PROJECT DESCRIPTION

Joe White is requesting preliminary plat approval for Phase 1 (17-lots) and Phase 2 (19-lots) of the proposed The Pier at Stansbury Park PUD Subdivision. Final plat approval is also being requested for Phase 1 (19-lots) of the proposed subdivision. The proposed subdivision is comprised of two parcels which totals 38.15 in size. The subject property is currently zoned RR-1 (Rural Residential, 1 Acre Minimum). The applicant will be constructing a Ski Lake on Parcel A (14.41 acres), which will be an amenity for the residents of the proposed development.

SITE & VICINITY DESCRIPTION (see attached map)

The immediate vicinity surrounding the proposed subdivision is predominantly undeveloped land in the RR-1 zone to the east, south, and west. Immediately to the north, Ivory Homes is in the beginning stages of development for the proposed Sagewood Village, which will be a multi-phased subdivision development in the R-1-10 (Residential, 10,000 Square Feet) zone. To the north across Village Boulevard there is a large area of single family residential uses in the R-1-10 zone.

LAND USE CONSIDERATIONS (as proposed)

Information regarding the proposed PUD setbacks and zoning information will be updated on the staff report prior to August 15, 2018 and will be presented to the Tooele County Planning Commission.

GENERAL PLAN CONSIDERATIONS

The proposed development is consistent with the Tooele County General Plan Update 2016.

ISSUES OF CONCERN/PROPOSED MITIGATION

Planning Staff has not identified any issues of concern with the proposed subdivision. NEIGHBORHOOD RESPONSE

Planning Staff has not received any response from the surrounding neighbors as of the completion of this report. Any response that is received will be presented to the planning commission on June 6, 2018.

PLANNING COMMISSIONS’ RESPONSE

The Tooele County Planning Commission will hear this request at their regularly scheduled meeting on August 15, 2018.

REVIEWING AGENCIES RESPONSE

AGENCY: Aqua Engineering DATE: July 17, 2018 RECOMMENDATION: Approved, no additional comments or revisions. AGENCY: County Surveying DATE: July 16, 2018 RECOMMENDATION: Approved, please have the two easements in favor of Stansbury Park Improvement District recorded and show the Entry Numbers for those easements on the final plat mylar. AGENCY: North Tooele Fire District DATE: April 4, 2018 RECOMMENDATION: Approved, please see the attached letter. Compliance with current building, construction, engineering, fire, health, landscape and safety standards will be verified prior to final approval.

PLANNING STAFF ANALYSIS

Planning Staff has reviewed the proposed Planned Unit Development (PUD) Subdivision and has found that it is cohesive with surrounding uses, the Tooele County General Plan Update 2016, and the Tooele County Land Use Ordinance. Continued on Next Page

PLANNING STAFF RECOMMENDATION

Staff recommends that the Tooele County Planning Commission makes a motion to grant preliminary plat approval for phase 1 (17-lots) and Phase 2 (19-lots), as well as final plat approval for Phase 1 (17-lots) of the proposed The Pier at Stansbury Park PUD Subdivision, subject to the following conditions of approval:

1. The civil bonding must be in place prior to the recordation of the Final Plat. 2. Building Permits cannot be applied for until the Final Plat has been recorded. 3. A typical showing the approved setbacks for the PUD is shown on the Final Plat prior to recordation.

Tooele County Planning and Zoning May 30, 2018 47 S. Main Tooele, Utah 84074 Dear Sirs, This letter is to advise you that Joe White, Managing Member of Ironwood Real Estate, LLC, the developer of The Pier at Stansbury Park, has provided North Tooele Fire District (NTFD) with an easement agreement with Ivory Homes and Boyer Corp. that insures that a road to be used as a second means of access/egress can be built. The easement insures that a second access that meets 2015 IFC and 2015 IFC Appendix D minimum requirements can be built, successfully addressing the lack of turnarounds on The Pier Blvd. and possible future development of over 30 single family dwellings of the P.U.D. NTFD no other issues with The Pier at Stansbury Park, P.U.D. The proposed security gates on both access points will be determined at a later date to meet access requirements of the Fire District.
