STATEMENT OF VISION, MISSION AND VALUES

OF THE HONG KONG POLYTECHNIC UNIVERSITY Vision To become a ‘preferred university’ offering ‘preferred programmes’ and producing ‘preferred graduates’. Vision To be one of the top geomatics departments in the world Mission Maintain quality academic programmes for training and education of highly skilled land

surveyors and geospatial information technology engineers capable of meeting local and regional needs;

Develop international leadership in research within the discipline; Strengthen global relationships and linkages with other geomatics institutions by cooperating in

teaching and research to the level permitted by our resources, and actively participating in international academic and professional activities;

Further develop close links with industry and local, national, and international professional

organizations.

Highlights of Developments During 2007/8

The reporting year is again a fruitful and important one to the department. We prepared an Academic Development Proposal (ADP) for the triennium from 2009/10 to 2011/12. In the proposal we introduced a new stream into our B.Sc. (Hons.) in Geomatics programme, Utility Surveying, in response to the community need for utility specialists and to expand the horizon of our profession and discipline. With the support of the University the proposal has been approved by the Hong Kong University Grant Council (UGC). The intake quota of the programme has also been increased from 40 to 46 plus 10 senior places starting from the second year, making up a total of 56 in the graduating year. The Higher Diploma programme remains an intake of 72. In the year the other academic developments include the preparation for changing into the 3-3-4 education system, i.e., the 4 year university education system starting from year 2012, and further enhancement of the implementation of outcome-based education (OBE). The departmental research activities remind strong. In the 2007/8 Hong Kong Research Grant Council (RGC) general research fund (GRF) competition exercise we got 7 projects awarded and 4 rated fundable, a record performance. We attracted over $7 millions research fund and 20 new projects, excluding the above-mentioned new GRF projects. LSGI produced 11 book chapters, 52 journal papers, and 27 conference papers. During the year we developed a journal list to classify academic journals into four categories as an effort to enhance our research activities, which is to guide our staff to produce quality publications. The reporting year saw a number of honors received by the LSGI community. A group of students instructed by Mr. Joseph LAM received a Community Service Learning Award by participating in a charity project, Cartier Wu Zhi Qiao, which was to build bridges in remote areas in China for the students and villagers there to safely cross the rivers. Dr. Min DENG (a Research Associate) won a Best Paper Award at the 21st Congress of International Society for Photogrammetry and Remote Sensing (ISPRS); Mr. (first name) SARKER (a PhD candidate) with his supervisor Prof. Janet NICHOL won a Best Speaker Award at the 28th Asian Conference on Remote Sensing; Prof. Zhi-Lin LI received the Gino Cassinis Award at the ISPRS Congress; and Prof. John SHI won a 2007 State Natural Science Award and then the PolyU President’s Award for Excellent Performance/Achievement in Research and Scholarly Activities. LSGI organized the 4th Annual Seminar on Spatial Information Science and Technology, and the 2nd Workshop on Earth Observation for Urban Planning and Management in May 2008, and co-organized the 4th International Symposium on Location Based Services and TeleCartography as an event to celebrate the university 70th anniversary in 11/2007. Many LSGI staff actively served the professional communities locally or internationally. In particular this year saw the election of Prof. John SHI as the President of ISPRS Commission II, and Prof. Zhi-Lin LI as Vice President of International Cartography Association and Chinese Society for Geodesy, Photogrammetry and Cartography. I have served the department as its Head for about 15 years and it is the time to handover this challenging task to a young and energetic colleague. On 1/7/2008 Professor DING, Xiao-li took over the headship. I have full confidence that the department will develop to a new height under his leadership in the years to come.

Survey Store The surveying Laboratory continued to provide service of equipment maintenance and production of special accessories in support of teaching and research activities in the department. The laboratory has a variety of surveying equipment, including total stations, level instruments, GPS receivers, hydrographic surveying systems, and a laser scanner. As the department will offer a new stream on utility surveying, a new Ground Penetrating Radar (GPR) was purchased this year. Also, we have upgraded the GPS base station to allow students to access to GPS base station data from internet for RTK operation. Navigation Lab

This laboratory is jointly set up by Department of Land Surveying and Geoinformatics (LSGI) and the Nanjing University of Aeronautics and Astronautics (NUAA). A number of NUAA staff and students visited our department this year. A joint-supervised PhD student stayed in Hong Kong for a year, working on the project of GPS software receiver.

