Annual Accomplishment Report

Period Covered: 01 January – 30 November 2015

Region 12 is located in the Southwestern part of Mindanao which is composed of the provinces of South Cotabato, Sultan Kudarat, Cotabato and Sarangani; the chartered cities of Cotabato and General Santos and the component cities Kidapawan, Tacurong and Koronadal.

Tambler, General Santos City INTRODUCTION

PRO 12 Headquarters is located at Tambler, General Santos City, and is composed of two (2) CPOs, namely Cotabato City PO located at PC Hill, Cotabato City, General Santos City PO at Camp Fermin G Lira, General Santos City and four (4) PPOs, namely Cotabato PPO located at Amas, Kidapawan City, Sultan Kudarat PPO at Camp Amando Dumlao Sr., Isulan, Sultan Kudarat, South Cotabato PPO at Koronadal City and Sarangani PPO at Kawas, Alabel, Sarangani with forty-five (45) Municipal Police Stations under the PPOs and twelve (12) Police Stations under the two (2) City Police Offices.

It has four (4) Provincial Public Safety Companies (PPSC), two (2) City Public Safety Companies (CPSC) and a Regional Public Safety Battalion (RPSB) with four (4) Maneuver Companies.

The total strength of the Office is 6, 281 composed of 375 PCOs, 5,522 PNCOs and 384 NUPs distributed to the different Police Offices/Units. The current Police to Population Ratio is 1:751 based on the total number of uniformed personnel strength of 5,897 vis-a-vis the present Regional Population registered at 4,430,916.

Pursuant to the current Staffing Pattern, the Office is supposed to have an

authorized strength of 5, 951 (469 PCOs, 5,346 PNCOs and 136 NUP). However, to attain the ideal Police to Population ratio of 1:500, the Office must

have an existing strength of 5,897 uniformed personnel on account of the existing 4,430,916 total population. HIGHLIGHTS OF ACCOMPLISHMENT Stakeholder’s Support

A. Sustain public information and dialogue

1. Public Information and Advocacy

For the period covered, Police Regional Office 12 distributed more or less 16,051 anti-criminality leaflets, participated in 1,233 radio interviews, 739 tv programs, 4,720 barangay dialogues/pulong-pulong, 987 press releases, 1,410 camp visits, and 4,755 anti-criminality awareness lectures on crime prevention, public safety and security, anti-illegal drugs, bomb-threat, illegal gambling and other relevant subjects that could influence public safety and security.

2. Citizen Empowerment

A strong Police-Community Partnership is the key in ensuring public safety and security especially in barangays. With the current Police-to-Population Ratio in the AOR, the utilization of force multipliers is indeed imperative. With this taken into consideration, the utilization of Barangay Peacekeeping Action Teams (BPATs) is maximized.

Police Regional Office 12 in coordination with Local Government Units conducted more or less 1,054 orientations and training-seminars on the Roles of BPATs, VAWC and its special laws, Arresting Techniques, BPAT First Responders, BPAT Disaster Preparedness, Information Gathering and other topics to further empower our BPAT counter-parts.

BPAT Mobilization

For the period covered, PNP PRO 12 together with Barangay Peacekeeping Action Teams conducted 14,672 mobilization activities, majority of which were focused on check points, traffic assistance on schools, Community Police Assistance Centers (COMPACs) together with PNCOs and in providing security assistance during religious activities, fiestas and other occasions.

B. Sustain partnership and collaboration

1. Partnership and Collaboration with Stakeholders and Other Pillars of the Criminal Justice System (CJS)

PNP PRO 12 as one of the 4 Pillars of the Criminal Justice System (CJS) ensures a sturdy relationship with other Pillars of the CJS, with more or less 221 partnership and collaboration activities conducted together with various stakeholders and other Pillars of the Criminal Justice System.

2. Participation in Faith-Based Organizations

An ethically upright personnel would less-likely fall into temptation and renders admirable public service, thus create a good image for the PNP Organization. To uplift the morale and spiritual well-being of the personnel, they are always encouraged to attend Moral Recovery and Spiritual Enrichment Activities.

For the period covered, PRO 12 conducted and participated to more or

less 133 faith-based activities together with various religious organizations and other stakeholders.

