(WITH REVERSE RIO . METHOD OR ANY OTHER METHOD OF LATEST TE_CHNOLOGY).
The wotcr s upply system of Chandigorh is based on two sources namely Canal
water and tubewells. Based on present day population, demand for domestic, institutional,
industrial, commercial & irrigation purpose is 1 l0MOD whereas a vaila bility of water is
88MGD. Out of total ovailability of water, the tubewells contribute about 20% and the bala nce
is from surface water i.e. Canal water from water works, Kajauli. Therefore to meet the growing
demand of water, new tubewells h ave to be installed. The discharge of exist ing abandoned
tubewells has been declined a nd not giving rated discharge . The detail of tubewells is as
under:

These tubewells h ave been got inspected from the re-knowned ground water
hydrologist M/s D.S . Aqua Solutions, SAS Nagar Mohali. After the inspection of tubewells it
has been recommended by the consultant that the tubewells have already outlived their lives
so it is suggested that the tubewells may be abandoned and in its place new one be installed.
Keeping in view the above report, it has been proposed to abandoned these low
discharge t/wells and install new tubewells as the spring level is depleting 2.5 mtr - 3.00 mtr.
every year. It is expected that with the installation of new tubewells yield/discharge of
55.0m3/hour/.tubewell shall be made available. Thus with 22 running hours the expected
discharge from 2 no tubewells shall be about 0.5 MGD.
Accordingly the estimate amounting to Ra. 58.83 Lacs was prepared for the
installation of 2 No. new tubewells in lieu of low discharge/abandoned tubewells. It includes
5 % contingency & P.E. charges which was submitted for Admn. approval from the competent
authority. The necessary credit for old material has been considered in the estimate. The
existing submersible pumping sets, M.S . column pipes, specials, sluice ~alves, non return
valves, air valves etc . will be taken back on M.A.S.

Subject: Sanitation contracts of outsourced manpower – regarding.
It is submitted that with the approval of Gen. House of the Corporation
in its 236th meeting held on 28.10.2016, the work of the GIS Based Mechanized
and Manual Sweeping Project in the southern areas is being allotted. The Gen.
House was also informed during the discussions that no outsourced manpower
(Safaikaramchari) would be losing their job due to said project and these workers
will be adjusted in the northern areas for their proper utilization.
Presently, there are 694 nos. of Safaikaramchari(s) in outsourced areas
and 333 nos. of outsourced manpower (Safaikaramchari) in the southern areas.
While implementing the GIS Based Mechanized and Manual Sweeping, there will
be no requirement of these Safaikaramchari(s) in southern areas.
In GIS Based Mechanized and Manual Sweeping, approximately 670
nos. of outsourced Safaikaramchari will be absorbed by the company. Therefore,
the Gen. House in its 236th meeting held on 28.10.2016 has approved to float
tender for outsourced areas consisting of 340 nos. of Safaikaramchari, who are
presently working in northern outsourced areas.
The Gen. House has also approved to float tender for the supply of 704
nos. of Safaikaramchari (outsourced manpower) for northern sectors, whereas total

outsourced manpower is 1037 (692+345) and inadvertently 333 nos. of outsourced
Safaikaramchari in southern areas were left, who will be surplus after the
implementation of the GIS Based Mechanized and Manual Sweeping.
In view of above, the revise agenda is placed before the Gen. House of
the Corporation to float tender for 1037 (704+333) instead of 704 nos. of
Safaikaramchari for outsourcing of manpower.

SUPPLEMENTARY AGENDA ITEM NO. 237.4
Agenda:- Implementation of Smart Water meters as Pilot Project on IOT (Internet of things)
Network.
Chandigarh is one of the fastest growing cities in the country with a potential to become the
I.T hub of Punjab and Haryana. The city is witnessing a rapid expansion, industrial boom, increased trade
opportunities coupled with high population growth rate.
Water is a basic requirement that every city needs to provide to its citizens, but the wastage
in water consumption and leakages in water supply are two most important issues of concern. Currently
the total potable water supply available in the city is 78.5 MGD out of which 26% is unaccounted..
Gaia Smart Cities, 27 Tata Colony, Parel Mumbai has submitted a proposal regarding Pilot
Project implementation of Smart Water Meters & IoT Network in Sector-4 residential area consisting of
approx. 189 water meters of Chandigarh Municipal Corporation. The objective of this project is to measure
& analyze the flow of potable water by providing automated metering infrastructure (AMI) with end to end
measurement & control of Water from source to destination. The Data related to Water Meter consumption
& usage will be measured in real time & will be made available to the Corporation & citizens over web &
Mobile Interface, as to enable them to analyze its utilization.
Gaia smart city will do this pilot project for 180 days. This will be helpful for the Corporation
to build consensus amongst stakeholders.
After completion of this pilot project, the Corporation will take over the maintenance and
operation of these smart meters in good condition from M/s Gaia Smart Cities, free of cost alongwith all
the infrastructure i.e. hardware as well as software installed by the agency. M/s Gaia Smart Cities will
have no right to claim any preference in case open tenders are called by the Municipal Corporation,
Chandigarh. However, if Municipal Corporation, Chandigarh as well as stakeholders will be satisfied with
the working of smart meter provided by the agency, it may consider to extend the service to the other
parts of the city for which proposal may be received on Swiss Challenge Mode.
The agenda is placed before the House for its consideration and decision please.

2. We will leave the water meters on ground In the event of no clo5u1 e of l.,u~lnes!> between us and the Chandigarti Municipal Corporation. The meter will continue working however the wireless reading apparatus will not be available after the completion of the trial. We will expect a Swiss Challenge based first right of refusal for any opportunity to roll-out the solution across Chandigarh when the opportunity comes up.
3. After the completion of the pilot, the Corporation can tdke over the maintenance of the meters. We can support the maintenance of the water meters post the pilot, on behalf of the Chandigarh MLnicipality. The Software infrastructure will be available to the corporation at no extra cost.
The above terms and conditions are only applicable for the pilot project of smart meters for Chandigarh Sector4 and Is limited to a maximum number of 189 meters only. The final number installed during the pilot will be determined after the start of the project and after full inspection of the residential premises.
