Purpose
ThepurposeoftheOperationsManualTemplateGuideistodescribewhatshouldbe
includedineachfieldoftheBCAAOperationsManualTemplate.TheprimarygoaloftheSUA
OperationsManualsistoprovideatemplateforoperatorsapplyingforanAerialWorkPermission
forcommercialuseoftheirSUA.ThescopeofthismanualistoincreasesafetyofSUAoperationsby
providingdetailedguidancetothegeneralpublicontheapplicabilityandlegalityofSUA,better
knownasdrones.ThismanualisoneoftherequirementsneededtodemonstratetotheBermuda
CivilAviationAuthority(BCAA)ofsafeandlegaloperatingpractices.TheBCAAhasdirect
jurisdictionovertheairspaceinandaroundBermudaandregulatesthisairspaceusingthe
authoritygrantedbyAirNavigationOverseasTerritoriesOrderasamended.
SUAhavebecomeeasilyavailabletothepublic,buteducationhasn’tquiteevolvedwiththe
industryfastenough.Informationaboutproperuseoftheseaircraftallovertheworldhaslagged
behindtherapidlydevelopingindustry.SafetyandlegalityarethetopprioritiesattheBCAAand
thisguidancewillbeaimedatOperatorswhowishtousetheirSUAforAerialWork.However,
recreationaloperatorsmaybeeducatedgreatlybytheinformationprovided.Thisinformationwill
beparticularlyusefultorecreationaloperatorstobetterunderstandapplicableregulations,proper
safetyproceduresforuseandcommunicationoutletsforemergencysituations.
Thisoperationsmanualguidehopestoprovideaclearoutlineofwhatisexpectedof
operatorsthroughadocumentspecifyingrequirementsforanoperationwithSUAoflessthan
20kg.SpecialemphasiswillbeplacesonsafetyatparticularlocationswithinBermuda.Certain
areasoftheislandpossessmoretorisksandlegalissuesthanothers.Someexamplesofareas
whereguidancewillbeprovidedbythismanualare:

conciseOperationsManual.ItshallcontaintheproceduresandpoliciesthatgovernSUAoperations.
Thecompanyshouldusethismanualasaguideforoperationalproceduresandnotjusttocomplete
regulatoryrequirements.
Acopyofthismanualmustbeavailabletoeachmemberofthecompany’sSUAoperations
staffatalltimesonceitisacceptedbytheBCAA.Thismanualshallbeupdatedwithanypertinent
changessuchasOperationalControlpersonnel,SUA,regulatoryandcompanyscopeadjustments.
VersionnumbersaresuggestedandanyupdatestothemanualshallbesenttotheBCAA.
Inthisspace,thecompanyshallalsohaveacompliancestatementexplainingthatcompany

2.1CompanyStructureandOverview
Inthissectiontheoperatorshouldshowand/orexplainthecompanystructure.It
shouldshowwhichpositionisthemanagerorsupervisorandwhichpositionsreporttothe
supervisoryrole(s).AsinFigure2.1,largerorganisationsmayshowmultiplelayersofthe
departmentandhowitmaybranchofffromitsmainbusiness.Theorganisationstructure
doesnothavetoshowarepresentationoftheentirecompany.Thestructureshould
howevershowtheareaofthecompanywhichpertinentnominatedpersonnelforSUA
operationsandaccountabilityreside.Forexample,amediacompanydoesnothavetoshow
allmembersofthestaffbutonlythememberswhichtheSUAdepartmentreportsto.
Smallercompaniescomprisedofa1-3peoplewillnothavetoprovideagraphicbut
abriefexplanationwillsuffice.Figuresarenotrequiredbutcanprovideabetter
understandingfortheBCAAtoprovideoversight.Figuresmayalsoallowincreased
efficiencyforcommunicationinthefutureforlegislationchangesandrenewalpurposes.
Figure2.1showsanexampleofalargeSUAoperationalstructureandcanbemodifiedfor
yourcompany’sscaleandroles.Rolesinbracketsareotherexamplesofthepositionstated.

presentsadangertopersonsorproperty.Itcanbeausefultooltogatherdatatobe
analysedlatertopreventsimilareventsreoccurring.Table2.4showsasuitableSUA
checklistformostoperations.Thisensuresmostfactorshavebeentakenintoaccount.