3. Participation in Religious, Health/Physical Fitness, and Environmental Protection Programs/Campaigns

PNP PRO 12 regularly conducts “Pulis Hataw Na”, Religious and Environmental Preservation and Protection, from the Regional Headquarters down to Municipal/City Police Stations.

For the period covered, PNP PRO 12 conducted more or less 1,264

religious, health/physical fitness and environmental protection/preservation activities.

4. Family, Juvenile and Gender and Development Program

PRO 12 strongly promotes the protection of Women and Children against

any form of abuse and violence. This office conducted more or less 3,783 gender-based lectures, dialogues, symposia and visitations, and distributed more or less 14,586 leaflets and other IEC Materials from the month of January up to November 2015.

5. Anti-Corruption Initiative (PNP Citizens Charter, Posting of Anti-Red

Tape Streamers, Contact Center ng Bayan and etc.) Part of PRO 12’s Anti-Corruption advocacy is to ensure that all Units

comply with the directives of the Higher Headquarters re Anti-Red Tape and other Corrupt Practices.

100% of PRO 12 Units/Stations successfully complied and maintained

National Headquarters’ ARTA Compliances through posting of Service Flow Charts, Contact Center ng Bayan, establishment of Quality Service Lanes, Unit Hotlines, Senior Citizens and Persons with Disability Priority Lanes, and Citizen’s Charter.

The Office ensured the effective budgeting, financial reporting, pre-audit

of claim, internal auditing and management of PRO 12 resources and supervises the

Office 12 through the initiative of RD, PRO 12 conducted a Mass Wedding at St. Michael

“The Archangel” Chapel, Tambler, General Santos City. Highlights of the Ceremony were

the Rite of Marriage; the Exchange of Consent; the Confirmation of the Marriage Bond;

and the Blessing and Exchange of Rings and Arras.

●Santacruzan 2015- Police Regional Office 12, sponsored the

Santacruzan 2015 at General Santos City.

The “Sagalas” were personnel from the Command Group, RPHRDD,

RID, ROPD, RLRDD, RPCRD, RCD, RIDMD, GSCPO, SPPO, SKPPO, CPPO, RPSB 12,

RHS 12, SAF, RCLO 12, RHPU 12, PRO 12 Band and representatives of the different

“Buklods” under Sacred Heart of Jesus Chapel, Camp Fermin G. Lira Jr., General Santos

City.

●Moral and Spiritual Upliftment Seminar-Pastor Herman Morante Dela

Rosa, President, Bless Our Cops (BOC) Movement, Region 12 visited the Police Regional Office 12 Headquarters, Tambler, General Santos City and conducted Moral and Spiritual Upliftment Seminar and offered prayer to the PNP personnel and NUPs. Through this ministry, it helps the moral and spiritual aspects of the personnel to grow in accordance to the will of God, the creator and the source of life.

On September 30, 2015 at 4:30 in the morning, Police Regional Office 12 under the leadership of PCSUPT LESTER O CAMBA, Regional Director celebrated the 10th St. Michael the Archangel Patronal Fiesta at the PRO 12 Headquarters, Tambler, General Santos.The patronal fiesta started with the conduct of “Diana” in the early dawn wherein the PRO 12 Marching Band played music around the camp followed by the Fiesta Mass held at the PRO 12 Chapel being officiated by PSUPT NOEL R PONSARAN, Regional Chaplain, PRO 12. Different Parlor Games or “Larong Pinoy” such as Family action/scene marathon, Kadang-Kadang Race and Agawan ng Buko were played by division/office including one team from Indonesian visitors. Lunch was then served right after the parlor games while being entertained with a music rendered by the PRO 12 Combo.

celebrated the 24th PNP Foundation Day simultaneously with the Traditional Monday Flag Raising Ceremony conducted at the PRO 12 Grandstand, Tambler, General Santos City. It was conducted right after the Thanksgiving Mass at the St. Michael the Archangel Chapel officiated by PCINSP JULIUS BALLESTEROS CRUZ, Regional Chaplain. Highlights of the activity were awarding of medals to 27 deserving PNP personnel by Atty. Romegildo Alocelja, RD, RIAS XII together with RD, PRO 12; the reading of the Integrity Pledge by PSSUPT REX KESAED ANONGOS, C, RPCRD; the Ceremonial Signing of Integrity Pledge; the reading of SILG’s message by PCSUPT LESTER OROPESA CAMBA, RD, PRO 12; and the releasing of white balloons with black ribbon as a sign of sympathy, respect and grief to the bereaved families of the fallen 44 SAF members.

