Democracy'Addressing the gathering, the chief guest congratulated the CEO and all electionrelated officers for their tireless and dedicated efforts in carrying out specialsummary revision of the electoral roll and successful conduct of each electionpeacefully. He said that India is the only nation which gives priority to voters forwithout voters' participation in election, democracy would be meaningless. Forthis, National Voters' Day is celebrated every year, he said. The Chief Secretary said that the people of these Islands are aware of theirrights to vote. This is the result of the initiatives of the Election Commission ofIndia (ECI) to reach the people, create awareness among them about their rightsto vote and the need to participate in election. There is no institute in the worldlike ECI, that works for strengthening democracy and make our nation firm andprogressive, he said. He appealed to the eligible voters to ensure that they areenlisted in the electoral rolls using ECI Apps and website. He also informed thatby April this year, internet connectivity will improve to a great extent at least inPort Blair and its surrounding areas with the Undersea Optical Fibre Cable reachinghere, while by June, it will be extended to other Islands. The chief guest concludedwith the remark that it is everyone's duty to vote freely and fairly, without fear,inducement and influence of religion, cast, community etc. Earlier, the chief guest administered the Voters' Pledge to the gathering on theoccasion. He distributed two state awards to best BLOs to Smti. M. Venkat Laxmiand Shri Senthil as well as two district level awards for best BLOs of SouthAndaman district, to Shri M. Goraiah and Smti. Pushpa Jagrani Tirkey. He alsodistributed 10 EPIC (Electors Photographed Identity Cards) to the new votersand prizes to the winners of the school and college level painting competition,organized as part of the National Voters' Day celebration.In his welcome address, the CEO, Shri K R Meena informed that voters playsignificant role in strengthening democracy. ECI has been instrumental in thepast 70 years in providing facilities to the voters for their registration by issuingform VI through BLOs and through Helpline No: 1950, online registration are alsomade available. The ECI issues EPIC to eligible voters, however, to cast his/hervote, one must be registered in the electoral rolls, he said, urging all eligiblevoters to ensure that they are enrolled in the electoral rolls.The CEO also informed that the Election Department has completed 100%verification work on the electoral roll for correction of entries like name, father'sname, age, sex, photo etc, He urged the voters to check the electoral roll bylogging on to ECI website www.nvsp,in to ensure that all entries in their respectare updated.The function concluded with the vote of thanks, proposed by Shri Abhishek Dev,District Election Officer, A&N Islands Parliamentary Constituency and DeputyCommissioner, South Andaman.The students of JNRM led by Deepak Kumar Singh presented a skit on free andfair election while an ECI Film on Election was screened for the information of allgathered on the occasion.

This project will be a major step towards 'Digital India', the Lt. Governoradded.The Lt. Governor further said that with the support of the NITI Aayog, four big Eco-Tourism projects will be developed on PPP mode which is in RFQ stage. Under theseeco-tourism projects, 60 percent jobs will be made available to the local youth ofthese Islands and have the provision for International parameters such as GRIHA,LEED and GREEN GLOBE.The Lt. Governor informed about the 6th IDA meeting chaired by the Union HomeMinister, Shri Amit Shah on Jan 13 in which important decisions were taken on theupcoming projects which will have far reaching changes. The Lt. Governor said that the first Ship to Ship (STS) Transhipment hub in India atPort Meadow, A&N Islands will commence its operations soon, as an agreement inthis regard has been executed in the month of January, 2020 which will be profitablefrom the first year itself. Once the operations starts, about 40lakh MT of cargo isexpected to be transhipped every year and revenue generation will increase to Rs. 20-40 crores per annum. The Lt. Governor said a direct business link has been established with the ASEANCountries by the Central Govt. through a Joint Task Force and construction materialshave started arriving. Through this initiative, not only the cost of living will bereduced but it will also accelerate economic development through tourism andbusiness. The Lt. Governor said that bidding process has started for four routes under 'UDAN'Scheme. Water aerodromes are being developed for the smooth operation of SeaPlanes. The project report for development of two Green Field Airports, one at PortBlair and the other at Campbell Bay will be submitted by the Consultant within twomonths. The new Airport Terminal Complex at Port Blair will be completed this yearitself. There is also a proposal to upgrade the fleet strength of Pawan Hans Helicopterswhich will improve the Inter Island connectivity.The Lt. Governor informed about the proposed Modern Container TranshipmentPort to be setup at South Bay in Great Nicobar Island due to its closeness to theInternational Shipping Corridor. The A&N Administration has invited Expression ofInterest for the establishment of the Container Transhipment Port under PPP Modeand the process for selecting developers is underway.The Lt. Governor said, making Andaman Trunk Road (NH-4) double lane and thecoming up of two bridges at Humphrey and Middle Strait will reduce the travel timefrom Diglipur to Port Blair significantly. The final Forest Clearance for the stage- II (5.160KM) of the North- South roadleading to Indira Point at Great Nicobar has been received. During the year 2019, theconstruction and improvement of more than 18 KMs of rural