There are four main areas of research interest in the laboratory: Integrated Navigation Systems; GNSS and positioning; and Intelligent Transportation Systems (ITS) and Location based services (LBS). A public transport inquiry system is developed for public use, sponsored by the department of transport, Hong Kong government. In 2007, we have established a network server for LBS research, which enable us to test and to develop different functions for LBS applications . Also, the Department and the Cartography and Engineering Geodesy Research Groups of the Vienna University of Technology hosted the 4th International Symposium on LBS and TeleCartography (LBS2007) 8-10, November, 2007 at the Hong Kong Polytechnic University. Cadastre Lab The Cadastre Lab has 1 set of Pentium IV PC running on MicroSoft Windows XP Professional with MicroSoft Office, Bentley MicroStation V8, Inroads V8, Leica LGO and data download software for varies survey instrument. One large format color ink-jet plotter (HP750C) is installed. Geomatics Computing Lab No significant changes since last year. Geographic Information Systems Lab Geographic Information Systems Laboratory is a multi-discipline laboratory for research and teaching in the area of Geo-Informatics. The Lab covers the disciplines of geographical information systems (GIS), remote sensing, virtual reality, database management systems and expert systems. In GIS area, the Lab is equipped with software such as Arc/Info 8.1 (including the major extension modules), ArcView 8.0, MapGuide, MapInfo 3.1, Genamap, Mircostation, GeoMedia Professional and Webmap, and other products from Intergraph. In the area of remote sensing, the Lab is equipped with ER-Mapper 6.0 and PCO-Investigator with 2 sets of XP and 1 set of Unix. The Lab also has Oracle database and G2 expert system software packages. There are both Unix workstations and PCs in the Lab. The workstations include 3 sets Sun Sparc 20 servers (Model 50), HP servers, 1 set Digital Unix v4.0 878 Alpha (533au2 dual CPUs, 2 GB RAM, 81 GM HD). These workstations are linked to each other through network. Other hardware includes an A0 size Calcomp 9500 digitizer, an A1 size HP7580 plotter and an A0 size color HP 650C DesignJet plotter. The Lab also has 15 PCs and A4 printers. Photogrammetry and Remote Sensing Lab This lab is equipped with a range of photogrammetric and laser scanning hardware and software, and software for remote sensing. Photogramemtric hardware includes a two-projector Multiplex, a radial line plotter, 20 Sokkia mirror stereoscopes and parallax bars, a Zeiss P3 analytical stereoplotter with CADMap software, an Intergraph PhotoScan TD and ImageStation, two high perfprmance PCs. The lab also owns a collection of digital SLR cameras and a selection of lenses and flash units. Software includes licenses for LPS, DDPS from 3DMapper and PhotoModeller. For laser scanning there is a CYRAX 2500 and a ScanStation with 10 licenses of Cyclone software. Remote sensing software includes products from ERMapper and PCI. There are 10 PCs dedicated for the use of students undertaking coursework or project and dissertation work using the photogrammetric, laser scanning and remote sensing software Digital Cartography Lab No significant changes since last year.

in one of the following subjects: Pure Mathematics, Applied Mathematics, Mathematics & Statistics, Geography and Physics; and grade D or above in Mathematics or Additional Mathematics, and in Physics, Geography or Computer Studies at Hong Kong Certificate of Education; or equivalent qualifications.

Applications will be considered for entry to year 1 of the programme from holders of Technical Institute Diploma in Civil Engineering Studies, Building Studies, Electrical Engineering, Mechanical Engineering, or Electronics and Communication Engineering. Mature students may be considered subject to their experience and academic background.

Student Activities 1 Self initiated project has been chosen for Community Service Learning Awards 2007/08. The award was presented to the participating students at an Award Presentation Ceremony to be held on 14 November 2008.

Project Description This project is co-operate with Hong Kong Polytechnic University, Hong Kong Chinese University and the Xi’an Jiao Tong University. Our working site is in the Wuli Town, Yi Jun, Tong Chuan, Xi’an, Shannxi. (陝西西安銅川市宜君縣五里鎮) and Datan village, Zhangjia Country, Tianshui City, Gansu Province(甘肅省天水市張家縣大灘村) to build a bridge for the students and the villagers for safely river crossing.

