Introduction
TheInstituteofStrategicStudiesIslamabad(ISSI)wasestablishedin1973underadirectivefrom the President of Pakistan as a non-partisan, non-pro�it organisation that promotespolicy-orientedresearchonthecriticalnational,regionalandinternationalissuesaffectingPakistan'ssecurityenvironment.
AimsandObjectives
Thecoreobjectiveof ISSI is to fosterdialogue,understandingandcollaborationamongstscholars,policy-makers,andotherstakeholders.Forthispurpose,theISSIundertakesstudies,arrangesdiscussions,andpromotesresearchandanalysis.Italsooffersaforumforscholars,specialists, and policymakers to examine and engage in scholarly interaction on nationalsecurityandstrategicissues.
Organization
ThegovernmentofPakistanfundstheISSIannuallythroughtheMinistryofForeignAffairs.However,theInstitutefunctionsasanautonomousresearchorganisation.ItisheadedbytheDirectorGeneral,whoactsas itsChiefExecutive.ABoardofGovernorsand itsChairmansupervisethefunctioningandworkoftheInstitute.
SearchFocus
TheresearchinterestsoftheISSIcoverallcriticalgeographicalregions.Thefocus,however,remainsoncontemporarythematicissues,suchasnuclearproliferation,armscontrolanddisarmament,energyandwaterissues,internalsecuritychallenges:sectarianism,terrorism,insurgenciesandradicalmilitantmovements.State-andnation-building,regionaleconomiccooperationandregionalsecurityproblemsaresomeoftheresearchareaspursuedattheInstitute.TheInstitutemaintainsasizeableresearchfaculty,trainedinPakistanandinforeignuniversitieswithdiverseexpertise,coveringmajorareasofresearchinterests.
ISSI-HannsSeidelFoundationFellowshipProgramme
The Institute offers this fellowship to two candidates each quarter, selecting amongdistinguished scholars, intellectuals, former high-ranking of�icials of the armed forces ofPakistan, former diplomats and policymakers. The Institute has funding available for 8fellowshipsduringacalendaryear.
InternshipProgramme
The ISSI offers internship opportunities to promising under-graduate and graduate
students.Theobjectiveofthisinternshipistogroomandtrainstudentsinresearchmethods,
andorientthemtowardsdefenceandsecuritystudies.

InternationalCooperation
The ISSIhas signedmemorandumsofunderstanding (MoUs)withover30 institutesand
think-tanks in 24 countries. Under these MoUs, the Institute holds bilateral
dialogues, hosts scholars from partner institutes, and organises joint seminars and
conferenceswiththem.ThesearrangementsalsofacilitateresearchvisitsoftheInstitute's
ResearchFacultytoforeigninstitutions.

TheISSIconvenesnationalandinternationalconferencesandseminarsonaregularbasis.
Distinguishedscholarsandpolicymakersare invitedtoaddress in-housemeetingsof the
ResearchFaculty.TheInstitutefrequentlyorganisesroundtablediscussions,publictalksand
booklauncheswiththeaimofpromotingacultureofdialogueandopendebate.Participants
at these events usually include foreign diplomats, senior government of�icials, military
experts,leadingacademics,andcivilsocietyactivists.Mostoftheseeventsareopentothe

LibraryandDocumentationCentre
The Institute's library has over 15,000books, and subscribes to 68 printed national and
internationaljournals.Itsdocumentationsectionmaintainsvertical�ileson111subjectsand
indexcardson211issues.Thelibraryresourcescanbeusedbyacademics,researchersfrom
think-tanksanduniversities,aswellasstudents.
Publications
The Instituteuses itswebsite andprintmedia topublish its researchpapers, conference
reportsandcommentsoncontemporaryissues.Itsmajorpublicationisthepeer-reviewed
quarterly research journal Strategic Studies.The ISSIperiodicallypublishesPolicyBriefs,

TheInstituteofStrategicStudiesIslamabad(ISSI)organisedaseminaron“TheMountingChallengesinPakistan-IndiaRelations”onJune23,2015.Thekeynotespeakerattheseminarwas Senator Raja Zafar ul Haq, Leader of the House, Senate of Pakistan. Other eminentspeakers at the seminar included,Lt.Gen. (Retd.)WaheedArshad,Mr.AhmarBilal Soo�i,formerLawMinisterandAdvocateSupremeCourtofPakistan,Dr.RifaatHussain,HeadofDepartment, Government and Public Policy, NUST, Lt. Gen. Aonedayseminaron“FATA:Stability,IntegrationandReconstruction”wasorganisedbyISSI,on August 4, 2015. Welcoming the Chief Guest, Governor Khyber Pakhtunknwa, SardarMahtabAhmedKhanAbbasi,theDirectorGeneralInstituteofStrategicStudiesIslamabadAmbassadorMasoodKhan,saidthatFATAisthekeystoneofournationalsecurityandoneofthetopprioritiesoftheStateofPakistanwastoendthe�ightintheterritoryofFATAandtopave the way of economic growth and prosperity of people of FATA. Governor, KhyberPakhtunknwa,SardarMahtabAhmedKhanAbbasihighlightedtheimportanceofstability,integrationand reconstruction inFATA, said that theprocessof stability; integrationandreconstructionareco-relatedandaresimultaneousonthepathofprogress.

