01 Introduction
The Government of Sri Lanka is proposing to implement the Grater Colombo Water & Wastewater
Management Improvement Investment Programme (GCWWMIIP) to improve water supply and
Wastewater system in the Greater Colombo area. The expected impact of the Project is ‘improved
quality of life for the residents of Greater Colombo. This will be through
(i) Rehabilitated water supply network and reducing non-revenue water (NRW) in
Colombo city ,
(ii) Institutionally strengthened, reformed and capacity built service providers and
(iii) Investment Program managed and implemented successfully
This Initial Environmental Examination (IEE) has been prepared for aforementioned
investment programme which involves:
(i) increase water supply availability and efficiency in Colombo;
(ii) enhance the distribution system and reduce NRW;
(iii) establish a mechanism to reduce NRW;
(iv) enhance the institutional, operational and project management capacity of NWSDB
02 Purpose of the Report
The ADB Public Communications Policy (PCP 2011) refers the Safeguard Policy Statement
(SPS 2009) with respect to information disclosure related to project safeguard documentation
states that ADB shall post on its website the safeguard documents submitted by the borrower
and/or client. These safeguard documents include Resettlement (RP), and the social safeguard
and environmental monitoring reports. Semiannual monitoring report shall submit periodically
over the total implementation period of the project, covering Environment, Resettlement and
social safeguard issues.
This report on IEE identifies the broad scope of the subproject and outlines the policy, procedures
for environmental Impacts, acquisition of land, compensation and other assistance measures for
affected persons and institutional requirements for implementation of under GCWWMIIP
project. This also has been spelled out in the project Annual Initial Environmental Examination
(IEE) Monitoring Report for the Period of 2014 – January to 2014 - December.

03 Policy, Legal and Administrative Frame work
A. ADB Policy
ADB requires the consideration of environmental issues in all aspects of ADB’s operations, and the
requirements for environmental assessment are described in ADB SPS, 2009. This states that ADB
requires environmental assessment of all project loans, program loans, sector loans, sector
development program loans, loans involving financial intermediaries, and private sector loans.
B. National Laws (GOSL)
The implementation of the projects will be governed by Government of Sri Lanka
environmental acts, rules, regulations, and standards. These regulations impose restrictions on the
activities to minimize/mitigate likely impacts on the environment. It is the responsibility of the
project executing and implementing agencies to ensure projects are consistent with the legal
framework, whether national, state, or municipal/local. Compliance is required in all stages of the
project, including design, construction, and operation and maintenance.

The survey and assessment undertaken during preparation of the subproject indicates that the
subproject will entail some degree of environmental impacts and no mitigation measures needed to
address those impacts The Project will
1. Utilize existing lands for rehabilitation of existing water supply facilities.
2. Utilize vacant Government land to the extent possible for new facilities.
Where Government land is unavailable due to constraints (proximity and elevation requirements) in
locating facilities, land selected will not cause dislocation.

05 Description of existing Environmental Condition - Project I
5.1 NRW Office in Maligakanda
Proposed land belongs to National Water Supply and Drainage Board. Presently this land is used
by Colombo Municipal Council as stores for their operation and maintenance work. Existing
store to be demolished for future developments which is presently use by Colombo Municipal
Council (CMC).
Discussion being carried out with CMC authorities. Construction will be commenced after
Resettlement of CMC staff.
5.2 Area Engineer’s Office at Eli House Reservoir site
The proposed Area Engineer’s Office at Eli House Reservoir site’s land belonging to NWSDB.
Hence land acquisition is not anticipated.

