Durham Region, Ontario Canada | Annual Activity Report 20142

Message from Roger Anderson, Regional Chair and CEO

Durham Region is a great place to invest. We offer an educated workforce, innovative and diverse industries, local training opportunities, unique research prospects, and varied transportation infrastructure (including a deep water port and an airport).

As one of only a handful of Canadian municipalities with a Triple A credit rating, Durham Regional Council truly understands the importance of economic diversity.

To help expand investment opportunities, key stakeholders have travelled worldwide to participate in introductory meetings and tour businesses. We must continue to foster these connections, within the global market, to enhance the Region’s profile, attract investment, and to retain and expand existing businesses.

Expansion begins here in the Region. Strategies to support our local businesses are implemented, in partnership with all eight area municipalities. We will continue to focus on our region to drive the economy and encourage long-term job creation.

From hard work comes success. Through the work of our Economic Development and Tourism Division, Durham Region can continue to develop as a prosperous and sustainable community.

Message from Kathy Weiss, Director, Economic Development and Tourism

The Region of Durham’s Economic Development and Tourism Division is the main point of contact for investment attraction, business assistance, agricultural programs and visitor attraction. Our team of experienced economic development and tourism professionals works diligently with potential investors and local businesses to provide varying types of assistance needed for business growth.

The Division also acts as a liaison among area municipalities, local businesses and educational institutions to promote Durham Region as an ideal place to grow a successful business and enjoy a high quality of life.

Our priority was, and continues to be, to lead, facilitate and advance Durham Region’s efforts for continued economic growth, job creation and revitalization.

In 2014, many accomplishments were achieved across our key sectors: advanced manufacturing, agri-business, digital technology, energy and tourism. This report highlights these achievements and other related activities. Read on to see these accomplishments and where we’re continuing to focus our efforts for the years ahead.

by working with municipal, regional, provincial and federal partners. Building the profile of Durham in key international markets, with emphasis on China, Europe and the U.S., is a key priority. Staff participate in investment missions to attract foreign investment and handle investment inquiries, with the goal of converting them into successful investments in the Region of Durham.

Agriculture and its supporting agri-food industries play a key role in Durham, as do our rural communities. Staff work to promote local initiatives and attract new investment opportunities. This team works closely with various partners and local stakeholders, community organizations and volunteers, to promote Durham’s agriculture sector and rural municipalities.

The Strategic Initiatives portfolio focuses on critical projects and activities relating to economic development; data collection and statistics; performance metrics; as well as business and community development. Staff work in collaboration with local partners and stakeholders on initiatives that focus on assisting in the growth and prosperity of the business community, and promote the region as a great place to do business.

Tourism staff work with industry stakeholders and local organizations to support the growth of the region’s tourist attractions, arts, recreation and cultural attributes, by marketing Durham Region as a four-season tourist destination for regional, provincial and international travellers.

Durham Region is generating a lot of activity, from industry-specific events, business missions and familiarization tours; to celebrations of entrepreneurship and promotion of arts, culture and tourism.

The Economic Development and Tourism Division (of the Region of Durham’s Planning and Economic Development Department) is responsible for encouraging and facilitating economic development activities that create job opportunities, increase the non-residential tax base and private sector investment, as well as visitors and visitor spending.

The Division consists of four business units - Investment Attraction, Agriculture and Rural Affairs, Strategic Initiatives, and Tourism - with a focus on growing and promoting the region’s strong business environment and diverse cultural attributes.

This Investment Attraction unit is dedicated to attracting new investment to the Region of Durham,

The Region held a number of successful business missions to China in 2012, 2013 and 2014, including visits to Zibo, Wuxi and Hong Kong. In Wuxi, the Xishan Economic & Technological Development Zone (XETDZ) offered Durham Region office space to further the Region’s network of business leads. In November 2013, Regional Council endorsed the idea of retaining a local business development consultant for a one-year period, subject to the business plan and budget process. A business development consultant was appointed in April 2014, and the role will continue throughout 2015.

