1. Energy Performance of Buildings Directive
The upgraded EU Energy PerformanceofBuildingsDirectiveisfinallyapprovedandwillbepublishedinthefirstweeksofJuneintheOfficialJournaloftheEu-ropeanUnion.
Throughout the legislative process –preparation of a proposal by the EUCommission, publication of the “CleanEnergyPackage”bytheEuropeanCom-missionon30November2016aswellasthefollowingpoliticalnegotiationsinEUinstitutions–eu.bachasbeenattheforefrontof the inter-institutionalnego-tiationsregardingthisfile.
The joint efforts of the associationand the members made it possible toachieveanimpressive,historicalresult.ThenewDirectiveputsemphasisontheneed to apply automation and controlsforoptimizingabuilding’senergyperfor-
manceaswellasheating,cooling,ventilationandfurtherso-called“tech-nical building systems” (TBS).More specifically, the newDirective nowincludesnumerousamendmentsthatourIndustryhaswaitedyearsfor:
z MandatoryrequirementsforinstallationandretrofitofBuildingAutoma-tionandControlSystems(BACS)innon-residentialbuildings(existingandnew)witheffectiveratedoutputofover290kWh,by2025
z Incentivesforinstallationofcontinuouselectronicenergyperformancemonitoring mechanisims and effective HVAC controls in existing andnewmultifamilybuildings
z Requirements for the installationof individual roomtemperaturecon-trolssuchasTRVsinnewbuildingsandalongsidethereplacementofheatgeneratorsinexistingbuildings
z Non-residentialandresidentialbuildingsequippedwithBACSandelec-tronicmonitoring,respectively,exemptedfromphysicalinspectionsofHeatingandAir-ConditioningSystemsunderArt.14/15
z Optimization of performance under typical or average (real-life) partloadoperatingconditionsincludinghydraulicbalancing
z Reinforced requirements on optimizing the performance of TechnicalBuildingSystems(TBS)i.a.withcontrols

2. Ecodesign & Energy Label Framework for BACS – “Lot 38”
On30November2016, as part of theClean Energy Package, the EuropeanCommission also released the Ecode-sign Working Plan 2016-2019, withBACSincludedamongthenewproductsfallingintoscope.Sincetheneu.bachasbeenworkingwith theEuropeanCom-mission and theConsultant in order tofindthemosteffectiveapproachwithinthisframework.
Bytheendofsummer2018,Task0willbe finalized and the kick-off of the fullPreparatoryStudyiscurrentlyscheduledforAutumn2018.
The Ecodesign Directive establishes aframework for thesettingofecodesignrequirements for energy-related prod-ucts with the aim of ensuring the freemovementofthoseproductswithintheinternal market. It prevents disparatenational legislations on the environ-mental performance of these productsfrom becoming obstacles to the intra-EUtradeandcontributestosustainable
developmentbyincreasingenergyefficiencyandthelevelofenvironmentprotection,takingintoaccountthewholelifecyclecost.
It is, therefore,agreatopportunity for the Industry tohaveadedicatedPreparatoryStudy:thereareseveralchallenges(findinganapproachthatcouldcoverthewiderangeofheterogenousproducts,avoidingunneces-sary new requirements…) but the stakeholders and the Institutions in-volvedaredeterminedinfindingmeasuresinthebestinterestofcitizensandindustryalike.
3. Smart Readiness Indicator
The new EPBD envisages a new tool: the “Smart Readiness Indicator”(SRI).WhilethegeneralprinciplesarealreadydefinedinthetextoftheDi-rective(amongthem,“Themethodologyshouldtakeintoaccountfeaturessuchasbuildingautomationandcontrolsystems”),thedefinitionofthisinstrumentanditsmethodologyarecurrentlythesubjectofastudycarriedoutbyaConsultant,VITO.TheEUCommissionhastoestablishthelawsfortheoptionalcommonUnionschemeforratingthesmartreadinessofbuildingsby31December2019.
SincethebeginningofthestudyandthroughoutthenegotiationsontheEPBD,eu.bachasadvocatedinfavoroftheSRI,supportingtheEuropeanCommissionandtheconsultantwithtechnicalandpoliticalfeedback.Thefirstphaseofthestudywillbecompletedbytheendofsummer2018andsecondstudieson theSRIwill end inautumn2018, this isandwill beanotherkeyfocusoftheassociationinthecomingmonths.

