What does 2009/28/EC (RED) actually say? Member States must ensure 10% of
final consumption of energy in
transport is from renewable sources
Renewable energy sources are non-
fossil sources, both non-biological
and from biomass and biogas
Biofuels must meet specific
sustainability criteria; contribution
of energy of biofuels from wastes
and cellulose shall be counted twice

Importance of “ILUC mandate” to incentivize
renewable fuels from waste and non-bio
Proposal for a Directive of the European Parliament and
Council amending RED and FQD - October 17 2012
Quota: Contribution of 1st generation biofuels
limited to 5% of 2020 target
Threshold: Plants commissioned after June
2014 must meet 60% carbon offset
Incentives: Fuels of non-biological origin
and MSW contribute 4x energy value
Incentives should lead to more rapid innovation and
investment in alternative technologies
Important that directive is clear on the how and the
what of renewable fuels of non-biological origin

Opportunities for electrofuels
Stranded renewable energy Convert to green MJ Lower CO2 footprint
Location
RED Time
FQD
We don’t face energy shortage: we face an energy location and distribution problem
Renewable energy sources
are usually either stranded
“in time” – intermittent – or
by location - access to
distribution and market
Overcome location and
distribution issue while
reducing carbon footprint of
transportation and increasing
renewable energy
Conversion provides green
energy in liquid form which
is easily stored and
transported and meets
targets for sustainability

Challenges for non-bio renewable fuels
RED often incorrectly interpreted as a biofuels directive
rather than renewable transport fuels directive
Important to level playing field with respect to biofuels as
RED already allows for other renewable energy sources
RED and FQD does not define explicitly what is a 'non-
bio‘ renewable transport fuel
Use energy balance to account for contribution of liquid
fuels which are partially from renewable sources?
Legacy status of methanol vis-a-vis ethanol (no waiver for
RVP, low blend volume, lack of awareness)
