Theydon Wins “Best Kept Village Award 2007”

We are very pleased to have won the Calor Gas sponsored Best Kept Village Award

2007 for „Best in Class 2‟ (villages with a population of 2,000 – 5,000) run by the

Rural Community Council of Essex. We were judged against 15 other entrants in our

class, and the competition as a whole had over 80 entrants. In winning we received a

cheque for £150, a framed certificate and the Whitmore Trophy plaque which will be

on display in the Village Hall. We are allowed to keep the Best Kept Village Sign,

which has been put up on the Village Green, for one year.

The outright winner of the competition was Ashdon with Helions Bumpstead in

second place and Wickham Bishops third, which shows the quality of the

competition we are up against. We would like to extend our appreciation to all those

who have helped in winning and our thanks go to our hardworking and amiable street

cleaner, Sean Watson, who we hope will be able to stay in the Village as Sita will

being taking over the re-cycling and street cleaning contract in November.

We are very lucky that so many people will still come and visit our gardens despite

the weather! The stalwarts were out in force and although numbers were only half of

last year we still made a healthy £2,000 profit. We thank most sincerely all those

involved with the day. Special thanks to the gardeners of course who work so hard to

make their gardens special and thanks too to all those helpers without whom we

could just not run the day.

Next year we, personally, will not be organising the event although we will be

helping. So if you would like to be involved in the

organisation of the day (you don‟t need to be a

gardener!) there are many aspects you could help

with - correspondence, advertising, publicity and

lots of chat to lovely people.

has been running for 27 years so we do hope you

can help keep it going.

Parish Council Chairman’s Report

At the moment, (the end of August), I am in the middle of moving house and so I‟m

afraid my report will be a little shorter than usual. Perhaps not a bad thing, people

might think.

Looking back over the village‟s events since the last issue of “Parish News” it must

be said that the weather has taken its toll. In spite of all the hard work and

organisation, the Open Gardens Day had a sharp downturn in numbers as the rain

never really ceased. Those that braved the elements enjoyed a fine display, including

the Village Allotments for the first time. Later on, the Scout‟s Donkey Derby was

forced off of the Plain by the waterlogged conditions but found a new home on the

Green, (with thanks to the City of London). There was a good attendance and

somebody must have had some winning bets, because I certainly didn‟t!

Some residents actually said they enjoyed seeing the Green brought to life and it is

something to bear in mind for next year. The stall of the new Village Design

Statement team drew people eager to have their say in the future development of the

village. This is an important and on-going commitment for the village and needs all

of our support.

Improvements to the village environment continue to be a major preoccupation of the

Parish Council and we have recently seen the installation of illuminated speed

warning signs at three points around the village. Nothing will permanently stop the

idiots who speed, but anything that helps to dissuade them is welcome. It is hoped

that work on the shopping areas in the Village centre will start soon and also the

much needed re-surfacing of the Abridge Road.

At the Parish Council Meeting, on the 29th November, the City of London will be

presenting some options for future plans for the Avenue of Trees. We all agree that

the Avenue is an integral part of the village and I hope to see as many of you as

possible for this important start to consultations.

Finally, all residents should be proud that Theydon Bois has won the

Best Kept Village in Essex this year, (in its category). This is for the

first time in several years and is a recognition of all the hard work of

residents who keep their gardens looking beautiful, who pick up litter

when they see it, and, especially, who join in the monthly (first

Saturday), Litter Picks around the whole village. I think special thanks

are also due to Sean, our indefatigable village road sweeper.

Village Improvements

We are pleased to have received positive feedback regarding the recent

installation of “Vehicle Activated Signs” (VAS) in Piercing Hill, Loughton

Lane and Coppice Row and we hope that they will make motorists more

aware of their speed through the Village.

The re-furbishment of the footways and kerbs in Baldocks Road is imminent

and later in the Autumn the road “The Green”, between the junction of

Poplar Row with the Green through to the end of the road by “Green View

Cottages”. Agreement has been reached with the City of London to keep the

ditch as existing but to haunch in a concrete base along the edge of the ditch

to support the road, then to kerb and re-plane the road.

In addition, we have had monies allocated for the renovation of the footways

in the shopping area in Forest Drive and are at present finalising proposals.

We would like to take this opportunity to thank Dave Lane of Essex

Highways Area West for his commitment and determination in making our

proposals a reality.

The Abridge Road (from the M11 bridge to Abridge) will be completed by

mid -September, although the substantial repairs on the Abridge Bridge are

deferred whilst planning permission is sought due to it being a Grade 2 Listed

Structure.

Coopersale Lane from the Abridge Road to the Parish Boundary is due for re

-planing in mid-October.

Funds of £2300 have also been forthcoming from the Epping Forest Crime

and Disorder Reduction Partnership for improving the Village CCTV system

whilst the County Council Transportation Dept has allocated money for a

new Bus Shelter on the viaduct over the Railway. Both of these have been

agreed on a match-funding basis.

