Advertising mailers

Also involved in the audit were four advertising mail-ers sent out to residents of Ohio County during the pe-riod Jan. 1, 2011 to Oct. 31, 2011. The mailers (6 inch by 11 inch postcards) included advertising for three private local businesses and ad-vertising for local festivals sponsored by the Commis-

sion. The private businesses advertising on the mailers were Bretzel Company, Bretzel Maintenance Com-pany, and Snappy Tomato Pizza.

Brett S. Stowell, Commis-sion Board member, is the owner of Bretzel Company and Bretzel Maintenance Company. Uniform Conflict of Interest Disclosure State-ments were filed by Stowell.

Stowell, stated that Scud-der, former Executive Di-rector and owner of Snappy Tomato Pizza, and himself, as owner of Bretzel Com-pany, entered into a verbal agreement that provided for: Snappy Tomato Pizza to pay the cost of the mailing; Bret-

zel Company (a company that provides printing servic-es) to print the mailers; and the commission to allow use of its United States Postal Service bulk mailing permit number to perform saturation mailings in Ohio County and adjoining counties in return for receiving an advertising block on the mailer. No pur-chasing policy was presented for examination that identi-fied purchasing agent(s) who are authorized to act on be-half of Commission and the procedures to be followed for purchased services.

Indiana Code 5-22-6-1 states: “The purchasing agency of a governmental body may purchase services

using any procedure the gov-ernmental body or the pur-chasing agency of the gov-ernmental body considers appropriate.”

Indiana Code 5-22-6-2 states the following:

“(a) A governmental body may adopt rules governing the purchase of services for the governmental body.

(b) The purchasing agency of a governmental body may establish policies regarding the purchase of services for the governmental body.”

Ryan Oswald, a 10-year newspaper veteran with experience in finance, advertising management, electronic media and traditional journalism, has been named advertising director of Register Publications.

Oswald, 34, comes to The Register and The Harrison Press from The Delaware Gazette, an 8,500-circulation daily published in Delaware, Ohio, north of Columbus.

Prior to his director’s role, Oswald was Internet coordinator and key ac-count sales representative for the Madi-son Press, the company’s weekly news-paper in Madison County and London, Ohio.

“I’ve always been in business devel-opment. My degree is in finance,” said the 2001 graduate of Slippery Rock University of Pennsylvania, a master’s

level university.“I am committed to helping adver-

tisers reach their audiences however those audiences want to be reached,” said Oswald.

“People want to receive informa-tion differently, so we want to help our advertisers reach them how they want to be reached.”

With experience in traditional and electronic media, Oswald said among his principal goals is to provide ad-vertisers with several robust media choices, including more dynamic Web sites, e-mail blasts and cell phone ac-cess, without compromising the tradi-tional print media.

“I have a solid respect for the printed word and a good understand-ing of the digital word. I think I bring ideas of how to bridge that gap,” said

Oswald.Although the Internet has leveled

the playing field for all media, the strength of community newspapers and their complementary Web sites is local content, which includes adver-tising from local and regional busi-nesses, he said.

“The great thing about newspapers is their reputations. You can go out as Joe Citizen and blog, and what you have to say may, or may not, be cred-ible,” said Oswald.

Community newspaper Web sites are credible, and part of his charge is to acquaint more advertisers and read-ers with Register Publications’ Web sites, said Oswald.

“We will give our advertisers many ways to reach people, and our readers many options to obtain their local

news,” said Oswald. “We will take what has been a once-

a-week interaction with our public and try to engage them more often through different channels.”

Oswald grew up in the “blue-collar, hard-working” town of Cochranton, Pa. He attended West Virginia Univer-sity, where he pitched on the baseball team three years.

His background also includes high school football coverage and The Ohio State University Football beat.

“I really identify with the values here,” said Oswald.

“What we do is valuable to the com-munity. That is one of the things I love about newspapers.”

Oswald now lives in Harrison and will be joined soon by his wife, Nicki, who is a fourth-grade teacher.
