Andy is currently the Director of Andy Wright

Project Services Ltd. In this role he uses his

industry experience in design and also construction

to provide project development, construction

review and procurement services to clients.

Profile Andy has more than 30 years experience in

planning, design, maintenance, construction /

project management, and governance of major

infrastructure projects. His background is balanced

between construction and project development,

design, and his highways and structures

construction experience.

Andy is experienced in project procurement and

delivery models. He was the Engineering Manager

and a member of the Alliance Management Team

for the IPAA phase of the Northern Gateway

Alliance. In his former role as HEB Divisional

General Manager, he was closely involved with the

successful Papakura Motorway and the Atiamuri

Bridge Replacement ECI projects.

Andy provided governance on major D&C

contracts such as the $220M SH16/18 Hobsonville

Deviation, the $350M Tauranga Eastern Link and

$150M Waikato Expressway (Cambridge) projects.

He gained PPP experience through his

involvement in the tendering, financial close and

establishment phases of the $800M Transmission

Gully PP project in Wellington.

Andy’s construction background is founded solidly

on his early career in design and design

management where he gained substantial

experience in the management and integration of

large, multi-disciplinary engineering teams.

He is a strong proponent of the mutual long-term

benefits of relationship contracting and promotes

this collaborative approach in all contract models.

Selected Project Experience to 2014

SH1 Transmission Gully PPP, NZTA, $800M Construction JV Board Member Tender, financial close and the establishment of this 27km long PPP contract that included 7 million m3 and 25 bridges. SH1 Waikato Expressway Tamahere to Cambridge, NZTA, $140M: Contract Manager This 16km four lane expressway D&C includes 1 million m3 of earthworks, ground improvements, drainage, subgrade improvements, 550,000m2 of pavements, chip seal and OGPA, retaining walls, and eight bridge structures including a 200m long 40m high bridge over the Karapiro Gully SH1 Upper Harbour Highway Greville Road Three Laning, NZTA, $17M: Contract Manager and PMB Member This contract for the widening of the Northern Motorway to 3 lanes includes the widening of bridge structures as well as significant upgrades to local roads. All works require complex temporary traffic management. SH1 Papakura Interchange ECI, NZTA, $30M: Contract Director This ECI contract for the interchange upgrade over 1.5km of the Southern Motorway involved a new four-span double bridge over SH1, ramps, services relocation and integration of the existing interchange with the new design. Also extensive roadworks and temporary traffic management. SH2 Tauranga Eastern Link, NZTA, $350M: Project Alliance Board Member A 23km four lane motorway D&C project that included seven bridges, three million m3 of earthworks, ground improvements, substantial drainage and 25km of pavements. SH16/18 Hobsonville Deviation, NZTA, $217M: Contract Manager This 10km D&C motorway extension included 1.5 million m3 of earthworks, ground improvements, substantial drainage, stabilised subgrades, granular and structural asphalt pavements, retaining walls, and seven bridge structures Temporary traffic management on the SH16 motorway was a key element. SH1 Atiamuri Bridge Replacement, NZTA, $22M: Design Coordinator This ECI contract was for the 3km realignment of SH1, 250,000m3 of earthworks, drainage, granular and foamed bitumen pavements, chipseal/SMA surfacing, and a new 125m bridge crossing of the Waikato River.

SH1 Northcote to Sunnynook Auxiliary Lanes, NZTA, $10M: Contract Manager Widening of Auckland’s Northern Motorway to create an additional lane in the median. Included widening of two bridges, earthworks, subgrade stabilising, modified paver laid pavements, all constructed under live motorway traffic. SH2 Mangatawhiri Deviation, NZTA, $39M: Contract Manager and PMB Member This project included a 7.4km realignment, two bridges over SH2, and 1.2 million m3 earthworks in wet, sensitive soils. SH20 Mt Roskill Extension, NZTA, $205M: Zone Construction Manager Construction of a 5km new motorway extension with 1 million m3 of bulk earthworks, basalt rock excavation, substantial drainage, six bridges, pavements and surfacing, all in a busy urban environment under live highway conditions. ALPURT B2, Northern Gateway Alliance, NZTA, $360M: Engineering Manager and Alliance Management Team (AMT) Design, construction planning and estimating for 4.5km of tolled four-lane motorway, 4 million m3 of earthworks, a 300m twin-bore road tunnel, and five major bridge structures (including the 640m long Waiwera Viaduct Bridge). SH25 Northland PSMC, NZTA, $90M: Network Manager A performance-specified maintenance contract, for over 700km of roads and bridges. Andy managed the professional services in design and network controls support to the main contractor. SH25 Seal Extensions, NZTA, $12M: Team Leader and Engineer to Contract Tender procurement and construction of the last remaining 12km of seal extension on the Coromandel’s SH25. Included tender evaluation of 3 construction tenders.

Thames Coromandel DC: Management of District Roading Network Contract: Team Leader and Engineer to Contract Network maintenance contract of the district’s 640km of roads and bridges including numerous safety improvements.

TNZ Coastal Otago Network Maintenance Management Contract: Engineer to Contract Network maintenance contract of the district’s 709 km of roads and bridges.
