Te Quarterly panorama o European business statistics has the objective o urnishing readerswith an instrument which will allow them to ollow the evolution o short-term economic trends inrelation to the business sector o the economy (as de ned by NACE Rev. 2 Sections B to N).
Tis is the ourth edition o the publication in 2011; it is produced by Eurostat Unit G3 - responsibleor short-term business statistics (S S). Te publication is released on a regular, quarterly basis.
Te S S database is based on the NACE Rev. 2 classi cation and the base year or indices is currently 2005=100. Te classi cation (NACE Rev. 2) has been modernised by introducing new detail tore ect di erent orms o production and emerging industries. Te detail o the classi cation hassubstantially increased in service-producing activities. NACE Rev. 2 provides a better picture o theoverall economy and acilitates international comparisons.Te publication ollows the structure o the S S Regulation, inso ar as it presents a selection o key indicators or industry, construction, retail trade and other services. Among the most importantindicators are a set o Principal European Economic Indicators (PEEIs) that are essential to theEuropean Central Bank or reviewing monetary policy within the euro area.
Data sources are included under each table and graph throughout the publication. Te codesthat may be ound as part o the source have been introduced to allow readers to easily access themost recent data on Eurostats website. By clicking on these hyper-links in the PDF version o thepublication, users are led directly to the relevant table on Eurostats website. Te links open completedata sets in a web browser using Eurostats Data Explorer application. Note that the data on thewebsite is requently updated and may also be more detailed or be available in a variety o di erent

while the reduction in activity was around20 % in Bulgaria, Italy and Finland. In contrast,industrial production had returned to its pre-crisis level in Ireland, Austria and Romania,and was higher than be ore the crisis in Slovakia(4.1 %), Belgium (5.6 %) and Poland (12.7 %).
Te slowdown in industrial activity in September2011 was evident or each o the main industrialgroupings (MIGs). Seasonally adjusted indiceso production in the EU-27 ell at a relatively modest pace (-0.3 %) or the manu acture o consumer non-durables between August andSeptember 2011, while the declines or energy-related activities (-1.2 %), and the manu actureo intermediate goods (-1.7 %) and consumerdurables (-1.9 %) were similar in magnitudeto the overall losses recorded or the whole o industry; by ar the largest contraction in activity was posted or the manu acture o capital goods(-3.0 %). Almost hal o the overall reduction inEU-27 industrial output in September 2011 couldbe accounted or by the manu acture o capitalgoods, while the manu acture o intermediategoods (which is the largest o the MIGs) accounted
or just over a third o the decline.
Te downturn in EU-27 activity in September2011 was apparent or almost all industrialactivities, as the manu acture o beverages
(NACE Rev. 2 Division 11) and the manu actureo tobacco products (Division 12), were theonly NACE divisions to record an expansion inactivity, 3.1 % and 1.9 % respectively. Tere was aconsiderable reduction in output or most miningand quarrying activities (Divisions 05, 07 and 08),as well as or the manu acture o motor vehicles(Division 29) and machinery and equipment(Division 28); each o these activities saw theiroutput decline by an amount between 3.2 % and5.2 %. In the euro area, industrial output rose or just our NACE divisions in September 2011, withan expansion in activity or the mining o metalores (Division 07), the manu acture o beverages,the extraction o crude petroleum and naturalgas (Division 06) and the manu acture o othertransport equipment (Division 30).
Tere were eight Member States that reportedgrowth o at least 1.0 % in their seasonally adjusted indices o production or total industry between August and September 2011 and thesewere mainly in central and eastern Europe;

