PURPOSE:

The purpose of this memorandum is to provide information, including dates

and locations, for the Modified Consent Decree (MCD) required parent trainings

as well as various parent workshops being offered throughout the District

by the Division of Special Education during the 2018-19 school year.

Information regarding the Community Advisory Committee (CAC) is also

included. Schools are required to publicize and disseminate this information to all

parents of students with disabilities.

MAJOR

CHANGES:

This memorandum replaces MEM-055098.0: Special Education Parent

Workshops for 2018-2019, dated August 22, 2018. Major changes reflect

revisions to the Local District MCD Parent Training Calendar Spring 2019 for

Local Districts South and Northeast. (See Attachment B.) Additionally, the

Parent Resources for Engagement and Student Success (PRESS) Calendar

Spring 2019 has replaced the Fall 2018 calendar. (See Attachments D, E, F, G,

and H.) Lastly, the PRESS brochure has been updated.

INSTRUCTIONS:

School site administrators are to download and print the MCD parent training

calendars, CAC information, and the Parent Resources for Engagement and

Student Success (PRESS) calendars and post them in a prominent location.

The calendars can be accessed from the Division of Special Education

website at https://achieve.lausd.net/sped under the Families tab. The

Division of Special Education website contains the most current parent

workshop information. In addition, site administrators are to disseminate

these calendars at the beginning of each semester to the teachers and

parents of students with disabilities. The MCD parent training calendars,

information on CAC, and PRESS calendars include information on the

following:

The MCD mandates one six-hour or two three-hour parent trainings

every fall and spring semester in each of the Local Districts. Topics

covered include the following: parent participation at IEP meetings,

how parents can support their child both at home and school, behavior

supports, tips on how to eliminate a hostile environment, and parents

as leaders. The MCD Parent Training calendar indicates the dates,

times, and locations for the spring 2019 semester. It is mandatory

that the MCD Parent Training Calendar is distributed to

parents of students with disabilities informing them of the

spring 2019 trainings. See Attachments A and B.

The CAC is a State-mandated committee composed of parents, students,

and professional and community members, who act to support students

with disabilities and advise the District on issues related to the Special

Education Local Plan. See Attachment C.

The Division of Special Education offers various parent workshops

throughout the District. The workshops that will be offered in the spring

semester are in the following areas: Supporting Student Access to

Curriculum, Positive Parenting, Dyslexia, Instruction, Social-Emotional

Development and Advocacy, Tips and Tools for Positive Communication

and Collaboration at IEP Meetings, and Graduation Requirements. The

intent of these workshops is to inform and prepare all LAUSD parents on

how to better help their child succeed in school. The workshops are

available to all parents on a first-come, first-served basis, with the

maximum number of attendees based solely on the room’s capacity at the

various locations. See Attachments D-H.

The PRESS Calendar for the spring semester can be viewed and/or

downloaded by going to the Division of Special Education website at

https://achieve.lausd.net/sped, and clicking on the Families tab. In

addition, the spring 2019 PRESS brochure is available for all schools to

share with parents of students with disabilities. See Attachment I.

MCD Parent Training Topics

Fall/Spring 2018-2019

The Modified Consent Decree (MCD) requires that trainings be provided for parents of students with disabilities. These trainings will be provided on a variety of dates from fall 2018 through spring 2019. Two 3-hour trainings will be conducted in each Local District. It is imperative that the MCD Calendar is distributed to parents of students with disabilities informing them of the fall 2018 and spring 2019 trainings. These trainings provide basic information to parents who are new to the special education process.

The following topics will be covered:

1. Parent Participation at IEP Team Meetings a) What to expect and how to effectively participate at an IEP/ITP meeting. b) Explanation of least restrictive environment, including a description of special education

placement options and related services available to students in LAUSD. c) Review of parental rights, safeguards and procedures. d) How to use an interpreter effectively. e) How parents can access their child’s educational records. f) Using the ITP and You brochure, provide information to parents on what to expect in

participating in the development of the ITP.

2. Supporting my Child at Home and at School a) How to describe a student’s learning interests and challenges within the home. b) Information on how parents can access educational resources through the Internet. c) Help for parenting a child with special needs.