With regard to the implementation of the new proposed Parking Restrictions

in the Village, comments have been received by Highways Area Office

which are both positive and negative and as we go to press are being

discussed in detail with the District and County Council for approval.

Earlier this year 50 new chairs were bought for the Village Hall – the

damaged chairs have been replaced and some will be kept in reserve. It is

important to look after these as, although heavy to move, the chairs are very

comfortable (and expensive!).

Mrs Bonds, the Head of Theydon Bois Primary School made a request that

the Village Hall Car Park be made available for parents to park their cars at

the beginning and end of the school day, to relieve parking pressures outside

the School. This was agreed by the Committee with certain practical

limitations.

The Village Hall is still suffering with youths playing football and

skateboarding in the Car Park, and climbing on the roofs of the Hall and of

the new Storage Building. Recently, broken tiles have had to be replaced on

the roof of the Hall. Steps are being taken to overcome these problems.

Work has started on clearing the ground around the new Christmas Tree, and

the area is to be seeded in the Autumn. We believe this will be an

improvement and require less maintenance. Shrubs have been planted by the

side of the new Storage Building.

The floor in the Oak Room was damaged in places when, during a Wedding

Reception, „poppers‟ made of coloured paper were mixed with spilled drink

and the dye stained the floor. Cleaning has not been able to remove the stains

but, after taking advice, it was thought that the marks will fade in time.

The Parish Council has recently replaced the old Village Hall Notice board

on Coppice Row (which had been given in memory of a former Parish

Council Chairman – Keith de Maus). A new list of the Affiliated Societies

and Organizations using the Village Hall has been placed in this Notice board

and also the Notice board on the Hall wall.

Members of the Baptist Church have been using the Village Hall for their

Sunday worship during July, August and part of September, whilst their

Church is being re-wired and decorated.

The Full Council Meeting on the 24th of July heard past

and present members and officers of the council and representatives of other

outside bodies pay tribute to Joint Chief Executive John Scott who retired on

the 31st of July.

John joined the Council as a housing officer and rose to the ranks of Deputy

Chief Executive and then Joint Chief Executive and as such became the

"public face" of the council on many bodies such as the Primary Care Trust

and the Local Strategic Partnership. He had a most approachable manner and

an encyclopaedic knowledge of all the council's work. He will be greatly

missed. The other former Joint Chief Executive, Peter Haywood, becomes

Chief Executive and Derek McNab, the Head of Leisure Services becomes

the new Deputy Chief Executive.

The Council has appointed Sita UK as its new Waste Management Contractor

from November 2007 for 5 years. You may remember that we had a

temporary contract with Cory Environmental Services after the failure of the

previous waste contractor in April 2006. Residual waste will continue to be

collected on alternate weeks for 30 weeks of the year and weekly for 22

weeks (May to Sept.)

Epping Forest District has the second highest recycling rate in the County

and we are hoping to improve on this! To encourage this we have extended

the range of Plastics which can be recycled to include margarine tubs, rigid

plastic food trays and yoghurt pots.

The proposed traffic orders for the village will be considered over the next

weeks as the results have now been collated-more about that next time.

At the time of writing this it seems as though our

hopes for a warm August have vanished. Let us

hope that by the time you are reading this we have

a sunny autumn.

Theydon Bois Cricket Club

The Colts/Juniors section continues to prosper with over 50

youngsters between the ages of 7 and 14 registered by the end

of July 2007.

Despite a very poor summer as regards weather, eleven Colts training sessions took

place with, on average, nearly 30 Colts attending each session. Our thanks must go

out to our qualified coach Ben Stockill and all other persons who assisted at training

sessions.

The successful Colts Day is reported on page 21 with a photo on page 20. The

support and attitude of all concerned has led to a decision that the Colts day will now

feature as an annual event.

The Under 13‟s played 9 matches and whilst it was a learning process, they managed

to win 3 friendly matches. Although in the League/Cup matches they had no success,

they held their own in all bar a couple. Hopefully they will continue to improve

because the talent is there, all that is needed is belief and regular practice.

It is disappointing to go from a high to a low as both the senior sides have struggled

in the league this season, after outstanding success over the past six years. No reason

can be given for the inconsistent performances which have plagued the sides, but a

string of injuries to reliable performers have not helped. With a full complement of

fit players for the 2008 season, plus hopefully an influx of fresh blood, it is hoped

Theydon will find themselves back at the top.

Q- I had an accident at work and have been thinking about contacting a claims

management company. I‟m a bit nervous in case I‟m not happy with the way they

deal with my case - are these companies regulated and can I complain to anyone if

something goes wrong?

A - Claims management companies are companies which act as intermediaries for

people claiming compensation: they often approach people who may want to make a

claim sometimes offering “no win, no fee” agreements.

The Government has recognised that many people have not always had a fair deal

when using the services of these companies, and so has passed the Compensation

Act. The Act covers compensation claims for personal injury, criminal injuries

compensation, employment matters, housing disrepair, financial products and

industrial injury disablement benefits.

From April 2007 it is an offence to provide claims management services without

authorisation, or exemption. Claims management companies are now regulated and

they must have a formal complaints procedure.

