1.1 FSW Coatings Environmental Policy
FSW Coatings Ltd trading as ‘Fleetwood Paint’ is a household name for quality paint in
Ireland. The company manufactures paint in it’s facility in Virginia, Co Cavan. The group
recognises it’s environmental and occupational health & safety responsibilities to its staff,
shareholders, customers and the general public and is committed to the continual
improvement of the operating environment of its manufacturing facilities.
FSW have received accreditation to Quality, and Environmental Management System
Standards ISO 9001: 2008, ISO 14001:2004 and takes into account all regulatory and
legislative requirements pertinent to its industry, local operating environment and customer
requirements.
The organisation’s objectives include the following:
• communicating it's policies both internally and externally
• ensuring that all employees are aware of their obligations
• commitment to continual improvement in quality, occupational health & safety and
environmental performance
• using the input of staff, customers, shareholders, government, local authorities, interested
third parties and the general public
• awareness and training on quality, occupational health & safety and environmental issues
• creating a better environment for all, through the reduction, recycling and reuse of waste,
the optimum usage of resources and the elimination of polluting releases to the
environment
• compliance with all pertinent applicable regulations and legislation
• prevention of pollution
• provision of a competitive, cost effective and on time service
• manufacture and supply of product in a safe environment to customer specifications and
requirements
The above policy is supported by the management of the organisation who shall commit the
necessary resources in ensuring that the Group objectives and targets can be achieved.

1.2 Site description
FSW Coatings Ltd. is a company registered in Ireland. The company is Irish owned with
35% of the company’s shares owned by an American paint manufacturer, Sherwin Williams.
FSW Coatings Ltd. is Irelands largest indigenous Paint Company that manufactures paint
products at Virginia, Co. Cavan.
FSW Coatings Ltd. is located southeast of Virginia, Co. Cavan. The plant is approximately
300m east of the Virginia to Kells road, N3.
There is a residential farmhouse that is on the opposite side of the road from the main
entrance gate, within 100m of the site. Glanbia is located approximately 1 km away on the
N3 towards Kells. Virginia town is located approximately 11/2 km away in the opposite
direction.

1.4 Operations
The principal unit operations in the manufacturing process are:
• Water based paint manufacturing.
• Solvent based paint manufacturing.
• Solvent based industrial paint manufacturing
• Water based industrial paint manufacturing.
All of the manufacturing operations are batch operations. The scheduling and duration of
each operation is controlled by production programmes and “Production Batch Sheets”.
At all stages of the manufacturing process, quality checks are carried out to ensure that the final products meet required specifications.

2 Operating Conditions The plant operates from 8.30am to 17.00 from Monday to Thursday inclusive and
8.30am to 4.00pm on Friday. However, during the busier summer period depending on
product demand it may operate overtime from 17:00 to 20:00 in the evenings and on a
Saturday from 8:30am to 13:00.
2.1 Economic Contribution
Fleetwood and Sherwin Williams established FSW Coatings Ltd. in 1978 as a joint
venture, with Sherwin Williams holding a minority shareholding of 35%. FSW Coatings
ltd. currently employs 115 people at its headquarters in Virginia, Co. Cavan on a 13-acre
site.
3 Data Summary
3.1 Emissions to Surface Water
This section provides information pertaining to the annual emissions to Surface Water. This
data is based on the monitoring data available for the operation. As detailed in condition 9 –
Non-Process Water, of the IPC licence there are a number of requirements to provide
protection for the environment by way of control, limitation, treatment and monitoring of
emissions.
The frequency of monitoring is monthly for the emissions from the effluent treatment plant.
This is as specified in Schedule 3(i) Surface Water Discharge Monitoring of the licence.
Monthly results have been submitted to the Agency as required. The tables below include
yearly figures that are based on the results obtained. All figures are based on average data
and do not represent either the best or worst case scenario.

This section provides information pertaining to the annual emissions to Groundwater. This
data is based on the monitoring data available for the operation. As detailed in condition 9 –
Non-process Water, of the IPC licence there are a number of requirements to provide

The frequency of monitoring is Bi-Annually for the emissions to groundwater. This is as
specified in Schedule 3(ii) Groundwater monitoring of the licence. Bi-Annually results have

3.2 Waste Management:
FSW has continued to improve the waste management on site the company has introduced a
closed loop system with our raw material suppliers, supplying IBCs from two of the
companies Mamor and Eastman. These IBCs are collected and returned at regular intervals.
Other IBCs are sent for reuse if suitable or destruction if unusable to Rialta Environmental
Ltd.

3.4 Noise Monitoring
As per agreement reached with the Agency and subsequent to receipt of letter dated 5th July
ref no. P0244-01/ap14em FSW Coatings were informed that noise monitoring need only be
carried out every two years. There was therefore no noise monitoring carried out in 2011. A
survey will be undertaken in 2012.

There are four types of fuel used on site, electricity, natural gas, gas oil and kerosene.

budget and must be approved by senior management and the board of directors.

It is the company’s responsibility that each member of staff has been trained to the correct

4. Environmental Management Programme for 2012
In accordance with schedule 4 (i) of IPC Licence 244, & FSW’s Environmental
Management system, the Environmental Management Team at FSW Coatings has developed
an EMP for 2012. The purpose of the EMP is to ensure that the objectives and targets are
supported by a realistic programme that is implemented throughout the company. This
programme reviews the objectives and targets set for 2011 and identifies and sets objectives
and targets for 2012.
