IntroductionThispolicyensuresaclearframeworkisinplacetosafeguardandpromotethewelfareofchildren.WefollowtheKeepingChildrenSafeinEducation(KCSIE)statutoryguidance.KCSIEsetsoutthoselegaldutiesthatschoolsandcollegesmustcomplywith,togetherwithwhatschoolsandcollegesshoulddoinordertokeepchildrensafe.SchoolsandcollegesmusthaveregardtoKCSIEwhencarryingouttheirdutiestosafeguardandpromotethewelfareofchildren.ForallstudentsattheGrove,theirautismdiagnosismeansthattheymayhavesignificantchallengesincommunication.Thismaybepresentindifferentwaysandthisshouldbeconsideredwhenimplementingoursafeguardingpolicy.Thismeansthateverystudent’scommunicationabilityandthestrategiestheyarefamiliarwithshouldbeadoptedduringanycommunicativeexchange(ordiscussion).Thedifficulties,formanyofourstudentstobeabletounderstand(themselves)oralertotherstotheirworriesorconcerns,meanstheyaredependentuponthoseworkingwiththembeingabletorecogniseandinterpretdangersignals.Thisdemandshighlevelsofvigilanceandsensitivityfromallschoolstaff.Communicationiskeyatalltimesandstaffwillalwaysuseappropriatemeansoftwowaycommunicationtosupportstudentstounderstandandexpressanyareasofconcerns.Wewillalwaysattempt,wherepossibletoenableachildtoexpressorcommunicatetheirthoughts,worriesorconcerns.Thiswillalwaysbedonethroughacknowledgementofastudent’smeansofcommunicationwhichwillhavebeenassessedbyprofessionalsworkingwiththatchild.

OurschoolproceduresforsafeguardingchildrenareinlinewithHaringeyandLSCBprocedures(acopyoftheseprocedurescanbefoundontheLSCBwebsite:http://www.haringeylscb.org)Childprotectionistheresponsibilityofallstaff,andourpolicyappliestoalladults,includingvolunteers,workinginoronbehalfofTheGroveortheTrust.
Wehavearesponsibilityofeducatingstudentssothattheyareabletomakechoicesthatwillenablethemtobehealthy,safe,abletoenjoyandachieve,makeapositivecontribution,andachieveeconomicwellbeing.Thispolicyshouldbereadinconjunctionwiththefollowingpolicies:

TheGroveCommitmentTheGroveiscommittedtosafeguardingandpromotingthewelfareofallofitsstudents,eachstudent’swelfareisofparamountimportance.Werecognisethatsomechildrenmaybeespeciallyvulnerabletoabusee.g.thosewithspecialeducationalneeds,thoselivinginadversecircumstances.Wetakeaconsideredandsensitiveapproachinorderthatwecansupportallourchildren.Wesupportourstudentstolearnaboutkeepingthemselvessafethroughourcurriculum,withparticularreferencetoour(personal,social,health&economic)PSHE&Citizenship,(spiritual,moral,social&cultural)SMSCand(relationships&sexeducation)RSEcurriculums.ResourcesandactivitiesarecreatedanddevelopedtomeetthelearningrangesofourstudentsforexampletheuseofCommunicationinprinttohelpwithunderstandingortheuseofmindmapstohelpthemvisualiseconnections.Inourapproachtosafeguardingitisimportantthatwerememberourbeliefthattheabilitytocommunicateiscentraltoaperson’ssenseofselfandtheirconnectiontotheworldaroundthem.AtTheGrove,wefollowaTotalCommunicationApproach,whichmeansthatwerecogniseandvalueallformsofcommunicationequally.Thesemayincludeacombinationofthefollowing:

Itisofvitalimportancethatourstudentsaregiventheopportunityto“communicatetoothersandbecommunicatedto”effectivelyandthismayincludeanyoralloftheaboveformats.StaffMUSTgivetimeandallowanceforastudent’scommunicationabilityandshouldrefertothepersonalisedlearningplan(PLP)forinformationaroundtheirparticularcommunicationneed.Methodsofcommunicationaroundsafeguardingconcernswillberecordedinanysafeguardingrecords.TheGrovefollowsthestatutoryguidance;KeepingChildrenSafeinEducation.“Thisdocumentcontainsinformationonwhatschoolsandcollegesshoulddoandsetsoutthelegaldutieswithwhichschoolsandcollegesmustcomplyinordertokeepchildrensafe.”

