Percent of youth aged 16 and above with an IEP that includes coordinated, measurable, annual IEP goals and transition services that will reasonably enable the student to meet the postsecondary goals.

**The SPP application in TEAL for SPP 13 is different than the one for SPP 14 (TSDS Portal)**

If you do not have a TEAL Login

● To apply for SPP access, go to TEA Secure Applications● Scroll down to SPP 13 ● Click on the Request Access Online link● Login to TEAL

Select User Role User Role DescriptionsOn this screen, select your role. The roles in this list are all of the possible roles for all of the applications. Keep in mind that the role you select must be approved by your Superintendent and the SPPI Program area.

The Data Entry Agent role now includes the

previously separate roles for Single or Multiple Districts, and Single or Multiple Campuses

The Certifier role now includes the previously

separate roles for District Certifier, SSA Certifier, and LEA Certifier

Once you have selected your role, click the Continue.

Select Applications Select the indicators in the SPP Apps List

that you would like access to. You can select one, multiple, or all indicators. You do not need to create a new account for each indicator.

For all roles except Data Entry Agent, type the District numbers you need access to in the Certifier District Numbers field. To enter more than one district, separate each number with a comma, and do not add any spaces.

SPP Applications All SPP indicators are now accessed from the main SPP application page. Additionally, reports can be run for different indicators from the main SPP

application page. Each report is generated in a new browser window, to allow you to

compare information between the indicators.

District Roles and Responsibilities

● The District Data Entry Agent and/or District Certifier will enter data collectively when necessary.

● There is only 1 District Certifier per LEA/SSA- the superintendent must revoke previous certifier if a new person will serve in that role this year.

● The District Certifier is responsible for ensuring that the data are accurate and therefore, must be knowledgeable of the process.

● The District Certifier will certify the data once it is entered and completed.

● The District Certifier will need to read and understand the requirements in the Data Integrity Checklist Indicator 13

Students must be at least age 16 between July 1, 2019 and June 30, 2020

Includes students up through age 21 (age 22 as appropriate)

Required Sampling Procedures Districts must be able to show documentation of how they determined the minimum number of student folders to be reviewed. They must also keep the alphabetized list of students indicating which selected student folders they reviewed for the data collection for audit purposes.

Generation of Student List: ● Districts will generate a list of students with disabilities from all campuses

with enrolled student(s) that meet the “Criteria for Data Collection.”

● Once the list of students is generated, place the names in alphabetical order.

● Remove from the list all students whose folders were reviewed and reported in prior data collection years.

● There are two ways to find students folders that have already been submitted.

● Once in the SPP13 application, you can run a report for Indicator 13 submissions for prior years OR● Also, in the Data Entry tab, you can select the prior years submission and view individual student entries.

● Once all folders have been reviewed, it is time for data entry

Important Reminder❖ Use Internet Explorer. (Remember the application is best viewed

by using Internet Explorer version 5.5 or higher)

❖ Using alternative browsers such as Safari, Firefox or Google Chrome will cause problems with inputting and saving data.

❖ If using Internet Explorer version 10, you will need to use Compatibility View in the browser.

Data Entry

● Sign into your TEAL account● Using the Data Collection Checklist for each

student on the final sample list, enter that data into TEAL

● Contact your district Certifier that application is ready for certification and final submission

Data Certification

● Some LEAs do not have to certify data (if they do not have secondary schools listed in AskTED)

● LEAs with secondary schools but no students who meet data collection requirements will need to certify that they have no data to submit

After Data Entry Complete

There are 2 steps to finalizing submission

❖ first submit the data,❖ then certify to send it to TEA.

Districts that do not certify their data through the online application will not meet compliance for that indicator, regardless of the data you submitted!

Most Common FAQs

FAQs Q- A district is listed in SPP 13 that currently serves students only through grade 7. Or, adversely a district currently serves students that meet the criteria on a campus that is not listed. What should they do?

A- District and campus lists are populated from the AskTed database based on criteria as listed at the time of the SPP 13 application population. Districts and campuses that list grades 9, 10, 11, and/or 12 are included in the SPP 13 application population. All districts and campuses that are included in the SPP 13 list must report accurate and reliable data in the SPP 13 application even if no students meet the data collection criteria at the time of collection. If there are no students that meet the data collection criteria, the district would report and certify that no students met the requirements. All districts and/or campuses that are not included in the SPP 13 list are not required to report and certify student data.

FAQsQ- Which district collects data on students attending a juvenile justice alternative education program (JJAEP)?

A- The enrolled student’s district will collect the data for the appropriate JJAEP.

Q_ What does the data entry agent or certifier do when they cannot get a PET match for a student?

A- Check to make sure the correct TSDS Unique ID was entered and confirm with the campus PEIMS coordinator that the student is currently enrolled on the campus. A student that has withdrawn from the campus will not get a PET match. In addition, check with the PEIMS Coordinator to make sure the student has a correct TSDS Unique ID and an up to date PET entry. If problems continue, document the specific issues, put the student’s record aside, and replace the student with the next NTH student on the sampling list.