SERAPIO JR, Head, Law Enforcement and Security Integration Office and Executive Director of Philippine Center on Transnational Crime as Guest of Honor and Speaker.Highlights of the program is the Recognition and Presentation of Awards to deserving PNP Units, PNP personnel, Supporting Individuals and Private/Public Agencies including Aleosan, Cotabato Province, regarded as the National Awardee on Outstanding 1st – 3rd Class Municipality (Category A) CY- 2015.

● Operation Tuli-Police Regional Office 12 conducted a

simultaneous “Operation Tuli” 2015 at the Conference Hall, Barangay Hall of Tambler,

General Santos City.The said medical activity was initiated by PCSUPT LESTER

OROPESA CAMBA, Regional Director in cooperation with the Regional Health Service 12

spearheaded by PSUPT TECHIE M. LEBANAN, Acting Chief and PCINSP GUER LAW V.

ANDOLANA, Chief, Medical Dispensary and health volunteers from Mindanao Medical

Center led by Dr. Cyril Bañas. PNP nurses from RPSB 12 and Special Action Force (SAF)

also served as volunteers in the said activity.A total beneficiary of 140 children whose

ages ranging from 5-12 year old were successfully circumcised after a thorough interview

and registration being conducted. Free medicines such as Amoxicillin (antibiotic) and

Mefenamic Acid (pain reliever) were given to the patients right after the circumcision.

●Adopt a Community Program- The Police Regional Office 12 is

now on its 3rd year of continuous adopting the community of Sitio Klolang, San Jose, General Santos City. Such acts of the PNP through the Police Community Relations Division will give support to the community in every little way in order for the constituents to perceive that the PNP does not only offer assistance to urban areas but to rural areas as well especially the less fortunate community. This Office lectured on oral hygiene and the proper brushing technique, proper hand washing technique was also taught to the children and parents conduct of medical check-up, distribution of medicines, toothbrush and toothpaste, giving of Jolibee meals, arroz caldo and juice to the children, giving of slippers and school supplies assisted by Brgy Chairman Abdul Rahim Paidumama and additional assistance from the different Directorial Staff and National Support Units by donating other school materials and slippers.

● Coastal Clean-up and Mangrove Tree Planting-Police Regional Office 12 participated in the Coastal Clean-up and Mangrove Tree Planting activity held Purok Asinan, Brgy Buayan, General Santos City. A total of 1,000 mangrove trees were planted by the different agencies and 10 sacks were collected consisting mostly of plastic cellophane and Styrofoam.

●30th International Coastal Clean-up 2015-A simultaneous coastal clean-up activity held along the Shoreline, Sitio Minanga, Barangay Buayan, General Santos City in observance with 30th International Coastal Clean-up 2015 with the theme: “Be part of the global solution to stop trash from entering the ocean”. The said activity was organized by the City Environment and Natural Resources Office (CENRO) spearheaded by Valiente J. Lastimoso, MPA, City ENR Officer/CGDH II, General Santos City and was also participated by other Government Agencies (GAs), Government Organizations (GOs), Non-Government Organizations (NGOs), Private Sectors, AFP, Academe, and some stakeholders in the community.

The PRO 12 participants were able to collect 15 sacks of assorted trash/garbage that scattered along the seashore. Recording and segregation of the collected trash were undertaken according to its classification such as empty bottles and cans, broken glass, plastics, food wrappers, toothbrush, cigarette lighters, styropor, rope, diapers/sanitary napkins, clothings, pork/spoon, and other waste products. Thereafter, CENRO employees gathered all the collected trash/garbage from different participating groups for proper disposal.

