• The domestic and international terrorist threat is different for each country and

each land transport mode

• A single solution is not the answer - governments & operators should choose the

right security measures (tools) to manage terrorist threats

• The tool box approach allows security measures (tools) to be set against scenarios

• It avoids lengthy international debate on what are the right security measures

• Allows information to be shared globally, implemented & updated quickly

• Allows governments and operators to be responsible for their actions.

What is the SMARToolbox?

• A readily available resource of global security information for land transport professionals

• Intuitive and easy to use searchable database of security measures

• Additional resources include:

• A self assessment function

• A security programme guide

• External links

• Downloadable for a local SMARToolbox version.

The SMARToolbox does not contain classified security information.

Security Measures

• The Tool box concept was conceived by International Working Group on Land Transport Security (IWGLTS) and developed by US Transportation Security Administration (TSA)

• SMARToolbox so far contains over 350 security measures which are searchable by a combination of filters, including : Mode, User Type, Asset Type, Phase, Attack Type

• The security measures were provided by IWGLTS and other international security organizations , facilitated by TSA

• This is a tool for governments and operators to use

• Users can edit and delete security measures from their local copy, or recommend changes through TSA at [email protected]

Adding Security Measures

SMARToolbox users have the option to add new measures to their local copy as necessary. Existing measures can also be edited to better reflect the user's actual operating environment.

Self – Assessment Tool

• Multiple questions focused on key priorities in transport security• Assessment results offer the user an analysis, and can inform the user’s choices to filter

the database to find security measures that best fit their needs• A printable report is available for record keeping purposes, and sharing results or

progress made
