Program Funding Framework
• Tennessee Code Annotated § 49-4-708• Fund shall be an irrevocable trust that the state treasurer
shall administer• Trust shall consist of the Tennessee Promise endowment
account and the Tennessee Promise scholarship special reserve account
• More than $300 million from the lottery for education account: “in excess of the sum of the general shortfall reserve sub-account”
Can States Afford What Tennessee is Doing?
"...a federal Pell grant, which averages $3,300, to help pay for the average $3,800-per-year (TN) tuition. The state pays the difference: $500 on average. Nationally, in 16 states, the average Pell grant pays for the typical student’s entire community college tuition.”

Challenges• Will our current facilities accomodate the increased
enrollment?• Will we have sufficient faculty to cover additional classes?• Will we have sufficient student services (advisors,
counselors)?• Will we have sufficient volunteer mentors?
Opportunities• Community College students are applying to college earlier• Tennessee Promise students are enrolled full time (12
hours)• Over 68,000 High School Seniors are engaged in college
discussions with advisors, counselors, and/or family members
• College planning now begins in Middle School• Every graduating senior can afford college