La directive européenne actualisée sur la PerformanceÉnergétiquedesBâtimentsaétédéfinitivementapprou-vée.ElleserapubliéeauJournalofficieldel’Unioneuro-péennedanslespremièressemainesdejuin.
Toutaulongduprocessuslégislatif–préparationd’uneproposition par la Commission européenne, publicationdu «CleanEnergyPackage » le30novembre2016etnégociationspolitiquesenrésultantauseindes institu-tionsdel’UE–eu.bacaétéàlapointedesnégociationsinterinstitutionnellessurcedossier.

2. Encadrement de l’écocon-ception et de l’étiquetage énergétique pour les systèmes d’automatisation des bâtiments – « Lot 38 »
Le 30 novembre 2016, la Com-mission européenne a égalementpublié leplande travail 2016-2019sur l’écoconception dans le cadredu Clean Energy Package. Ici, lessystèmes d’automatisation du bâti-ment fontpartiedesnouveauxpro-duits qui entrent dans leur champd’application. Depuis lors, eu.bactravailleaveclaCommissioneuropé-ennepourtrouverl’approchelaplusefficace.
Àlafindel’été2018,latâche0serafinalisée et le lancement de l’étudepréparatoire complète est actuelle-mentprévupourl’automne2018.
Ladirectivesurl’écoconceptionfour-nituncadrepourladéfinitiondesexi-gencesd’écoconception applicablesaux produits liés à l’énergie. Il viseà assurer la libre circulation de cesproduits sur le marché intérieur. Ilempêche les différentes législationsnationales sur les performancesenvironnementales de ces produitsd’entraver les échanges au sein del’UEet contribueaudéveloppementdurable en améliorant l’efficacitéénergétiqueetenaméliorantlapro-tectiondel’environnement,entenantcompte des coûts globaux du cycledevie.
Parconséquent,c’estuneformidab-leopportunitépourl’industried’avoirune étude préparatoire spécifique :plusieurs défis sont à surmonter(trouver une approche qui couvrela largegammedeproduitshétéro-gènesetainsiéviterdenouvellesexi-gences inutiles ...),mais les partiesprenantesetlesinstitutionssontdé-terminéesàtrouverdesactionsdansl’intérêtdescitoyensetdel’industrie.
3. Smart Readiness Indicator
La nouvelle EPBD fournit un nouveloutil : le «SmartReadiness Indica-tor » (SRI). Alors que les principesgénéraux sont déjà définis dans letextede la directive (y compris « laméthodologie devrait prendre encompte des caractéristiques tellesque les systèmes d’automatisationetdecontrôle»),ladéfinitiondecetinstrument et sa méthodologie fontactuellement l’objetd’uneétudeparun consultant VITO. Members of eu.bac were involvedin the consultation process for theinitialdevelopmentoftheEcodesignandEnergyLabellingRegulationsforspace heaters and supported theconcept of a package label for useby space heater producers and fordealers.Thiswasboth to recognizethe efficiency benefits of install-ing temperature controls alongsidea space heater, and, importantly,to ensure that these benefits couldbe consistently recognized on anenergylabel,irrespectiveofwhetherthe control was provided as part ofa‘package’withtheboilerorplacedonthemarketseparately.

Summary
While it is still relatively soon, thereareconcernsthatthedealerlabelisnot being recognized and used onthe market. On the other hand, theproducerlabelisusedwidely,sothattheobjectiveofavoidingmarketdis-tortion is not met. In addition, boththedefinitionsoftemperaturecontrolclassesandthescoresattributedtothemneedtobereviewedtoensuretheyareclear,uptodateandrobust.
Thepreferredoptionbyeu.bacistoamendenergylabellingregulationforspace heaters: controls should betaken out of its scope. Appropriateproduct policy for temperature con-trolsshouldbeconsideredwithinthepreparatorystudy forLot38 (Build-
ing Automation and Control Sys-tems).Thiswouldallowthetempera-turecontrolclassestobereviewedina holistic policy approach, includingincorporation into the implementa-tion of the Energy Performance ofBuildings Directive in line with itsrecital26.
Background to the producer/dealer package label – avoiding market distortion
The energy labelling regulation forspace heaters requires a packagelabel to be produced by a spaceheater supplier or a dealer whentemperature controls are combinedin a ‘package’with a space heater.