PNP SCOUT and also those who underwent Special Courses such as Criminal

Investigation Course and ICITAP Train the Trainer Human Rights Course where PSUPT

DANILO C DELA CRUZ, RPHRO, discussed the PNP Human Rights-Based Policing,

Human Rights Issues in Investigation, International Humanitarian Law, Additional

Guidelines for Police Intervention, PNP Protocol on Custodial System, PNP Quality

Service Lane, RA 7438 (Rights of Person Arrested, Detained and Under Custodial

Investigation), SOP on PNP Booking of Arrested Suspect, RA 9745 (Anti-Torture Law Act

of 2009), Salient provisions of UDHR 1987 Philippine Constitution particularly the Bill of

Rights, and other related human rights related laws.

PPOs/CPOs and MPS/CPS had also conducted 319 PICE on human

rights related subjects/topics on their respective units attended by PNP personnel and

other participants from different government sectors/agency with a total number of 6,749

8. NPA Surrenderee: Samana Piang @Dodong Freay is now under the temporary custody of Mr. Falunsin C. Parasan, 30 years old, resident of Brgy San Felipe, Tantangan, South Cotabato and Board Member of Bongmal B’laan Foundation with office address at Pines Plaza Building, Brgy Poblacion, Tampakan, South Cotabato. Said custodian agreed that the surrenderee be under his custody pending the certification coming from the JAPICC and further gave an assurance that the surrenderee shall make himself available anytime as he plans to avail the reintegration program of the government.

Columbio, Sultan Kudarat, four New People’s Army (NPA) members, namely: Frezel Dianten, 23 years old, married, with Garand Rifle; Soriano Piang, 46 years old, married, with Uzi SMG; Julie Samling, 36 years old, married, with M14 Rifle; and Ramil Capion, 19 years old, with 12 Gauge Shotgun, all residents of Sitio Bongmal, Brgy. Datalblao, Columbio, Sultan Kudarat and members of Yunit Militia (YUMIL) voluntarily surrendered to the joint elements of Regional Intelligence Division 12, Columbio MPS, SKPPO in coordination with 39 IB, PA and Local Government Unit (LGU) headed by Hon. Mayor Amirh Mangelen Musali of Columbio, Sultan Kudarat thru Hon. BaiNailaMamalinta, ABC Chairman of the said municipality. Above Surenderees are now under the custody of RID, PRO 12 for Custodial Debriefing.

10. NPA Surrenderees: On October 27, 2015 at about 1 PM, five NPA members under GF 72 FSMR surrendered to joint elements of RID 12 and Sultan Kudarat PPSC. The NPA members were identified as: Pilo Capeon, Jomar Labuayan, Jomar Capion, Rom Fiang and Ricky Wata. Surrendered firearms were two (2) Garand rifles cal.30 and one (1) Carbine rifle, one (1) homemade Shotgun, two (2) landmines with electric wire and main switch and one (1) Binocular. The group was operating in the hinterlands of Columbio, Sultan Kudarat and the nearby municipality of Kiblawan, Davao del Sur and Tampakan, South Cotabato. Subjects and firearms were now under the custody of RID 12 for proper disposition.

NPA Surrenderees: On October 27, 2015 at 10:00 AM, the RPSB 12 received a call from the informant that they received surrender filler from members of FC 72 of FSMRC operating in the quad-boundaries of South Cotabato, Sultan Kudarat, Sarangani and Davao Del Sur Province. Immediately thereafter, the RPSB 12 coordinated with PSSUPTROLEN D BALQUIN, OIC, RID 12, PSUPT MAXIMO F SEBASTIAN, C, RSIDT, PSSUPT EMMANUEL B PERALTA, PD, SPPO and PSUPT JOEL R CONSULTA, BC, RPSB 11 for action to be undertaken relative thereto. 13. Arrest of NPA Rebels: On July 6, 2015 at 1 PM at Purok 3 Extension,

Sitio Lanton, Brgy. Apopong, General Santos City, joint elements of CIDG 12; 10ID, 1002ND BDE; 73RD IB; 27IB; 102MICO; 10MIB; JTFGENSAN; ISAFP; 11ISU; and GSCPO arrested two (2) NPA members identified as Regina Patulombon y Percalin @ Mariz/Juvy/Dok/Adi and Edgar Patulombon y Cuestas @ Dodoy/Gleen, head of Medical Staff of Far South Mindanao Region (FSMR). Said arrested NPA members has a standing Warrant of Arrest issued by Hon. Judge Dorothy P. Montejo-Gonzaga of RTC, 11

th Judicial Region, Branch 3, Nabunturan, Comval Province for Kidnapping and Serious

Illegal Detention docketed under Criminal Case Number 7359. Recovered from their possession and control were one (1) .38 revolver, two (2) fragmentation grenades and assorted medical paraphernalia.