Having grown during the summer months o July and August 2011, the EU-27s seasonally adjustedindex o total industrial output ell in September2011 by 1.3 % when compared with the monthbe ore, while the corresponding rate or the euroarea saw output alling at a aster pace, down by 2.2 %.
EU-27 industrial output remained 8.8 % lower inSeptember 2011 than it had been at its peak (inApril 2008) prior to the nancial and economiccrisis. Latest gures show that industrial outputwas approximately 25 % lower than it had beenprior to the crisis in Spain, Cyprus and Greece,

there was no change in output in the UnitedKingdom. A downturn in industrial activity wasapparent or just over hal (14) o the EU MemberStates in September 2011; the largest declines inindustrial production (compared with the monthbe ore) were posted by Estonia (-10.9 %), Portugal(-5.8 %) and Italy (-4.8 %). However, the relativesize o the German industrial economy meantthat it accounted or almost hal o the totalreduction in EU-27 output that was registered inSeptember 2011, while more than one third o thedecline could be attributed to Italy and almostone seventh to France.
EU-27 industrial activity in September 2011 wasabove its level o a year be ore, on the basis o acomparison o working day adjusted indices;the index o production or total industry was2.3 % higher in both the EU-27 and the euroarea. Across the EU Member States there was aconsiderable di erence in the development o industrial output between September 2010 andSeptember 2011. Relatively high growth rates (inexcess o 5 %) were recorded or Germany as wellas several Member States in central and northernEurope, including all o the Baltic States, Poland,Slovakia, Sweden, Austria and Romania. Incontrast, industrial output was lower than it hadbeen a year be ore in nine o the Member States,this group was mostly composed o countries
rom southern Europe, but also included Finland,Denmark and the United Kingdom. Te biggestdecline in activity was posted in Cyprus (-15.7 %),while output ell by 2.7 % in Italy, 2.3 % in Greece,2.2 % in Denmark, 2.0 % in Portugal, 1.8 % inSpain and 1.7 % in Malta.

Index o new orders
Te seasonally adjusted index o total new ordersor manu acturing industries working on orders
in the EU-27 ell or the ourth consecutive monthin September 2011. Te latest gures also markedthe most sizeable reduction in new orders duringthis our-month period, as orders ell by 2.3 % inthe EU-27 and 6.4 % in the euro area. Domesticnew orders in the EU-27 ell by 6.9 % betweenAugust and September 2011, while the reduction
or non-domestic new orders was about hal thislevel (-3.3 %).
Among those countries or which data areavailable (all except Belgium and Cyprus), therewas an almost equal split in the number o
Member States that reported an expansion in neworders and those that recorded a weakening o order books. O the 12 that recorded an increasein orders, the highest rates o growth (over 3 %)were registered in Denmark, Latvia, Poland, theCzech Republic and Ireland, while six centraland eastern Member States and the Netherlandsalso reported positive rates. In contrast, thebiggest contractions in new orders was recordedin Italy (-9.2 %) and Estonia (-9.1 %); there were
also considerable reductions or the other majorEU economies: France (-6.2 %), Spain (-5.3 %),Germany (-4.4 %) and the United Kingdom(-1.9 %).
Each o the 12 NACE Rev. 2 divisions or whichin ormation on new orders are compiled reporteda reduction in total new orders received betweenAugust and September 2011. Seasonally adjustednew orders ell by 43.7 % in the EU-27 or themanu acture o other transport equipment(Division 30) and by 6.5 % or the manu actureo electrical equipment (Division 27) and 4.0 %
or the manu acture o basic metals (Division 24).Te losses or the other industrial activities weregenerally within the range o -1 % to -3 %, aside
or the manu acture o chemicals and chemicalproducts (Division 20), where there was littlechange (-0.4 %).
Indices o labour input
Te EU-27 seasonally adjusted index o employment or total industry (excludingconstruction) increased by 0.3 % in the secondquarter o 2011 (compared with the previousquarter); this was the rst time there had beenthree consecutive quarters o growth since thesecond quarter o 1998. Finland (1.8 %, thirdquarter o 2011) and Lithuania (1.7 %, secondquarter o 2011) reported the highest increasesin employment within their respective industrialeconomies, while positive developments werealso recorded in another 13 Member States (noin ormation or Italy or the Netherlands). At theother end o the range, the index o the numbero persons employed ell in Ireland (-2.1 %) andCyprus (-0.9 %) in the second quarter o 2011 andSpain (-1.0 %), Bulgaria (-0.7 %) and Portugal(-0.5 %) in the third quarter o 2011.