06 Description of existing Environmental Condition - Project II
6.1 Construction of office buildings for Area Engineer- Maharagama
Construction of the proposed Area Engineer’s office is proposed at the existing site of NWSDB at
Maharagama. Therefore no land acquisition will be required for this proposed construction
6.2 Construction of New Training Centre at LS Yard Thelawala road, Rathmalana
Original proposal of renovating the existing training centre at Thelawala was dropped & decision was
taken to construct new building for training center. The proposed land belongs to the NWSDB itself.
The selected land currently use as NWSDB’s on of junk yards (this is known as LS Yard at polwatte,
near Rathmalana).
There are no any kind of trees or bushes inside this area as it was used for a long time.the whole area
is a bare land and the surrounding area also developed for a longtime. NWSDB already request to
remove the items belong to each section of NWSDB and clear the area for the construction of the
proposed Training Centre.
At present architectural, Structural Building Service design consultancy document evaluation was
approved. The construction contracts will be called after finalization of the architectural, Structural
Building Service design.
Impacts Identified & Mitigation measures:
Impacts on the environment in this land is mostly occurring during the construction phase. Those will
limited to few impacts such as Noise, Dust …ect. A proper mitigation methods must be apply to those
impacts prior to the commencement of works by the approval of the Engineer and the Environmental
supervision officer at the site. Daily monitoring is required.

6.2.1 Proposed land use as a junk yard

6.3 Area Engineer office for Pamankada
Under the GCWWMII project, it has proposed to construct a new Area Engineer’s office for the
Pamankada area. The newly proposed land belongs to Urban Development authority (UDA) as
mentioned in the RP report. The extent of the land is 40 perches and the land situated at Nawala Rd,
Narahenpita.
This land was previously used as a garage and those buildings were demolished for new development
projects. Therefore inside the land there are no any kind of a vegetation. There are some remaining
parts of the previous buildings exists and those have to be demolish as well. Constructions in this land
have no effect to the environment nearby.
Impacts Identified & Mitigation measures:
Impacts on the environment in this land is mostly occurring during the Demolishing/construction
phase. Those will limited to few impacts such as Noise, Dust…ect. A proper mitigation methods must
be apply to those impacts prior to the commencement of works by the approval of the Engineer and
the Environmental supervision officer at the site. Daily monitoring is required.as the adjacent area is
separated by walls during constructions proper safety measures to be adopted as well.

6.4 Construction of Booster Pump Station at Moragasmulla.
The project management unit of GCWWMIIP found a land for proposed construction of Booster
Pump Station at Moragasmulla. It is a 102.2 purchase area of private land belongs to ETI Finance
(pvt) Ltd. But the deal was canceled due to the unavoidable legal circumstances. However another
suitable land for this booster pumping station has been identified closer to the Moragasmulla tower.
The selected new land called as Millagahawatte and it is belonging to private owner. The owner is
willing to sell this land for this purpose and land extent is 12.5 perches. As this land is most suitable
for the purpose of this project, PMU is processing purchasing procedure. The identified land does not
have any structures thus land acquisition will not cause any resettlement impacts.

6.5 Construction of Gothatuwa Ground Water Reservoir and Booster pump
station
Another component of this project is the ground water reservoir, Pump station & caretaker quarters at
Gothatuwa. The proposed land which is belongs to the Ministry of Health is locate adjacent to the
NWSDB elevated water tank at gothatuwa. The area is using for the hospitals’ quarters for the
doctors. But most of the buildings are not in use by now. The area is developed previously and only
the demolishing works to be done.
Proper methods must be used during the demolishing/construction works carry out as the adjacent
area is belongs to the hospital. But the wards are locate far away from the proposed land and hence
minimizing the effects during the works can be done easily by using proper mitigation measures. As
there are separate access roads available to the site the hospital area will not use during the
constructions.

Impacts Identified & Mitigation measures:
Demolishing of existing old buildings have to be done. There are bushes grew up and few trees also
remain in the land. Those have to be remove. A proper disposal site have to be identified and
approval should be taken before disposal works done. Impacts on the environment in this land is
mostly occurring during the construction phase. Those will limited to few impacts such as Noise,
Dust …ect. There is a separate access road to the site and hence no obstructions to the hospital by the
construction works occur. A proper mitigation methods must be apply to those impacts prior to the
commencement of works by the approval of the Engineer and the Environmental supervision officer
at the site. Daily monitoring is required.
