Standard Specification and Details for Local

Highway Maintenance

The core set of specification and highway standard detail documents for highways works in England is the Highways Agency Specification for Highways Works.

1. Designed for the construction of new motorways and trunk roads

2. Of limited use for highway maintenance activities 3. Of limited use to Local Highway Authorities

Individual Local Highway Authorities have developed their own specifications and details for the minor road network, each incurring their own development and maintenance costs.

HMEP commissioned URS to undertake the work

The HMEP Offer is to: 1. Provide a common Standard Highway Specification and Standard

Details for LHAs to use across England

2. Reduce costs for LHAs a) In the preparation and updating of individual council specifications

by providing one source of information b) By rationalising specifications to simplify procurement and supply

Build on work already carried out by existing LHA regional alliances

• Midlands Highway Alliance, • South East 7, and • Transport for London.

Developed for areas where authorities spend most of their highway maintenance budgets: • Series 500 – Drainage & Service Ducts • Series 700 – Road Pavements – General • Series 900 – Road pavements – Bituminous bound

Materials • Series 1100 – Kerbs, Footways and Paved Areas • Series 1300 – Road Lighting • Series 1700 – Structural Concrete • Series 1800 – Structural Steelwork • Winter Maintenance

•Additional clause for the reinstatement of Failed Chamber and Gulley Covers

•10 standard details for use by LHAs, complementing existing HA HCD

• ADEPT study on the appraisal of maintenance needs for lining systems highlighted in the Notes for Guidance

including bespoke items as Christmas decoration fixings

• Column specification updated to reflect increasing wind speeds predicted by climate change

• 10 standard details for common column types

• Provided 6 new Clauses to cover the maintenance of concrete structures using various methods commonly in use

Series 1800 – Structural Steelwork

• Series 1800 is currently being updated by HA to bring it into line with EuroCodes, dealing with new construction

Drainage Dealing with Gully and Manhole / Catchpit types commonly encountered within LHA drainage systems