Service Users About 400 Villagers in remote hilly area

Activities 1. Create initial topographic map for bridge design process, closely work with our University Department of Civil and Structural Engineering students and School of Design students for structure drawing.

2. Conduct fund raising for whole construction project.

3. Implement the project stage by stage.

4. Monitoring the finished bridge.

RESEARCH ACTIVITIES, RESEARCH AWARDS AND PUBLICATIONS Research Programmes The Department is well recognized as a regional centre of excellence in research in the discipline of geomatics and is comparable with international reputed academic units in the discipline as evidenced by both the number and quality of the research outputs produced and research grants received. The department has a Research Centre for Geo-Information Science and Technology (RCGIST) that carries out research in a number of focused areas as described later in the report. The Department admits research students from both Hong Kong and abroad at the Master’s and Doctoral levels. Various scholarships are available to applicants with outstanding academic merits. Surveying, Navigation and Positioning 測量、導航和定位

Automation and enhancement of cadastral systems of Hong Kong; improvement of accuracy, reliability and efficiency in shallow water mapping using new technologies such as multi-beam echo sounders; development of GPS positioning technologies such as multi-antenna GPS; evaluation & modeling of GPS positioning errors; development of technologies for landslide and structure monitoring; multi-sensor and map matching techniques for navigation in high-rise urban areas; intelligent transport information systems; location-based computing and services; and fleet management.

Geodesy and Geodynamics 大地測量及地球動力學

Dynamical interaction between the solid Earth, oceans and atmosphere; El Niño; InSAR (Interferometric Synthetic Aperture Radar) for monitoring Earth surface deformation; precise determination of the geoid; space geodesy; sea-level change and impact assessment; applications of space geodetic techniques to study crustal deformation, atmospheric and environmental changes and the related natural hazards.

Photogrammetry and Remote Sensing 攝影測量及遙感

Applications of close-range photogrammetry and laser scanning in engineering and industry; fusion of satellite images; high-resolution image compression; environmental applications of remote sensing; remote sensing of the urban thermal environment; two- and three-dimensional information extraction from high-resolution digital images; and digital photogrammetry workstation interface design.

Research Centre for Geo-Information Science and Technology Director : Prof. CHEN, Yong-qi, Deputy Director : Prof. LI, Zhi-lin The objectives of the Research Centre are

To conduct research in a number of focused areas within the broad field of geo-information science and technology;

To promote external research collaborations; and

To promote applications of the latest research outputs and to provide services to the local and international communities.

The main current research areas of the Research Centre are included in three laboratories:

Laboratory for Environment Change (LEC)

The current research areas include studies of ocean-atmosphere oscillations such as El Niño, crustal deformation monitoring with GPS and interferometric synthetic aperture radar (InSAR) technologies, monitoring stability of slopes and landslides, atmosphere sensing using GPS, measurement of land subsidence with InSAR, monitoring the deformation and health conditions of large engineering structures, sea level change monitoring using tide gauge records and satellite radar altimetry, monitoring of air and ocean pollution using remote sensing methods, study of urban heat islands, dynamical earth systems and phenomena such as earthquakes, typhoons and red tides, and GIS in natural hazards monitoring and management.

Laboratory for Integrated Navigation Technologies (LINT)

The current research areas include GNSS and applications, seamless navigation for urban application, integrated navigation systems, and Intelligent transportation Systems (ITS).

Cyber City Laboratory (CCL)

The research areas include multi-resolution image bases, dynamic and 3-dimensional representation of city, through internet and virtual technology.

structural health conditions. More specifically, the project will

(1) Study the site specific GPS errors in structural health monitoring such as the multipath and diffraction effects;

(2) Develop algorithms for tightly integrating GPS and other sensors to form an integrated monitoring system;

(3) Study methods for modelling and correcting tropospheric effects on GPS signals when GPS is used for monitoring tall structures;

Feature Points Selection (G-YG62) Amt of funds: $229,566 Status: Start date : 01-Jun-2008 Description: Line simplification is a common process used for spatial analysis and data

visualisation. Many methods have been developed based on spatial approaches using geometrical tools or on a frequency approach using filtering techniques. Although less popular than the first approach, filtering techniques allow a line representation at different levels of details. In this project, a simplification method based on a filtering technique, the Empirical Mode Decomposition, is introduced. Decomposition is done in the plane based on feature points. The objectives are to obtain a multi-representation of the line and to be able to modify the data at different levels and to transfer the modifications between the levels.