The efficiency of the package willbe better than the efficiency of thespaceheateronitsownbecauseanefficiency improvementof1%–5%is added based on the class of thetemperaturecontrol.
Becauseof thenatureof thesupplychainforspaceheaters,theinstallerwillregularlyberesponsibleforsell-ingthespaceheatertotheendcus-tomerandthereforetakesontheroleand responsibilities of the ‘dealer’,which includes the delivery of thepackage‘label’.
Temperature controls can be sup-plied with a space heater, form-ing a ready-made package, but inmany EU markets the predominantmarket approach is for the installertoselectaspaceheaterandatem-peraturecontrolthathavebothbeenplaced on themarket separately. Intheorythesearethencombinedintoa‘package’whensoldandinstalledand the installer can then producethe“dealerpackagelabel”.
In practice the label means that anoffer of a certain combination of aspace heater and controls providedseparatelyfromtheboilerwouldgetthesameefficiencyscoreasequiva-lent controls provided by a spaceheatermanufacturetogetherwiththespaceheater.Akeyaspect forhav-ingadealerandaproducerpackagelabel was to ensure that manufac-turers of controls placed separatelyontothemarketwouldnotbenega-tively affectedas a consequenceofmarketdistortion.Theintentionwasto ensure a level playing-field formanufacturersand transparency forconsumers,andwasnotedintheim-pactassessmentasbelow:
“The energy labelling measure pro-posesalabelfortheheatgenerator.But inorder toaddresstheconcernof component manufacturers (oftenSMEs)andconsumerorganizations,a ”dealer label” is proposed in ad-dition to the label for theheatgen-erator.Thismeansthatbasedonthedataprovidedby themanufacturersofthevariouscomponents,thedeal-er/installercanestablish theenergyefficiency of the product package(heat generator plus components)asthiscombinationiswhatthecon-sumerisbuyingandthiscombinationdeterminestheenergyefficiency.”
The current situation – market impacts
Whilethereisnoquantitativedataonuseof thepackage label, there isawidespread understanding that thepackage label is not being appliedby installers, and is not covered bymarketsurveillancedueto thediffi-culties of assessing this at point ofinstallation.
From the installer perspective thedifficulty is in preparing the labelitselfandgettingit tothecustomer.Evenintherareeventthataninstall-er does produce a package label itislikelytobepost-installationratherthan,asintendedbythelabelling,toprovidepre-saleefficiencycompari-sonstocustomers.
Where the label isbeingused isbyspaceheatermanufacturers provid-ing a control with their boiler andindicatingthepackagelabelscoreintheirmarketingmaterial.Thereasonfor this is because a space heatermanufacturerwhoisalreadyproduc-ingalabelfortheappliancewillhavetheskillsandresourcestoproduceapackagelabel.Theunforeseenconsequenceof thepackagelabelregulationisthereforetocreateatwo-tierapproachwherespace heaters ‘bundled’ with tem-perature controls when placed onthemarketaregettinganefficiencyscore, but equivalent combinationsplaced on the market separatelyare not getting this efficiency scorebecause installersarenotusing thedealer label. As a result, the ‘levelplayingfield’ that thepackage labelwas introduced tomaintain is actu-allybeingerodedbyitspresence.
The options to directly address thiswouldbeoneofthefollowing:
1. Amendthespaceheaterlabellingregulation, taking temperaturecontrolsoutfromitsscope.
2. Ensure that there is increasedmarket surveillance at point ofinstallation to drive installers tocomply – however, in practicedealerscannotbe“forced”toap-plythedealerlabel.
3. Simplify the approach for install-ers – however, despite effortsto support application of dealerlabel, market take-up of supporttoolsisminimal.
It is the view of eu.bac that option1 is the only effectiveway forward.Option3hasnoguaranteeofwork-ingwithoutmarket surveillance andthe impact would remain in doubt,while option 2 is probably unreal-istic given the current limitations inresourcesdevotedtoeco-designandenergylabellingattheMemberStatelevel.

