Afterconsiderationofestablishingasatellitespectrumworkinggroup forWesternHemispherespaceagencies, recommendnotestablishinganewworkinggroup. Itappearstoberedundant withexistingorganizationsofasimilarorientation, suchastheSpaceFrequencyCoordinationGroup (SFCG), theCoordinationGroup forMeteorologicalSatellites(CGMS)andotherorganizations.Anew"generic"satellitespectrumworkinggroup isnotexpectedtobeuniquelyuseful.Additionally, countries intheWesternHemisphereareencouragedtobeinvolved intheInter-AmericanTelecommunicationCommission (CITEL)whichistheregional spectrummanagementbody fortheWesternHemisphere.Itmaybedesirabletocreateaspectrummanagementgroup/actioncommitteeforprotecting/advancingthespectrumnecessaryfortheprovision ofhydrologicalandmeteorological servicesinthisbody thatwouldliaisonwithsuchorganizationsasCGMS,CITEL,IOAGandSFCG.

#11– CanNOAAemployknown&testedfrequencymanagement(interferencedetectionandprevention)techniquesandequipmentalreadyusedbyindustry?

NOAAisfunded through AWS-3auctionrevenuetodesignanddeployaRadioFrequency InterferenceMonitoring System(RFIMS)atspecificcriticalNOAAsites.Whilethisfunding isspecificfor1695-1710MHzbandaspartofAWS-3,itisplanned tobeofasufficientopenarchitecturetoallowforadditionalbandmonitoring. Thisapproach,asitbecomesestablishedoperationally, isconsideredtobemostoptimumfordeploying toadditionalsitesandfrequencies. #12– FurtherinvestigationintotheHRIT/EMWINinterferenceissuesfromcommercialcellphones(followingspectrumauction);actionstostoptheauctionofGOES-Rfrequencybandinthefuture;andengagingtheUSGovernmenttoinvestigateandreviewoftheseinterferenceissues.HRIT/EMWINInterferenceisexpectedtobeproblematicandpossiblemitigationapproachesinthenearfuturecouldbeaccomplishedbysimply switchingbetweenGOES-RseriesandGOES-NseriesEMWINreceiversastheyoperateatdifferent frequencies.(LegacyEMWINisnotasclosetothenewAWS-3handsetsasGOES-16EMWINistothebandedge.)ExistingEMWINreceiversystemsarenotcurrentlydesigned toresistadjacentbandinterference.AWS-3implementation isongoing. Theauctionwinnershavenotimplemented theirsystemstodate,though theyareexpectedtocommenceoperating inthenearfuture.DOC/NOAAcontinues tomeetwiththeauctionwinnersanddiscussprotectionofincumbentoperationsintheband.DuetotheportablenatureofEMWINreceiveruses, coordinationzonesarenotaneffectivemitigation frominterference.
