1 Software Functional Requirement
The software should allow seamless integration of third party security infrastructure. The Software should be a highly scalable enterprise level solution. It must offer Video Management solution scalable from 1 camera to 16/32/64 cameras as per BOQ. (Minimum).
Shall support IP Cameras & Encoders (for analog camera interface)
The VMS shall be based on open architecture which facilitates integration with other IT systems , Owner supplied free-issue cameras with the help of API (distributed free of charge). Shall be ON/VIF compliant. The system shall allow operation with PC Keyboard, Mouse, CCTV Keyboard.

6 Foundation
The foundation of pole to be designed for three types of soil namely soft, medium, hard/rocky.
1. The foundations design to be as per the actual site conditions.
2. Guard against corrosion and soil erosion should be taken care of.
3. The back filling should be done by proper compaction of soil in layers and should be done before erection M20 concrete shall be used .Material mixing and quality control of concrete shall be as per IS 456:2000. High strength deformed steel bars of grade Fe 415 confirming to IS:456 shall be used. Bending of bars shall be as per IS 2502 (1963)
4. Welding shall be done as per IS:9595 (1996)
7 Painting
The paints used shall be in accordance with IS 2074/62, 2932 & 2933/75.Before applying coat of primer, the surface shall be given a coat of pickling agent so as to avoid flaking of painting. The pole shall be given two coats of paint in addition to primer coat after erection. The pole shall be painted as per the international standard and civil aviation guidelines.
8 Earthing
50x3 mm GI strip should be bonded to the base of the pole and connected to earth pit / grid (if available in the plant or If a new earth is to be provided same shall be provided by BPCL) at the other end (max value of the earth resistance shall be 0.5 ohms).

XV CABLE LAYING
1 CABLE LAYING SPECIFICATIONs:
The cable has to be laid along the walls or underground through HDPE pipe as per the site conditions at minimum 600 mm depth. Underground cable laying shall include termination at both ends, supply of HDPE pipe for underground cables, supply of ISI Mark PVC pipe for cables along the walls, supply of GI pipe for road crossings etc. Cable route markers @ 30 meter interval to be provided Bending radius of cables shall not be less than 12 times O.D. of cable All cores of cable shall be identified at both ends by means of PVC ferrule Cable leads shall be terminated at both ends by crimped type soldering

All junction boxes, local cabinets, field mounted instruments shall be connected to the nearby existing earth bus bar / earth pit through minimum 1.5 mm2 copper conductor at no extra cost to Corporation. It is included in the scope of the individual items. Wherever required FLP junction boxes to be used at no extra cost to Corporation
All equipments and fittings used should be of ISI marked confirming to relevant IS codes The shield of the shielded cable shall be earthed with earth at one end only i.e., at control room end

1. All the accessories required for the successful commissioning of the system viz junction boxes, connectors, etc are to be included in costing of the associated item while quoting.
FACTORY INSPECTION: TPIA shall be arranged by vendor to witness performance tests on two randomly selected equipments. TPIA shall also review all the performance test certificates as per QAP
FAT: Integrated FAT shall be conducted at vendor/integrator’s works for demonstrating all the performance parameters using randomly selected equipments
SAT : Integrated SAT shall be conducted at BPCL site works for demonstrating all the performance parameters using randomly selected equipments

1. IP Network Cameras:
Minimum Specifications 1 BRIEF:
The box type camera shall provide higher resolution (full HD), realtime video images, encapsulated in Internet Protocol (IP) packets and presented through a 10/100 BASE-T RJ45 Ethernet network connections.