Afghanistan:TheFutureofPeaceNegotiationafterMullahOmer
August21,2015
Cognizant of political development arising after thedeath ofMullahOmer, a seminarwasorganised at ISSI onAugust 21, 2015 tohighlight the impact of ongoingpeaceprocess inAfghanistan. The keynote speaker at the seminar was His Excellency Ambassador Franz-Michael Mellbin, the EU Special Representative for Afghanistan. Other speakers includedAmbassador(Retd)RustumShahMohmand,formerAmbassadortoAfghanistan,Lt.General(Retd)AsadDurrani,Dr.MoeedYusuf,DirectorSouthAsiaProgrammesattheUnitedStatesInstituteofPeace;andDr.SarfrazKhan,Director,AreaStudyCentre,UniversityofPeshawar.
TheDirectorGeneralISSI,AmbassadorMasoodKhan,inhisopeningremarks,highlightedthe importance of peace in Afghanistan for Pakistan and the region, especially after thedrawdownofNATOforcesinAfghanistan.HenarratedtheimportantroleplayedbyPakistanonthe insistence of international community in bringing all the stakeholders to the table toresumethedialogueprocess.AmbassadorKhanalsopointedoutthatPakistanhadnovestedinterest except peace in Afghanistan, and remained committed on resuming the dialogueprocesswithoutdelayafterthedeathofMullahOmer.
ThespeakersattheseminarconcludedthatinordertobringlastingpeaceinAfghanistanandtheregion,talkswereastepintherightdirectionandtheinternationalcommunityshouldcreateafavourableenvironmentforallthestakeholderstohaveadialogue.ThespeakerslaudedtheeffortsofAfghanPresidentMr.AshrafGhaniandthePakistanGovernmentintheroletheyplayedinthepeace Process.ElaboratingthepositivechangeinrelationsbetweenAfghanistanandPakistanafterPresidentGhanihadcomeintopower,thespeakersviewedthatitwouldbringhugeopportunityforbothcountriestogetridofthehomegrownand

externalTalibanwiththesupportbeingprovidedbyallmajorpowers.WhiledeliberatingonfutureofpeaceprocessinAfghanistan,itwassuggestedthattheemergingISthreatintheregionanditsnegativeimpactitcouldhaveforallcountriesshouldnotbeignoredortakenlightly.

NationalUnity:ACriticalFactorinNationalSecurityofPakistan

Aseminartitled“NationalUnity:ACriticalFactorinNationalSecurity”incollaborationwiththeDepartmentof InternationalRelations,NationalDefenceUniversity (NDU), IslamabadwasorganizedonSeptember8,2015.Theseminarfocusedontheimportanceofnationalunityinstrengtheningnationalsecurity.Lt.Gen(R)AbdulQadirBaloch,FederalMinisterforStatesandFrontierRegion,whileaddressingtheseminarsaidthatPakistan'sconvalescenteconomy,theChina-PakistanEconomicCorridor,andthemilitary'ssuccessful�ightagainstmilitancy are the reasons to be sanguine about the future yet he emphasised upon thesigni�icanceofmaintainingnationalunityinthesecrucialtimeswhenanumberofelementswereworkingtodestabilizePakistan.
Earlier,inhiswelcomeremarks,DirectorGeneral,ISSI,AmbassadorMasoodKhan,saidthatdespiteitsdiversity,Pakistanisaunitednation,whichhasalwaysstoodtogetherinthefaceofmanyodds.Kashmir,nuclearpowerandcricketstrengthenthebondofnationalunity.He,however,cautionedthatnationalunityshouldnotbetakenasagiven:ithastobenurturedwith care and with continuous efforts. Distributive justice and inclusive economic andpoliticaldevelopmentconducetonationalunity,whereasinequalityandeconomicdisparityundermine it. NationalSecurity:Pakistan'sEnergyRequirements

