics Energy Clinics were organised by the selected volunteers. Energy Clinic is a unique programme of EMC in energy conservation activities in domestic sectors through women change agents. Through awareness, 10-15 % of total energy can be saved. The energy clinic is to provide valuable information to the rural population on energy conservation, energy efficient equipments, right methods of energy use to reduce wastage etc. In connection with the Energy Conservation Month activities, special energy clinics were also organised.

Energy Conservation Clubs in Schools and Colleges The Centre, through the efforts in promoting Energy Conservation Club Project (ECCP) of the Energy Conservation Society (ECS), sets up energy Conservation Clubs in Schools and Colleges all over the State. Clubs now exist in about 400 schools and 50 Colleges/ITCs in the State. Different activities are conducted in these clubs to create awareness among school/ college students. The Centre provides necessary technical and partial financial support to the ECCP for conducting different activities like Energy Quiz, Elocution, Project Preparation, Domestic energy surveys, etc., aimed at creating awareness among the public utilising the services of its members and also educating the members on the need and techniques of energy conservation. Energy Conservation Month Celebrations As part of the energy conservation month celebrations, during November to December 2005, State level competitions (painting, cartoon, elocution and projects) for students of high schools, higher secondary schools, Arts & Science Colleges, ITIs and Engineering Colleges were organised at the State Capital. About 200 students and around 25 co-coordinators of the Energy and Environment Conservation Clubs participated in the meet. Prizes were distributed on 14th December, the National Energy Conservation Day. Some of the awareness programme conducted during the year is listed below.

10. SHP DEVELOPMENT RELATED ACTIVITIES The Energy Management Centre, Kerala, had since 1997, taken initiatives for speedier development of Small Hydro Power (SHP) in Kerala, with people’s participation. Altogether, the projects division dealt with environment friendly systems of development of power especially, Small Hydro Power with a sustainable development initiative. Small and mini hydel potential can provide a solution for the energy problems in remote and hilly areas where extension of grid system is comparatively uneconomical. One of the main activities of Energy Management Centre is therefore to develop, introduce and promote electricity generation techniques and programmes through SHP.

As part of the activities of the division, various programmes were conducted for local bodies. EMC has actively participated in the development of SHP in villages giving co-operation and guidance for implementation. Mankulam Grama Panchayath had come forward showing interest in assessing the potential for micro hydel development in the Panchayath to cater to the needy settlement of people in the region. EMC SHP Division team undertook field visits to the Panchayath and a pre-feasibility study report was submitted selecting a total of six project which could be tapped in different parts of the Panchayath.

The various activities of the division are briefed below.

1. Preparation Techno-Economic Feasibility Report (TEFR) for 3 projects for Sree Rayalaseema Hi-strength Hypo Ltd, Hyderabad.

M/s. Sree Rayalaseema Hi-Strength Hypo Ltd has entrusted the consultancy work to EMC for preparation of Techno-economic feasibility report of the following Small hydropower schemes. Palchuram 3.5 MW which was later enhanced to 5.25MW after detailed

study done by SHP consultancy division Alamparathodu 3.0 MW Mukkuttuthode 3.0 MW EMC SHP team conducted field visits and topographical surveys of the all the projects. TEFR of Palchuram project is over and was final draft report was handed over to the firm. The Draft TEFR of the Alamparathode project is over. The data collection and detailed designing of the project features were being carried out for the third project which is presently at the final stage. 50% of the total consultancy charge of Rs. 12.75 Lakhs is already collected.

2. DPR preparation assignment for UNIDO – RC

The UNIDO-RC Project in Energy Management Centre has planned to complete DPR for 10 SHP schemes which are being carried out by the Consultancy division of Energy Management Centre. Energy Management Centre has already prepared 4 DPRs during this year and was send to UNIDO in the first phase.

DPR for two projects in the second phase is over and detailed investigations for other two projects are over and the DPR works are in different stage. The detail of the project for UNIDO-RC is given below.

Facilitation works for Arippara SHP project of Kozhikkode District Panchayath District Panchayath, Kozhikode, had requested EMC act as consultants for kick starting the implementation of Arippara SHP, by providing technical advise & interacting with financial institutions, KSEB, KERC etc. The Panchayath had given the work order worth Rs. 3 Lakhs based on our offer for the consultancy work. Rs. One Lakhs was collected as the first instalment.