Having risen or our consecutive quarters, theEU-27 index o hours worked or total industry (excluding construction) ell in the second quartero 2011 by 0.3 %. Tis change to a downwarddevelopment appeared to extend into the thirdquarter o 2011, as only one o the eight MemberStates or which data are already available orthe third quarter reported an expansion in thenumber o hours worked.
Te pace o growth or EU-27 industrial wagesand salaries index slowed somewhat in thesecond quarter o 2011, rising 1.3 % (comparedwith the quarter be ore). Te index o wages andsalaries or total industry rose in most o theMember States, but was more or less unchangedin Germany and Portugal in the third quarter o 2011, and in Denmark and Spain in the secondquarter. Te index ell at a more rapid pace in thesecond quarter o 2011 in the United Kingdomand Hungary (third quarter) both by -0.3 % aswell in Luxembourg (-1.7 %), Ireland and Greece(both -2.5 %).

Index o prices
With no change in June 2011, the EU-27s grossindex o domestic industrial output prices rose
by 0.4 % in July 2011 (compared with the monthbe ore), to all by almost the same amount (-0.3 %)in August 2011, be ore rising once again by 0.4 %in September 2011. Tis uctuating developmentcould be attributed to price changes or energy,as EU-27 industrial prices excluding energy roseby 0.1 % in each o the our months to September2011. On the basis o a comparison with the samemonth o a year be ore, EU-27 domestic outputprices were 6.8 % higher in September 2011; thisrate o change has been relatively stable since May 2011.
Domestic output prices within the MemberStates rose by as much as 1.7 % in Hungary inSeptember 2011 (compared with the monthbe ore), and by 1.1 % in Cyprus. Prices rose by up to 1 % in 17 o the Member States, while they remained unchanged in two countries, and ellin the remaining six Member States. Te biggestdecreases were recorded in Denmark (-0.7 %) andSweden (-0.8 %).
Te extraction o crude petroleum and natural gas(NACE Rev. 2 Division 06) and the manu actureo coke and re ned petroleum (Division 19)registered the highest domestic output priceincreases in the EU-27 in September 2011(compared with the month be ore), as prices roseby 5.2 % and 2.4 %. Other transport equipment(Division 30) was the only other activity (at theNACE division level) to record prices rising by anamount in excess o 1 %. At the other end o therange, the biggest price decreases were recorded
or the mining o metal ores (Division 07, -2.1 %),other mining and quarrying (Division 08, -0.3 %)and the manu acture o computer, electronic andoptical products (Division 26, -0.2 %).

Index o production
Afer a long period o contracting output (startingin early 2008), the EU-27s seasonally adjustedproduction index or construction showed anupturn (compared with the previous month)during the rst three months o 2011; this was,however, short lived, as negative rates o changewere recorded or our out o the six months romApril to September 2011. Construction output inthe euro area appeared to stabilise in 2011, withno sustained movement either towards expansionor urther contraction.
In the third quarter o 2011 month on monthrates o change or EU-27 building output moved
rom 0.8 % growth in July to a 1.4 % all inSeptember a similar development was observedin the euro area as growth o 1.2 % in July turned to a contraction o 0.6 % in September.Civil engineering output increased by 1.2 % inthe EU-27 in July, decreased in August (-0.5 %)and was relatively unchanged (0.2 % growth) inSeptember 2011.
Te 1.0 % decrease in EU-27 construction activity between August and September 2011 was drivenby a relatively strong decrease in France (-5.8 %),smaller decreases in the United Kingdom (-2.3 %)and Germany (-0.8 %), and to a lesser extent by bigger decreases in some o the smaller MemberStates, notably Portugal (-5.1 %).
Indices o labour input
Despite the relative stabilisation o constructionoutput early in 2011 the construction employmentindex continued to decline in the rst hal o theyear. In the EU-27 the seasonally adjusted indexdeclined 1.2 % in the second quarter o 2011(compared with the quarter be ore), the biggest
all since the rst quarter o 2010. Te situationin the euro area was similar: the last increase inconstruction employment was in the rst quartero 2008, and the most recent all in employment(-1.6 %, 2011 quarter 2) was the strongest sincethe beginning o 2010.
In the second quarter o 2011 the hours workedindex or construction in the EU-27 ell 0.2 %while in the euro area it ell 0.3 %: in both casesthe reductions were notably less than or theemployment index. Despite these contractions inthe volume o labour input, the wages and salaries
index increased in the second quarter o 2011, up0.4 % in the EU-27 and 0.5 % in the euro area.