Theseminaron“NationalSecurity:Pakistan'sEnergyRequirements”,wasorganisedbytheInstitute of Strategic Studies, Islamabad (ISSI), in collaboration with the Department ofInternationalRelations,NationalUniversityofModernLanguages(NUML),Islamabad.
TwoFederalMinisters—Mr.ShahidKhaqanAbbasi,FederalMinisterforPetroleumandNaturalResourcesandMr.KhawajaMuhammadAsif,FederalMinisterforWaterandPower,dealingwiththeenergycrisesinPakistanchairedtheseminar.
Thisinauguralremarks,Mr.KhaqansaidthatenergycrisisinPakistanarecomplex;notonlythereissevereshortageofenergy,buttherearealsomultipleissuesofgovernancesuchaspoortransmissionandregulations.Thepresentgovernment,however,isfullycommittedtoresolvethiscrisisthroughshortandlong-termmeasures.Themostfeasible,economical,andef�icientsolutiontothiscrisisisgas.AndthegovernmentisworkinghardtomakemoregasavailablefortheenergygenerationasitisnotonlyimportingLique�iedNaturalGas(LNG)buthasalsoredoubleditseffortsatdomesticexplorationofgas.
TheinauguralsessionwasalsoaddressedbyKhawajaMuhammadAsif,FederalMinisterforWaterandPower,whodispelledthenotionthatPakistanshouldprioritisehydelpower,arguingthathydelpowercouldnotbethebase-loadbecauseitisnotavailablethroughouttheyear.Othersourcessuchasgas,coalandnucleararefarmorereliableandqualifytobethebase-loadforPakistan'senergysupplyfortheirbetterreliabilityandef�iciency.Nuclearpowerplants,forexample,haveachieved86%ef�iciencyinrecentyearsinPakistan.

Earlier,inhiswelcomeremarks,DirectorGeneral,ISSI,AmbassadorMasoodKhan,saidenergyhasbecomeanationalsecurityissueforPakistan.Itisalsoapolitical,economicandsocialissue.Availabilityofenergyresourceiscrucialforspurringourindustry,acceleratingagricultural growth, meeting consumer demands, mobilising domestic investment, andattractingforeigndirectinvestment.Wealsoneedmoreenergytocreatejobsandstartnewbusiness.Suf�icientandsecuresupplyofenergywouldresult inpromotingnewbusinessavenues,reducingemploymentrate,promotinghighergrowthandexports.

ThedelegationfromCACDAwasledbyAmbassadorShaZukang,HonoraryPresidentofCACDAincludedMr.ChenKai,VicePresidentandSecretaryGeneral,CACDA,AmbassadorLiChanghe,SeniorAdvisertoCACDAAmbassadorofChinatoPakistan,H.E.Mr.SunWeidonginauguratedtheseminar.
AmbassadorMasoodKhan, Director General, Institute of Strategic Studies, IslamabadopenedtheinauguralsessionwithhiswelcomeremarkssayingthatstrongrelationswithChina were the cornerstone of Pakistan's foreign policy. He added that Pakistan-Chinafriendshiphasstoodthetestoftime,andisexpectedtofurtherdeepeninthecomingyears.

Mr. Khalid Banuri, Director General, Arms Control and Disarmament Affairs (ACDA),Strategic Plans Division, expressed concern over the increasing conventional disparitybetweenIndiaandPakistan,developmentofdestabilizingsystemsliketheBallisticMissileDefencesystem,andaggressivedoctrinebyIndiaandtermeditachallengetoachievepeaceintheregion.

The Institute of Strategic Islamabad (ISSI) organised a public talk on “Pakistan–German
Relations”onJune30,2015.TheAmbassadortracedthechronologicalhistoryofbilateral
relationssharedbetweenPakistanandGermany,startingfrompre-independenceperioduntil
presentday.TheAmbassadorsaidthathisgovernmenthasappreciatedPakistan'sbalanced
approachintheregionanditssacri�icesto�ightagainstterrorism.

TheDirectorGeneral,ISSI,AmbassadorMasoodKhaninhiswelcomeaddress,saidthattheannualUnitedNations21stclimatechangeConferenceoftheParties(COP21)undertheUNFrameworkonClimateChange(UNFCC)fromNovember30toDecember11,2015willbehostedbyFrance.
The main objective of the COP21 will be to review the implementation of the 'RioConvention'thatwasadoptedattheRioEarthSummitin1992astheinternationalresponsetoclimate change. The convention sets out a framework for action aimed at stabilizingatmosphericconcentrationsofgreenhousegases(GHGs)toavoid“dangerouseffects”.
H.E.Mr.SartajAziz,inhiskeynoteaddressattributedthedevastationcausedbymassive�loodsin2010and2011andarecentdroughtinSindhprovincetotheerraticbehaviourontheclimaticsystem.

Speaking on the occasion, Dr Pervaiz said that Pakistan has to follow global energygenerationtrendbyincreasingnuclearenergygenerationsharewhichatpresentislessthan5per cent, and to plan an ef�icient energymix systemwhich is poorlymanaged with oil,hydropowerandgas.

Mr.Soo�ihighlighting the legalaspectsof IndusWaterTreaty raised two fundamentalquestions:whetherawatersecuritythreatasanissuecouldberaisedoutsidethetreaty,andwhether India has an obligation under general principles of International Law to allowminimum�lowinEasternRiversforconservationandriverecology.
Based on his research,Mr. Soo�i concluded that the IndusWater Treatywas never apoliticalsolutiontotheproblem.Infact,itwasmoreaboutmanagingwaterresourcesthanitsresolution. The fact that thewater dispute involved thedisputed territory of JammuandKashmirevenmadethingsmoredif�icultforPakistan.
