ANNEX A: POINTERS FOR IDENTIFYING SUITABLE SPACES FOR SETTING UP
SOCIAL COMMUNAL FACILITIES (SCF)
S/N HDB Guidelines
1.
Housing Precinct
a) There needs to be adequate open space set aside at residential block for
the occasional communal functions e.g. weddings and funeral wakes. (about
one-third of 1st storey void deck space)
2.
Residential Block with Multi-volume Void Space
a) Do not locate proposed SCF within multi-volume void space, unless the
space is a specially designated space for future SCF.
3.
Residential Block with Ground Floor Flat Unit
a) Do not locate proposed SCF near or at adjacent bays next to ground floor
flat unit to minimise inconvenience and dis-amenities to residents.
4.
Essential Building Facilities and Services
a) Proposed SCF shall not encroach into, or obstruct access to and from
the following:
i) Staircase and lift lobby area
ii) Letterbox area
iii) Covered linkway
iv) Sheltered access corridor
v) Main pedestrian circulation route within block
vi) Main footpath and ramp leading to
- major outdoor facilities and amenities

E.g. playground, fitness corner, loading & unloading bay,
handicapped lot, drop-off porch, park, etc.
- major commercial, public institution and transportation nodes
E.g. school, market, food centre, overhead bridge, bus-stop,
MRT, bus-interchange, etc.
vii) Services rooms e.g. pump room, switch room, telecom equipment
room, etc. Ventilation openings to the room should not be
obstructed or enclosed within the boundary of the proposed SCF.
viii) Services ducts housing Gas & Water and Electrical services.

ix) Wash Area
The boundary of proposed SCF should not obstruct access to the wash
area.
5.
Fire Safety and Fire-fighting Provisions
a) Proposed SCF shall not encroach into, or obstruct access to and from
the following:
i) Breeching inlet and branch pipe
- Physical access and line-of-sight must be maintained between
fire engine parking location and breeching inlet location.
- The main fire engine parking location is generally determined to be at
surface car park and/or services driveway.
ii) Air-well, façade openings and internal wall openings at 1st storey
that facilitate adequate natural lighting and good cross-ventilation
into basement carpark, staircase and lift lobby of residential blocks.

requested to consult FSSD/SCDF on fire safety requirements if a facility needs to
be enclosed.
6.
Facilities located within Void Deck
a) The space occupied by the following facilities can be taken over by a
proposed SCF only if they can be re-located to an alternative space
within the same block, with clearance from the relevant authorities.
i) Bicycle rack
ii) Table and seating facilities
iii) Notice board
iv) Vending machine
v) Public phone
vi) Dry Risers

b) Proposed SCF shall not encroach into, or obstruct access to and from the
following:
i) Residents’/Senior Citizen/Study Corner ii) Community Living Room
7. Gas Pipe and Overhead Electrical Cable on Downtray
a) The space occupied by the following services can be taken over by a
proposed SCF only if they can be diverted to an alternative space
within the same block at applicant’s own cost:
i) Gas pipe Applicant/their QP to seek approval from relevant authority e.g. SP
Powers, and to comply fully with their requirements.

ii) Overhead electrical cable downtray Applicant/their QP to seek approval from the Town Council
managing the estate, and to comply fully with their requirements.
8.
Special Building Features
a) Segmented Slab Block with cantilevered access corridors on selected
upper storey (e.g. 5th and 9th storey)
i) As there is no immediate shelter over the 1st storey access corridor, a passageway or circulation route must be maintained within the void deck to facilitate pedestrian movement under sheltered condition.
ii) Proposed SCF boundary is to be setback from the passageway carved out from within the void deck.

b) Open-sided staircase located centrally within void deck
i) No SCF shall be built around the open-sided staircase such that it
becomes a non-through staircase. A through passageway must be
maintained to facilitate pedestrian movement between front and
rear of block.
c) Architectural wall feature
i) Architectural wall features (wall with special design) at main
entrance to block and purpose-built gathering location for residents
(e.g. community living room) should not be removed.

9.
Other Considerations
a) Creation of internal, double-loaded passageway with SCF on either
side of the passageway is not allowed.
b) 50% of the void deck space must remain un-enclosed, e.g. at least one
side of the internal corridor must remain as a void space to facilitate
effective cross-ventilation and minimising smoke-logged situation in the
event of a fire.
c) Safety, Security and functionality
- Proposed SCF boundary shall not result in secluded space, dead-end situation that could pose security and safety concerns; and/or left-over space that is too small to be functional.