4. Karuvarai Mini Hydel Project (2 MW) for Attappady Hills Area Development

Society (AHADS).

Karuvarai Mini hydel Project 2MW for which the Detailed project report was prepared by EMC during 2004 for AHADS is now being taken up for implementation. AHADS has requested to EMC give them the technical support for implementation of the project. An amount of Rs. 1.2 lakhs was received by EMC towards the consultancy assignment. The balance amount of Rs. 0.30 lakhs will be received once AHADS receive all clearance. As a consultant, the SHP team of EMC is now helping AHADS to arrive at a PPA with the Kerala State Electricity Board.

5. REC-RUS (DRUM) Project

Community based viable and sustainable power generation, transmission, distribution and revenue generation project by people’s cooperative at Mankulam Grama Panchayat as a model project with grant from Rural Electrification Corporation is planned. The proposal for the project which has an estimated cost of 9.5 Crores, was approved and selected for consideration in the REC-RUS DRUM project of Rural Electrification Corporation with support from USAID. The budget amount for the project was initially approved with REC offering a soft loan, which was found unviable for Energy Management Centre and therefore was requested for full grant from REC. The option is now under consideration at REC.

6. Micro hydro turbine development

A cross flow Banki turbine project is now being undertaken by the consultancy division of Energy Management Centre in which an attempt is being made to design and fabricate a micro hydro cross flow T&G equipment assembly of 10kW. The preliminary design and drawing of the turbine is in final stage.

Small Hydro Promotion Cell (SHPC)

In order to give an impetus to the development of Small Hydro Projects in the Kerala State, Government of Kerala has constituted a Small Hydro Promotion Cell under the direct control of Principal Secretary (Power), Government of Kerala. The Cell was functioning in Energy Management Centre from October 2002.

– Sixty-one Small hydro Projects identified by KSEB with an installed capacity of 161MW and average annual generation of 436 Mu are given for allotment. Out of 30 Projects advertised in the first phase 11 Numbers of SHP schemes were allotted to CPP/IPP in year 2003-04.

– Administration, monitoring of progress etc. of eleven small hydropower projects already allotted to IPPs and CPPs.

– Consultancy assignment for ANERT for the development of wind energy farm at Ramakkalmedu & Pushpakandam including the preparation of RFQ & RFP was successfully completed which fetched an income of Rs 9.62 lakhs.

– The proposal mooted by SHPC for the joint development of wind farm by KSEB & ANERT was approved & the same may lead to an investment of Rs. 20 Crores for a wind farm of capacity in the range of 5MW.

– The draft documents for the preparation of the tender documents by KSEB for the development of the above wind farm were prepared by SHPC.

– Malankara Plantations Ltd was allotted the 400kW Parappanthodu mini hydro scheme by the Govt. under the captive category. The allotment fee of Rs. 4 Lakhs is to be remitted by the promoter to the Govt. along with the TEFR as per the

allotment condition. SHPC earned Rs.40, 000 by way of processing and inspection fee.

– Revised proposal to the Govt. by the allottee for the Attle SHP scheme was studied and repot submitted to Govt.

– Technical auditing of implementation of SHP projects enabling to frame policies for cost effective implementation.

– The revised guidelines for (i) the development of small hydropower (>100kW to 25MW) and (ii) micro hydro schemes (<100kW) were prepared and the same is under the consideration of the Government.

– SHPC have now initiated a consultancy assignment for KINFRA for the development of Wind farm under the captive category for the requirement of power for KINFRA’s industrial parks.

– The second stage qualification process (Request for Qualification) advertised for 12 SHP schemes.

NATIONAL/IN-HOUSE This year also EMC has arranged different programmes for its staff like participation in National and State level Seminars, Workshops and Training programs. Technical Officers were given chances to take lectures and Classes on Energy related topics for all the groups of society. Staff Welfare Activities at EMC Staff Welfare Committee is looking after the welfare activities of the Centre. A Staff Welfare Fund Scheme was implemented. This Scheme envisages several welfare cum benefit scheme to employees such as Death Benefit, Marriage benefit, Retirement benefit, Accident benefit, Award for proficiency in examinations etc. Staff Welfare Committee also conducted several capacity enhancement programmes to staff.