The current situation – temperature control classes
The efficiency scores attributed tothe temperature control classes, aswell as the definitions themselveswere set nearly ten years ago.eu.bac believes that these need tobeurgently reviewed for the follow-ingreasons:
z Control products for residentialapplications have moved on sig-nificantly in the last few years,particularly with the advent of’smart’and ‘connected‘controls.At the very least it is necessarytoensurethatthedefinedcontrolclasses remain applicable to therealworldandtoironoutanyar-easwherethereisalackofclarityas to what control types fall intoeachclass.
z The initial efficiency scores wereagreed with industry but therewasaninsufficientevidencebaserelativetotheeco-designcalcula-tionmethodology to define thesewithanyconfidence.Subsequentresearchandevidenceisavailablefromwhichtoreviewthesescoresandpotentiallytocommissionre-searchtofillanygaps.Itisessen-tialthatthesescoresarebasedonrobustevidence.
z The general temperature classesandscoresareusedregardlessofwhetherthespaceheaterisaboil-erorheatpump.Theapplicabilityof these to heat pump systemsneedstobereviewed.
Proposed way forward
The inclusion of temperature con-trols within the energy labelling ofspaceheatersmakessensefromtheperspective of recognizing the effi-ciencybenefit that they candeliver.Inprinciplethepackagelabelwasagoodapproachtoensuringthattem-peraturecontrolscouldbeassessedwithout unfavourable market distor-tion.
However, the dealer package labeldoesnotwork inpractice.Thecon-sequence is market distortion andconsumerconfusion,incontradictiontotheenergylabellingframework.
At the same time, there have beendevelopmentsintheEUpolicyframe-work that provide an opportunity tocreateasound,fairandeffectiveap-proachtodeliveringtheenergysav-ingbenefitsoftemperaturecontrols.
The current Preparatory Study onBuilding Automation and ControlSystems (BACS) is the appropriateframework for developing an ap-propriate approach for temperaturecontrols,alongsideotherbuildingau-tomation and control functionalities.The current approach of includingtemperature control within spaceheaterenergylabellinghasfailedandshouldbediscontinued.
ItisexpectedthatfinalregulationforBACS will be intertwined with theenergy performance requirementsdefined for technical building sys-temswithintheEnergyPerformanceofBuildingsDirective.Thismakes itthebestopportunityfortemperaturecontrol technologies to be incorpo-ratedwithinapolicyframeworkthatdrivesreal,positivechange.

Contexte de l’étiquette du fabricant / distributeur – éviter la distorsion du marché
La réglementation sur l’étiquetageénergétique pour les appareils dechauffage exige qu’une étiquetted’emballage soit produite par unfabricant de chauffage ou un dis-tributeur lorsque les régulateurs detempérature sont combinés dansun«emballage»avecunappareildechauffage.L’efficacitédel’ensemblesera meilleure que l’efficacité duchauffageseul,caruneaméliorationde1%à5%de l’efficacité énergé-tique est ajoutée en fonction de laclassedurégulateurdetempérature.
En raisonde la naturede la chaîned’approvisionnementpour lesappa-reilsdechauffage,l’installateurserarégulièrement responsable de lavente de l’appareil de chauffage auclientfinaletassumeradonclerôleet les responsabilités du « distribu-teur », qui comprend la livraisondel’étiquetagedel’emballage.
Des régulateurs de températuredu radiateur peuvent être fournis,formant un package complet, maisbeaucoup de marchés de l’UE ontpourapprocheprédominantedeper-mettre à l’installateur de combinerunradiateuretunrégulateurquionttousdeux été placés sur lemarché
séparément.Enthéorie,ceux-cisontalors combinés dans « un package»quand ilssontvenduset installés.L’installateurpeutalorsproduirel’éti-quetagefinale.
Enpratique,l’étiquetagesignifiequela combinaison d’un radiateur etd’un régulateur fournis séparémentobtiendrait le même score d’effica-citéquedesrégulateurséquivalentsfournisparlesfabricantsderadiateuret vendusavec le radiateur.Undesaspectscléd’avoirdeuxétiquetagesdifférents était de s’assurerque lesfabricants de régulateurs placésséparémentsurlemarchénesoientpas négativement affectés. L’inten-tion était d’assurer, premièrementauxfabricantsdejouersurlemêmeterrain et deuxièmement pour lesconsommateurs, une transparence,ce qui a été noté dans l’évaluationd’impact ci-dessous : « La mesured’étiquetage énergétique proposeuneétiquettepour legénérateurdechaleur.Maispourrépondreauxpré-occupationsdesfabricantsdecom-posants (souvent des PME) et desorganisations de consommateurs,une«étiquettededistributeur»estproposée en plus de l’étiquette dugénérateur de chaleur. Cela signifieque sur la base des données four-niesparlesfabricantsdesdifférentscomposants, ledistributeur / instal-lateur peut établir l’efficacité éner-gétique du produit (générateur dechaleur plus composants) car cettecombinaisonestceque leconsom-mateurachèteetcettecombinaisondéterminel’efficacitéénergétique.»