The Department for Constitutional Affairs is acting as a regulator to claims

management companies. You can now search on the claims management website,

www.claimsregulation.gov.uk to make sure a company who approaches you or who

you are thinking of using is authorised, as well as finding further details.

Neighbourhood Watch & Policing

The second neighbourhood action panel meeting for

Theydon Bois was held at the Village Hall on 15th of

August, where there was good debate regarding local

policing issues. Three priorities were set, dealing with

antisocial behaviour, increase in high visibility patrols

and better communication. The meetings are an ideal

opportunity for a cross section of the community to discuss local

issues and resolve them. We would encourage anyone who cares about the Village

and would like to have an input in the meetings to contact Caroline Law on 01992

813905. The next meeting will be in November time.

Crime continues to remain low in comparison with other local area's, however we

would urge everyone to remain vigilant and report any suspicious behaviour to

Police. There have been the following crimes recorded over the past 3 months:

9 Dwelling Burglaries; 9 Burglary other; 9 Thefts from motor vehicle;

3 Thefts of a motor vehicle; 4 Thefts ; 7 Criminal Damages

Again we would urge people to look after their property and ensure that when away

properties are left locked & secure.

In July, 2 youths from the Romford area were arrested after being involved in road

accident in Coopersale Lane, undoubtedly up to no good and not wanting to be found

they were located in fields after a search by the Police helicopter and local officers.

One of the youths was charged with road traffic offences and was bailed to appear

before Harlow magistrates court.

In the same month local Police and Community Support officers noticed two youths

acting suspiciously in a vehicle in Station approach. They ran off but were later

detained by Police and found to be in possession of drugs. They are currently on

Police Bail pending further enquires.

Pc Ray Hull still remains the 'Neighbourhood Specialist Officer' for Theydon Bois

with two new Police Community Support Officers in place, namely Jane Rudolph &

Lizal Scott. Contact can be made with Epping Police station on 01992 625535.

The local community Policing team can be contacted on 0777 9317211 (not manned

24 hours, however messages left will be replied to). Please take time to view the

ROYAL VISIT—Copped Hall has once again been favoured

with a Royal Visit. Following in the steps of Prince Charles,

who came to Copped Hall in 2004, His Royal Highness the

Duke of Gloucester, who is an architect, made a visit on Friday

6 July 2007 to view the 18th century mansion and to see how

the work of restoration is progressing. The Duke was greeted at

the Mansion by Lord Petre, the Lord Lieutenant of Essex who

then presented Denys Favre, the Chairman of the Copped Hall

Trust, and Alan Cox the Trust‟s Vice Chairman and Architect

(pictured on page 17). Among those also presented were Theydon Bois associates

John Padfield, Marilyn Taylor, Sylvia Keith and Trevor Roberts. The Royal Party

was then given an extensive tour of the restored sections of the Mansion and Alan

Cox conducted the Party into the garden to view the site of the Elizabethan Mansion

and the adjacent Sunken Rock Garden.

The Party then proceeded to the Walled and Long Gardens where HRH met members

of the Friends of the Copped Hall Trust who are restoring these areas. The tour

concluded with HRH planting a Cedar of Lebanon on the Lawns to commemorate the

occasion.

RESTORATION—Restoration of the Georgian Mansion by the Copped Hall Trust

continues to progress steadily. Extensive steel work has been installed in the Mansion

and more rooms restored including Mrs Wythe‟s bedroom which in early days was

Lady Henrietta Conyers dressing room. A current major restoration is the

replacement of the floors in the southwest corner of the Mansion where the great fire

of 1917 started. This work will allow the building to dry out further and should be

completed by the end of the year.

SUMMER OPEN DAY—This was held on 26th August 2007 on a glorious Sunday

when the continuous sunshine encouraged some 1,500 visitors the view the mansion

and grounds and enjoy the garden party atmosphere. On view in the Mansion were

several recently restored rooms and the current restoration of the south west corner.

The current archaeological excavations taking place on the site of the Tudor Mansion

in the grounds, backed by a professional explanation from the archaeologists

involved, proved to be of great interest and the magnificence of the restored Wall and

Long Gardens was almost beyond praise.

The arts featured prominently in the Racquets Court where the work of the well-

known local artist James Merriot was on view and the Trust shop was very busy

selling Copped Hall items including a new publication, “Nine Centuries At Copped

Hall” by Sylvia Keith.

It was announced that a private donation of £2,000 had been received for the

restoration of some of the windows, and the event itself raised some £11,500 towards

the continuing work of restoration.

Theydon Bois Music Society

Theydon Bois Music Society is a thriving

organisation which for 9 months of the year

presents excellent classical concerts at the Village

Hall, Theydon Bois. It meets on the 2nd Thursday

of the month and the annual subscription is £40 for

all 9 concerts, or tickets on the door cost £8. Two or

three London concerts are arranged each year,

travelling by coach, at a reduced rate.

