On its 79th anniversary, state pension fund Govern-ment Service Insurance
System (GSIS) launched the Electronic GSIS Member Online (eGSISMO), a web-based facil-ity that now allows GSIS members to view their service records and statement of loan accounts.
Without going to GSIS offices anymore, mem-bers may access eGSISMO any time via their personal computer or tablet equipped with Internet connectivity.
Members may go to http://egsismo.gsis.gov.ph/ and register prior to accessing the facility. When registering, members’ business partner number and date of birth are required.
The Civil Service Commission (CSC) announced that it has started accepting applications for the October 23 schedule of Career Service Examination (Paper-and-Pencil Test), Pro-fessional and SubProfessional levels since last May 23, 2016. The CSE is open to Filipino citizens who are at least 18 years old at the time of filing of application. While applicants may continuously take the examinations regardless of the number of times failed, the CSC stressed that the same level of examination should be taken once in every three months.

The dam of the Catugasan Communal Irrigation System which sits atop the gorgeous Dam-agan Falls located at Catugasan, Dimiao, Bohol.
This irrigation facility is a part of the Php 11 million project of the NIA 7 designed to irrigate at least 70 hectares of rice field in the area wherein 85 farmer beneficiaries may take advantage.

The search for Most Outstanding IAs is an
annual undertaking conducted by the National
Irrigation Administration to give recognition to
the Irrigators’ Associations in NIS, CIS and CARP
Categories.
This is judged on the IA’s performance in
operation and maintenance of its irrigation
facilities, financial performance and viability
index and the initiative to uplift the status of
their respective associations through various
programs.

98.10% enough to place them at number 7 out of
the 9 awardees.
Topping the CIS Category was the SARBIDA IA
also from Region 11 with a rating of 100.00%.
Kawasan-Cayacay IA also received recognition
from the CARP-IC for having an outstanding
performance in its operation and maintenance.
San D Mil IA and Kawasan-Cayacay are among
the 18 IAs besting the 7,643 registered Irrigators’
Associations in both the National and Communal
Irrigation Systems throughout the country.

Tagbilaran City – Engr. Modesto G. Membreve
reassumes post as NIA 7 Regional Manager vice
Engr. Mario H. Sande who will take charge in
the initial set-up of the NIA Regional Office in the
recently established Negros Island Region.
The movement is pursuant to the Office
Memorandum No. 39 series of 2016 revoking the
previous memorandum assigning RM Membreve
to the Office of the Administrator in the NIA Central
Office. The issuance of the said memorandum is
in accordance to the Civil Service Commission
Resolution Nos. 160235 and 1600498 issued on
January 29 and May 16, 2016 respectively.
Both resolutions direct the NIA top management
for the reinstatement of RM Membreve to NIA 7.
Meanwhile, a separate Office Memorandum was
issued to RM Mario H. Sande reassigning him to
the Negros Island Region to take charge in the
establishment of NIA Regional Office in the area.
RM Sande who was assigned to NIA Region 2 and
the Central Office prior to his designation as the
Acting Regional Manager of NIA 7 last August 13,
2014 will be the first Regional Manager of the NIR.

Engr. Membreve Reassumes Post as NIA 7 Manager
Quezon City – The San D Mil IA in Dagohoy and
the Kawasan-Cayacay IA in Alicia both from
the province of Bohol booked places in the
recently concluded Annual Search for the Most
Outstanding Irrigators’ Associations conducted
by the National Irrigation Administration through
its Institutional Development Division.
The pronouncement was in line with the
culmination of the celebration of the 53rd
Anniversary of the National Irrigation
Administration last June 22, 2016 held at the
National Irrigation Administration Central Office,
Diliman, Quezon City.
Nominated for the National Irrigation System
(NIS) Category, San D Mil IA garnered a rating
of 99.50% placing in at 4th place behind by only
a slim margin from the top three IAs. San D Mil
IA through its President Tereso Cruda received
a check amounting Php 30,000 on top of the
Plaque of Recognition from NIA.
Rounding the top 3 in the NIS Category are
Ligaya IA of MARIIS with a rating of 99.97%,
LOWTIPTAM IA from Region 9 with 99.98% and
San Isidro IA of Region 11 with a 100.00% rating.
Meanwhile, Kawasan-Cayacay IA is a new
comer to the scene having been in operation for

Prior to this movement, RM Membreve have
served other NIA Regional Offices including the
CARAGA in Butuan City and NIA Region XI in
later appointed as the Deputy Administrator for
Engineering and Operation in the Central Office.
RM Membreve reassures to continue the programs started by Engr. Sande, and will initiate other methods to improve the management of the region.

beneficiaries pay ISF on a per hectare, per season
per cropping for a span of 50 years while for the
communal irrigation projects, farmers pay for the
amortization of the costs.
And in case the project is shouldered by the local
governments, then the farmers can put up the
labor equity and could be freed from the ISF, he
explained.
The same law orders the NIA to recover funds
or portions spent for the construction and or
rehabilitation of communal irrigation systems
which funds shall accrue to a special fund for
irrigation development.
Beyond all these, Director Sande shared a NIA
effort to go by way of thinking of those who
suggested the government scrap ISF collection.
The NIA, Sande said, has promised Congress to
do a detailed study by sending out experts on
benchmarking missions to countries which have
respective successful free irrigation services.
“There is a team now studying the world’s best
practices in irrigation, and NIA could be ready
with the reports as soon as Congress resumes its
sessions,” Sande said.
The regional director who also bared that the
proposal and campaign promises to scrap ISF
surfaces each time an election happens, also said
they need to be ready.
Farmers in Malinao IS wont have to go to the office to pay their ISF once the implementation of this order will be realized next year.