Bien qu’il n’existe pas de donnéesquantitativessurl’utilisationdel’éti-quetage énergétique, il est large-mentadmisquecettemesuren’estpasappliquéeparlesinstallateursetn’estpascouverteparlasurveillancedumarché en raisondesdifficultésd’évaluationlorsdel’installation.
Du point de vue de l’installateur, ladifficultéconsisteàpréparerl’étique-tagelui-mêmeetàletransmettreauclient.Mêmedans les rares casoùuninstallateurproduitunétiquetaged’emballage, il est probable qu’il lefassepost-installationplutôtquedefournirdescomparaisonsd’efficacitéavantlaventeauxclients.
L’étiquetageestutilisépar lesfabri-cants d’appareils de chauffage quioffrentunsystèmedecontrôlepourleurs appareils de chauffage et in-diquentle«labeld’emballage»dansleurmatérieldemarketing.Laraisonenestqu’unfabricantderadiateursindépendants qui crée déjà un éti-quetagepoursesappareilsaégale-mentlescapacitésetlesressourcesnécessaires pour créer facilementune«étiquetagedepaquet».
Laconséquenceimprévuedurègle-ment de l’étiquetage est ainsi decréer une approche à deux niveauxoùlesradiateursd’ambiancegroupésavecdesrégulateursdetempératureobtiennent un score d’efficacité,maisdescombinaisonséquivalentesplacées sur le marché n’obtiennentpasséparémentcescored’efficacitéparcequelesinstallateursn’utilisent
pas l’étiquetage du fabricant. Enconséquence, la situation équitableque l’étiquetage aurait dû créer nepeutpasêtremiseenplace.
Lesoptionspourréglercetteproblé-matiquesontlessuivantes:
1. Modifierl’étiquetagederégulationdesradiateurs,enneprenantpasencomptelesrégulateursdetem-pératuredanssonpérimètre.

The European Institutions demonstrated political cour-ageandvision,itisnowuptotheMemberStatesinthecoming months to translate these words into actions,integratingthecurrenttextwithambitiousmeasures,fullyimplementingtheDirectiveinthebestinterestsofpeopleandbusinessesalike.
TheEuropeanBuildingAutomation andControls indus-tryisfullycommittedinprovidingisttechnicalexpertisein implementing the Directive and will soon publish itsGuidelines on the text, providing Member States andStakeholderswithconcrete,detailedsuggestionsonhowtoensureasmoothandeffectivetranspositionandimple-mentation.

Until 1986, hundreds of workersminedcoalon thesiteof theZecheZollverein. Historic monuments have their ownspecial charmhowever they are of-ten associated with limited comfortfor residents and users. Belimo’s contribution to a good room climate – Prevent poor air quality indoors! Or what kind of air are you inhaling?Humans spend around 90% of their lifetimes inside closed rooms, so a good room climate is important. Air quality in particular has a huge impact on our health and well-being. Air tight building shells may well be superior in terms of energy, but they prevent natural air exchange. How-ever, they can be fully automated using appropriate ventilation systems and sensors.
A good room climate is essential
People can survive around thirtydays without food, up to four dayswithout water, but only a few min-uteswithoutair.Themostimportantcomponent of air, i.e. oxygen, isneeded toburnnutrients.Thebrainis particularly sensitive to a lack ofoxygen.Inroomswithoutventilation,the concentration ofCO2 increases,performance drops rapidly, weare unable concentrate, feel tired,suffer from headaches and muchmore besides. However it’s not justoxygenaswellastheCO2contentofthe air which indicate a good roomclimate. The air humidity (ideally40-60%), air temperature, differen-tial temperature,air ions,airqualityandairvelocityarealsoimportantforahealthyroomclimate.
There are very few specifica-tions governing indoor areas
Whilestatutoryrequirementsforout-door air and compliance with themismonitoredcarefully,therearefewbinding limit values for indoor air.Because humans spend the major-ity of their lives indoors, it shouldbe in everyone’s interest to insist
on a good room climate. Especiallybecause poor air quality impactsour health, performance and pro-ductivity.TheWHOandSwissLungAssociation believe that, in 2020,chronic obstructive pulmonary dis-ease(COPD)willbeoneofthemostcommoncausesofdeathworldwide.Therefore, indoor air needs to be”clean“ if our health andwell-beingare not to be jeopardized. This canbe achieved with a good ventilationsystem.