Campaign against OCGs/CGs/PAGs:

1. On January 11, 2015, 6:40 AM at Sitio Wangain, Boundary of Brgy. Ladtingan and Brgy Batulawan, Pikit, North Cotabato, Arnold Mamaluba Abid was killed during the implementation of Warrant of Arrest with Criminal Case number 11-048/12-312 for Robbery in Band under Art 294, par.1, in relation to Art 296 of RPC with Double Murder by elements of Pikit MPS, TF Pikit, 7th IB, PA and 2nd Maneuver Company RSPB 12. Suspect Abid fired towards the arresting team hitting him at his head which resulted to his death. Recovered from the crime scene were empty shells cal. 30 M1 Garand Riffle and cal. 5.56mm M16 Riffle. Killed suspect is listed under the list of criminal gang operating in the area of North Cotabato and Maguindanao Province.

2. On August 5, 2015 at 7:30 PM at Brgy Poblacion, Pikit, Cotabato

Province, Mastor Edo Akil who has two standing Warrant of Arrest with Criminal Case Number 11-048 for Robbery in Band with Double Murder, 13-381 for Robbery with Homicide was arrested by elements of Pikit MPS, CPPO, after they saw him by chance while conducting a mobile patrol at said place. Mastor Edo Akil is listed as the number 1 in the Most Wanted list in the Municipality of Pikit and the prime suspect in the UCCP explosion that transpired on October 8, 2014 where case for Multiple Murder and Multiple Serious Physical injuries were filed against him in court.

3. On August 20, 2015, 11:30 AM at MSU Campus in front of Science and Technology Building, Barangay Fatima, General Santos City DANTE BRIGOLE ABAD aka “Aling” was arrested by Intelligence Operative of City Intelligence Branch, GSCPO by virtue of Warrant of Arrest docketed under criminal case no. 25565 for the crime of Murder and criminal case no. 25566 for Attempted Murder dated January 26, 2015 (11th Judicial Region, Regional Trial Court, Branch 37, General Santos City).The suspect was among of the Top MWPs in City Level and member of “PARAN GROUP” which is involved in drug running, fake money, series of robbery/hold-up and shooting incidents in Gen. Santos City.Recovered from said person were one (1) big rectangular heat-sealed transparent plastic sachet containing white crystalline substance of suspected methamphetamine hydrochloride, one (1) unit .38 revolver Armscor 202 with serial number 779058 with six (6) live ammo of .38 revolver at the cylinder and one (1) unit M26 fragmentation grenade. Suspect and recovered pieces of evidence was brought to Police Station No. 7 for proper disposition.

Accomplishments on MWP with Reward:

1. On July 19, 2015 at 3:30 PM of, CIDG-Southern Mindanao detectives

led by PSUPT NEREOABENOJATORRECAMPO, Regional Chief and General Santos City Police Office operatives arrested Jose BECERRA Jr. y Cavan alias Jojo Pototat Apopong Gallera, Brgy. Apopong, General Santos City. The suspect tried to engage with the operating team in order to evade arrest, forcing the lawmen to shoot him hitting his left ankle. 2. On November 11, 2015 at 1:55 PM at Brgy. Panatan, Pigcawayan,

Cotabato Province, Abdul Manap Mentang, a wanted person involved in Sasa Wharf and Ecoland Terminal bombings in Davao City was arrested by joint elements of MIG 12; ISAFP; CIDG-CENMIN; CIDT-Cotabato Province; PRO 12; CPPO; 45th IB, 5th ID, PA and Pigcawayan MPS, CPPO by virtue of Warrant of Arrest for the crimes of Multiple Murder and Multiple Frustrated Murder docketed under Criminal Case Numbers 2010-3936 and 57,330-2005. Recovered from his possession and control was one caliber .45 pistol bearing serial number 760718 with one magazine loaded with six live ammos. Subject arreste person is covered by Joint DND/DILG Order of Reward 15-2012 with monetary reward of 3.2M. Said MWP is also listed under MWP under SOP Lambat-Sibat.

