fortunate to happen upon a AAA brochure within

education that I garnered from my first AAA

conference replaced what would have taken years

for me to have learned on my own. AAA is THE

premier anesthesia conference and I have never

missed the opportunity to get together with

my AAA friends since the first one I attended in

1991. And the best part is that I still learn many

The Anesthesia Quality Institute (AQI) was founded in 2009 to create the National Anesthesia Clinical Outcomes Registry (NACOR). NACOR is based on the ongoing passive collection of case-specific data from clinical care. 204. Origins of Anesthesia’s 33 percent “problem” Alexander Hannenberg, MD, past-president president, American Society of Anesthesiologists, Washington D.C.

Are you aware of how Medicare’s anesthesia payment rates were first determined? This has impacted commercial payment rates for anesthesiology since the inception of the resource-based relative value scale (RBRVS). Dr. Hannenberg will demonstrate how the original Medicare payment rate methodology from 1992 has impacted your current commercial payment rates. Hannenberg will review the initiatives and results to fix the problem. You will be able to use the knowledge from this session to negotiate better rates with commercial insurers and to join advocacy efforts to influence Medicare’s rates.

This session will provide you with the knowledge to:n Discuss the rationale Medicare used to initially set the

anesthesia rate when RBRVS was implemented

n Review the arguments supporting anesthesia commercial fee schedules not being based on Medicare rates

n Outline the current efforts that are underway to improve Medicare’s anesthesia payment rates

Stanley W. Stead, MD, MBA, is president of the Stead Health Group (SHG), a small consultancy focused on improving strategic, operational and financial performance in healthcare. SHG works with physician practices, hospitals, private and academic medical centers, third-party payers and corporate clients on increasing quality patient care, reducing costs, improving patient safety and implementing information technology throughout the continuum of healthcare.

Dr. Stead is a national leader in healthcare economics. He has intimate knowledge of the coding and payment systems for health services, as well as information technology and quality healthcare. He continues to serve on key national standard committees in codifying and valuing physician services, and is involved in ongoing national healthcare reform.

Dr. Stead has applied his experiences as a funded investigator, clinician, medical board examiner, university professor, physician leader and senior executive in academic medical centers and corporate environments to improve healthcare for more than 29 years. He is a thoughtful and analytical author of more than 80 publications, and most recently authored Physician’s Guide to Implementing Medicare’s Physician Quality Reporting Initiative, An Insider’s View, 2008.

Dr. Stead received his medical degree from the David Geffen School of Medicine at the University of California Los Angeles (UCLA), completed an anesthesiology residency at UCLA and a fellowship in cardiac anesthesiology at Baylor University. He received his MBA from UCLA.

began his healthcare career as a mental health counselor. He made the shift from provider to management when he began working for John Deere Health Care in 1985, managing HMO operations. Cook was with John Deere for more than 12 years, managing 13 different independent physician associations and health maintenance organization operation sites. He spent two years as vice president of managed care for the Kentucky Division of Columbia/HCA. He left Columbia to join a start-up physician practice management company, UniPhy, as a founder. During his tenure at UniPhy, Cook led the development of several innovative analytical tools used by physician practices to improve payer reimbursements and contracting. These skills and experience are accessible today through his role at SVMIC. He lives in the Nashville area. Cook has a master’s degree in public health from the University of Tennessee.