The primary function of the business development consultant is to generate leads, prepare for investment missions and follow-up on behalf of Durham. This ensures that Durham Region remains in the forefront of the minds of the potential investors.

Durham Region is one of few Canadian jurisdictions with an in-market representative in China, which presents a unique opportunity to explore that market. In addition to developing and strengthening relationships with the Chinese government, this on- the-ground presence has facilitated two investment

visits to Durham by independent investors. Staff are actively working with these investors to identify suitable properties for their projects.

| Ontario Premier’s Mission to China

During the Region’s October mission, Regional Economic Development staff joined Ontario Premier Kathleen Wynne in Nanjing, as she began her trade mission to China. During her speech to Chinese dignitaries, the Premier spoke highly about the work being done by Durham Region in China, specifically in Wuxi. She also reiterated that there are very few North American communities with a marketing presence in China. As a result, Wuxi has expressed an interest in signing a Friendship Agreement with the Region, with the intent of formalizing this agreement in 2015.

| China

China has been a key prospective destination for foreign direct investment for Durham, since it was identified in the 2012 Economic Development Investment Attraction Plan. Potential opportunities include enhancing ties to government, developing partnerships with educational institutions and identifying prospects for new economic develop- ment and tourism investment.

Sport Durham Instagram Contest - Play-Shoot-Win

Instagram is one of the fastest growing social media sites worldwide. In June, Sport Durham launched the Play-Shoot-Win Instagram contest to leverage five major sport events being hosted in Durham Region. Daily prizes were awarded and three lucky winners received one of three grand prizes.

The contest resulted in tripling the Sport Durham followers on Instagram and doubling the followers on Twitter. The Sport Durham brand was showcased to more than 13,000 on social media. The contest was marketed using posters, an e-mail blast, social media, a radio spot, and a web page on durhamtourism.ca.

| Durham Innovation & Technology Portal

In 2013, the digital technology sector was identified as an emerging sector— one that required a dedicated focus to help it grow and expand. As such, an online presence was developed to help specifically target this sector. The portal focuses on Durham’s digital technology sector and acts as a foreign and domestic investment attraction tool for investors.

The portal provides up-to-date information about the latest investment opportunities from local companies seeking partnerships, investors or venture capital funding; existing companies; strengths in post- secondary training; research and development; available incentives; local support networks; and local industry-related events.

In a world where clients and investors are no longer bound by geography, opportunities can now be found in all parts of the globe, without having to leave the community. Entrepreneurial start-ups are looking for funding, investors are looking for the next million-dollar idea, and the Durham Innovation and Technology portal is bringing both sides together, enabling international collaboration through an online community.

The portal will also be used as part of Durham Region’s overall Foreign Investment Attraction Plan, which aims to respond to potential foreign and domestic investors and generate new leads. The portal project was made possible by a joint-funding initiative from the Region of Durham and Invest Canada-Community Initiatives (ICCI), which provides financial support to communities for their

| Sport Tourism

Sport tourism is widely recognized as a major growth sector in Canada’s overall tourism industry. According to research from the Canadian Sport Tourism Alliance, sport tourism has been increasing both nationally and provincially, at a rate considerably higher than conventional tourism. When properly managed and promoted, sport tourism has the potential to create significant economic impacts through travel and direct spending, within a host community.

Durham Region is well positioned to become a major centre for sport tourism. Attracting and retaining major events will generate significant economic activity and raise the profile of Durham as a desirable host destination. Overall, sport tourism contributes to the economic prosperity of Durham Region by creating jobs and related economic activity.

In June 2013, Durham Regional Council approved Sport Durham as a pilot program, aimed at boosting economic activity in Durham through sport tourism. Sport Durham has been able to increase economic activity, directly and indirectly through sport since its inception. This robust activity clearly demonstrates the benefits of having a regionally co-ordinated approach to sport tourism in Durham.

