INTRODUCTION: C. J. Sheeran Limited have over 15 years experience in the timber business, setting industry standards in terms of quality, value for money, expertise, customer service and delivery. The company was incorporated in 1994 and is centrally located in Mountrath, Co. Laois with immediate access onto the M7 and M8 primary routes positioning the business within 150km of every major population centre. C. J. Sheeran Limited operates a fleet of delivery vehicles comprising of articulated units, rigid units and delivery vans, guaranteeing consistent and reliable logistical execution. COMPANY PROFILE: Timber Packaging & Pallets: C. J. Sheeran Limited is one of Ireland’s largest specialised timber packaging and pallet manufacturers producing a broad range of standard and specialised timber packaging and pallet modules for industry including pharmaceutical, engineering, technological and agri-business. Products include timber packaging modules made to customer specification, crates, boxes, pallets, skids and dunnage utilising a number of up-to-date automated production lines. Wood Waste Recycling: In addition to the company’s timber packaging and pallet division, C. J. Sheeran Limited operates a complementary wood packaging waste recycling division, providing a unique and cost-effective service to clients for the removal of their wood packaging waste, on a nationwide scale. This service is operated under the company’s Integrated Pollution Prevention and Control (IPPC) Licence No. P0337-01. Garden & Farm Timber Products: A third section to the business is the company’s garden and farm timber product division. Here, the company manufactures as well as imports and distributes a range of timber gates, fencing panels, pergolas, gazebos, log cabins, decking, garden sheds, children’s play equipment and garden furniture – www.timberfencinggates.ie SITE LOCATION: The site is located at Shannon Street, Mountrath, Co. Laois and is approximately 1.66 hectares in area, lying approximately 101 metres above sea level. The Whitehorse River runs along the western boundary of the site. The natural surface drainage is expected to run in a western direction towards the river. The site is relatively flat and the river level probably reflects the groundwater level within the site. Shannon Street borders the site to the east. The site adjoins a dormant bakery to the south and a dwelling house to the north. (Appendix 1: Site Location Map c/o O’Callaghan Moran & Associates)

SITE ACTIVITIES 2008: Wood Waste Recycling: In 2008, C. J. Sheeran Limited collected and recycled 8,039 tonnes of wood packaging waste – an increase of over 35% on 2007 figures. Approximately 47% of this material was shredded into a woodchip with the remaining 53% reused as timber packaging. Our process ensures that no wood waste is sent to landfill. The company have also ordered a new shredding machine – a Rotochopper EC266 due for arrival in March 2009, which will have a greater processing capacity and throughput than the current machine. Our target for the collection and recycling of wood packaging waste for 2009 is to match the 2008 figure of 8,000 tonnes. Productivity Improvement Fund (PIF) Project: C. J. Sheeran Limited continue to administer the Productivity Improvement Fund (PIF) Project in association with Enterprise Ireland, as reported on in our AER for 2007. To date, this project has overseen the installation of new dismantling, assembling and stacking equipment in the recycling division and has contributed significantly to the dramatic increase in incoming wood packaging waste as well as increased productivity on an overall company basis. It is also under the auspices of this project that we have purchased the new Rotochopper shredding machine. InterTradeIreland FUSION Project: C. J. Sheeran Limited also continue to participate in the InterTradeIreland FUSION project as reported in our AER for 2007. The aim of this project is to develop a techno-economic decision support model and implement supply chain optimisations towards an integrated and sustainable wood waste management system while maintaining a holistic overview as regards to the other divisions within the company. The substantial increase in the volume of incoming wood packaging waste can be attributed to the extensive research and various marketing and sales activities carried out through the execution of this project. The project is due for completion in January 2010 and will be further reported on in our AER for 2009. Bund Testing: C. J. Sheeran Limited commissioned Environmental Agricultural Consultants to carry out bund testing of various tanks and bunds within the treatment area. A drawing was prepared of the treatment area, identifying the various tanks and their capacities. Bund tests were subsequently carried out on tanks identified as Tank Nos. 1, 5 and 6 and all were found to be watertight. (Appendix 2: Timber Pressure Treatment Area Plan, Elevation and Tank Details) In addition, C. J. Sheeran Limited commissioned Environmental Agricultural Consultants to confirm the integrity of the drainage systems within the treatment area, to assess the integrity of the concrete within this area and confirm its gradient is sufficient and to demonstrate that the bunded area of the treatment plant has sufficient capacity to contain the material stored within. All were found to be in order. (Appendix 3: Bund Test Report)

