Background� MESA Training Program started 2 years ago:
� Established a Training Office in Addis Ababa, with 3 full time staff and
additional staff from other Training Consortium members
� Established an overall course curriculum which is based on MESA
Training Needs Analysis, consisting of:Training Needs Analysis, consisting of:
� Distance Education, offering:
� generic technical courses;
� dedicated thematic courses;
� communication / policy oriented courses (having onsite component).
� Classroom Training, offering:
� system administration training;
� environmental thematic courses using MESA-Station (eStation2.0);
� meteorological thematic course using MESA-PUMA2015 stations.
DE based coursesDE courses specially developed to support the METEO community are:
� EUMETCast, DE course has been conducted number of times (in FR
and EN), also staff from METEO community participated.
� System Administration for AMESD Station Operations (basic and more
advanced):
� The purpose of course(s) is to provide (new) participants with the
knowledge necessary to continue operations and manage the existing
stations established under the AMESD programme;
� Till now about 85 participants registered and retrieved course
materials (in FR and EN) from Learning Management System (LMS).
� Supporting MESA Station Mobilization & Operation:
� providing the necessary background materials (by Supply Lot # 1) to
familiarize the responsible staff prior to station mobilization;
� Various downloads of materials (in FR and EN) from LMS.
Onsite training
� Onsite course has a duration of 5 days, maximum number of participants
is 22 persons/course.
� Executed at WMO Regional Training Centres in Africa:
� Meteorological Training Institute, South African Weather Service
(SAWS) (Pretoria-South Africa);(SAWS) (Pretoria-South Africa);
� Institute for Meteorological Training & Research (IMTR) (Nairobi-
Kenya);
� l'Ecole Africaine de la Météorologie et de l'Aviation Civile (EAMAC)
(Niamey-Niger);
� Mauritius Meteorological Service (MMS) (Vacoas-Mauritius).
� Onsite training has already been successfully executed at 3 centres,
SAWS is pending.
Curriculum System Administration PUMA2015
For system administration there is a focus on system maintenance and
troubleshooting, with more detailed discussion on: UPS, computer (keys and
disks), antenna, system synchronization, backup and restore, remote access
(VNCViewer and FTP) and support, use of Tuleap, installation of new RPMs.
Curriculum Application Training
� Overview of the PUMA2015 System and use of the meteorological
display system (Synergie)
� Exercises on the software functionality, with focus on creation of
customized forecasts (validity period 24 to 30 hours) for end users like:
� Civil Aviation Industry: � Civil Aviation Industry:
� Local Flights (<25,000 feet);
� International Flight (>= 33,000 <=45,000 feet).
� Marine Industry:
� Navigation, Entertainment;
� Transport;
� Fishery.
� General Public.
� Area of interest is based on participants place of origin.

Status training / training centres
� Training of Trainers (ToT) on MESA / PUMA System Administration was
combined to enhance sustainability;
� Trainees participating in ToT have been actively participating in
development of curriculum for onsite training;

� Training centres now have their own (pool of) trained staff who can
provide training, Training Contractor (TC) mainly responsible for
administrative issues;

Training Office in Addis now also equipped with station. Will be used to prepare more
training materials, especially for self-training. All will be made available in the LMS.
Concluding remarks� Soft copies of all relevant training materials are provided during onsite
training, all materials are also available in LMS (even prior to training);
� More training material (exercises) under preparation, using TC system;
� PUMA2015 stations at Training Centres work according to expectations;
� Training Centres have appropriate EKU license and are receiving � Training Centres have appropriate EKU license and are receiving
necessary services to conduct the User Application training;
� Foreseen / planned onsite training events to be executed without any
major problems / issues;
� DE based (advanced) training and LMS support also continue
accordingly without any issues;
� Targets as specified in MESA Capacity Building Strategy ToR can be
achieved.
Concluding remarks� Hardware (including data license) and software, training materials,
curriculum and training methodology have been successfully transferred
to Regional Training Centres;
� PUMA 2015 trainings have become part of the short-term trainings
offered at the WMO Training Centres;
� Regional Capacity on PUMA Stations administration and application has
been built through MESA Training;
� Integrating of both PUMA and MESA Systems Administration training has
provided wider technical skills to system administrators that enables
them to troubleshoot both systems in case of need;
� Advanced courses could be offered at the Training Centres based on the
infrastructures and training curriculum put in place and can be further
utilized during GMES.