IZ, H.B. Investigators: IZ, H.B. and SHUM, C.K. Title: Impact of the Far-side Lunar Gravity Perturbations on Chang'E Spacecrafts Orbit

Predictions (G-U417) Amt of funds: $150,000 Status: Start date : 01-Jan-2008 Description: Part of the China’s lunar exploration program, Chang’E, aims to study lunar

surface topography; to analyze the surface materials on the moon; to investigate the composition of the lunar mantle. In this endeavor, Cheng’E’s satellite ephemeris, which describe the position and velocity of the spacecraft’s over the moon, need to be calculated using a lunar gravitational field model in order to accurately map data collected by the instruments onto the lunar surface. In addition, predicted orbit ephemeris will be generated for several weeks into the future, during different lunar missions, in order to enable mission controllers to schedule station tracks, anticipate shadow events and plan orbit maneuvers. The satellite ephemeris will be used in laser altimeter for deriving lunar topography, remote sensing and photogrammetry for mapping and exploring the surface composition of the moon. Such information will also be needed for subsequent lunar missions that involve manned and unmanned lunar landings that will require precise evaluation of the effect of the local lunar gravity. This study aims to assess the effect of the current gravity field model uncertainties in order to understand the effect of the lunar gravity perturbations on the accuracy of space vehicles’ ephemerides.

LI, Zhi-lin Investigators: LI, Zhi-lin and CHEN, Jun Title: Generalization of Road Networks Using Syntactic and Structural Approach

(B-Q08P) Amt of funds: $768,000 Status: Start date : 15-Dec-2007 Description: This project proposes a new methodology for the generalization of road networks.

It employs syntactic and structural pattern recognition technique. A map is decomposed into spatial patterns in hierarchy. A pattern is described by syntacticgrammar or structural description. Patterns are combined into larger patterns according to these grammars or descriptions. Automated generalization of road networks can then be achieved via aggregation and selective omission of these syntactic and structural patterns. The successful completion of this project will make the automation of map generalization a big step forward.

MOK, Esmond Investigators: MOK, Esmond and LAU, Chung-ming Title: Investigation into Novel Algorithm for Ad Hoc Network Based Positioning

(G-U407) Amt of funds: $150,000 Status: Start date : 1-Jun-2008 Description: The next generation of wireless communication wireless architectures will be the

mixture of emerging wireless technologies and fixed network infrastructures [39], and ad-hoc based Wi-Fi networks will play a significant role in the near future in Hong Kong. An Ad hoc network consists of a group/large number of static/dynamic communication devices that are self-organizing and self-configuring, and does not require any fixed communication structures. With these advantages, it is considered to have unlimited potential to create new service markets. Applications of ad hoc networks include but not limited to location based services and crisis management. The focus of this research project is to investigate the integration of a network positioning system and NTRIP service provided by the well-established Hong Kong GPS network infrastructure, to provide a real-time ubiquitous positioning service based on Hong Kong’s mapping system that can be conveniently and quickly set up for a variety of applications such as rescue in highly obstructed or dense vegetation areas.

Investigators: MOK, Esmond and GARTNER, Georg Title: Wayfinding in Smart Environments: Ubiquitous Navigation Support (G-YF91) Amt of funds: $100,000 Status: Start date : 29-Sep-2007 Description: Travel industry has significant contributions to Hong Kong’s economy. Different

entertainment programmes have been continuously promoted by the Hong Kong Tourism Commission (HKTC). The Hong Kong Tourism Board (HKTB) has also developed the thoughtfully designed website – “Discover Hong Kong” to enhance information search. Other multimedia information dissemination, searching and downloading through cellular wireless network are also available on the market. These systems, although useful, but the guidance on how to get to the interested shops and landmarks are limited. Moreover, most of these guidance are limited to outdoor areas, wheareas wayfinding to interested shops or exhibits inside a big shopping mall or an exhibition centre are mostly been neglected. It could be beneficial to supply the user with information that is adapted to the current task. For instance, when visiting a shopping centre information about bargains at favoured shops could be displayed, or when strolling around an airport information about departing planes that concern the user could be provided. In this project, the investigators would study the methodologies for wayfinding in smart environments, with support of modern positioning and communication technologies. Inside the smart environments, users' positions could be determined ubiquitously and information using different available technologies, such as high-sensitivity GPS and ZigBee positioning system. Moreover, the challenge of cartographic responses adapting to different environments in real-time in smart environments is investigated.