Good air quality for greater performance
The air around us comprises 21%oxygen, 78% nitrogen, 0.04% car-bondioxide (CO2),aswellas tracesof noble gases, water vapour andpollutants. Today, one of the mostimportant indicators of air qualityin closed rooms is the CO2 value.Because humans also produce CO2bybreathingandaddthistotheair,the concentration of CO2 continu-allyincreasesinclosedroomswherepeoplearepresent.Anairtightbuild-ingshellmeansthattheairexchangerate falls, resulting in an increasedconcentrationofharmfulsubstancesintheindoorair.
This can be counteracted by regu-larly venting rooms or, if this isn’tpossible,byfittingaventilationsys-temtotakeonthistask.Becauseaventilation system can also reliablyremoveairpollutants,itimprovestheairqualityofroomsinwhichpeopleare present over the long term. Ifsuch roomsareequippedwithsen-sors, which provide the ventilationplant room with a permanent sup-plyofdata, thesystemwill run inareliableandindependentmanner.
Air quality measurements in over 250 classrooms
Currently,morethan30%ofchildreninEuropesufferfromallergy-relatedillnesses, such as asthma, hayfeverorneurodermatitis.A linkwithpervasive environmental pollutioncannot be ruled out. After all, inclosed rooms in particular, pollut-antscanaccumulateandalsoenterthebody through theair inhaled. Inaddition to chronic illnesses, ”poorair“alsohasfurther implicationsforourwell-being.
In order to discover how air qual-ity affects pupils and teachers, theMeineRaumluft.ch platform joinedforces with the Zurich Teachers’Association (Züricher Lehrerver-band)andtheZurichLungOrganisa-tion (Organisation Lunge Zürich) toinstallmeasuringdevicesinover250classrooms,whichhavebeeninplacesince November 2016. One posi-tive effect was that simply installingthe measuring devices affected theventilationhabitsofteachersandpu-pils,becauseassoonastheconcen-trationofCO2intheroomgottoohigh,thewindowswereopenedtoletairin.

