SBPA The SBPA is actually a salary

revision not an improvement to the

salary and pension scheme for civil servants.

It was implemented after the Public Service Department (PSD) agreed to several demands from CUEPACS

Gred 1-16 : RM80Gred  17-26 : RM120Gred 27-40: RM160Gred 41-48: RM220Gred 52-54: RM260JUSA A,B,C: RM320

By 8 percent salary adjustment for Column(Turus) III and Column(Turus) II.

7 percent salary adjustment for one and the Chief of Staff of the Secretary-General Tan Sri Mohd Sidek Hassan

Salary adjustment of 13 percent of managerial and professional groups and groups of implementers in Grade 1 to Grade 54.

Salary adjustments of 9 percent for primary grades and special grade C, B and A.

CHRONOLOGY BEFORE DECISION TO CANCEL SBPA

October 7, 2011 - SBPA announced in Budget 2012 that promises a better salary scheme based on merit and the annual increase of between RM80 and RM300

December 8, 2011 - Public servants are given 15 days from 16 December to make the choice of whether they choose the SBPA or remain in service longer

December 21, 2011 - CUEPACS asks 1.4 million members did not sign the SBPA option for implementation

January 12, 2012 - Prime Minister Datuk Seri Najib Razak announced a revised SBPA

January 13, 2012 - Chief Secretary to the Government Tan Sri Sidek Hassan announced a task force set up to implement the revised implementation of SBPA

January 21, 2012 - Prime Minister Datuk Seri Najib Razak to give the three months to the task force chaired by Tan Sri Ismail Adam to do the research and improvement SBPA

January 27, 2012 - CUEPACS urges five major attention by the task force to review SBPA

February 4, 2012 - CUEPACS will submit salary transfer formula of the Malaysian Remuneration Scheme (SSM) to SBPA to be considered in the new scheme

March 8, 2012 - Prime Minister Datuk Seri Najib Razak announced the implementation of SBPA cancelled and returned to the SSM to be improved.

SPECIAL COMMISSION OF REVIEW PUBLIC SERVICE TRANSFORMATION Established by the Government

on June 1, 2012 for a comprehensive and holistic review national public service.

Former Chief Justice Tun Zaki Azmi was appointed as Chairman of the Commission.

Chief Secretary to the Government, Tan Sri Mohd Sidek Hassan announced six members appointed to the commission.

Tan Sri Ismail Adam (Former Public Service Department director-general)

Tan Sri Alimuddin Mohd Dom (Former education director-general)

Tan Sri Dr Hadenan A. Jalil(Former auditor-general) Tan Sri Hussin Ismail(Former deputy inspector-

general of police) Datuk Che Hasni Che Ahmad ( Former Army

Comander Training ) Datuk Omar Osman (President of CUEPACS )

The purpose of commission is to study the transformation of the public service ; remuneration system; appearance future of public service.

THE REASON FOR CANCELLATION OF SBPA Many civil servants who are not

satisfied with SBPA scheme. Lack of sufficient consultation with

CUEPACS. The increasing percent of salary is

not balance. 1.4 million of public servants are not

accept comprehensive information about SBPA.

Some of Political party are enforced government to delay SBPA.

THE MERITS OF SBPA

Exit policy. Getting a better pay rise and pension

compared to the Malaysian Remuneration System (SSM).

Salary for civil servant is consistent.

The principle promotion for degree in education (PPG)are time-based.

The salary for civil servant will increase from 7 % to 13%

Government pensioners will benefit pension adjustment

ISSUES OF SBPA

Widen the salary gap between civil servants.

CUEPACS ask 1.4 million public employees do not sign the letter of offer JPA.