Theydon Bois Village Post Office has been run by Lorna Farrell (pictured opposite)

for twenty one years. Her trusty team consists of Ann and Marilyn who have been

with Lorna for twenty years, Sue, Val and Louise (Lorna‟s daughter-in-law) and the

latest addition, Charlette who is an American, a great talking point at the counter.

Lorna believes she has been really lucky with her staff over the years and remembers

the time when she employed a man, Michael who was very popular with the ladies.

The Post Office is privately owned by Lorna, not Tescos and she has advised Village

News that it is vitally important that her friends (Lorna consider her customers to be

friends, many of whom are on first name terms) continue to support the business

because usage is a key consideration when Post Office Ltd make decisions about

closures.

One incident Lorna will never forget is the day when they re-located the Post Office

from the Bookshop to Tescos. The ladies had to wheel the safe on a trolley between

the locations and covered it in a sheet and acted like it was a perfectly normal thing

to do. Lorna fully understands that some of her services can now be accessed via the

internet but, as I know from my own experience trying to renew car tax on line, as

soon as something goes wrong you need to visit the Post Office anyway.

The Village Post Office performs many of the services provided by main branches

including on the spot Euros and Travel Insurance, Car Tax and Fishing Licences. So

next time you pop over to France for a day‟s shopping remember where to get your

cash. A limited free banking service is also offered including drawing cash and

paying in to Co-op, Alliance and Leicester, Lloyds TSB, Nat West Flex account and

Cahoot.

For those villagers who wish to use the services of E-Bay the Post Office is happy to

advise on postage costs and take care of despatch if you are lucky enough to sell.

Our Village Post Office is one of the many examples of the benefits of living in

Theydon Bois. They not only perform a valuable service but they do it in a friendly

and helpful way and provide the only human voice some of our old people hear from

one day to another.

Calling all those interested in playing football that are over 35 years of

age. Theydon Bois Veterans Football Club needs you.

Formed in Theydon Bois in 2000, we play on the Buxton Trust ground off

Loughton Lane on Saturday afternoons. The season runs from September

until April.

We play in two cup competitions, over 35 years and over 45 years and

arranged friendlies. Food is provided after the game, which is washed down

with something from the bar.

The Colts day took place on 08th July 2007 and can only be described as a

great success, with 23 Colts taking place in a 30 overs per side match. Whilst

the result was in slight dispute, (a draw was the ultimate decision), Cricket

was the overall winner. Thanks must go to everyone who helped on the day,

the Umpires, the Scorers, the Team Managers and the Raffle Organisers.

The youngsters who took place in the match were a credit to their families

and, to this end, their names are recorded to bring a “glow of pride to their

cheeks.” (See also picture opposite which shows some of the youngsters).

The Parish Council has decided that it would be in the best interests of the Village to

produce a Village Design Statement (VDS). An association has been set up for the

purposes of preparing this statement.

BACKGROUND - A village design statement gives a detailed description of the

existing character and main features of design in the Village and guidelines for how

this should be respected in any new development. It identifies the physical properties

and characteristics of the village and its surroundings that are valued by local people.

It will set out to:

1. Express the views of the villagers on managing change.

2. Give positive guidance to designers and developers on acceptable design from

the community point of view.

3. Help protect visually important buildings and open spaces.

4. Assist the local planning authority in their determination of planning

applications.

THE CONSULTATION PROCESS - We have already launched the publicity campaign

to inform residents at the Donkey Derby and the annual Horticultural Show and have

met with a warm response so far. The committee will be looking for the

maximum input from all villagers and to this end will be circulating with the

Christmas edition of the Village News, a questionnaire which we hope each and

every one of you will take the time to complete and return. We will ask you to return

your questionnaire by the end of January 2008.

FINANCING THE PROJECT - The Rural Community Council for Essex will be

making a grant of £2,500 but financing a village wide questionnaire, financing a

photoshoot day and producing a glossy brochure will not be covered by this grant.

We will need to attract other contributions. The Parish Council, the Horticultural

Society and the Rural Preservation Society have already committed themselves

financially. We will be asking clubs, associations and societies associated with the

Village Hall and who are users of the Hall whether they would be prepared to make a

contribution, however small, towards this new initiative.

The creation of a Village Design Statement is an exciting project for Theydon Bois

with great potential and the completed document will be a standard for preservation

and development within the Village. At this early stage and following on from the

questionnaire, we are planning a photoshoot day in April, and are hoping to have

produced the Village Design Statement by the end of 2008. However, I am sure there

are many hurdles to jump before we get there.

REMEMBRANCE SUNDAY - Our annual Service of Remembrance

will take place on Sunday 11th November, 2007 starting at the War

Memorial, St. Mary‟s Church, Coppice Row at 10.45 a.m. and

continuing in the Church for the main part of the service. In the

event of inclement weather the entire service will take place in the

Church. Medals may be worn and standards carried. Everyone is

welcome.

ABOUT THE ROYAL BRITISH LEGION - Founded in 1921 as a voice for the ex-

service community, it has become the UK‟s leading charity providing financial,

social and emotional support to millions who have served and are currently serving in

the British Armed Forces and their dependants. The Legion has a membership of

some 500,000 Members.

