Section VIII.'Be it further ordained, etc., that in

order to subserve commercial conven-lence, and for the convenience of ailparties to the contract, and in accord-ance with Sec. 3, Act No. 32, of theGeneral Assembly of the State of Louisiana, approved July 19, 1902, the

president of the Police Jury shall,within 90 days after signing the con-tract herein provided for, make andexecute thirty-five certificates of

$1,000.00 each, as installments to be.

paid on the price of the contract.These certificates shall brieflty stat6the purposes for which they. are in-sued, the amount of the contract, thedate upon which the certificate is is-sued, and the same is issued' pursuantto the contract and to this ordinance;and is evidence of the completion Qt

the contract to the extent and amounastated in that certificate, and shallstate` the year in which the sum nam-ed is payable, and shall designate the

year, the revenues of which arepledged, dedicated and appropriatedto the payments of so much of thecontract price. These certificatesshall be signed by the president of thePolice Jury and the clerk thereof, andshall be delivered to the contractbrupon the certificate of the supervisingarchitect. And. attached to each cer-tificate shall be the requisite and prop-er certificate or coupon for the inter-eat thereon, at the rate of 5 per centper annum, payable annually, whichcertificate of interest, or conupon, shallbe signed and exzecuted by t~e preel-dent and secretary of the Police Jury.The interest on the Installmenta ofthe contract price, represented by thecertificates shall be payable angallyon the first of May, and each 4crtifi-i cate shall bear certificates or con-

pons, expressing the ̀ amount of ipter-