3. On November 17, 2015 at 12:30 AM at Sitio Kabangkalan, Brgy.

Batotoling, Glan, Sarangani Province, a Maguindanao Massacre suspect Dinga Mentol alias “Tho Cario Opong” with P250, 000.00 rewards was arrested by joint elements of Sarangani PPSC, Provincial Intelligence Branch & RIU12 in coordination with Glan MPS, SPPO. Arrested person is now under the custody of Alabel MPS, SPPO for booking and security precaution. RIU personnel will bring the accused at RTC Bicutan, Metro Manila per prior coordination. 2. Operations

For the period in review, the Office intensified its thrusts on law enforcement, internal security operations and public safety services thus, maintaining and enjoying a relatively peaceful climate in Region 12 despite the threats posed by MILF, CPP/NPA/NDF, LMG and Criminal Groups in the AOR.

The thrusts were influenced and affected by several factors such as geographical features of the region, the degree of affectation and cultural, political and economic conditions but the same did not stop the Office from accomplishing its mission and functions.

2.a Foot and Mobile Patrol Operations A total of 2,618,933 man-hours on police visibility patrol (both foot/mobile, seaborne and motorcycle) were conducted particularly in crime prone areas throughout the Region. Police response time improved to 5 minutes in urban centers and 10 minutes in rural/remote areas. During the period, 20,731 legitimate calls have been responded/acted upon appropriately.

2.b Campaign against Illegal Drugs

For the period, the Office intensified its anti-drug operations resulting to eight hundred seventy two (872) positive operations, neutralizing 1,285 drug offenders (631 pushers and 654 users) and the filing of 1,098 cases in Court. As of this report, (1,506) remain as Drug Affected Barangays and subject for clearing operation. A total of 55,846.05 grams of Shabu, 2 hills of MJ plants, 31,216.23 grams of MJ leaves have been confiscated and seized with a total DDB value of Php 660,166,988.58. 2.c Campaign against Kidnapping/Abduction

For the period in review, there was no kidnapping incident that

transpired in the AOR while two (2) abduction incidents were reported. Below are the details:

On April 20, 2015 at 3:45 PM at Brgy. Poblacion, Polomolok, South Cotabato, Hasher M. Sulaiman, Jonal B. Ingid and Sadiya M. Mangudalat were apprehended by elements of Polomolok MPS, SCPPO for kidnapping and illegally detained John Patrick U. Calsado, businessman at the apartment owned by Raylan Jonh Dignadice. Recovered from the possession of Hasher M. Sulaiman were one sachet of suspected shabu and one unit homemade 9mm Ingram sub machinegun, from Jonal B. Ingid was one unit fragmentation grenade and from Sadiya M. Mangudalat’s rented room were assorted drug paraphernalia and two sachets of suspected shabu. Investigation disclosed that said victim was held at gun point by the group of a certain “Warren Sumapal”, Moen Sumapal, Ryan Hamid Haliden and the arrested suspects at the public market of said municipality and brought at the aforementioned apartment where he was handcuffed under the wooden bed and tortured by the group who also used his cellular phone to demand money from his family in exchange for his release.

Province and forced Hadji Mariam Ramalaka Kasuyo to alight from the bus with the help of Bayan’s group who already waiting at the said place and fled towards Brgy. Simsiman of same municipality riding a motorcycle. Immediately, joint elements of Pigcawayan MPS, CPPO; RPSB 12; CAA, 38IB, PA and Officials of Brgy. Simsiman conducted hot pursuit operation that resulted to the recovery of the victim at 9:30 PM of same date while the suspects fled to unknown direction. 2.d Campaign against Carnapping

For the period covered, a total of 278(3-MV, 275-MC) were

reportedly carnapped, one hundred nine 109 (1-MV, 108-MC) were recovered. Fifty nine (59) suspects were arrested and twenty nine (29) cases were filed in court. Likewise, unauthorized use of Sirens & Blinkers were banned, thru LOI 34/2010 “Action Plan Against Wang-Wang and counter Flow”.