WHY A POPPY? - In 1922 poppies were found growing in abundance amid crosses

and burial grounds in the fields in Flanders and became the symbol of the Royal

British Legion. My appeal is again this year, please do give generously when you

see the poppy sellers outside the shops or they call on you at your homes and please

„Wear your poppy with pride‟.

VOLUNTEERS NEEDED - I have a further appeal to residents in Theydon Bois. Due

to age, illness and incapacity we have lost some of our regular poppy sellers and need

volunteers to take their place. Can you please spare an hour or so any time between

Do you make a note in your diary of things you don‟t want to

miss? Here‟s something I hope you will enter now!

On Friday 2 November at 8.00 pm the Society has arranged for

the 700-year-old Theydon Garnon Charter to be on display in

the Village Hall when Richard Harris, the Archive Service

Manager of the Essex Record Office, will put it in its historical context and explain

its meaning and significance with an illustrated talk.

The Charter was granted by Edward I in 1305 to „Hugh Gernoun of Theyden

Gernoun‟ and is written on vellum (calfskin) and still has the green and yellow silk

cords joining it to the King‟s great seal inscribed on a large disc of green wax.

No one knew of its existence until it was discovered some 25 years ago in a long

forgotten deed box by a City of London firm that was moving to new premises. It

now belongs to the Society and is kept at the Essex Record Office in Chelmsford.

The Charter is written in Medieval Latin but we will provide an English translation!

How many of today‟s records will still be in existence – and readable – in 700 years?

During June Parish Councillors viewed front gardens & nominated 71 for

consideration by judges from the Horticultural Society

June was very wet and had an adverse effect on many gardens resulting in 19 being

selected for judging together with an additional 6 arising from inspections round the

village to draw up the short list. Past winners again showed up on the short list but

there were an encouraging number of gardens new to the judging which took place

on 12th July.

Despite being the holder of the Best Kept Village in Essex

(Class 2) award for 2007, Theydon Bois has some

undesirable features which it could well do without – a

proliferation of road signs.

Regretfully, to many, the picture of a sleepy village in the

past with horse drawn traffic, and perhaps the occasional

motor vehicle or the bus trundling through on its way to

Epping or Romford, has long gone. Such transport has been

replaced by the monster of the age, which few of us cannot

do without - the motor vehicle. Motorcycles, cars ranging

from minis to gas guzzling four by fours, traders vans and

large lorries to name but a few, regularly use our residential

roads and a similar flow of similar traffic passes through

our Village to other areas.

A more recent phenomenon is the return of the cyclist to our roads due to increased

leisure time and/or a desire to keep fit. Today‟s cyclists ride machines, which are

either rugged mountain (?) bikes intended for use off road, or ultra lightweight, high

geared, machines which can be ridden at high speeds such that drivers of motor

vehicles often experience difficulty in overtaking them. Regretfully, some cyclists

are also inconsiderate road users, despite their vulnerability, and often ignore speed

limits, traffic lights and road signs.

However, modern technology may now have found a possible answer to the speeding

problem. Special speed limit signs have been introduced which illuminate when a

speed limit is exceeded by a vehicle. A brightly lit sign is displayed with the

commanding message ”30 (or the relevant speed restriction) SLOW DOWN”;

surprisingly, drivers have obeyed this command despite it being given by an

impersonal electronic device.

Three of these new signs are now sited in the Village on the hilly sections of Coppice

Row, Piercing Hill and in Loughton Lane. Already they appear to have been effective

so that drivers and even runners training for marathons have been brought under

control. So in this respect they are welcome, despite being three further items of

street furniture which detract from the scenic beauty of Theydon Bois.

They are powered by solar panels at their top, which give the appearance of tall

ladies with their hats askew, and they are therefore environmentally friendly. But

how effective can they be with drivers who are determined to break the speed limit

only time will tell, and hopefully the new signs will encourage a return to good

driving/cycling habits and a renewed consideration for other road users, especially in

Theydon Bois.

Peel and Charles Stanton – all of whom are associated with Robert in a

publishing business. Because Robert insists on uncovering the truth about his

brother Martin’s ‘suicide’, many unpalatable revelations ensue. Before, he had

good memories of Martin, a wife who seemed too good for him, two partners he

liked and respected and a girl he could idealize. Now he finds none of these

Throughout the summer the appalling weather of low temperatures and excessive

rainfall turned gardens into waterlogged swamps and thwarted the early growth of

many plants. Outside events were badly affected and lightning strikes experienced

locally. But when conditions improved the countryside wore a mantle of bright green

and many plants bloomed excessively as if to catch up for lost time. Much has

happened locally including the threat of a West Ham Football training facility at

Blunt‟s Farm, problems with Central line trains and an incidence of violence using a

knife. But the Village life continues regardless so read on!

The Theydon Bois Parish Council (TBPC) Chairman, Robert

Glozier, presented Jim Watts with the Chairman‟s Rose Bowl

Villager of the Year Award. Although only a Village resident

for the last nine years, Jim has shown great commitment and

dedication to Theydon Bois especially regarding the Village

Website and the production of the Village News.