Look Satellite Images (B-Q08Q) Amt of funds: $839,000 Status: Start date : 1-Jan-2008 Description: This work examines the European Space Agency’s multiangle satellite sensor,

CHRIS/PROBA, to produce the first ever high resolution aerosol images over Hong Kong for 20 different time periods. These depict spatial air quality patterns associated with specific meteorological conditions, and can be used to refine air quality model data produced by the Environmental Protection Department. AOD retrievals in this study, and models developed are more accurate than previous models because (i) there is now an AERONET station in Hong Kong within the area imaged (ii) high resolution images permit pure training areas to be selected for regression of TOA reflectance against sunphotometer data, (iii) multiple-look images permit refinement of AODs obtained from the nadir view.

Transport Route Searching (B-Q08R) Amt of funds: $448,000 Status: Start date : 1-Sep-2007 Description: The main objective of the study is on finding an efficient method to compute, in

real time or on-the fly, one or more public transportation routes (involving multiple modes) from a user-given origin to a destination based on one or more user-specified so called optimal criteria. Due to the large transit network involved, existing queries are mainly retrieved from a tremendous long list of pre-calculated routes for the sake of fast response time. Such volumetric database is often found difficult to be separately packaged into most mobile or hand-held devices. On the other hand, users are now usually supplied with a single criterion optimal solution such as least time or cost. In actual circumstances, many travelers are willing to make a compromise between conflicting criteria, e.g. the fastest route within a certain cost or the least cost within a certain time. To achieve the above objectives, the investigators propose new methods for database elimination for effectuating transit network analysis and route computation. Also the possible routes are evaluated using Genetic Algorithm to achieve user-specified optimal conditions.

Pollution Using GIS (G-YG66) Amt of funds: $250,000 Status: Start date : 1-Jul-2008 Description: This is a cross-discipline project covering the fields of geographic information

science, environmental science and health study. This project focuses on a study of geo-spatial correlation between (a) geo-conditions, (b) environmental pollutionand (c) spatial distribution of diseases. Specifically, this project will realize the following three objectives: to analyze the spatial distribution pattern of soil pollutions from heavy metal in Hong Kong based on geo-statistical analysis and spatial analysis in GIS; to develop a spatial match method for analyzing multi-layer spatial correlation between geo-conditions and environmental pollution, and to study the spatial relations between environmental pollution and disease distribution. and Digital Photogrammetry (B-Q08S) Amt of funds: $283,000 Status: Start date : 1-Jan-2008 Description: There are many inherited land boundary problems in the New Territories. The

adoption of demarcation district sheets as the ultimate source of legal boundary information is the source of all boundary difficulties. Correlation by shifting and rotating the DD sheet to fit existing map is the traditional solution. Different interpretations of the land boundary are made by different land surveyors. Thisresearch provides a new and systematic approach to solve the problem for cadastral surveying lot boundary correlation using digital photogrammetry and GIS approach. It provides in-depth assessment of exsiting non-coordinated information accuracy and error spatial pattern, methodology for global best fit solution for correlation, GIS database for automatic lot boundary feature extraction and systematic and global spatial analysis.

Research Awards Gino Cassinis Award for Prof. LI, Zhi-lin Gino Cassinis Award by the International Society for Photogrammetry and Remote Sensing (ISPRS) Prof. LI, Zhi-lin has been presented with The Gino Cassinis Awards by the International Society for Photogrammetry and Remote Sensing (ISPRS) at its XXI Congress held at Beijing during 3-11 July 2008, "for his significant contribution to the development of algorithmic foundation of multi-scale representation of spatial data". The award was presented at the Gala Diner of the Congress, in the evening of 10 July 2008. The International Society for Photogrammetry and Remote Sensing was founded in Vienna, Austria in 1910. It holds its congress in every four years. ISPRS Awards are presented at each congress. The Gino Cassinis Award is sponsored by the Italian Society for Surveying and Photogrammetry (SIFET) and is presented to a person who has significantly enhanced the mathematical/statistical foundations of the photogrammetry, remote sensing or spatial information sciences in the four years preceding the Congress. Prof. LI has recently authored a book titled Algorithmic Foundation of Multi-scale Spatial Representation, published in 2007 by CRC Press (Taylor & Francis Group). This book lays down an excellent mathematical/algorithmic foundation for multi-scale representation and digital map generalization. He carried out a systematic study of the geometric transformations required for multi-scale representation and has differentiated six groups with a total of 40 operations (while there are only 12 or fewer operations in existing literature). After the appropriate operations have been identified, Prof. LI has made at least one algorithm available for each of them. All algorithms for these operations together form a mathematical foundation for multi-scale representation and digital map generalization.