Site Drainage Map: C. J. Sheeran Limited commissioned Environmental Agricultural Consultants to prepare a detailed site drainage map demonstrating all surface water drains and pipe work on site, all surface water discharge points, all surface water monitoring points and the location of all filter traps and interceptors on site. This project was successfully completed and details of same were submitted to the EPA on 6th January 2009. (Appendix 4: Site Drainage Map) SEI Energy Consumption Advice, Mentoring and Assessment Programme: C. J. Sheeran Limited applied for support through SEI’s Advice, Mentoring and Assessment Programme concerning energy consumption and were successfully approved. This project involved the completion of an audit on the various consumers of energy within the business, a subsequent report incorporating recommendations and three months of free advice and mentoring throughout the execution of these recommendations, results of which will be reported upon in our AER for 2009. Small Firms Association Environmental Sustainability Awards Finalists: C. J. Sheeran Limited have proudly secured a position in the finals of the Small Firms Association (SFA) Awards in two categories – Manufacturing and Environmental Sustainability. Winners will be announced at a Gala Banquet taking place on 5th March 2009. EMISSIONS DATA 2008 – Summary: Emissions to Air: In 2008, approximately 680 litres of green diesel (2%) were consumed by the kiln dryer. Consumption of this fuel gives rise to emissions of SO2, Nox and CO2. Untreated, uncontaminated woodchip is consumed in the bioheat boiler which powers the kiln dryer. Consumption of this fuel gives rise to emissions of CO, NO2 and SO2. Having referred to the BATNEEC Guidance Note on emissions, the company do not regard any of the above as major emissions. Odours: No odours emanate from the facility. An aqueous based preservative is used. Dust: No complaints or issues regarding dust emissions were reported in 2008. Noise: No complaints or issues regarding noise emissions were reported in 2008.

Environmental Incidents and Complaints: On 16/09/2008 a minor white diesel spillage occurred in the area surrounding the overground white diesel tank. Subsequent to inspection it was discovered that the hose for dispensing diesel was torn and leaking. C. J. Sheeran Limited carried out appropriate measures to confine and alleviate the leak. The suppliers were contacted and repairs were immediately carried out. (Appendix 5: Incident Report Form) No environmental complaints were made in 2008. ENVIRONMENTAL TRAINING 2008: C. J. Sheeran Limited devise an Annual Training Plan for all employees, incorporating environmental training. All employees receive induction training on both environmental and waste management upon commencement of employment and a refresher course on an annual basis - the most recent being February 2008. The company’s General Manager over the Recycling Department, Brendan Hogan, is currently participating in InterTradeIreland’s FUSION project – the aim of which is to develop a techno-economic decision support model and implement supply chain optimisations towards an integrated and sustainable wood waste management system. Brendan will attain an Advanced Diploma in Management at the end of this project. As part of the company’s Environmental Management Programme (EMP) for 2009, C. J. Sheeran Limited have committed to fully train a 3rd employee in the management and compliance of our IPPC Licence, in addition to Mark Sheeran and Ashleigh Doyle. C. J. Sheeran Limited is committed to continual environmental improvement and environmental protection by preventing and reducing the environmental impacts that could result from the manufacturing, use and disposal of wood products by ensuring all employees have the appropriate level of skill and knowledge to carry out their job function while considering environmental impacts at all times. Environmental Management System Standard ISO14001. Target: It is proposed to initiate and implement this programme during the year

2008 with the view to attaining certification in early 2009. Project 2/08: Objective: Prepare a detailed site drainage map for the facility. Target: It is envisaged that this will be complete by end June 2008. Project 3/08: Objective: Carry out bund testing in the treatment area. Target: It is envisaged that this will be complete by end June 2008.

C. J. Sheeran Limited – Environmental Management Programme 2008 Project 1/08: Initiate a programme to facilitate the implementation of the NSAI

Environmental Management System Standard ISO14001 Reason for undertaking project: The establishment of an Environmental Management System to the satisfaction of the EPA is necessary to fulfil Conditions 2.1 – 2.7 of our IPPC Licence No. P0337-01. C. J. Sheeran Limited currently maintain a satisfactory but informal Environmental Management System and now wish to improve upon this system and attain ISO14001 Certification. Target: It is envisaged that this programme will be initiated over the coming weeks with the view to attaining ISO14001 Certification in early 2009. Project Summary: C. J. Sheeran Limited intend to implement a programme to oversee the development of an Environmental Management System under the guidelines set by the NSAI so as to assist management to better identify, manage and control activities that could impact the environment. It is envisaged that C. J. Sheeran Limited will avail of a consultancy service to assist with the initiation and implementation of this project. Designation of Responsibility: Administration Manager, Ashleigh Doyle, will be responsible for overseeing the initiation and implementation of this project. Timeframe: It is envisaged that this project will be initiated and implemented during the course of 2008 with the view to attaining ISO14001 Certification in early 2009.

Sheeran Limited – Environmental Management Programme 2008 Project 2/08: Prepare a detailed site drainage map for the facility Reason for undertaking project: The company wish to clarify the site drainage at the facility and also to identify any further surface water interceptors and discharge points created during the construction of the new warehouse. Target: It is envisaged that this programme will be completed by end August 2008. Project Summary: C. J. Sheeran Limited intend to commission the drawing of a detailed specific site drainage map identifying all surface water monitoring points, discharge points, filter traps and interceptors on site. Designation of Responsibility: Administration Manager, Ashleigh Doyle, will be responsible for overseeing the initiation and implementation of this project. Timeframe: It is envisaged that this programme will be completed by end August 2008.