Alarm bells rang in Theydon Bois and the surrounding area

when it was revealed that the West Ham Football Club was

allegedly expressing interest in the controversial Blunts Farm/Parsonage Golf site as

a possible location for a new training facility. This was the latest twist in the ongoing

saga of the site, and campaigners against its development and the associated lorry

movements (currently stopped) immediately expressed their concern. A Theydon

Bois and Abridge Action Group (TBAAG) spokesman said, “ These (academy) plans

must be treated with the utmost suspicion, we need to protect the green belt”. This

situation is a repeat of that five years ago when the Tottenham Hotspur Football Club

wished to establish their training facility in Epping Lane between the Village and

Abridge; the application was rejected on green belt grounds. However the West Ham

Club was no longer interested in this project – eternal vigilance is the price of

freedom!

The creeping tide of violence involving the use of the knife, now prevalent in parts of

London, finally reached Theydon Bois when a sixteen-year-old Loughton youth

sustained multiple stab wounds after an altercation with a group of youths outside

Theydon Bois Station. Increasing youth violence near local Central Line Stations had

increased since the Mayor of London introduced the issue of free travel passes to

those aged 16 and under which made travel out of London easy for troublemakers.

Theydon Bois youths were among four who were questioned by the police following

a spate of graffiti incidents in Debden and surrounding areas. A Village

Neighbourhood Watch Action Panel now meets regularly in the Theydon Bois

Village Hall (TBVH). Police/public communication was one matter discussed and,

especially, the difficulty in contacting the Essex Police which plans to centralise its

nine county switchboards into one at the Police Headquarters in Chelmsford.

single-decker buses arrived to take part in the North London Transport Society

Meeting. Many were London Transport vehicles from the 1940s onwards and these

magnificent vehicles in their red and green colour schemes made a handsome sight

against the spring foliage of the village. Many were reminded of the single-decker

London Transport bus that once ran from Epping to Romford via the village along a

route, which was discontinued in late 2006.

The Theydon Bois Short Mat Bowls Club held its Presentation Lunch in the TBVH.

After an excellent meal, the Club Secretary Ted Norris presented the Eric Furze Cup

to Penny Page. He also made further presentations as follows (winners named first,

runners up second): Men's Singles – Bert Taylor and Alan Drake, Ladies Singles –

Penny Page and Barbara Langford, Men‟s Pairs – Brian Parker/John Field and Ken

Rae/Ted Norris, Ladies Pairs – Joan Larner/Penny Page and Ann Washer/Val

Mathews, Mixed Pairs – Bert Taylor/Iris May and Brian Parker/Penny Page, Target

Bowls – Bert Taylor.

The Theydon Bois Tennis Club held a charity tennis event which was supported by

some 70 players and friends. Simon Wallace won the Men‟s Tournament with John

Jones and Ben Johnson as joint runners up. Gwynneth Mingay and Clare Smith were

the joint winners of the Ladies event. The event raised £640 for the St Margaret‟s

Hospital Breast Cancer Research Unit at Epping.

A sombre occasion at St Mary‟s Church was the Service of Praise and Thanksgiving

held for Roger McEwen who unexpectedly died on 12 Jun 07 at his Theydon Bois

home in Morgan Crescent. A young 62, Rogers‟ death was a shock not only to his

family but also to many villagers as he had served the local community in a number

of ways including that of Parish Councillor.

A large audience of members and friends were entertained

to an enjoyable evening at the June meeting of the

Theydon Bois Music Society. In line with the Society‟s

policy of encouraging young musicians embarking on their

musical careers to play at the Society‟s meetings, its

Chairman, Barbara O‟Connor, scored a major success by

engaging the Erato Piano Trio. This ensemble played

works by Mozart, Suk, Bridge and Rachmaninov. But it

was in the Mendelssohn Barholdy Piano Trio in D Minor

that the players really excelled themselves and delighted

their audience who applauded enthusiastically.

Because the exceptional rainfall waterlogged the Plain in Coppice Row, the annual

Donkey Derby held by the Theydon Bois Scout Group was moved to the Village

Green (see pictures on page 18). The events proceeded at a spanking pace under the

direction of the Masters of Ceremony and Race Commentators Brian Revell and

Andy Bowles. Seven races were held with named riders eg. “Flash” by Lighting Out

of Cloud – most ominous. The donkeys were very lively with many

throwing their riders, resulting in some sore bottoms, while other

steeds had to be “encouraged” to finish in order to provide three

winners. Popular amusements kept the children, and therefore their

parents, happy; most popular was the hot dog and burger stall

provisioned by local butcher John Phillips and the Theydon Bakery.

The Derby ended with a heavy thundery shower (thanks to a certain

runner) but this did not detract from a very successful event. Because

of the Village Carnival atmosphere generated, it was hoped that the

City of London, the responsible authority for the Green, might allow

use of the Green for the 2008 Derby.

