ACADEMICSOne day Seminar on “Energy Conservation Opportunities in Railways” was organized on 3rd Feb 2016. Objectives of the seminar were :-

l Idea Sharing on energy saving possibilities beyond

known areas.

l Aggregation of Challenges and Opportunities.

l Preparing a roadmap for implementation in Indian

Railways

As much as 20 presentations were made in the Seminar

which were attended by Senior Railway Officers,

Representatives of Top Renewable Energy Companies

(Suzlon, Tata Solar, Vikram Solar), Academic and research

institutes ( DTU, NIWE,TERI), Policy making bodies of

railways (RB, RDSO), Officers from division and zonal HQs

and Faculty members of NAIR. Ideas were shared among

Railway officers and experts in the field of energy

conservation. ISO 50001 Certification awarded to NAIR

was unveiled on the occasion.

ENCON-2015 was well covered by print media

A Program on Tenders and Contracts was held from 28th

Dec 2015 to 01 Jan 2016. 27 Officers from various

Railways and Production Units participated in the

program. Some of the Takeaway/Recommendations of

the Programme were-

l For small repair work, where OEM is not involved,

there is system of calling three quotations, in

which lot of time & effort is required. The powers

need to be enhanced for these works on single

quotation.

l Cash purchase from e-commerce sites has to be

encouraged for petty and off-the-shelf items.

l There is need of standardization of medicines in

Indian Railways, as there is variation in medicine

procurement over different railways.

l The specifications of various rolling stock items

have to be standardized and individual Zonal

Railways should not to be allowed to change the

drawings/specification, once standardized.

Five Day's Strategic Management Programme for Chief

Medical Directors of Indian Railways was organized from

08.02.16 to 12.02.16. In all 12 CMDs participated in this

programme. The programme was consisted of

Brainstorming session, open space discussion and

Presentations by CMDs on the theme of the programme

“How to make your hospital more hospitable”.

Inputs on Implementation of E-procurement system for

purchasing Medicine and Medical Equipment, Financial

Propriety, Prudence & IRMS, Issues in PME & Medical

Board, Non-communicable diseases – Prevention &

Treatment, Role of Diet in Non-communicable & lifestyle

diseases, Vigilance & IRMS, Innovation in CMP Selection

Procedure and Current concerns of IRMS were covered in

the Programme.

One day short visit to Safai Vidyalaya / Ahmedabad was organized to contribute to Prime Minister's “Swacha Bharat Abhiyan”.

PPP Module for IRAS Probationers - A one week course on 'Public Private Partnership' (PPP) was held from 15th to 19th Feb.2016 as part of the IRAS Probationers Centralized Training. The course was addressed by Professor G. Raghuram, IIM Ahemedabad, Shri V.N. Mathur, Ex. MT and Ex. MD/ Bharuch Dahej Railway Co. Ltd., ED(Finance)/RDSO, ED(PPP)/Railway Board etc. The probationers also gave interesting presentation on various aspects of PPPs. A field visit was organized to Mundra Port/Gandhidam, which is a successful 'PPP' model.

UIC World Security Congress: Shri Hemant Godbole, Sr. Professor Financial Management attended the 11th UIC World Security Congress between 8th and 10th of December 2015 conducted jointly by UIC (Union Internationale des Chemins de fer: a French acronym for International Union of Railways) and Security Directorate of the Railway Board. Shri Godbole presented a presentation on "Resource constraints and burden of expectations on security agencies, especially in the context of South Asia".

A new Online Trainees Registration software called "Indian Railways Training and Programme Management System” (IRTPMS) has been developed in January 2016. Ideas for Railway BudgetA Brain storming session was organized with more than 200 Probationary Officers undergoing their Group 'A' Foundation Programme for generating 'out of the box' ideas for enhancing the revenue for railways, customer satisfaction and giving world class experience to railway customers. Some of the important ideas generated during the session are -

Smart Card Based Service Delivery, Dedicated Food Court in Coaches, 3-D Advertising using of platform floors, Religious tourist Circuits, Dynamic pricing for advertisement, use of solar energy for railways , energy saving innovations , shopping complex at railway stations, gaming zones, stations as Heritage centers, door to door journey- pickup to drop, Loyalty rewards to customers etc. The session was very fruitful and generated lot of interest among participants and was