TAGBILARAN CITY, April 19, 2016–More than the
reported need for dredging the allegedly heavily
silted Malinao Dam to increase its water holding
capacity, the National Irrigation Administration
(NIA) thinks of something more proactive.
NIA 7 Regional Director Mario Sande, at the
recent Kapihan sa PIA revealed that the primary
intervention NIA is pursuing is not much of the
de-silting the dam, but rather on increasing the
dam height by about two meters.
The move would increase the farm irrigation
capacity to 470 hectares more.
On the other hand, de-silting the Malinao dam,
according to farmers, could disturb the dam
floor and reopen a hole that has been accordingly
plugged to stop the water from draining out.
The proposals to de-silt the dam came amidst
forecasts of a strong El Niño this year.
Malinao, which holds five million cubic meters
of water irrigates a total of 3,500 hectares, a
few hundred hectares short of its initial target of
4,740 hectares, according to Director Sande.

TAGBILARAN CITY, April 25, 2016 –It would take an amendment of the law, but which the National Irrigation Administration (NIA) is also helping prepare, as the move by politicians to abolish the irrigation service fees (ISF) gains a foothold.
The ISF, which the law mandates the NIA to
collect from the farmers, has been proposed to
be scrapped, it being pinpointed as that which
binds farmers in debt, and quells national efforts
to attain food sufficiency.
But, NIA-7 Regional Director Mario Sande, at the
recent Kapihan sa PIA said the NIA is just doing
its job in collecting ISF as mandated by law.
Sande bared that section 2-b of Presidential
Decree 552, or the act creating the NIA mandates
the irrigation administration to charge and
collect from the beneficiaries of the water from
all irrigation systems constructed by or under its
administration.
The law says that fees or administration charges
as may be necessary, shall be used to cover the
cost of operation, maintenance and insurance,
and to recover the cost of construction.
This payment however shall be done within
a reasonable period of time to the extent
consistent with government policy, NIA law said.

As a kick-off to the upcoming 53rd Anniversary of the National Irriga-tion Administration, the agency conducted its Annual Tree Plant-ing Program on June 10, 2016.
The simultaneous nationwide ac-tivity has been a significant part of the agency’s anniversary as a testament to its commitment in helping the conservation of water-sheds in the country and mitigat-ing the impact of climate change.
NIA’s tree planting activity also coincides with National Environ-ment Month of the Department of
Environment & Natural Resourc-es.
Through the assistance of the De-partment of Environment & Natu-ral Resources 7 and its PENROs, the NIA 7 successfully carried out this year’s tree planting ac-tivity. The DENR provided a total of 2,300 seedlings consisting of various tree species which were
planted across five (5) identified watershed areas in the region which are also source of water in Irrigation Systems.
In the province of Bohol, a sum of 2,000 seedlings was planted in five different locations. Meanwhile 300 seedlings were planted in the province of Cebu.

cubic meters, Director Sande said at the forum
which was held at the new NIA conference room

by watersheds and part of the Bohol Integrated

Through a visual presentation during the Bisita
Opisina of the Association of United Development
Information Officers (AUDIO) in Bohol, NIA au-
thorities also said by increasing the dam height,
the move would mean sacrificing about 50 hect-
ares of farmlands which would be submerged.
NIA through Director Sande added that Korean
International Cooperation Agency (KOICA) has
prepared a feasibility study and detailed engi-
neering work for the proposed plan to increase
the dam height.
The plan was for KOICA to fund the dam refur-
bishment, he continued.
But recent developments in the country’s econ-
omy shelved foreign funded projects over local
funding, NIA’s director who has extensive assign-
ments in Mindanao irrigation systems bared.
When that happened, KOICA turned over the
proposal to NIA, while local experts studied the
feasibility and its design.
From the design, a total revamp has been sug-
gested by experts, and a P600 million is now in to
start off the new project, Sande shared.

Teamwork - Women’s volleyball players discussed a strategy to come back in the game after trailing a set against NIA Region 3. The match is a part of the Sports Competition in the celebration of the NIA 53rd Anniversary.
An Ambiance of Celebration - The NIA Open Grounds was completely transformed into a colorful stage. The area will be the venue of the major activities throughout the period of the Anniversary Celebration.
Friendly match- Despite the tension during the regulation, it was the sportsmanship triumphed among the players of NIA 7 and NIA 2 after their thrilling match in the Women’s Volleyball competition.