The Village Design Statement (VDS) Group had held its first promotional event at

the Donkey Derby and the level of interest was rewarding. Although not legally

binding, the VDS would be a useful document in planning terms, and could be

promoted elsewhere in the Village.

Both the TBPC and Eleanor Laing MP are supporting a Private Parliamentary

Members Bill to remove gardens from the definition of brown field sites.

The Theydon Bois Singers gave their Summer Concert entitled ” An English

Serenade” to a large audience in the TBVH. This vintage company once again gave a

performance where the singing was melodious, robust and most enjoyable against the

background of a quiet English evening. The conductor and accompanist were, once

again, Janet Cass and Paul Chilvers. The resounding applause, which the Singers

received at the end of the evening, was more than well earned.

Local resident Brenda Dowsett, 78, of Dossett‟s Retreat revealed that she has

benefited considerable from a long term study group set up to deal with the common

and disabling complaints of osteoarthritis and osteoporosis. As part of her personal

treatment, Brenda would regularly climb the full flight of 67 steps at the Theydon

Bois Station until her use of the handrail was unnecessary. Brenda has finally had

both knees replaced, is quite mobile and plays bowls. Happily married to Vic for 57

years, and living in a bungalow, Brenda thoroughly recommends other women to

follow her experience and claims that she has been kept active by the advice received

from the staff of the Chingford Study.

The Theydon Art Group held its 47th annual two-day exhibition in the TBVH. Thirty

-three members exhibited a total of 156 paintings in various mediums ranging from

watercolour to wood veneer; 38 paintings were purchased by visitors, a record

compared with previous years. Forty-six members and friends of the Theydon Bois

Art Group visited Denham in Suffolk to spend a day in the countryside of John

Constable.

The Parish Council Planning Committee continue to meet fortnightly to consider

applications for planning permission submitted to Epping Forest District Council. We

are not the Planning Authority or indeed professional Planning Officers but we are

Statutory Consultees. Primarily we focus on the impact any new building or

extension will have on the street scene and whether we consider the development is

appropriate within the village. We are always happy to listen to residents concerns

although we cannot make any decision until we have all the necessary information

and the matter is discussed at the appointed Planning Committee Meeting. These

meetings are public meetings; the agendas are displayed several days in advance on

the Parish Council notice boards.

As many of you are aware the District Council refused the latest application for the

conversion of Wansfell College into fourteen flats on the grounds that the car park

was inappropriate within the Metropolitan Green Belt. The developers have since

appealed against this decision. The Planning Inspectorate are now accumulating all

the necessary information and they have indicated that they expect the Inquiry to be

held in December.

We remain very concerned about any potential developments on the

Parsonage Golf site. The Planning Inspectorate have decided that they

could no longer hold the appeals against the enforcement notices in

abeyance and these have been restarted. The Parish Council is

working closely with Stephan Solan (Head of Enforcement at

EFDC), The Rural Preservation Society and Lambourne Parish

Council to decide the best way forward to ensure residents‟ views and

opinions are represented at the Inquiry which has been set for 29th

January 2008.

been in existence for some fifty years. It has about forty members of whom some 22

are regulars; the age range is 40 years plus with the eldest being 80. This form of

dancing proves to be an enjoyable way of keeping fit in congenial company.

The Theydon Bois Friends of the Cancer Research UK charity received a Certificate

of Achievement from the Charity for its efforts in raising more than £400,000 for this

cause over the last 33 years. And the recently announced total for 2006 was a most

creditable £21,900.

The “summer” holidays are over and the children are back at school and life once

again increases pace with many Village events to look forward to including

Halloween and Guy Fawkes Night. Have a good autumn!

The next Parish Council elections are due to take place in May 2008 when the

existing council will have served its term of office. A number of the existing

councillors have indicated that they will not offer themselves for re-election and the

purpose of this article is to encourage villagers to come forward and stand for

election.

The Parish Council consists of eleven councillors who are appointed for a term of

four years. Councillors meet on a monthly basis to discuss matters of local interest.

Bi-monthly there is a public meeting where decisions are taken. There are sub

committees for planning, environment and cemetery which also meet on a regular

basis. In addition councillors represent the village at other meetings dealing with

local matters including the Village Association, the Buxton Trust and Village News.

It is not necessary to attend all meetings.

In addition to meetings there are tasks which need to be performed including litter

picking, running the allotments and cemetery and assisting the clerk with the

accounts. An Emergency Response Plan is maintained and it is likely that certain

councillors would help the emergency services should a disaster befall the village.

Ensuring that the village receives its fair share of district or county services is also an

important task performed by parish councillors. Every planning application made in

the parish is reviewed and passed on to the District Council planners with a

recommendation.

The current councillors all stood under the ”Conservative Alliance” label; they are a

mixture of actual Conservatives and some like minded individuals, all of whom are

happy to work together on a voluntary basis for the good of the village. This has

resulted in the council being run on a totally non political basis. At the election the

local Conservative party will provide assistance with the election formalities,

publicity etc. No doubt the other political parties would be pleased to provide similar

assistance to suitable candidates who wished to stand. In addition it is not too

onerous to stand completely independently.

