1. Introduction

This is the sixth report of the Zoos Victoria Animal Welfare Peer Review Committee. + A Lay Person who is independent of Zoos Victoria and who is qualified to practice law

+ Two persons representing the Board

The Chairperson of the Committee is a current member of the Zoos Victoria Board.

3. Activities

The Committee met on four occasions during the financial year. The Committee confirmed currency of the Charter for the Committee.

The Committee was presented with an overview of investigations and resulting reports on five animal incidents (Asian Elephant, Eastern Barred Bandicoot, Little Penguin, Parma Wallaby and Red-tailed Black-cockatoo). There were no cases involving free-ranging wildlife found on Zoos Victoria properties. For all five incidents the Committee considers that the actions and investigations were undertaken consistent with Zoos Victoria’s internal processes. The Committee recommended additional actions for three cases (including additional recommendations).

The Committee noted quarterly Animal Care Reports and the annual Animal Health Report.

4. Inventories

I attach the animal inventories for the three Zoos Victoria properties. The Inventories Report documents changes to animal numbers between 1 July 2013 and 30 June 2014 and the total number of living animals as at 30 June 2014. The statistics support high levels of animal care across Zoos Victoria and are consistent with industry standards.

5. Conclusion

The Animal Welfare Peer Review Committee looks forward to playing an important role helping Zoos Victoria deliver open and accountable reporting and the implement-ation of Industry best practice policies and procedures in 2014-15 and beyond.

Eastern Barred Bandicoot

The Eastern Bandicoot is one of Zoos Victoria’s Fighting Extinction species. Zoos Victoria’s support of the Recovery Program includes delivery of veterinary care to bandicoots who have been released. One bandicoot was transferred from Woodlands Historic Park for treatment of a fractured left hock. The bandicoot’s recovery progressed well, and due to the veterinary facilities at capacity it was decided that the bandicoot would be transferred to an enclosure at Australian Bush. Two further veterinary checks confirmed that recovery was continuing well. A further veterinary check was scheduled but delayed by three days. Video surveillance footage indicated the bandicoot to be moving well and having a normal gait. The delayed veterinary check occurred, at which time the foot of the injured leg was found to be dead as the bandage had become wet and subsequently tightened around the bandicoot’s leg cutting off blood supply. A decision was made for euthanasia of the bandicoot. The Committee agreed that the period between veterinary checks was too long given the circumstances. Recommendations regarding housing of injured bandicoots and ensuring frequency of veterinary and bandage checks have since been implemented.

The incident report recommended that:

+ A procedure and training program for housing and monitoring animals with bandages to be implemented. This should include:

House animals with bandages indoors whenever possible, however if housing outside is unavoidable then:

– For diurnal animals, keepers to check bandages daily for ,moisture, undue soiling, slippage, unravelling and discomfort and report on findings to veterinary department. This practice is already in place, individual treatment plans will stress the need for keeper vigilance with this practice

– For nocturnal animals, check bandages immediately following wet weather and then change if required. In addition, veterinarians to check and change bandages no less than weekly. It is noted that some species may become stressed by daily handling, so weekly rather than daily checks are recomm-ended to determine if there has been any slippage or soiling of bandages

Status: All recommendations have been implemented.

Little Penguin

+ During the breeding season, Little Penguins spend large periods of time in nest-boxes. Husbandry practices seek to minimise disturbance to nesting birds, while seeking assurance that we can account for all penguins. An adult penguin known to be incubating eggs was reported missing. A search occurred, but neither the penguin nor any remains were found. Some two months later an inspection of the balance tank (part of the Life Support System for Wild Sea) occurred, and a dead penguin was retrieved from the tank. The most likely explanation is that whilst the penguin exhibit was being cleaned, and covers removed from drains that the penguin had fallen in and was carried to the water balance tank where it later died. Due to the amount of time between the penguin’s disappearance and recovery, it has not been possible to be more specific about events.