RolesandresponsibilitiesTheGrovehasaSafeguardingPolicyandproceduresinplacethatareinaccordancewiththeLocalSafeguardingChildrenBoard(whichwillceasetoexistbySeptember2019,replacedbythreekeypartners)guidanceandlocallyagreedinteragencyprocesses.
TheHeartlandsCommunityTrustoperatessaferrecruitmentproceduresandmakessurethatallappropriatechecksarecarriedoutonstaffandvolunteerswhoworkwithchildren;
TheGrovehasproceduresfordealingwithallegationsofabuseagainststaffandvolunteersthatcomplywithguidancefromtheLocalAuthorityandlocallyagreedinter-agencyprocedures.
AseniormemberoftheGroveLeadershipTeamisdesignatedtotakeleadresponsibilityforChildProtection,thereisalsoadeputydesignatedsafeguardingofficer.Staffundertakeappropriatechildprotectiontraining,includingannualupdates.Theyremedywithoutdelayanydeficienciesorweaknessesregardingchildprotectionsarrangements

adoptedwithregardtoallegedchildabusearesimilarlydisplayedwhenadultsworkinginschoolareaccused,nomatterhowdifficultthismaybe.
● Corporalorphysicalpunishmentofchildreninschoolsisunlawful.PhysicalrestraintofchildrenisonlypermittedinaccordancewithPhysicalInterventionPolicy

● Ifitisdecidedthatareferraltosocialcareisnotnecessary,itmaystillbeappropriatetoconductaninternalinvestigation.Wherenofurtheractionisrequired,detailsanddecisionsshouldberecordedinaconfidentialfile.TheLADOandchairofgovernorsstillneedtobeinformed.
● AnymemberofstaffwhoisconcernedabouttheconductofanothermemberofstafforadultontheschoolpremisesshouldcontacttheHeadofSchoolaspartofourwhistleblowingprocedures.
● IfthereareanyconcernsaboutSafeguardingpracticeswithintheschool,staffandvolunteersshouldfeelabletoraiseconcernsabout‘unsafe’practiceandpotentialfailurestotheHeadteacher,hisdeputiesoramemberoftheSafeguardingTeam.ShouldconcernsbeabouttheHeadteacherand/ortheDesignatedLead,theChairofGovernorsshouldbecontacted;anymemberoftheSeniorLeadershipTeamwillprovidedetails.Shouldyouhaveanyconcernsaboutthisprocess,youcanstillcontacttheLADOdirectly.
● WewillrefertotheDBSanyoneharming/harmedorposingarisk/threatofharmtoapupil,orifthereisareasontobelievethishashappened.
● Iftheschoolisunsureaboutaspecificissue,theschoolwillcontacttheLADOandfollowguidance.
PhysicalInterventionAtTheGrovewehaveaseparatepolicywhichshouldbereferredtofordealingwithincidentsofthisnatureandforsupportingandguidingstaff.Trainingandsupport● TheHeadofSchoolwillensurethattheDesignatedSafeguardingLeadundertakes
thenecessarychildprotectiontrainingandthatthisisupdatedatintervals.ThedesignatedChildProtectionLeadwillensurethatallmembersofthesafeguardingteamhaveadequatetraining.
● Thedesignatedlead(oramemberofthesafeguardingteam)willofferchildprotectionawarenesstrainingaspartoftheinductionpackageforallstaffandteachingtrainees.Theywillalsoraiseawarenessofchildprotectionissuesasnecessaryatbriefings,inthestaffbulletinoraspartoftheyearlytrainingpackage.Thistrainingshouldraiseawarenessofchildprotectionissues,clarifytheactionstobetakenifabuseisdisclosed,allegedorsuspectedandalsoencouragestafftokeepthemselvesassafeaspossiblefromanallegationbeingmadeagainstthem.Suchtrainingmustbe‘regularly’updated;howeveratallHeartlandsTrustSchoolseverymemberofstaffhasrefreshertrainingatthestartofthenewschoolyear,aswellasongoingbriefingsthroughouttheyeari.e.tosharelessonslearned.
Confidentiality&InformationSharing● Allstaffneedtounderstandthattheonlypurposeofconfidentialityistobenefitthe

pupil.Nooneshouldguaranteeconfidentialitytoapupilnorshouldtheyagreewithapupiltokeepasecret,asanychildprotectionconcernmustbereportedtotheDesignatedSafeguardingLead(oroneofthesafeguardingteam)andmayrequirefurtherinvestigationbytheappropriateauthorities.

