Disadvantaged Business Enterprise (DBE) Goals

• DBE goal is 15% for both Maryland and the District. Separate DBE plans will be required for each jurisdiction.

• DBE goal must be met in each jurisdiction independently, and no “double-dipping” is allowed.”

• Adherence to DBE goals will be monitored and audited
