One time development expenses will be collected from the Developers for development of the above infrastructure.

Annual O & M charges will be collected to meet operation & Maintenance cost.

Government Land : 2616.22 Ac

Assigned land : 1228.90 Ac

Patta Land : 126.04 Ac

Grand Total : 3971.16 Ac


STATUS OF LAND ACQUISITION

GOVERNMENT LAND:

The Govt. Land of 2616.22 Acres Out of Total land 2508.60 Acres, has been handed over to APSPCL. Handing over of balance Land of 107.62 Acres is in process.

ASSIGNED LAND:

Total Assigned land to an extent of 1228.90 acres is in possession of APSPCL .

PATTA LANDS :

Patta lands an extent of 88.90 acres out of 126.04 acres has been registered in the name of APSPCL. Balance 37.10 acres of land is under acquisition.

About 95 % of land is in possession of APSPCL

PLOT PLAN LAYOUT


Infrastructure facilities Allotment of Land:

APSPCL will provide the land required for installation of solar power project (@ 5 acres per MW) on as is where is basis on lease as per the Land Lease Agreement.

APSPCL will fix the boundary pillars at interval of 100 to 200 Meters around the area to be leased to SPDs.

SPD shall fence the demarcated land at their own cost.

Main Road and Street Lighting:

APSPCL shall lay and maintain the main roads so as to provide access to the 250 MW block.

Street lights will be provided along the main road.

Internal access roads with in the plot are under the scope of SPD.


Water Supply System:

APSPCL would provide necessary water (without any treatment) for operation and maintenance of the solar plant.

It is proposed to supply16KL/MW/Month so as to complete one cleaning cycle every fortnight. However the supply of water is not restricted. SPD would be charged @Rs. 10/KL to encourage judicious use of water.

APSPCL would provide water at two location through meters for each plot of 250 MW and SPD shall collect water in a ground level water tank. From this tank, SPD has to make its own arrangements as required for distribution with in the plot.

SPD shall make its own arrangements to obtain water during construction stage by digging bore wells or by lifting water from nearest reservoir. APSPCL will extend necessary support in obtaining permissions required for water during construction stage.


Infrastructure facilities

Drainage System:

APSPCL will lay and maintain the main drains along the main road to which Solar power developers may connect their internal plant drains.

Major streams are suggested to be channelized within their plots by developers as tentatively indicated in the plot plan & obtain necessary approvals from APSPCL for maintaining continuity in Existing Streams at the boundary of individual plots.

Fire Safety:

The SPDs shall establish and maintain fire fighting and safety equipment as required to protect their equipment.

Power Supply during Construction:

SPD shall make its own arrangement to obtain power supply during construction period. However APSPCL will extend necessary support in obtaining power supply connection from the local Distribution Company (APSPDCL).


Power Evacuation

APSPCL would provide all necessary evacuation facilities such as 220/33 kV Pooling Substation and its associated transmission lines for interconnection of the project and evacuation of power from the project.

Evacuation system will be made available to the SPD by APSPCL well before the commissioning schedule.

The SPD shall connect to 33kV bus of 220/33kV Pooling Sub station through a cable at its own cost.


Power Evacuation

750MW Solar Park is divided in to 3 blocks of 250 MW.

Each block is to be further sub-divided by SPD into 50 MW sub blocks and these 50 MW sub blocks shall be connected to pooling substation through redundant 33 kV cables. Laying of Cables and associated hard ware is in the scope of SPD.

The pooling substations are connected to the 400/220 KV

Grid Sub-station of PGCIL through 220 kV dedicated lines.

Interconnection Point, Metering & Scheduling

Interconnection point will be 220 kV side of 400 kV grid substation of CTU i.e., PGCIL for billing purpose. All costs and losses up to that point will be on the account of SPDs.

Main, Check and Stand by Meters on 220kV side of 400kV Grid Substation will be provided by APTRANSCO.

If SPD desire another set of Metering at 33kV side of 220/33kv substation, the SPD shall provide meters on each incoming feeder at their own cost.

Forecasting and Scheduling shall be done by SPD as per CERC/APRC regulations. If SPD desire APSPCL will coordinate and furnish the consolidated data to APSLDC on chargeable basis.


Interconnection Point, Metering & Scheduling

SPDs have to integrate their plant data as per the I/O list provided by APSLDC at 220/33kVPooling stations.

If the transmission system gets ready as per schedule and no project is commissioned, transmission charges if any to be paid by SPPD will be passed on to SPDs.

If the Solar power Plant is ready and evacuation system gets delayed necessary time extension will be given.


Taxes and duties

All the taxes including GST, duty, cess etc payable by Solar Power Park Developer (SPPD) are to be reimbursed by the Solar Power Project Developers (SPDs) at actuals.


Charges to be paid by Solar Power Developers

1. Onetime Solar Park Development Expenses: Rs. 40 Lakh per MW

2. Annual O&M Charges : Rs. 3.2 Lakh per MW per annum which is

escalated @ 6% every year.

3. Local Area Development Charges: Rs. 5.0 Lakh/MW @ Rs.1.0

Lakh/MW/Year for 5 years.

4. Water charges: Rs. 10 per Kilo Litre, which is fixed for the

agreement period.

5. Annual Lease Rental : Rs. 1000 per acre (@ 5 acres per MW).

GST and all other taxes, duties, cess and any other Government levies applicable on the above transactions shall be reimbursed by SPDs to APSPCL.