3. It’s All About Behavior – A Presentation for Families Special education behavior supports and interventions and discipline procedures, including the roles of parents and school staff, designed in such a way as to consider and address diverse cultural and linguistic factors in behavior and discipline.

4. Eliminating Hostile Environments Information on strategies that eliminate hostile environments, as well as procedures for reporting disability-based discrimination/harassment that creates hostile environments.

5. Parents as Leaders Leadership skills for parents to participate in District Validation Review (DVR) teams, District Advisory Committees, and other Division of Special Education activities.

Capacitaciones del MCD para Padres de Educación Especial Otoño/Primavera del 2018-2019

El Decreto Modificado de Consentimiento (MCD por sus siglas en inglés) requiere que se les provean capacitaciones a los padres de estudiantes con discapacidades. Estas capacitaciones se proveerán en varias fechas durante otoño 2018 hasta la primavera del 2019. La capacitación tomará lugar en cada Distrito Local por medio de dos capacitaciones de tres horas. Es importante que el calendario del MCD sea distribuido a los padres de estudiantes con discapacidades para informarles de las capacitaciones del otoño del 2018 y la primavera del 2019. Estas capacitaciones proveen información básica para padres que son nuevos al proceso de Educación Especial.

Temas que serán presentados:

1. Participación de Padres en las Reuniones del Equipo del IEP (por sus siglas en inglés) a) Qué esperar y cómo participar eficazmente en la reunión de IEP/ITP b) Explicación del Entorno Académico de Restricción Mínima, incluyendo una descripción de las

c) Repasar los derechos y garantías procesales de los padres. d) Cómo utilizar un intérprete de manera efectiva e) Cómo los padres pueden tener acceso a los archivos de la educación de su hijo/a. f) Utilizando la guía ITP y Usted, proveer información a los padres de lo que pueden esperar al

participar en el desarrollo del ITP.

2. Apoyando a mi hijo/a en el Hogar y la Escuela a) Cómo describir los intereses y los retos de aprendizaje del estudiante en el hogar b) Información de cómo los padres pueden acezar los recursos educativos en el Internet c) Ayuda en la crianza de un niño con necesidades especiales

3. Tiene todo que ver con el comportamiento – Una Presentación para Padres a) Medidas de apoyo e intervenciones de comportamiento de educación especial y procedimientos

disciplinarios, incluyendo los papeles que desempeñan los padres y el personal docente, considerando los factores de diversidad culturales y lingüísticos en el comportamiento y la disciplina que crean los ambientes hostiles.

4. Eliminando el Entorno Hostil a) Información sobre estrategias para eliminar el ambiente hostil así cómo los procedimientos para

reportar discriminación y hostigamiento basado en discapacidades que crean entornos hostiles.

5. Padres Como Líderes a) Destrezas de liderazgo para padres para participar en los equipos de DVR, Comités Asesores del

The Community Advisory Committee (CAC) is a state-mandated committee composed of parents,

students, and professional and community members, who act to support students with disabilities and

advise the District on issues related to the Special Education Local Plan. Parents, students, and

community members interested in special education are encouraged to attend the meetings and

consider becoming a member of CAC.

PARENT WORKSHOPS

Workshops are being offered during the fall and

spring semesters of 2018-19 for all LAUSD parents.

These workshops are geared towards informing

and preparing parents on how to help their child

succeed in school.

All workshops are being offered on select school

days from 8:30—10:30 AM at various locations

throughout the District. Workshops are intended

for parents of children of all ages unless otherwise

specified.

Primavera 2019

TALLERES PARA PADRES

Se están ofreciendo talleres para padres durante los semestres de otoño y primavera del 2018-19 para todos los padres del LAUSD. Dichos talleres están dirigidos para informar y pre-parar a los padres de familia sobre cómo ayudar a sus hijos a lograr el éxito en la escuela.

Todos los talleres se ofrecen en días selectos, de 8:30—10:30 AM en varios lugares en todo el distrito. Los talleres están destinados a los padres de niños de todas las edades, a menos de que se especifique de otra manera.
