MEETING NOTES

March 5, 2019

ATTENDANCE

Present: Chief John Reid, UPD Tim Sistrunk, HFA Jen Ross, Staff Council Marvin Pratt, EHS Mary Wallmark, Student Life and Leadership Mike Thorpe, Risk Manager

3. Monthly summary of UPD activities

Discussion regarding individual at Meriam Library, social media response, and UPD “Stay Away” order. Pratt and Guzzi shared stories of concern from students as well as incorrect rumors heard

on campus. Chief Reid clarified that individual was not a threat and that disruptive behavior is a

chronic issue at the library. Chief is working with Patrick Newell on a public use policy.

New Police Commander Chris Nicodemus has started on campus this week and is in orientation.

He has worked in Butte County for 20 years, previously for Oroville PD.

Two new officers (Gillam and Personius) are in week 10 of 26 at the academy and are doing well.

They will graduate in June and will then complete 12 weeks of field training on campus, working

with a mentor officer. Chief has great confidence in their future with UPD.

The Moonlight Safety Walk is still in the works; updates to follow.

Coffee and the Cops has been scheduled with Chico PD in early April. Last year’s event was a

successful way for students to interact with UPD officers.

Review of February 2019 activity. 40 formal reports were written, mostly misdemeanor crimes.

Some reports get transferred to other departments like FMS or Student Conduct.

Guzzi requested follow up from Chief Reid about incidents for key card access/ locking doors, so

that FMS can target fixing any buildings on campus where there are repeat issues.

Discussion of bike and skateboard stops and complaints. Master planning has revealed interest

in creating a bike path north of the creek (east/west from Yolo all the way to Holt). UPD wants

to encourage positive contact between officers and students rather than bike and skateboard

citations. Chief is working with Alejandra from AS on partnering with the bike club to provide

coffee coupon cards to reward students who are obeying rules and parking bikes.

4. Current issues facing law enforcement throughout the CSU system as well as the state of California

Discussion of Sacramento police officers who were not charged in the Stephon Clark case, rules

of engagement and use of force. Over time, training for officers could shift as a result.

Camera use policy is still awaiting feedback from the Chancellor’s Office. For now, Chico State is

using its local use policy. Delay in policy has had a fiscal impact. Chief is to follow up with CO.

5. Report on any meetings with Academic Senate, Cabinet, various constituency groups

Chief is working with staff from the Meriam Library about public use policy. There are acute

issues with nonaffiliated patrons visiting the library and disturbing the environment and various

levels of discomfort with the situation. Some staff members are interested in restricting library

access especially after 5pm. It may be helpful to use the library as a case study for restricting

access to buildings on campus to see what the community’s response is and how we can

successfully set boundaries and expectations.