2.e Anti-Bank/Armored Car/Highway Robbery Campaign –

No incident on Armored Car-Highway Robbery occurred. However, the office is continuously undertaking intensified monitoring on criminal groups for their possible apprehension. A total of 100 dry runs on bank security preparation and 315 dialogues/meetings with Bankers Association and LGU’s were conducted.

2.f Anti-Kotong Campaign

For the period covered, this Office conducted two thousand sixty five (2,065) operations. As part of its mandated mission, the Office dynamically conducted Police Information and Continuing Education (PICE) to police personnel to educate and remind them not to indulge themselves in illegal activity such as “kotong”. The PICE is usually done every after Saturday Formation/Inspection. Moreover, continuous monitoring is being undertaken by the Office utilizing 8 Spotter Teams.

2.g Anti-Organized Syndicated Crime Groups/Criminal Gangs Campaign

For the period covered there were no reported neutralized group and no Syndicated Groups/Organized Crime Groups members were arrested in the AOR.

In coordination with DENR, the Office conducted forty seven (47) operations which resulted in the recovery of 45,094 board feet of illegally cut lumbers with an estimated market value of P 1,599,923.10. Cases were referred to CENRO/DENR for proper disposition.

Creation of Special Investigation Task Group (SITG):

1. SITG “ELEAZER“. On January 5, 2015 at about 11:40 in the morning at

Sayre National Highway, Barangay Ugalingan, Carmen, Cotabato, a shooting incident transpired wherein the victim was identified as ELEAZER PUSON PILAPIL, 51 years old, married and an elected Barangay Captain of the same Barangay who sustained gunshot wounds that resulted in his instantaneous death. A case for Murder was filed against the suspects who are still at large, namely: Pagal Impama Balayaman aka Paga Iska Merato aka Iska and Esmael Tumbe aka Esma with IS NO. XII-06-INV-15A-00031 at the Provincial Prosecutor’s Office, Kidapawan City.

2. SITG “MANALAO”. On February 26, 2015 at about 5:45 PM at Tomas

Martinez Street, Mega Market, Mother Barangay Poblacion, Cotabato City, a shooting

incident occurred wherein the victim identified as Norodin Manalao Manalao, 38 years old, married, Executive Director of Regional Reconciliation Unification Commission- Autonomous Region in Muslim Mindanao (RRUC ARMM), and a resident of Datumangcob, Sultan, Kudarat, Maguindanao, sustained gunshot wounds that resulted in his instantaneous death. SITG “MANALAO” facilitated the filing of Murder against the identified suspect who is still at large named NASSER BAGUNDANG WAHAB a.k.a. ROMNICK WAHAB before the City Prosecutor’s Office docketed under IS No. XII-02-INV-2015-E-02343 on May 13, 2015. The case is considered solved.

Lagubang, Senator Ninoy Aquino, Sultan Kudarat, a shooting incident occurred wherein the victim was identified as RANDY DELANGGALING USMAN, a Barangay Kagawad, who sustained gunshot wounds that resulted in his instantaneous death. The suspect named Repito Elizan Demayo was arrested and on May 13, 2015, a case for MURDER was filed against him at Provincial Prosecutors Office, Isulan, Sultan Kudarat docketed under NPS NR XII-09-INQ-15E-459 and subsequently, after finding probable cause, on May 14, 2015 an Information for Murder was filed at Regional Trial Court Branch 19, Isulan Sultan Kudarat docketed under Criminal Case No. 2209. The suspect was committed to Sultan Kudarat District Jail, Isulan Sultan Kudarat. The case is considered solved.

4. SITG “SIMON”. On August 13, 2015 at about 3:05 PM at Barangay Gli-gli,

Pikit, Cotabato, a shooting incident transpired wherein victims identified as Barangay Chairman DHATS LAWAN SIMON of Barangay Bulol, Pikit, Cotabato and AKMAD SIMON BANTAS, sustained gunshot wounds that resulted in their instantaneous death. A case for Double Murder were filed against the two (2) identified suspects named ABDULGANI MAKULINTANG Alias “Bedo” and MAX SAPALON at the Office of the Provincial Prosecutor, Hall of Justice, Barangay Singao, Kidapawan City docketed under NPS-XII-06-IV-15H-OO408 and XII-06-IV-15H-00409. SITG “SIMON” is focusing on the arrest of two (2) suspects who are still at large.

