OPERATIONS COMMITTEE MINUTES

May 11, 2015

Members Present: Robin Biloski, Theresa Scott, Jerry White, Tim Isbel, Tracy Wandell, Steve Mead and Rick Meredith.

Members Absent: Steve Emert.

Call to Order: Chairman Meredith called the meeting to order. Elza Drive (Old Hotel) Upon motion by Commissioner Mead, seconded by Commissioner Biloski and passed to defer for 30 days. County Commission Scholarship Guidelines Upon motion by Commissioner Biloski, seconded by Commissioner Mead and passed to forward to full commission with a recommendation for approval to modify the Board of Commissioners, Scholarship Fund Guidelines, to state that the scholarship check will be issued to the student after proof of enrollment. DJIP Covenants / Carton Services Upon motion by Commissioner Mead, seconded by Commissioner Scott and passed to discuss the covenants. No action taken. Adopt Nuisance Authority Upon motion by Commissioner Mead, seconded by Commissioner Biloski to forward to full commission with a recommendation for approval to adopt the state statute on public nuisances that gives counties the enabling authority. Voting Yes: Scott and Mead. Voting No: Wandell, Isbel, Meredith and White. Absent: Biloski. Motion failed. ** Note: This action was requested because minutes, with prior commission approval, could not be located before the committee met. The County Commission did approve on July 21, 2003, by two-thirds majority, Resolution No. 07-03 #121 Resolution to authorize the exercise by the county of certain powers granted to municipalities under T.C.A. 6-2-201 (22) and (23) with respect to the regulation of nuisances and other practices detrimental to the inhabitants of the county.