The Committee agreed with the recommendations provided in the report and requested further consideration be given to a physical head count immediately after cleaning or maint-enance that has resulted in the removal of the drain covers.

The incident report recommended that:

+ The procedure for exhibit cleaning/maintenance of the penguin facility be amended to include:

– The need for diligence in observing location and activity of penguins when covers to drains and pipes have been removed

– That when covers to drains/pipes have been removed, that the exhibit should not be left unattended, even for brief periods

+ At the next Wild Sea staff meeting, the Supervisor shall remind all staff of the above requirements (including follow-up with any staff members not present).

+ The potential to place cameras in nest-boxes is determined, or alternatively, modification of next-box design to enable more effective monitoring, so that accurate counting of all penguins in colony can occur on a more regular basis.

Status: Most recommendations have been implemented. Assessing potential for cameras.

Asian Elephant

Asian Elephants are active nocturnally; zoos provide a range of enrichment items, including suspended tyres, overnight to promote activity cycles comparable to those of wild elephants. During an early morning check of the elephants, Sanook a ten-month old calf was observed lying on the floor in the barn. Another elephant was standing near Sanook, and keepers sensed that something was wrong. Closer inspection indicated that Sanook was dead. A review of footage captured by surveill-ance cameras revealed Sanook’s head had become caught in a suspended tyre. Post-mortem results showed bruising around the trachea and two fractured trachea rings, suggesting asphyxiation. In response to this event, tyres are no longer used overnight for enrichment, but continue to be used when keepers are on site.

This event prompted the need to review the safety of all enrichment items following the transition from free-contact to protected-contact. Whilst this was an unforeseen accident, the Committee felt that it should be disclosed as an avoidable death. The Committee discussed ways to share the outcomes from this incident with RSPCA and other zoos around the world.

The incident report recommended that:

+ A process is developed to ensure effective handover of all relevant documents and briefing of procedures to incoming managers

+ A presentation about Zoos Victoria Policy and Procedure on enrichment, including checklists and regular review of documents is scheduled for a Life Sciences Plenary Meeting

+ Assessment occurs to determine potential to acquire custom made tyres fit for purpose

+ Review the use of enrichment devices that present possible entanglement issues during periods when keepers are not present (e.g. overnight)

+ Re-assess checklists for all elephant enrichment items to determine the level of risk that they might present following transition to protected-contact.

Status: All recommendations have been implemented.

Parma Wallaby

In recent months works have occurred to fox-proof the perimeter fence of the Coranderrk Bushland Reserve at Healesville. The contractor engaged did not complete works effectively and their contract was hence terminated. Staff have been working to address defects with the contractor’s work. During the morning animal check at the Sanctuary six Parma Wallaby were found dead in their enclosure. It was confirmed a fox had killed the wallabies. Immediately, intensity of on-site fox eradication programs were increased with four foxes humanely destroyed.

Fence-lines were inspected to identify any locations that may permit access by foxes. Housing of all animals that might poten-tially be killed by foxes was assessed, and if not considered fox-proof options for temporary re-housing were considered. Monitoring for presence of foxes continues.

The incident report recommended that:

+ A pest-control contractor is appointed to remove foxes from the Sanctuary

+ Assessment ‘fox-proof status’ of the boundary fences of both the Coranderrk Reserve and Healesville Sanctuary

+ Re-house any animals that are in enclosures not considered fox-proof until all foxes are removed from Sanctuary/Coranderrk Bushland.

+ Progress works to rectify defects left by previous fence contractor in Coranderrk Bushland perimeter fence

Status: All recommendations have been implemented.

Red-tailed Black-cockatoo

At Healesville Sanctuary there are several large, densely planted aviaries that are home to a multitude of bird species. Regular maintenance of vegetation, including removal of trees that present risks, is required. Timing of these works is scheduled for when the majority of resident birds are not nesting. It is not feasible to remove all birds from these aviaries when tree-works occur. Prior to removal of a large stag (tree with hollows), the stag was checked for presence of any birds, including signs of nesting. No evidence was found that the stag was being used. Following this check, staff took their morning break before commencing felling of the stag. After felling the stag, staff checked the stag and found an injured female Red-tailed Black-cockatoo and two shattered eggs (the eggs showed no sign of embryos). The cockatoo was placed in a bag and immediately taken to the Australian Wildlife Health Centre for assessment. Veterinarians decided on euthanasia of the cockatoo due to severity of the injuries.

