Welcome On behalf of this year’s Committee, it is our great pleasure to welcome all new and returning members to season 2017. Our association has a proud record of referee development with new members starting their refereeing journey officiating in mini modified matches with the assistance of our supportive group of referee coaches and mentors. From here referees will have the opportunity to progress through the grades, on their way to achieving their individual goals. Building on the successes of 2016 this year promises to be an exciting and challenging year. Our high standards of development have ensured the on-going success of our association with our members facilitating high level representative fixtures and in the NYC and Intrust Super Cup Competitions. The TDRLRA is committed to helping you get the most out of your involvement in the game of Rugby League.
Document Purpose This document provides general information and outlines expectations of TDRLRA members in season 2017. These guidelines have been set to both ensure the safety of match officials & to ensure the association is able to function. Failure to meet these expectations may result in members being subject to disciplinary action, which may include exclusion from appointments or events.

Referees’ Coordinator The Referees’ Coordinators have overall responsibility for the appointment of referees to all matches
played within the Townsville district and under the jurisdiction of the Townsville and Districts Junior
Rugby League. The Coordinators will also be involved in the organising of training and work under the
guidance of the Coaching and Development Manager to facilitate the coaching and development of
referees.
Appointments As a referee in the Townsville & District Rugby League Referees association, you will be appointed to fulfil appointments on a weekly basis. Failure to fill appointments puts an added burden

on the rest of the referees group who have to fill the gap left by your absence. This in turn has flow on effects for referee morale and in turn retention. Appointments will be:
Released by 7pm Tuesday each week on TDRLRA Facebook Page (Closed Group for access to this group click join)
Updated throughout the week and as such they need to be checked regularly
Should be checked one final time on a Thursday night or Friday Morning to ensure any last minute changes to appointments is identified.
If you are unavailable for any appointments, the junior coordinator should be advised by 5pm Wednesday afternoon.
If you have any regular unavailability (i.e. playing, working, etc.) The Junior coordinator needs to be advised so these can be recorded
Failure to advise of inability to meet your appointments may result in you being excluded from future appointments
Game Day Must arrive at least 30mins prior to kick off of your first appointment. In circumstances where
referees will be late to appointments, the Junior Coordinator should be advised as soon as possible with an estimated time of arrival. The 30mins of preparation time is crucial for referees to warm up & get dressed for their appointment
On-Field gear (Shirt, Shorts, Socks & Whistle) will be provided at referee’s first appointment.
Referees should bring a bag to every appointment containing o Hat o Water Bottle o Sunscreen o Snacks or money for canteen o On field Shirt o On field Shorts o On field Socks o Boots or Joggers to referee in
Referees should ensure they are adequately hydrated throughout the day, a water cooler is provided in the referee’s room for filling of water bottles. Water is provided at other venues as required.
Referees should not leave the venue where they are appointed until all their appointments are filled
Referees should get changed in the appropriate change room & not in the main referees room
Bags should be stored in the appropriate change room & not in the main referees room
Referees room should be kept clean and all rubbish should be disposed of in the bin provided
Only Registered TDRLRA referees are allowed in the Referees Room. Parents are welcome in the concreted area in front of the room inside the fence.
Swearing will not be tolerated
Referees should arrive suitably dressed in their off field attire i.e. Association shirt keeping in mind they are representing the referees association (including Closed in footwear)
Payments
Match payments will be made monthly.
Payment is made directly into referees bank accounts
Bank details must be provided in order for payment to be made. (Account Name, BSB Number & Account Number)

