Includes land and facilities occupied and used by colleges and universities, larg e private schools, hospitals,religious organizations, and sim ilar institutions. Because of the scale of this m ap, sm aller institutional uses suchas churches are generally not shown unless they are located on sites that are several acres in size.
Includes land and facilities owned, occupied and used by the federal governm ent, excluding parks and open space.U ses include m ilitary bases, federal governm ent buildings, the International Chancery Center, federal hospitals,and sim ilar federal governm ent activities. The “Federal” category generally denotes ownership rather than use.Land with this desig nation is g enerally not subject to zoning.
Includes land and facilities occupied and used by the District of Colum bia governm ent or other local governm entagencies (such as WMATA), excluding parks and open space. U ses include public schools including charterschools, public hospitals, governm ent office com plex es, and sim ilar local governm ent activities. Because of thescale of this m ap, local public facilities sm aller than one acre—including som e of the District’s libraries, police andfire stations, and sim ilar uses—m ay not be shown.
Includes the federal and District park system s, including the National Parks, the circles and squares of the L’Enfantcity and District neighborhoods, the National Mall, settings for sig nificant com m em orative works, certain federalbuildings such as the White House and the U S Capitol g rounds and m useum s, and District-operated parks andassociated recreation centers. It also includes perm anent open space uses such as cem eteries, open spaceassociated with utilities such as the Dalecarlia and McMillan Reservoirs, and open space along highways such asSuitland Parkway. This categ ory includes a m ix of passive open space (for resource conservation and habitatprotection) and active open space (for recreation).
This category defines areas characterized by m anufacturing , warehousing , wholesale and distribution centers,transportation services, food services, printers and publishers, tourism support services, and com m ercial, m unicipal,and utility activities which m ay require substantial buffering from noise-, air pollution- and light-sensitive uses suchas housing. This categ ory is also used to denote railroad rights-of-way, switching and m aintenance yards, busgarages, and sim ilar uses related to the m ovem ent of freig ht, such as truck term inals.
Areas where the m ix ing of two or m ore land uses is encouraged are shown using striped patterns. The colors ofthe stripes correspond to the specific land uses. The g eneral density and intensity of developm ent within a MixedU se area is determ ined by the specific m ix of uses. If the desired outcom e is to em phasize one use over the other(for exam ple, g round floor retail with three stories of housing above), the m ap m ay indicate the dom inant use byshowing it at a slig htly higher density (in this case, “Moderate Density Residential/ Low Density Com m ercial). Together with the Generalized Policy Map, this m ap is intended to provide a generalized g uide for developm ent and conservation decisions.The following g uidelines apply to its use and interpretation:This is not a zoning m ap. Zoning m aps are parcel-specific and establish detailed requirem ents for setbacks, height, use, parking ,and other attributes. This m ap does not follow parcel boundaries and its categories do not specify allowable uses or dim ensional standards.By definition, this m ap is to be interpreted broadly. This m ap is a generalized depiction of intended uses in the horizon year of the Com prehensive Plan, roughly 20 years in the future from thedate of publication. It is not a m ap of existing land use, although in m any cases future uses for an area are the sam e as those that exist today. Densities shown for any given area on this m ap generally reflect all contig uous properties on a block.Individual buildings m ay be higher or lower than these rang es within each area. Zoning of any given area should be g uided by this m ap, interpreted in conjunction with the text of the Com prehensive Plan includingthe citywide and area elem ents as well as approved Sm all Area Plans.Desig nation of an area with a particular land use category does not necessarily m ean that the m ost intense zoning district describedin the land use definitions is autom atically perm itted. This m ap does not show density or intensity on institutional and local public sites. If a chang e in use occurs on these sites in the future(for exam ple, if a school becom es surplus or is redeveloped), the new desig nations should be com parable in density or intensity to thosein the vicinity unless otherwise stated in the Com prehensive Plan Area Elem ents or an approved Cam pus Plan. Streets and public rights-of-way are not an ex plicit land use category on this m ap.Within any given area, the streets that pass throug h are assig ned the sam e desig nation as the adjacent uses.