Despite this, Figure 1 (page 30)shows that CO2 levels were foundtobeexcessivelyhigh. Inover13%of the measurements taken at theendofthelesson,theCO2levelwasabove2000ppm,whichistheupperlimitvalueforCO2concentrationsinoccupiedroomsaccordingtotheSIA180 standard. Figure 2 (page 30)showsthattherelativehumiditywasbelow30%inaquarterofthemea-surements.Thismayresultinhealthcomplications, suchasadryingoutoftheairways’mucousmembranes.Dust, dirt and germs are then notremoved from the airways quicklyenough. If these spend a long timein the respiratory tract, the risk ofrespiratoryillnessesincreases.Typi-cal consequences include coughs,bronchitis, colds and sinus infec-tions. The only good news is thatfrom Figure 3 (page 30) it can beseenthat,withafewexceptions,thetemperature indegreesCelsiuswasinanacceptablerange.
Achieving good air quality with smart HVAC components
Standardized guidelines exist forthe composition of indoor air. To agreatextent,thesecorrespondtothefeel-good factor. HVAC building au-tomationiskeytomaintainingtheseguidelines. Certaines spécifications régissent les zones intérieures
Alors que l’air extérieur doit satis-faire à de nombreuses exigencesréglementaires et que la conformitéà ces exigences est surveillée deprès, il n’existe cependant que peude valeurs limites contraignantespour l’air intérieur. Étant donnéquenous passons la majorité de notrevie à l’intérieur, il devrait être dansl’intérêt de chacun d’exiger un bonclimat intérieur. Une bonne qualité de l’air pour de meilleures performances
L’air qui nous entoure est composéà 21% d’oxygène, 78% d’azote,0,04%dedioxydedecarbone(CO2)et contient aussi des traces de gaznobles, de vapeur d’eau et de pol-luants. À l’heure actuelle, l’un desindicateurslesplusimportantsdelaqualité de l’air dans les pièces fer-mées est la teneur deCO2. Vu quenous produisons également du CO2en respirant et quecedernier vients’ajouterauCO2présentdansl’air,laconcentrationenCO2augmentesanscesse dans les pièces fermées oùse trouvent des individus.Avecuneisolation extérieure du bâtiment, cedernier devient hermétique, le tauxderenouvellementdel’airbaisse,cequientraîneuneaugmentationdelaconcentrationensubstancesdange-reusesdansl’airintérieur.
Il estpossibled’y remédier en ven-tilantrégulièrementlespiècesou,sicelan’estpaspossible,eninstallantun système de ventilation pour lefaire.De par sa capacité à éliminerles polluants de l’air de manièrefiable, un système de ventilation-
permet d’améliorer durablement laqualitédel’airdanslespiècesoùsetrouvent des individus. Lorsque cespièces sont équipées de capteurs,l’échange permanent de donnéesentre les pièces et la centrale deventilation permet d’augmenter lafiabilitéglobaledusystèmeetlerendtoujoursplusautonome.
Mesures de la qualité de l’air dans plus de 250 salles de classe
Actuellement, plus de 30% desenfants en Europe souffrent d’aller-gies, telles que l’asthme, le rhumedesfoinsouencore laneuroderma-tite. Il est difficile de nier tout lienavec la pollution ambiante omni-présente. Dans les pièces fermées,les polluants peuvent s’accumuleret, par inhalation, infecter les orga-nismes.Enplusdesmaladieschro-niques,unemauvaisequalitédel’airse répercute directement sur notrebien-être.
Afindedécouvrirdansquellemesurelaqualitédel’airaffectelesélèvesetlesenseignants,laplateforme
MeineRaumluft.ch a créé un parte-nariat avec l’association des ensei-gnants de Zurich (Züricher Lehrer-verband)etavecl’associationLungeZürich pour installer des dispositifsdemesuredansplusde250sallesde classe. Ces dispositifs sont enplace depuis novembre 2016. Lasimpleinstallationdesdispositifsdemesureaeuuneffetpositifenmodi-fiantleshabitudesdeventilationdesenseignantsetdesélèves.Ilsouvrentdésormais les fenêtres dès que laconcentrationenCO2dans la pièceesttropélevée.
Malgrécela, laFigure 1 (voir page30) montre que les taux de CO2détectés étaient extrêmement éle-vés. Dans plus de 13 % des caslesmesuresprisesàlafinducoursrelèvent un taux de CO2 supérieurà 2000 ppm, ce qui correspond àla valeur limite supérieure pour lesconcentrations de CO2 dans despièces occupées selon la normeSIA 180. La Figure 2 (voir page30) atteste d’une humidité relativeinférieureà30%dansunquartdesmesuresprises.Celapeutentraînerdescomplicationsentermesdesan-té, telles que le dessèchement des

Améliorer la qualité de l’air avec des composants HVAC
Il existe des directives normaliséespourlacompositiondel’airintérieur.Dansunegrandemesure,ellescor-respondent au facteur de confort.L’automatisation des bâtiments enmatière de chauffage, ventilationet climatisation (HVAC) est essen-tielle pour respecter ces directives.Le local technique du système deventilation est en réseau avec descontrôleurs et des capteurs. Il estpossible d’optimiser automatique-ment les valeurs de l’air dans lespièceslorsquelescomposantsdotésde capteurs communiquent desinformations fiables au local tech-nique afin de contrôler les ventila-teursetainsirégulerlatempérature,
la teneur en CO2 et l’humidité del’air. La technologie de gestion desbâtiments compare alors automati-quement les informations entrantessurl’étatréeletnominaldelapiècepour envoyer des commandes auxservomoteurs afin d’ouvrir ou defermerlesregistresetlesvannesoupourlesmettreenpositionintermé-diaire.Ilestainsipossibledecontrô-lerl’arrivéed’airdésiréepourobtenirunetempératureconfortableavecuntauxd’humiditéadéquatetuneforteteneurenoxygène.
