The objectives of providing consultancy services is for undertaking Field

Survey, Feasibility Study, Preparation of Estimate and Detailed Project Report (DPR),

Procurement Erection & commissioning support, Quality assurance support, Performance

Guarantee test & upto capitalization of scheme of setting up of 1 MW Solar power plant at

Paras TPS.

MAHAGENCO invites Expression of Interest from the reputed firms for

providing above services. Interested firms should submit information indicating that they are

qualified to perform such services.

Eligibility Criteria:

The firm/bidder shall meet the following eligibility criterion

Technical Experience:

1. Minimum Two years experience of consultancy service for Consultancy Services for

Field Survey, Feasibility Study, Preparation of Estimate and Detailed Project Report

(DPR), Procurement, Erection & Commissioning Support, Quality assurance support,

Performance Guarantee Test & up to Capitalization of Scheme for setting up of 1

MW Solar power plant of MAHAGENCO/Any State Electricity Board /NTPC or

any Govt. Power Utilities.

2. The firm must have executed above services for setting of 1 MW Solar Power Plant

system must have been successfully running for last 1 year.

3. The firm must have sufficient experienced technical experts & skilled manpower

having experience minimum 2 years in above area for setting of 1 MW power plant or

more in subject field.

4. The foreign firms engaged in this field having offices in India can also participate in

EOI by having or making joint venture with Indian based firms.

5. MAHAGENCO reserves right to accept or reject any EOI and to annual the selection

process at any time, without incurring and liability and without assigning any reason

thereof.

EXPRESSION OF INTEREST (EOI)

Maharashtra State Power Generation Company Limited (MAHAGENCO) incorporated

as the Government Undertaking Public Limited Company under the Company Act-1956

being State Power Generation Company, intends to deploy consultancy services for

undertaking Field Survey, Feasibility Study, Preparation of Estimate and Detailed Project

Report (DPR), Procurement Erection & commissioning support, Quality assurance support,

Performance Guarantee test & up to capitalization of scheme for setting of 1 MW Solar Plant

at Paras TPS of Maharashtra State. The study shall broadly cover the following points.

1. Investigative survey for the selection of the best technically suitable alignment by the

firm in consultation with MAHAGENCO and finalizing the alternative solutions.

2. Conducting Field Survey, Feasibility Study, Preparation of Estimate and Detailed

Project Report (DPR), Procurement Erection & commissioning support, Quality

assurance support, Performance Guarantee test & up to capitalization of scheme for

setting of 1 MW Solar Plant at Paras TPS of Maharashtra State for setting of 1 MW

Solar Plant at Paras TPS.

3. Describe & Compare the various systems available and applicable. Justify the selected

best suited option for setting of 1 MW Solar Plant at Paras TPS, MSPGCL and work

out the technical parameters for the same.

4. Design & present the draft profile of DPR scheme for setting of 1 MW Solar Plant at

Paras TPS at defined location. Preparation of layout arrangement of setting of 1 MW

Solar Plant at Paras TPS along with engineering drawing.

5. Freezing the design jointly by the firm and MAHAGENCO.

6. Working out the Cost with Gross item as well as item-wise break up. Also working out an

installation schedule with proposed CAPEX phasing.

7. Working out and presenting Operation & Maintenance Cost, Specific energy

requirements, inventory cost, manpower training cost, etc. respectively calculation of

impact on tariff as per MERC requirements for proposed solution.

8. Preparation of tender-documents & technical specification of scheme for setting of 1

MW Solar Plant at Paras TPS. Assisting as well as advising the owner during various

phases of Bidding process like, Preparation and readiness of Final Bid specifications

assisting for e-tendering process & documentation for SAP, intending pre-bid meeting

with the vendor, Collection of Pre-bid queries of vendor, assisting as-well as advising

the owner in preparation of clarifications, resolutions on various queries raised by

vendor as well as effecting amendments wherever necessary. Assisting & advising the

owner in scrutiny, advising the owner for compliance of CVC guidelines, review of Bid

documents, drawings, data sheets submitted by the vendors. Assisting & advising the

owner for award of the contract.

9. Preparation of Post Bid Meeting agenda and drafting of MOM. Scrutiny & approval of

documents, conceptual project drawings, data sheets, Project schedule, Field quality

plan, Quality assurance plans submitted by the vendor. Review and scrutiny of

drawings, vetting of design calculations, corrective measures, Preparation of periodical

reports on work performed by vendors, supervision of acceptance tests and preparation

of final report., review of Billing break-up submitted by the vendors.

The consultant shall ensure the complete Bill of Materials, and sequential material

requirement at site in line with the agreed schedule of EPCC vendors. To attend all

implementation core meetings (minimum once in a month or as directed by the owner),

involvement in solving problems/technical issues & constraints, resolution throughout

the project execution period, commissioning assistance for the execution of the

approved specification by the EPCC vendor for the complete proposed project,

complete scope of work.

a) Advising and supporting the owner’s field staff for following best engineering

practices in the area of Solar Power Plant Generation technology during field erection

works by the vendor. Inspection and supervision of the quality of material at the

manufacturing unit before dispatch of the material for site in co-ordination with the

contract operating agency.

b) Assisting, recommendations and advising the owner for conduct of successful PG

Test of the project, preparation of test reports. Assisting & advising the owner for

achievement of successful commercial operation date of project and preparation of

test reports as required by the owner. Assisting owner in timely submission of six

monthly implementation reports to MERC in the prescribed format.

c) The consultant shall assist the owner in arranging Engineering Co-ordination

meetings with vendors, once in a month or as directed by owner, shall prepare

meeting agenda, participate in such meeting as owner’s consultant and shall prepare

the MOM of such meet.

d) The consultant shall submit the monthly progress report of activities performed to the

owner, in Hard copy as well as in compatible soft format as demanded by owner.

e) Assisting recommendations and advising the owner for finalization of “As built

drawing”, spares & scheme drawing bank for O&M reference, and Capital Asset

record book of the project, as required by the Owner.

f) Further any other works & services become necessary for the completion of the

project shall also in the scope of the contract without any additional cost to the

Owner.

10. Submission of a Consolidated Report containing all the above information by the firm

along with detailed cost estimate for every suggested alternative. Presentation of assigned

report before MSPGCL Management team.

11. Submission of details of setting of 1 MW Solar Power plant scheme till work execution

up to the performance trial period and capitalization of scheme.