The incident report recommended that:

+ Procedures are revised to ensure that Job Safety Analyses (including the ZV Wildlife Impact Assessment Protocol) are compiled and read with all staff involved (Horticulture/Works and Life Sciences) prior to any works occurring.

+ Following inspections/checks for presence of wildlife tree-felling or other maintenance works must occur without delay. Should it be necessary to leave the site either before works commence, or before work is concluded, a further inspection should occur to check for presence of wildlife

+ Amend the wildlife assessment protocol to include a statement that the assessment should occur prior to any planned works with the smallest delay possible between assessment and commencement of works to avoid re-habitation of trees by animals.

+ Workshop appropriate methods for assessment of tree hollows to occur at Healesville Sanctuary between Horticulture, Wildlife Conservation and Science and Life Science staff. Information to be added to wildlife assessment protocol after input from Curator Horticulture at other properties.

+ Life Science staff must account for all animals and their likely use of enclosure (e.g. tree hollows, ponds) prior to works occurring.

OVERVIEW OF ANIMAL INVENTORY

As at 30 June 2014 Zoos Victoria’s living animal collection numbers over 3449 individual animals and includes some 300 species. The following points are noted relative to the changes in animal collection numbers during the reporting period:

Fighting Extinction species

The following achievements are noted relative to our Fighting Extinction species:

+ Alpine She-oak Skink – five skinks have been brought to Healesville Sanctuary for care

+ Baw Baw Frog – 100 tadpoles have been reared at Melbourne Zoo, the successful hatching of eggs collected from the wild and rearing of tadpoles is a significant achievement with only three or four other accounts reported

+ Eastern Barred Bandicoot – Melbourne Zoo has acquired 14 bandicoots to enable health assessments prior to release of bandicoots. Eastern Barred Bandicoots have been bred at all three Zoos Victoria properties, with individuals from Melbourne and Werribee being used in release programs

+ Helmeted Honeyeater – the breeding program at Healesville Sanctuary continues to flourish with 28 birds hatching, 14 birds have been released to the wild, and two birds have been collected from the wild

+ Leadbeater’s Possum – five possums have been collected from the wild to establish a breeding colony at Healesville Sanctuary

+ Mountain Pygmy-possum – thirteen possums have been released, these released animals have now produced young

+ Northern Corroboree Frog – 110 tadpoles have been reared at Healesville Sanctuary, with frogs transferred for release to the wild

+ Orange-bellied Parrot – at Healesville Sanctuary 61 birds have hatched, 17 birds have been transferred to other organisations and 8 birds released to the wild.

+ Regent Honeyeater – three chicks have hatched at Melbourne Zoo, whilst Healesville Sanctuary has acquired a pair

+ Spotted Tree-frog – 33 tadpoles have been reared at Healesville Sanctuary, and 15 frogs have been acquired by Melbourne Zoo

+ Southern Corroboree Frog, egg masses from Melbourne Zoo have been released to the wild

+ Tasmanian Devil – three Tasmanian Devils have been bred at Healesville Sanctuary, 29 have been transferred to ten other zoos including 8 that were housed at Halls Gap Zoo prior to release on Maria Island in Tasmania and eight that that were transferred to two overseas zoos.

Statistics reported relate only to vertebrate species (fish, amphibians, reptiles, birds and mammals). Given the short life-span, and large clutch sizes of many invertebrate species (e.g. butterflies, stick insects, and spiders), inventory details for invertebrates are not included in this tally.

Other species

Melbourne Zoo

+ 12 new species have been acquired including the Baw Baw Frog, Spotted Tree-frog and New Zealand Fur-seal.

