INTRODUCTION WHAT IS E-GOVERNMENT

E-Government is defined as an advanced governmental organization, which is reengineered and reorganized on the basis of the Information & Communication Technology (ICT).[1]

E-government means applying information and communication technologies by government agencies to communicate with citizens, business and employees in order to prepare and deliver services effectively and efficiently [3]. These interactions form three aspects of e-government: G2C, G2B, G2E.

E-Government is introduced with the goal of making it the promising type of future

government, which will function differently and better than in the past.[1]

Lesotho has index of 0.350 and rank of 136 that indicates low ability of implementing e-

government in Lesotho

Prime concern; to review the vision, the objectives and the strategic framework of the

e-Government

LITERATURE REVIEW The SWOT analysis; Analysis of Strengths, Weaknesses, Opportunities and Threats, assists in pointing up on the areas that should be treated in administering e-Government within an advanced democratic state [1]

A SWOT; gain insights into the past and think of possible solutions to existing or potential problems

SWOT and PEST together have been used as determinants to evaluate the current state of e-Government in Iran and its preparedness (2011) [2]. Both analysis methods have also been used for the same purpose in Singapore the analysis was carried out to examine factors affecting the development of e-Government in Singapore, after Singapore fell from 7th place in 2004 to 11th place in2005 in terms of e-readiness [4].

A SWOT analysis is used for the evaluation of the current state of e-government services in Greece [5].

METHODOLOGY• Use secondary data from literature and government materials to describe the context, and

contact analysis with SWOT and PEST methods together to respond to the investigation questions

The SWOT Analysis is one of several strategic planning tools that are utilized by businesses and other organizations to ensure that there is a clear objective defined for the project or venture, and that all factors related to the effort, both positive and negative, are identified and addressed [5]

Strengths; attributes or characteristics within the organization that are considered to be important to the execution and ultimate success of the project

Weaknesses; internal factors that could prevent the achievement of a successful result to the project

Opportunities; external elements that will prove helpful in achieving the goals set for the project

Threats; external factors that could threaten the success of the business venture

CONCLUTIONMany strengths and opportunities fuel the development of e-Government in Lesotho such as economic policies, political willingness, robust educational system.

Threats and challenges; significant increase in the number cyber crimes, security and privacy.

There is a need custom-oriented organization to take advantage of the opportunities