haveextramoneytospend,movingawayfromestablishedfriendshipgroupsetc.TheDesignatedleadandatleastoneothermemberoftheteamwillhaveundertakenChildsexualexploitationtraining.SchoolwillcontacttheSPAteamifthereisaconcernthatayoungpersonisatriskofCSE.Theriskwillthenbeassessedwithreferencetothe"RiskAssessmentFrameworkforChildrenAbusedthroughSexualExploitation".FemaleGenitalMutilation(FGM)Itisaformofchildabuseandviolenceagainstwomen.FGMcomprisesallproceduresinvolvingpartialortotalremovaloftheexternalfemalegenitaliafornon-medicalreasons.From3rdMay2015,professionalshaveamandatorydutytoreportsuchoffencestothepolice.FGMinvolvescutting,andsometimessewingthegirl’sgenitalia,normallywithoutanaesthetic,andcantakeplaceatanytimefrombirthonwards.Itissometimesreferredtoas‘femalecircumcision’butthismisnomerbeliestheinvasiveandirreversiblenatureoftheprocedure.Itisnowmorecorrectlytermedfemalegenitalmutilation.Theprocedurehasacultural,ratherthanreligious,originandispractisedbydisparateethniccommunitiesinmanycountries,includingEthiopia,Somalia,Sudan,Egypt,Nigeria,India,Pakistan,YemenandIraq.TheFemaleGenitalMutilationAct2003makesitacriminaloffence,notonlytocarryoutFGMinEngland,ScotlandandWalesonagirlwhoisaUKnationalorpermanentresidentbutalsototakeagirloutoftheUKtohaveFGMperformedabroad,eventocountrieswhereFGMisstilllegal.TheindicatorsofFGMmayinitiallymirrorthoseofsexualabuse.Youmaynotice,forexample,thatagirloryoungwomanshowssignsofpainordiscomfort,needstovisitthetoiletconstantly,hasvaginalbloodlossorisunabletositcomfortably.ShemaymakeexcusestoavoidPEandotherphysicalactivityorrefusetousetheschoolshowers.Shemayalsobecomeevasiveorfearfulifyouenquireifsheisunwell,andassureyouthatsheisfinewhensheclearlyisnot.Ifshehasrecentlyarrivedbackfroma‘holiday’abroadoraperiodofabsencefromschool,seemstobeinpainandhasnotbeentakenbyherfamilytoseeadoctor,youshouldconsiderFGM,alongsideotherpossibleexplanations.Thedesignatedchildprotectionlead(oranymemberofstaff)willmakeappropriateandtimelyreferralstosocialcareviatheSPAformifFGMissuspectedtobeapossibilityandtothepoliceifitisbelievedtohavetakenplace.Inthesecasesparentswillnotbeinformedbeforeseekingadviceandthecasewillbereferredevenifitisagainstthechild’swishes.ForcedMarriage&HonourBasedViolenceThesubjectofforcedmarriageisalsohighlightedinSafeguardingChildrenandSaferRecruitmentinEducation.Forcedmarriageoccurswhenayoungpersonisforcedintoamarriagethattheydonotwantwithsomeonetheyhavenotchosen,followingcoercion,

whoarenotregisteredataschoolandwhoarenotreceivingeducationalprovisionotherwise.
● Providefulltimeeducationforpermanentlyexcludedstudentsfromthe6thdayoftheexclusion.
● ServenoticetoparentstoassureHaringeythatwherethechildisnotreceivingasuitableeducationthatthiswillchange.Ifthisisnotsuccessful,thenanAttendanceOrdershouldbeservedandsubsequentprosecution/finesifparentsdonotcomplywiththeorder.Ifnecessary,anEducationSupervisionOrderwillbeappliedfor