costs in the second quarter o 2011, most notably a 4.3 % reduction in Slovenia.
Number o permits
Te seasonally adjusted index o the number o building permits or dwellings in new residentialbuildings ell 5.1 % in the EU-27 during the secondquarter o 2011 (compared with the previousquarter). Tis was the third consecutive quarterthat the rate o change had been over 5 %, with achange in sign or each quarter, as an increase inthe rst quarter o 2011 was sandwiched between
alls in the ourth quarter o 2010 and the secondquarter o 2011. Tese uctuations came afera period o relative stability, as the index hadrecorded more modest growth ( rom 0.3 % to2.8 %) or each o the previous six quarters.
Germany recorded a 5.7 % increase or the indexo the number o dwellings or which buildingpermits were issued in the second quarter o 2011, while France recorded an increase o 0.9 %(early third quarter results show a 5.1 % increasein France). In contrast this index ell by 7.0 % inthe United Kingdom in the second quarter o
2011 and by 24.2 % in Spain; six other MemberStates recorded a double-digit all in the secondquarter o 2011, notably Estonia where the indexmore than halved (-55.2 %).
Te seasonally adjusted index o the use uloor area o o ce buildings or which building
permits were issued decreased by 8.1 % in the EU-27 during the second quarter o 2011 (comparedwith the previous quarter). Tis continued asequence o alternating positive and negativerates o change established since the beginningo 2009: overall these relatively large changes,
ofen over 5 %, have cancelled each other out asthe index level in the second quarter o 2011 was just 2.2 % lower than in the rst quarter o 2009.
Construction costs
In the second quarter o 2011 construction costsor new residential buildings rose by 1.0 % in the
EU-27 when compared with the previous quarter
(0.6 % in the euro area): this was the seventhconsecutive quarter on quarter increase in theEU-27 (sixth in the euro area).
In the EU-27 material costs increased asterthan labour costs in the second quarter o 2011, a pattern that has been maintained or sixconsecutive quarters: between the ourth quartero 2009 and the second quarter o 2011 materialcosts in the EU-27 rose 7.9 % while labour costsrose 3.3 %.
All o the larger Member States recorded a rise inconstruction costs in the second quarter o 2011,ranging rom 0.6 % in France, through 0.8 %in Spain and 1.0 % in Germany, to 2.2 % in the

Volume o sales or retail trade
Having reached a low in August 2009, thetrend cycle o the volume o sales in retail tradeclimbed gradually in the EU-27 through toSeptember 2010 be ore alling back in the periodto September 2011. In the euro area the sameindex grew rom the same low point (August2009), peaking a month earlier in August 2010.Te overall magnitude o the recent negativerates o changes was small as can be seen romthe working day adjusted series: the latest indexlevel (September 2011) or the volume o sales inretail trade was 0.8 % lower than one year earlier
in the EU-27 (1.3 % lower in the euro area). Asimilar analysis o working day adjusted indicesor ood, beverages and tobacco retailing shows
that the EU-27s volume o sales index ell 0.4 %in the year to September 2011; or the retailing o non- ood products (excluding uel) the index ell0.8 % while or uel retailing the index ell 3.7 %.
In September 2011 the seasonally adjusted indexor the EU-27s volume o sales in retail tradeell 0.3 %. Just under hal o the Member States
recorded a all in their volume o sales index (datanot available or our Member States), includingFrance and Spain where reductions o 0.6 %and 1.7 % respectively were recorded; Slovenia(-2.1 %) and Portugal (-3.7 %) recorded the largestreductions. In contrast, nine Member Statesrecorded an increase, including gains o 0.8 % inthe United Kingdom and 0.3 % in Germany; thelargest increases were recorded in Poland (2.4 %),Luxembourg (1.5 %) and Finland (1.3 %).
Index o turnover
In the second quarter o 2011 the EU-27 seasonally adjusted turnover index or services (as coveredby the S S Regulation) rose by 0.1 %; althoughonly a very small increase, this extended theunbroken series o positive quarter on quarterrates o change to eight. By the second quartero 2011 the index level was 11.4 % higher than itsmost recent low point in the second quarter o 2009, and was within 1.1 % o its pre-crisis peak (registered in the second quarter o 2008).
Te slight increase in the EU-27 services turnoverindex in the second quarter o 2011 resulted largely
rom relatively small increases (0.2 % to 0.3 %)in the two largest service activities in turnoverterms (wholesale trade and retail trade). Te