Sheeran Limited – Environmental Management Programme 2008 Project 3/08: Carry out bund testing in the treatment area Reason for undertaking project: As previous bund tests carried out in this area are now out-of-date it is C. J. Sheeran Limited’s intention to carry out bund testing in the treatment area. Target: It is envisaged that this project will be complete by end June 2008. Project Summary: C. J. Sheeran Limited intend to commission suitably qualified engineers to carry out bund testing in the treatment plant area on tanks and bund walls. A detailed work proposal will be forwarded to the EPA for approval in due course. Designation of responsibility: Administration Manager, Ashleigh Doyle will be responsible for the initiation and implementation of this project. Timeframe: It is envisaged that this project will be complete by end June 2008.

Report on Progress of Environmental Management Programme 2008: Project 1/08: Initiate a programme to facilitate the implementation of the NSAI

Environmental Management System Standard ISO14001 Status: In progress Report: C. J. Sheeran Limited applied to Enterprise Ireland for financial

assistance under the Environmental Management Grant Scheme which was approved. The company subsequently commissioned Euro Environmental Services to carry out a ‘gap analysis’ on the current Environmental Management System and identify those areas in need of updating in order to bring the current system in line with the requirements of ISO14001. Please see EMP Project 1/09 for further information.

Project 2/08: Prepare a detailed site drainage map for the facility Status: Complete Report: C. J. Sheeran Limited commissioned Environmental Agricultural

Consultants to prepare a detailed site drainage map demonstrating all surface water drains and pipe work on site, all surface water discharge points, all surface water monitoring points and the location of all filter traps and interceptors on site. This project was successfully completed and details of same were submitted to the EPA on 6th January 2009. (Appendix 4: Site Drainage Map)

Project 3/08: Carry out bund testing in the treatment area Status: Complete Report: C. J. Sheeran Limited again commissioned Environmental

Agricultural Consultants to carry out bund testing in the treatment area. A drawing was prepared of the treatment area identifying the various tanks including their capacities. Bund tests were subsequently carried out on Tank Nos. 1, 5 and 6 and all were found to be watertight.

In addition, C. J. Sheeran Limited commissioned Environmental

C. J. Sheeran Limited – Environmental Management Programme 2009 Project 2/09: Train a 3rd member of staff in IPPC Licence management and

compliance Relationship to Objectives and Targets: This is in line with Objective No. 2 for 2009. Reason for undertaking project: C. J. Sheeran Limited have identified a requirement for a 3rd member of staff to be trained in IPPC Licence management and compliance in the event of the absence of both Mark Sheeran and Ashleigh Doyle so as to ensure that the necessary checks will be carried out and any environmental issues will be managed correctly, in the event of their absence. Target: To have fully trained a 3rd member of staff in the management and administration of the company’s IPPC Licence by end June 2009. Project Summary: Administrative Assistant, Pamela Holmes has been identified as the appropriate candidate for such training. Pamela was recruited in October 2008 and to date, has assisted Administration Manager Ashleigh Doyle in various duties concerning the administration of and compliance with our IPPC Licence including participation in our monthly Internal Audits and the drafting of subsequent reports. Over the coming months, Pamela will be fully trained in the conditions of our IPPC Licence and Environmental Management System through a series of on-the-job and formal training programmes. Designation of Responsibility: Administration Manager, Ashleigh Doyle with assistance from Managing Director, Mark Sheeran, will be responsible for the initiating and completion of this project. Timeframe: C. J. Sheeran Limited intend to have fully trained a 3rd member of staff in the management and administration of the company’s IPPC Licence by end June 2009.

C. J. Sheeran Limited – Environmental Management Programme 2009 Project 3/09: Test groundwater and surface water samples for additional

parameters as recommended by O’Callaghan Moran and Associates Relationship to Objectives and Targets: This is in line with Objective No. 3 for 2009. Reason for undertaking project: Subsequent to a Surface and Groundwater Assessment carried out by O’Callaghan Moran and Associates, as commissioned by the EPA, C. J. Sheeran Limited were provided with a list of additional parameters of which, it was recommended, were tested on an annual basis. (Appendix 6: List of Additional Parameters for Annual Testing) Target: To have tested groundwater and surface water samples for additional parameters as recommended by O’Callaghan Moran and Associates by end March 2009 Project Summary: C. J. Sheeran Limited circulated the specified list of parameters to various environmental consultancy services and laboratories for quotation. Subsequent to receipt of quotations, the company have commissioned Euro Environmental Services to carry out this testing. C. J. Sheeran Limited have now received the appropriate type and number of sample bottles from Euro Environmental Services and propose to obtain these samples over the coming weeks for testing. Designation of Responsibility: Administration Manager Ashleigh Doyle will be responsible for the co-ordination and ensuring the completion of this project. Timeframe: C. J. Sheeran Limited intend to have tested groundwater and surface water samples for the additional parameters as recommended by O’Callaghan Moran and Associates by end March 2009.