● MonitorthatHeartlandsdemonstratespromptactionandimplementsearlyeffectiveinterventionprocedurestoensurethatchildrenaresafeandreceivingsuitableeducation.
● EnsuresthatstudentswithEHCPwhoarehomeeducatedreceivethestatutoryprovisiontomeettheirneeds
● MaintainpositivelinesofcommunicationregardingStudentsMissingEducationwithallrelevantagenciesandsupporttheschooltomakereasonableenquirieswherethechildisnotattending.
● Referchildrentosocialcarewherethechildwhoisorhasbeenmissinghasconcernsregardingtheirwelfare.
TheGrove● Enterstudentsontotheadmissionsregisteratthebeginningofthefirstdayon
whichithasbeenagreedbytheschool,orthedaythattheschoolhasbeennotifiedthatthestudentwillstart.IfastudentfailstoattendonthisagreedornotifieddateHeartlandsshouldundertakereasonableenquiriestoestablishthechild'swhereaboutsandconsidernotifyingHaringeyattheearliestpossibleopportunity.
● Whereastudentisaddedtotheadmissionsregisteratanon-standardtransitionpoint(i.e.atthestartofyear7)HeartlandsmustnotifyHaringeyAdmissionswithin5days,providingthemwithalltherelevantdetailsheldonfileregardingthestudent.
● MaintainanuptodateAdmissionsRegisterandencourageparentsthroughregularmonitoringtoinformthemofanydetailchanges.
● Monitorstudentattendancedaily,informingparentsofnon-attendanceeverymorningtoascertainareasonandtoencourageanimminentreturn.IfabsencepersistswithnoauthorisationHeartlandswillmakethefollowingreasonableenquiresinliaisonwithHaringeyAdmissionsandtofollowitsownsafeguardingprocedures:
1. Contactrelatives,neighbours,friendswhoarelinkedtothechild'semergencycontactdetails
2. ContactHaringeyifastudenthasmissed10academicdayswithoutpermission
3. ContactPolice/SchoolSafeifthereareanysuspiciouscircumstancessurroundingthenon-attendance
4. Contactanyknownservices/agencieswhomightbeworkingwiththefamily.5. CheckwiththeDfE"KeytoSuccess"andor"schooltoschool"systemstoseeif
thechildhasbeenregisteredhere.6. ContactSocialServicesifanyconcernsofasafeguardingorchildprotection
natureexist7. CheckwithChannel/UKVisas/ImmigrationandortheBorderForce8. CheckwiththeLAandschoolfromwherethestudentoriginallyattended9. Conducthomevisitfollowingariskassessmentandmakeappropriate

enquirieswithneighboursandrelatives● Removethestudentfromitsrollfollowing10daysofabsenceafteranauthorised
absenceor20consecutivedaysofunauthorisedabsenceiftheschoolandlocalauthorityhavefailedtoestablishthewhereaboutsofthechildaftermakingreasonableenquiries.
● WhereaparentnotifiesHeartlandsthatthestudentwillbemovingandattendinganeweducationalestablishmenttheschoolshallrecordthenameofthenewschoolandthestartdate.HeartlandswillthenforwardaCTFtothestudent’snewschool.
● Whereastudentleavestheschoolbuthis/herdestinationisunknownorwherethestudentismovingabroadtoanindependentschool,HeartlandswilluploadtheCTFtothe"lostpupildatabase"intheDFEschooltoschoolsystem.
● Arrange6thdayeducationalprovisionforstudentsonafixedtermexclusion.● LiaisewithHaringeyAdmissionsonafortnightlybasisregardingstudentmobility.
RemovalofastudentfromtheschoolrollThisprocesswilltakeplaceonlyifoneormoreofthefollowingcircumstancesoccur:● Studentisremovedbyparentstobehomeeducated● Studenthasmovedhouseandnolongerliveswithinareasonabledistanceofthe
school● Medicalgroundswhere'stheparentsoraprofessionalhavecertifiedthatthechild
willbeunabletoreturn● Areincustodyforaperiodofmorethan4monthsandwillnotreturntotheschool
attheendofthesentence● Thestudentispermanentlyexcluded(thisisveryrare,pleaserefertoBehaviour
Policy)● Thestudenthasdied● Havebeenregisteredandareattendingadifferentschool/academy● Havebeengrantedauthorisedleavebuthavefailedtoattend10daysaftertheend
ofthegrantedleave● Havebeenabsentfromschoolforaperiodof20dayswheretheabsencewasnot
authorisedandreasonablecheckandinquirieshavebeenmadetodiscovertheirwhereabouts.
Ifachildisremovedfromroll,theschoolwillinformHaringeyAdmissionsandSENteamimmediatelyexplainingthegroundsforthisremovallinkingittoregulation8oftheEducationRegulations2006.ParentsandCarers● Ensurethatanychildofcompulsoryschoolageisreceivingsuitablefulltime
education● NotifyHeartlandsregardinganyabsencesorchangestothestudent’seducational
arrangements● NotifyHeartlandsinwritingiftheyintendedtohomeeducate,inorderforthechild
toberemovedfromtheschool'sroll.