Te 1.0 % increase in employment oraccommodation and ood service (Section I) wasthe second largest among service activities in theEU-27 during the second quarter o 2011 and hadthe largest upward impact on the services total;only the smaller water transport activity had abigger increase (1.5 %). Other activities with arelatively large upward impact on the servicestotal were administrative and supportingactivities (part o Section N) and pro essional,scienti c and technical services (part o SectionM) where employment grew by 0.8 % and 0.5 %respectively. Te biggest all in the employmentindex was a decrease o 3.7 % recorded or thesmall activity o lm, television and soundproduction (Division 59); among the remainingactivities where employment ell the rate o change did not exceed -0.3 %.
Te latest rates o change (generally or thesecond or third quarter o 2011, data or Italy and the Netherlands are con dential) show thatservices employment ell in eight Member States:the largest decrease, by ar, was in Greece (down5.2 % in the second quarter) while Spain was theonly one o the larger Member States to record areduction in services employment (-0.5 % in thethird quarter). In contrast, Germany (secondquarter), France (third quarter) and the United
index was pulled up by increases o just over 1 %or some medium-sized activities, each o whichaccounted or between 3 % and 5 % o turnoverwithin the EU-27s services sector (as de nedby the S S Regulation). Gains were recorded
or land transport (Division 49), transportationsupport activities (Division 52) and legal andaccounting activities (Division 69 and Group70.2) and increases ranging between 3.0 % and3.7 % or even smaller activities including otherpro essional, scienti c and technical activities(Division 74), employment activities (Division78) and travel agencies and tour operators
(Division 79). Only a ew o the services coveredby the S S Regulation recorded a all in turnover,most notably a 1.0 % reduction or motor trades(the third largest activity, Division 45) as well as a2.9 % all or the smaller water transport activity (Division 50).
A small majority o Member States reportedservices turnover growing in the second or thirdquarter o 2011 (compared with the previousquarter) with ten Member States recording a all.Among the largest Member States, the UnitedKingdom recorded the astest growth in services
turnover, with a gain o 1.1 % in the third quartero 2011, ollowed by France with a gain o 0.8 %in the second quarter: these Member Statesconsequently had the greatest upward impacton the EU-27 average, ollowed by third quarterincreases o 1.3 % in Sweden and Finland and3.6 % in Romania. Spain (third quarter) andGermany (second quarter) recorded no changein turnover. Te 2.2 % all in services turnoverin Belgium in the second quarter o 2011 hadthe largest downward impact on the overall EU-27 average, ollowed by reductions o 1.9 % and2.2 % in Ireland and Greece.

Among the services or which an EU-27 priceindex is available the transport activities recordedthe biggest price changes in the second quartero 2011: sea and coastal water transport (Groups50.1 and 50.2) recorded a decrease in prices o -1.7 %, while air transport (Division 51) and road
reight transport (Group 49.4) recorded increaseso 2.7 % and 1.4 % respectively. For all otherservices, price changes ranged between -0.3 %( or telecommunications, Division 61) and 0.5 %( or employment activities, Division 78).