The 2007 State Natural Science Award (Second-class) Prof. John Shi has been awarded the 2007 State Natural Science Award (Second-class) in recognition of his distinguished accomplishment in advancing the studies of GIS. Organized by the State Council, the national award is the highest honour given by the Central Government in recognition of advancement in basic research. Prof. Shi’s project, entitled “Principle of Modeling Uncertainty in Spatial Data and Spatial Analysis”, was selected as the second-class prize winning researches this year. (No first-class prize has been awarded.) The award certificates were presented by senior Chinese leaders to the recipients at a gala event held in Beijing on 8 January. The culminated efforts of Prof. Shi and his co-researchers have provided a solid foundation for modern GIS. The dynamic data models and mathematical analysis built upon his theory can greatly improve the accuracy and quality of spatial data, thereby promoting the further advancement of GIS in both theory and practices, such as digital city.

Prof Shi received the State Award at People’s Congress Hall in Beijing.

LSGI Researcher Wins Best Paper Award Dr. DENG, Min, a research associate with Prof. LI, Zhi-lin of Department of Land Surveying and Geo-Informatics, has recently won Best Papers by Young Authors Awards by the International Society for Photogrammetry and Remote Sensing (ISPRS) at its 21st Congress held in Beijing. Best Papers by Young Authors Awards are presented to authors who are less than 35 years old and are the sole author of a high quality paper presented at the Congress. Dr. DENG wins this prize for his paper entitled “A Hierarchical Representation of Line-Region Topological Relations”. Dr. DENG has been working with Prof. LI as an research associate for 4 years and his work is currently supported by an RGC CERG (now GRF) project entitled “Handling Spatial Inconsistency in Map Updating with Integrated relational Models” (with Prof. LI as the PI).

Best Speaker Award at the 28th Asian Conference on Remote Sensing Mr SARKER, Md. Latifur Rahman along with Prof. NICHOL, Janet and Prof. BAN, Yifang (KTH, Sweden) presented a paper entitled “COMPARISON OF PIXEL-BASED, OBJECT-BASED AND SEQUENTIAL MASKING CLASSIFICATION PROCEDURES FOR LAND USE AND LAND COVER MAPPING USING MULTIPLE SENSOR SAR IN SWEDEN” at the 28th Asian Conference on Remote Sensing held on 12-16 November 2007 in Kuala Lumpur, Malaysia. The conference was jointly organized by the Ministry of Science Technology and Innovation, Malaysia (MOSTI), Malaysia Center for Remote Sensing (MACRES) and Asian Association on Remote Sensing (AARS). Among the 500 presented papers, their paper was selected as one of the best papers and Mr. SARKER won the Best Speaker Award for his outstanding presentation at the conference. The award is sponsored by the Japanese Society of Photogrammetry and Remote Sensing (JSPRS).

Prof. LI, Zhi-lin elected Vice President of International Cartographic Association

Prof. LI, Zhi-lin of Department of Land Surveying and Geo-Informatics was elected Vice-President of International Cartographic Association (ICA) (2007-1011) at its 14th General Assembly of national delegates, held in Moscow on 9 August 2007. With strong support from PolyU, Prof. LI was nominated by the Chinese Society for Geodesy, Photogrammetry and Cartography, which represents China as a member of the Association. ICA is dedicated to the advancement of cartographic or geographical information science. Founded in Bern, Switzerland in 1959, the Association currently has 168 country members.

Prof. LI, Zhi-lin elected Vice President of Chinese Society for Geodesy, Photogrammetry and Cartography Prof LI, Zhi-lin has been elected Honorary Vice President of Chinese Society for Geodesy, Photogrammetry and Cartography at the 3rd council meeting of the 9th Council held in Changsha China on 5th November 2007.