+ 40 species have been phased out of the collection including the Caracal, Patagonian Mara, Persian Leopard and Red Kangaroo

+ Significant changes to the Western Lowland Gorilla colony, following the death of male Rigo, a male Otana has been acquired from Howletts Zoo in the UK

+ The breeding program for Asian Elephants continues, with the birth of a male calf Manjai in December

Healesville Sanctuary

+ 15 new species have been acquired including the Green Tree Python, Southern Cassowary, Magpie Goose, Regent Honeyeater and Brush-tailed Bettong

+ 13 species have been phased out of the collection including the Stimson’s Python, Great Cormorant, Northern Quoll and Black-footed Tree-rat

+ Six Broad-headed Snake were successfully bred

+ There has been good success with the breeding of pigeons and doves including 41 Emerald Dove, 26 Diamond Dove and 19 Wonga Pigeon

+ Seven Long-nosed Potoroo were bred, six potoroos were transferred to other institutions

Werribee Open Range Zoo

+ Four new species have been acquired including acquired including Fat-tailed Dunnart and Texas Longhorn Cows to represent Watusi Cattle

+ Five species have been phased out of the collection including the Rainforest Scorpion and Kenyan Sand Boa

+ A Southern Rhinoceros has been born, the calf was hand-raised and is now being integrated with other rhinoceros

+ Two female lions have been imported from Denmark for breeding at Werribee

+ A Common Hippopotamus has been born, following the death of the breeding male there are now no male hippopotamus as Werribee

+ Breeding programs for antelope species continue to achieve results including the births of three Addax, two Eland and two Scimitar Oryx

The annual inventories report a total of 905 births at the three properties. Breeding is planned to provide for the needs of species populations at Zoos Victoria’s or to support collaborative species management programs or Recovery Programs.

1653 animal transfers are reported including 596 acquisitions and 1057 dispositions, this includes transfers between the three Zoos Victoria properties.

The annual inventory reports the death of 721 animals across the three properties. Detailed analysis of figures for 2013-14 is yet to be completed. For 2013-14 neonate was determined as cause of death for 12.6 % of cases at Healesvile and 6 % of cases at Werribee.

The Annual Inventories also report on Zoos Victoria’s community service activities relating to accepting and caring for injured and orphaned wildlife. During 2013-14, 1967 animals were received by Zoos Victoria. This includes animals donated by members of the general public and those deposited by wildlife agencies. Healesville’s Australian Wildlife Health Centre received 1246 animals, representing 68% of Zoos Victoria’s total. Melbourne Zoo received 482 animals and Werribee received 145 animals. Some 33% (659 animals) were successfully treated and either released back into the wild, or transferred to wildlife shelters for further care and rehabilitation prior to release.

   Zoos  Victoria  uses  ZIMS  (Zoo  Information  Management  System)  to  maintain  animal  records,  details  relating  to  animal  numbers  have  based  on  reports  generated  directly  from  animal-­‐records  data-­‐bases.  There  are  some  apparent  discrepancies  due  to  the  ways  in  which  animals  on  loan  are  captured  by  ZIMS.  Common  names  and  scientific  names  used  by  ZIMS  in  some  instances  differ  from  those  typically  used  at  Zoos  Victoria,  manual  edits  have  typically  occurred  to  provide  for  consistency.

• Melbourne  Zoo,  received  482  animals,  of  which  134  were  successfully  treated  and  returned  to  the  wild,  whilst  70  were  transferred  out  to  registered  wildlife  carers  for  further  care  and  release  

• Healesville  Sanctuary,  received  1246  animals,  of  which  223  were  successfully  treated  and  returned  to  the  wild,  whilst  161  were  transferred  out  to  registered  wildlife  carers  for  further  care  and  release  

• Werribee  Open  Range  Zoo,  received  145  animals,  of  which  22  were  successfully  treated  and  returned  to  the  wild,  whilst  16  were  transferred  out  to  registered  wildlife  carers  for  further  care  and  release