has been completedwhich is an important step towards infrastructure Development, the Lt. Governoradded.The Lt. Governor said that for power generation, the Administration is focusing moreon renewable and clean energy power plants and moving towards de-dieselization.The Administration has plans for de-dieselization from current 9% to 93% withinthree years time for which different energy efficiency projects have been undertaken.'Energy Management Centre' is being established at Port Blair to regulate the PowerSector. The Lt. Governor said, 50 Health Centres have been converted into Health &Wellness Centres in these Islands while 22,148 beneficiaries have been registeredunder 'Dulari Scheme' in the year 2019. In the Education sector, 162 Smart Classes are being established under 'SamagraShiksha' 2019-20. The parents can now see the Online Health Cards of the studentsup to class 5th in public domain. Altogether, 74 new playgrounds will be developedout of which 16 playgrounds will be created with lighting facilities. 'Aberdeen Police Station' has been selected as the 'Best Police Station' in the Country.Constable K.P. Mammu of Fire Services won the Gold medal in the 21st Asia Master'sAthletic Championship held in Malaysia. Under the 'Tourist Police Eco-systemScheme', a Tourist Police Kiosk was inaugurated at Corbyn's Cove Beach in themonth of September 2019, he mentioned. The Lt. Governor said, the Vice President, during his recent visit to these Islands,inaugurated the beautiful Nature Park & Interpretation Centre at Haddo in which themesmerising Butterfly Conservatory and Orchid Park have become the centre ofattraction for the visitors. In the Fisheries sector, 12 Fish Landing Centres at different Islands, 10MT Ice Plantat Danapur, Mayabunder and 5 MT Ice Plant at Chunna Bhatta Panighat have beencompleted. The Lt. Governor said, better Urban Oriented Public Transport ShuttleService, E- rickshaw & two wheeler vehicle services have been started at Port Blairand Swaraj Dweep Islands since August 2019. The air-conditioned buses have beenequipped with CCTV cameras and Global Positioning System. Recently, the Govt. ofIndia has also awarded the State Transport Department of A&N Islands for their bestgreen initiatives in Urban Transportation, he added. Under the Prime Minister Employment Generation Programme, 312 beneficiaries havebeen sanctioned loan amounting to Rs. 84.99 lakh. 12 new Scuba Dive Centres wereregistered and permissions were also accorded for a new 'Sea Walk' and 'ParasailingCentre' last year. Adventure water sports activity named 'Seakart' started at Corbyn'sCove during December 2019, he said. The Lt. Governor said that the construction and extension work of 46 'AnganwadiCentres' and 'Working Women Hostels' at Rangat and Car Nicobar have beensanctioned under the Pradhan Mantri Jan Vikas Karyakram (PMJVK).He further informed that a Water Treatment Plant and CWR/Stoarge tanks have beendeveloped in these Islands. A Sewarge System at a cost of Rs. 241 crores will becreated in Port Blair. The renovation work of water bodies including reuse and BorewellRecharge Structures related works totalling to 70 have been completed. Rain WaterHarvesting system has to be adopted in all the new building constructions in future.Water ATMs have been established by the PBMC as a pilot project while more waterATMs will be installed in 15 different tourist places. An open air gym was created atBhatubasti last month, he said. The Lt. Governor said, the Administration is committed to make these Islandsbeautiful, hygienic and plastic free. Plastic is also being used in road constructionwork, he added. The Lt Governor also lauded the efforts of A&N Command for their support to theCivil Administration during natural calamities and emergency situations. The Lt.Governor said 68 poachers and 10 narcotic smugglers were nabbed during the 5different anti poaching operations. The Lt. Governor also thanked the Member of Parliament, Shri Kuldeep Rai Sharma,elected representatives, Tribal Councils, PRIs, all political parties and the people ofA&N Islands for their contribution in the development of the Islands. A total of 11repeaters have been installed/laid in segment 1 whichis from Chennai BMH at Pattinapakkam Beach to PortBlair BMH at Corbyn's Cove.The ship K T Responder is scheduled to commencefurther work of submarine cable laying in segment 1from 27th Jan 2020 and shore end activities will becarried in the early morning at Corbyn's Cove beach.The ship would utilise the Ploughing equipment forunder water trenching and laying the submarine OFcable for a water depth upto 1500 mtrs in order toavoid any damage at shallow/low sea water level. Thisship has a remote operated vehicle which wouldalso be utilised to monitor the submarine cablecrossings along with sophisticated equipments forrecording lat-long, water depths and marking cablecrossing locations.BSNL has scheduled to complete segment 1 layingby 3rd Feb 2020 and commence segment 6 laying whichis between BMH Corbyn's Cove beach and SwarajDweep, Radhanagar BMH by 6th Feb 2020. The SLTE(Submarine Line Termination) equipment in stationtest at Cable Landing Stations at Port Blair and Chennaiwas successfully completed on 30th Dec 2019. Theoff-shore laying along with shallow depth layingactivities of submarine OF cable for segment-6 isexpected to be completed by 9th Feb 2020. Work forlaying for segment -2 which is from Port Blair BMH toHutbay (Little Andaman Island) will commence from11th Feb 2020. Laying of submarine OF cable for allremaining segments that is Hutbay to Car Nicobar,Car Nicobar to Kamorta, Kamorta to Campbell Bay,

Swaraj Dweep to Long Island and Long Island toRangat is expected to be completed by March 2020.The construction and equipping of Cable LandingStations in all remote Islands to be connected byCANI SMC are in full swing and are expected to becompleted well within timeline.
