Signature Projects Key Staff

Mr. Lutrick, Regional Aviation Lead, has more than 30 years of aviation experience ranging from key staff positions at two international airports to serving the national and international aviation consulting industry for the past 20 years. In this capacity, Mr. Lutrick provides a full service, business approach to his clients supported by his experience in land development, landscape architecture, architecture, economic development and urban design/planning. He has demonstrated his ability to organize and manage diverse, multi-disciplined projects based on sound programming, planning, funding, design, and construction management.

Mr. Fischer is a Senior Civil/Site and Pavement Engineer, and received his B.S. in civil engineering in 1977. Mr. Fischer has extensive engineering experience in the public and private sectors and has gained valuable experience over a wide variety of aviation projects ranging from planning and design to construction. Th ese airport-related projects have included runways, taxiways, aprons, paving (concrete and asphalt), lighting, utility relocations, cargo ramps, land acquisition, permitting, and sound mitigation.

Mr. Musser is Vice President in charge of technical disciplines including Aviation, Civil, Structural, Mechanical, Electrical, Survey, Water Resources, Transportation, and Construction Services in the Eastern U.S. He will ensure the quality of all technical deliverables. In addition, he is integrally involved in the design and permitting of projects that involve site work and stormwater management. He has been the engineer of record or technical lead on dozens of DRIs in Florida such as Lee Vista Center, Moss Park, Campus Crusade for Christ and HighPoint, all in the Central Florida area. Mr. Musser also has a strong background in environmental permitting and he is a professional wetland scientist.

Mr. Rathsack is a program manager for the Department of Defense focusing on the Army Corp of Engineers (USACE), the National Guard and Air Force. As a Task Order Manager he is responsible for several large, planning, design, and construction projects with the USACE and Selfridge Air National Guard Base. His design expertise includes: hazardous waste remediation strategy planning and development, process design, construction management and administration, operation and maintenance, innovative technology evaluation and pilot testing, underground storage tank management, and hydrogeological investigations.

Mr. Warner is located in the Orlando offi ce of Tetra Tech, and has expertise working with restrictive sites, and development of projects though out the state of Florida. Tetra Tech is an industry leading sustainability engineering fi rm. James has developed designs for projects throughout the state of Florida including the stormwater design and permitting for eight (8) potable water treatment plants, six (6) ground storage reservoirs, and fi ve (5) Wastewater Treatment facilities. He is effi cient in the design of restricted sites and has been the lead designer on scores of industrial, commercial, and related sites.

Ms. Woodall is a Vice President in charge of the Florida operations for the Engineering and Architectural services division of Tetra Tech. She is located in the Orlando offi ce, and is involved in project management for all engineering projects completed within the State including aviation, civil, structural, mechanical, electrical, water resources, transportation and the associated construction services. As operations manager, she ensures that adequate resources are allocated to each project for successful completion within the project schedule and budget. In addition, Ms. Woodall is a highly qualifi ed civil engineer with expertise in master planning, permitting, design and construction administration of water facilities.

Ms. Verea-Feria has been with Tetra Tech for 11 years and has over 14 years of general civil engineering and airport design experience. Alicia Verea-Feria has provided civil engineering services for water, sewer, and drainage projects as well as a variety of airport engineering projects. Her work has included preparing technical specifi cations, providing design services for construction plans, preparing cost estimates, permitting, and providing construction administration for numerous projects.

Mr. Yarmakovich is a Vice President and Senior HVAC Project Engineer in the Cambridge, MA offi ce. A LEED® Accredited Professional, Mr. Yarmarkovich is currently designing Electro/Mechanical systems for several U.S. Green Building Council LEED® sustainable buildings. Mr. Yarmarkovich is responsible for evaluating designs and estimating operating costs for these facilities. His focus in this role is to minimize building operating costs and conserve natural resources when possible. Mr. Yarmarkovich was responsible for systems design at the Logan International Airport, Delta Airlines, Terminal A Redevelopment, Boston, MA.

Mr. Cashe is the lead Civil Engineer in Florida for Tetra Tech with over 20 years of professional experience in land development site engineering; design, permitting and construction administration of stormwater management systems; and the analysis and design of public utilities, reinforced concrete structures, and traffi c operation systems. Mr. Cashe is also a Certifi ed Construction Documents Technologist (CDT) through testing with the Construction Specifi cations Institute (CSI National). Mr. Cashe has a diversifi ed civil engineering background including experience and capabilities in transportation engineering, traffi c engineering, structural engineering, and stormwater management.

Mr. Bugoci is a Senior Electrical and Controls Designer and Project Manager for Tetra Tech. He has over 25 years of design and management experience including electrical power distribution, associated site work, lighting systems, fi re protection, intercom/communication systems, security and camera systems for numerous facilities to meet all codes, standards, and local building requirements. Mr. Bugoci is also experienced with automation networking and system integration, process instrumentation design, programming, construction, start-up assistance, and operator training.