Chinese Society for Geodesy, Photogrammetry and Cartography (CSGPC) is the highest professional body for researchers and practitioners in surveying and mapping in China, formed in 1959. CSGPC has over 40,000 members. CSGPC is a national representative of China in a number of international professional bodies such as International Association of Geodesy (IAG), International Society for Photogrammetry and Remote Sensing (ISPRS), International Federation of Surveyors (FIG) and International cartographic Society (ICA).

President for Technical Commission II of ISPRS Prof. SHI, John has been elected President of Technical Commission II for a four-year term from 2008 to 2012 at the Congress of the International Society for Photogrammetry and Remote Sensing (ISPRS) recently held in Beijing. This is the first time that a scientist from Hong Kong serves as a Technical Commission President since the Society’s inception in 1910. ISPRS is an international, non-profit, non-governmental organization comprising 176 professional societies and national organizations from more than 120 countries. It is devoted to the development of international cooperation for the advancement of knowledge, research, development and education in photogrammetry, remote sensing and spatial information sciences for the well being of mankind and sustainability of the environment. ISPRS carries out its scientific and technical work through eight Technical Commissions, each hosted by a member organization for a four-year term between Congresses. Prof. SHI, representing Hong Kong, was entrusted with leading the Technical Commission II, which addresses the fundamental issues of spatial data handling and geographic information science. Prof. SHI will take up the responsibilities of organising international working groups, arranging a major Commission symposium and selecting academic papers to be presented at the Congress.

Prof SHI was the advisor for Hong Kong delegation of ISPRS 2008 in Beijing.

Conference Hosted by Department The 5th Beijing, Hong Kong & Macau Geomatics Conference (第五屆京港澳測繪技術交流會) (26-27 October 2007) The symposium is a bi-annual event for land surveying professionals and academics in Hong Kong, Macao and PRC. The 4th International Symposium on Location Based Services & TeleCartography (8-10 November 2007) The Department of Land Surveying and Geo-Informatics in collaboration with Vienna University of Technology, The International Cartographic Association, The International Association of Geodesy and The International Society of Photogrammetry and Remote Sensing co-organised the 4th International Symposium on Location Based Services (LBS) and TeleCartography in celebration of the University’s 70th Anniversary. The Symposium was held from 8 to 10 November 2007 at the Chiang Chen Studio Theatre, PolyU, with about one hundred participants from Hong Kong and countries including Austria, Australia, China, Estonia, Germany, Japan, Taiwan, and the U.K. Over fifty papers were presented, covering modeling, methods and applications in various areas including positioning techniques and technologies in LBS, ubiquitous cartography and telecartography, location awareness, visualization and map generalization. This conference not only provided a platform to exchange scientific ideas, but also provided a good opportunity to develop friendships and explore possible collaborations. The LSGI Department hosted a conference dinner on Lamma Island. All participants thoroughly enjoyed the seafood dinner as well as the night scenery of Hong Kong during the boat trip to and from Lamma Island.

2nd Workshop on Earth Observation for Urban Planning and Management (20 May 2008) The impact of Urban Heat Island (UHI) effects on Hong Kong and other cities was explored at the Second Workshop on Earth Observation in Urban Planning and Management. This two-day event was hosted by LSGI and it brought together leading experts in remote sensing, GIS and urban climatology to present their latest findings, exchange ideas and discuss various issues related to urban planning and management. Professor Tim Oke, who first put forward a theory to explain the formation of UHI in 1982, also made a special trip from the University of British Columbia in Canada to attend this conference. Other experts from Canada, USA (NASA), and UK also gave presentations.

4th Annual Seminar on Spatial Information Science and Technology (ASSIST08) (21 May 2008)

The 4th in this seminar series was held in conjunction with the Earth Observation for Urban Planning Workshop. The programme was made up of speakers from the Department and was opened by Prof. Will Featherstone from Curtin University of Technology, Perth, Australia. In his address Prof. Featherstone made us all envious of the Australian Geomatics industry with the government’s A$15.8 million AuScope project and the audience on the latest developments in the Australian geoid model based on EGM2008. The Seminars attracted over 30 people from private industry, government departments and tertiary institutions. After the opening address 13 presentations were interspersed with morning and afternoon teas and lunch.