Training Tuesday 5:30pm – 6:45pm: Skills Training
Tuesday 6:30pm – 7:45pm: High Performance Training (Fitness Based)
Wednesday 5:30pm – 6:45pm: Repeat Skills Training
Referees should aim to attend at least one session per week & should advise if they are unable to attend any training
Failure to attend any training may jeopardise a referees inclusion in future appointments
Fitness Refereeing Rugby League is essentially an endurance task. However, the physical demands on you will vary from match to match depending on the style of play and the skill and fitness level of the players. TDRLRA is very keen to raise the awareness in every referee, at whatever level, of the major improvement in refereeing performance that can be gained by a high level of fitness. Attending training will assist you in developing your fitness levels. We encourage referees to be fit to referee rather than referee to keep fit
Referee Accreditation, Information & Courses
Referees are required to be registered for a level 1 referee’s course prior to taking the field to referee.
Level 1 Referee courses will be scheduled by the NRL Referee Development team throughout the season & will cost referees $25 to attend
A referee updates are completed annually for all referees. Returning referees are expected to attend at least one referee update per year to keep their accreditation up to date
Representative & Higher Appointments
All appointments are made as a result of a number of considerations including availability, training attendance, experience, ability, etc. Both on and off the field.
If referees have concerns in regards to appointments they should contact The Junior or Senior Coordinator to discuss
Any requests for particular appointments will only be considered in line with the criteria outlined in first point.
Mini Mod Cowboys appointments will be rotated around junior referees in line with the above criteria
Refereeing Games
You should only officiate in matches that you have been appointed to, or have been officially advised to by the Referees’ Coordinators. On the Monday following the weekend matches, the updated appointments for the previous weekend will be posted in the Members Only area of the Association Facebook page and sent via email.
It is your responsibility to check the changes to the appointments and that the games that you officiated are reflected on the appointments on Facebook and Email.
Apparel Distribution
Referees will be provided with their on-field apparel and Association shirt prior to their first appointment with no out of pocket cost to the individual if an active member for a minimum of 6mths from date of issue.
A fee of $100 will be payable to the Association should a referee choice to leave prior to that 6mth period
Subsequent replacement of apparel will be at the members expense
Additional Association polo shirts can be purchased outright subject to availability

Code of Conduct It's important for all TDRLRA Members and associates of rugby league in general to make
themselves familiar with the NRL Code of Conduct which binds us. Breaches of this code may result in disciplinary up to and including suspension from the association. This code also covers posts made on your own personal Facebook page outside of this page:
As per the NRL Code of Conduct in relation to Public Comment:
"(1) No Club or person bound by this Code shall comment adversely on, or with respect to:
(a) The ARLC;
(b) The NRL;
(c) An officer or employee of the ARLC or the NRL (including the Chief Executive Officer and the Salary Cap Auditor);
(d) The NRL Competition;
(e) The National Youth Competition;
(f) The Related Competitions;
(g) The Representative Competitions;
(h) The Other Competitions;
(i) A Club;
(j) The performance of a Match Official; or
(k) Any matter which has been, is, or is likely to be, the subject of a proceeding before the ARLC, the NRL Judiciary, the Match Review Committee, the Anti-Doping Tribunal, the Salary Cap Review Committee, the NRL Appeals Committee or any other committee or tribunal established by the ARLC or the NRL;on the Internet or on a public occasion.
(2) For the purposes of sub-Rule (1), “comment adversely” means to make any comment, whether orally or in writing, or to perform any action that is or might:
(a) Be detrimental to;
(b) Bring into disrepute;
(c) Be inconsistent with;
(d) Be contrary to; and/or
(e) Be prejudicial to; the best interests, image or welfare of the ARLC, the NRL, the NRL Competition, the National Youth Competition, the Related Competitions, the Representative Competitions, the Clubs or the Game.
(3) For the purposes of sub-Rule (1), the expression “on the Internet” means that the comment was made or the action was uploaded, stored, recorded, transmitted or otherwise conveyed:
(a) On a website;
(b) On a blog;
(c) Via Internet social media, networking and/or communications platforms such as Facebook, My Space, Twitter, Bing, Digg or Messenger.
(4) For the purposes of sub-Rule (1), the expression “on a public occasion” means that the comment was made or the action took place:
(a) In a public setting;
(b) To, or in the presence of any person that is known or ought to be known as a member of the Media; or
(c) When it is known or ought to be known that the comment or action may be reported in the Media.