In 2014, Durham Region submitted and won bids on five events – Ontario Basketball Association Girls U10 Provincial Championships 2014 and 2015, Ontario Basketball Association Boys U17 Provincial Champion-ships 2014 and 2015, and the Canadian Deaf Games 2016. The estimated total number of visitors brought to the Region by these events is about 10,600 and the boost to our local economy is estimated to be more than $5 million.

When including sporting events that Sport Durham played a partnership role in acquiring, retaining and

hosting, another 25,000 visitors, and more than $10 million in economic spending, can be added conservatively to those totals.

Connecting with the Region’s existing foreign-owned companies to strengthen our understanding of the Region’s value propositions and strengths to inform our current investment promotion activities.

| Lead Generation

In 2014, Region staff focused on going to key markets promoting Durham Region as a location for potential investors. This resulted in a significant increase in the number of investment inquiries that came directly to the Region.

In 2014, staff assisted with 193 investment inquires. Of these, 165 came directly through Durham Region’s promotional activities in international markets, resulting in a significant increase over previous years. The Greater Toronto Marketing Alliance (GTMA) referred 24 potential investors. Another four inquiries came from provincial ministries, federal departments and other partner organizations.

The Region’s overall goal is to attract new foreign direct investment to Durham Region by working with municipal, regional, provincial and federal partners. This is achieved by promoting the Region’s value proposition to businesses in key sectors in priority markets. To achieve this goal, in 2014 the team focused on four priority areas:

Hosting delegations from foreign government and business organizations.

Responding to and managing inquiries from potential investors.

Undertaking missions to international markets to build recognition of Durham Region in key international markets for priority sectors.

(planned or underway) and promoted strengths in the energy, advanced manufacturing, agri-business and digital technology sectors. These activities – often carried out in partnership with regional, municipal and private sector partners – helped to evaluate the potential for future sector-specific investment strategies that could lead to significant investment in Durham.

Staff participated in 15 missions to international and domestic markets to identify potential investors; and create local partnerships that will assist the Region in attracting new investment to Durham.

• Nine international investment missions

• One domestic investment mission

• Five missions with investment facilitators, such as site selectors, commercial realtors, and legal and accounting professionals. These professionals are advisors to companies that are considering international expansion.

China was a particular focus for the Region in 2014, with business missions in May, August and October. Each mission had a dedicated emphasis on agri-food, advanced manufacturing and digital technology, respectively.

The three missions resulted in 66 business meetings with potential investors in Zibo, Wuxi, Shanghai and Hong Kong. The business meetings have resulted in a number of immediate investment prospects which staff are currently working on.

The investment missions to China have provided leads and opportunities that are expected to pay dividends for the businesses and educational institutions of Durham Region in years to come. Staff will continue to follow-up on the leads and develop the relationships that have been made to date.

Of the 193 investment projects in 2014, 180 are active and still considering their investment plans, while 13 have closed.

| Hosting Missions and Delegations

Hosting missions or delegations enables Durham Region to present its case for investment while allowing mission delegates to see first-hand what the Region has to offer. Many of these missions are from foreign government agencies and, while these agencies may not be investors, they transfer knowledge and facilitate investment inquiries within their country. Others include independent investors looking for projects and information about the oppor-tunities in Durham.

• Chinese Consult General

• Chinese Investment Group

• Reception for Governor of Jiangsu Province (China)

• Site selectors from Atlanta

| Invest Durham Familiarization (FAM) Tour

Following an earlier mission to Atlanta, Regional staff invited site selectors for a two-day familiarization program. These investment facilitators gained insight into the Region’s growth and economic environment, heard testimonials while visiting local businesses, toured examples of available properties, and had opportunities to network with the participants.

| Promoting Durham Region Abroad

In 2014, Durham staff attended various conferences, tradeshows, investment meetings and seminars to market investment opportunities in Durham. Staff also participated in economic development initiatives