There was no election in 2004 because there were just eleven candidates for eleven

positions. In 2008 it would be highly desirable to have an election as, by having an

electoral mandate the council will be able to move forward with confidence knowing

that people have made a choice of who they want to represent them.

On the 11th July Epping Forest District

Council announced some changes to

the re-cycling of plastics.

In addition to plastic bottles(such as

milk bottles, drinks bottles, detergent

bottles, shampoo and conditioner

bottles) residents can now recycle

margarine tubs, ice cream tubs, yoghurt

pots, plastic food/vegetable trays and

plastic bags by using the clear plastic

sacks provided by the council free of

charge. Bottle lids are now recyclable

but it is best to squash bottles down to

aid compaction.

The Parish Council has also been

advised that a contract has been agreed

with a new contractor for the collection

of rubbish and this provides for weekly

collections for twenty weeks in the

summer. A weekly food waste

collection is also being considered.

STREET TREES

It has come to our notice that

boughs have been cut off some

street trees, presumably by

householders. Tree pruning is

a specialised job and pruning

not properly carried out can

allow disease to enter the

tree's system. Epping District

Council have asked us to bring

this to your notice. Residents

are urged to report problems

to Epping Forest District

LIGHTNING STRIKES THEYDON

At around 12 noon on Friday 20 July 2007 a tree in Poplar Row, Theydon Bois was

struck by lightning sending one of its uppermost branches crashing to the ground (see

picture on page 19). The lightning, in travelling to earth, blew the bark off the entire length

of the trunk & sent shards of wood flying for yards around. A resident from a nearby

house said “It sounded like a bomb going off; we thought it had hit the house. The splinters have

landed up to 75 feet away.” Fortunately, we do not believe that anyone was hurt in the

natural incident. We moved as much debris as we could lift out of the road, but the main

fallen branch was extremely large & heavy. Epping Forest Conservators were notified &

attended within the hour to deal with the fallen branch. They were going to reduce the

fallen timber & return in a day or two to deal with the tree itself. Another of their team

reported that the flying debris from the strike had broken 10 window panes in Pakes

Farm. Their conclusion was that the tree would probably have to be felled & then be

taken into the forest to be allowed to decay naturally. - Report -DIANE & JIM GILLESPIE

HISTORY OF THEYDON BOIS PRIMARY SCHOOL

As a former pupil of this school, I was interested to read the account of the

school history in the March edition of Village News, but certain matters in the

first paragraph required some comment. First, there is the photograph which

purports to be of the old school. It may be, but it seems unlikely. As far as I

am aware, most existing early photographs of Theydon Bois are after

1910.

This photograph would have had to be taken in c1900 as the school house

was demolished soon after this to make way for the new extension of 1903.

Furthermore, other documents describe it as "small".

There is also the "street light"; and although gas came to Theydon in 1872,

this is an unlikely feature. Second, there is the "Hadon scheme". In the early

1920s a Committee was set up under Sir William Hadow (not Hadon) to

review secondary education. Its published recommendations in 1926 formed

the underlying basis for the better-known 1944 Education Act and many of its

proposals did not come into force until 1947. However, one was introduced

in the early 1930s: that all pupils over 11 should be educated separately

from younger pupils.

So when the school became a Junior and Infant School only on 3rd October

1932, 44 children of 11+ age were transferred to the Epping Senior (Church

of England) School. Third, we know rather more about the early years of the

school than the opening paragraph implies.

Although a small school existed in 1822 it wasn't until 1840 that Mrs Dare,

the patron of the curacy, provided the freehold site and a third of the cost

to build a school for 60 pupils. With the growth of the village, additions

were needed to the school and, at one point, Essex County Council

acquired land in Loughton Lane for a separate Infants School.

The small school house built in the early 1840s suffered the same fate as the

first St Mary's on a nearby site. The first known School Mistress was Mrs Mary

Ann Maynard. Appointed in 1849, she had two monitors to help her.

Although unqualified, she taught the children successfully for a further thirty-

one years.

Theydon Bois held its own Great British Village Show on Saturday 28th July. The organising

committee, anxious about the effect of three very wet months, were delighted to see an average

increase in entries of nearly 60% from enthusiastic villagers. New allotment holders helped

swell entries from Horticultural Society members in the fruit, vegetable and flower sections by

more than 80%, whilst the similar section open to all comers increased by a third.

A very high standard of exhibits was shown in the photographic section where nearly 80

photos were to be seen in 8 classes. Cookery, with entries up by a third, featured lots of jam

and 10 fruit cakes cut in half by the judge, looked very appetising.

Close liaison with the Village School resulted in a separate room full of colourful, interesting

items much appreciated by the many visitors. Reasons for this very welcome increase in

entries were discussed by the Committee during their well deserved visit to the pub after the

event, The recently televised series of “The Great British Village Show” and an enthusiastic

uptake of village allotments must, it was thought, have helped to produce the best show seen in

the village for some years
