Under the primary legislation that covers health and safety at work—TheHealth&SafetyWorkAct1974thereissubordinatelegislationthatspecificallyaffectsthoseworkingonwindowmaintenanceandcleaning—theWorkatHeightRegulations2005andConstruction(DesignandManagement)Regulations2007(CDM).

Theupdatesinthe2007legislationweremadetosimplifytheexisting system by unifying CDM and the Construction (Health, Safety&Welfare)Regulations1996intoasinglepackage.

Additionally there is a more explicit duty on architects to eliminate hazards and reduce risks during the design stage as far as is reasonably practicable, plus there is a new duty to ensure that workplaces comply with Construction (Health, Safety and Welfare)Regulations.

As highlighted on the previous page the legislation places duties on all those who can contribute to the health and safety of a construction project i.e. clients, designers, contractors and planning supervisors, requiring the production of certain documents, the healthandsafetyplanandthehealthandsafetyfile.

Specifically the designer’s duties include the avoidance of risk to people:

• carryingoutconstructionwork

• cleaning&maintaining

• usingastructureasaplaceofwork

• demolition&dismantling

• otherswhomaybeaffectedbytheabove

Working at Height Regulations 2005The key regulation from 2005 that effects window maintenance is that:

• Everyemployershallensurethatworkatheightisproperlyplanned appropriately supervised; and carried out in a manner which is so far as is reasonably practicable safe and that its planning includes the selection of work equipment

• Everyemployershallensurethatanypersoninanyactivityinvolving work at height is competent to do so or, if being trained, is being supervised by a competent person

PushLock Operation

1 BrassfinishedPushLocksocket installed into a cavity wall.

3 Check installation by tugging the eyebolt. In the secure position, theword‘LOCKED’ is fully visible on the trigger. A safety lanyard attached to a full body harness can now be connected to the eyebolt and the user can commence work.

2 Depress the safety catch then trigger and locate eyebolt into centre of socket. Push the eyebolt with palm of hand until locking mechanism clicks.

4 Uponcompletionofwork, remove the lanyard from the eyebolt.Withatwo-handed operation depress safety catch then trigger to remove the eyebolt from the socket.