5. SITG “JOEL”. On August 18, 2015 at about 9:30 in the morning at Barangay

Naje, Arakan, Cotabato, a shooting incident occurred wherein the victim was identified as JOEL GULMATICO, 58 years old, former Councilor of Barangay Naje, Municipality of Arakan and a member of Bayan Muna Party List, who sustained gunshot wounds that resulted in his instantaneous death. The suspects are still unidentified and remained at large as of this time. SITG “JOEL” was created to carry out the investigative, intelligence, and prosecutorial efforts for the speedy solution of the case.

6. SITG “BATULAWAN EXPLOSION”. On or about 11:35 in the evening of

October 9, 2015, an explosion incident transpired at Post Numbers 44 and 45 of NGCP Tower located at Barangay Batulawan, Pikit, North Cotabato that resulted in power black-out. The suspect/s are still unidentified and remained at large as of this time. SITG “BATULAWAN EXPLOSION” was created to carry out the investigative, intelligence, and prosecutorial efforts for the speedy solution of the case.

Establishment of Quality Assistance Support to Victims and Complainants (QASVC) Pursuant to DIDM Investigative Directive No. 2015-02, all city and municipal police

stations have established the QASVC wherein the Investigator-On-Case provides feedback and notifications to the victims and complainants as to the status of the case, schedule of hearing, arrest of suspects or offenders and other necessary assistance. This ensures client satisfaction.

Based on the records of PNP Blotter, Barangay Blotter and other Law Enforcement Agencies, the true crime picture shows a a Total Crime Volume of 4,371 and Crime Rate of 98.65%, with the Crime Cleared Efficiency (CCE) of 56.55% and Crime Solution Efficiency (CSE) of 41.25%.

manned by HROs. One hundred six (106) personnel (PCOs/PNCOs) of this PRO were

trained on the mandates of HRO pursuant to LOI 55/07 “PAMANA” with the following

schedules: September 27-28, 2011, March 21-23, 2013, May 22-25, 2013, September 26-

28, 2013, September 24-26, 2014, October 13-15, 2015 and November 23-December 4,

3. Prevention and Control of Human Rights Violations

This Office conducts inventory of detainees, 34 regular and random

inspections to all City and Municipal police stations custodial facilities together Provincial

Police Human Rights Officer of respective offices to ensure that persons under custody

are treated in a humane and dignified manner, and to uphold their individual rights

pursuant to human rights standards and existing laws and to ensure compliance on the

Minimum Standard Rules for the Treatment of the Prisoners.. On the other hand, PHROs

and CPHROs also conducted 567 regular inspections to all custodial facilities of

MPS/CPS and CPSC under their respective AOR. For the period, a total of 5,149

detainees of different lock-up cells of MPS/CPS/CPSC of this PRO were accounted.

Likewise, posting of a Tarpaulin with the PNP Ten (10) Point Advisory on

Citizen’s/Motorists Rights in all established PNP Checkpoints in the area of responsibility

of this PRO to give due regard to the Citizen’s Rights to Dignity, Privacy and Freedom of

Movement.

Community Safer place to live, work and do business Police-Community Partnership

1. Community Assistance and Development Programs

Part of PNP PRO 12’s thrust is the conduct of Community Assistance and Development Programs. In doing so, this office builds-up a strong relationship with the

community. This assures the public that PNP PRO 12 is always ready to help in any way possible.

For the period covered, PRO 12 Units conducted more or less 407

Community Assistance and Development Programs through the conduct of livelihood seminars, providing security assistance and etc.

2. Disaster Preparedness and Management

One of the major roles of Police Regional Office 12 is to promote Disaster Preparedness and Response Awareness among stakeholders. This office regularly conducts Search and Rescue Drill Competitions, Earthquake and Fire Drills on schools, and Government and Private Establishments.

For the period covered, PRO 12 conducted more or less 1,062 Disaster

Preparedness and Response Awareness Activities which includes information drives, distribution of IEC Materials, drills together with schools and other other stakeholders, inter-agency coordination with LGUs, Bureau of Fire, Local and Regional DRRMCs, and other concerned Government Institutions.
