Types of Area Plans

Strategic Area Plans:

Neighborhood Plans

Strategic Area Plans City-initiated plans for strategic areas where significant

growth or change is anticipated, usually driven by catalytic public or private investment.

Intended to position the City to prepare key areas for redevelopment to build the tax base, leverage public investment, and enhance quality of life.

Two types: City led plans Public-private partnership plans

Strategic Area Plans City Led Area Plans

Typically handled in-house by staff; In rare cases may involve consultant assistance through grant funds Involves extensive community and stakeholder engagement and

requires significant staff time commitment Inclusion in work program is dependent on staff resources

Completed Examples: UNT-Dallas Area Plan (in-house) Stemmons Corridor – Southwestern Medical District Area Plan (in-

house) Dallas TOD Plans (consultants funded by HUD Challenge grant) West Dallas Urban Structure Plan (in-house)

Handled in partnership with other agencies (public or private non-profit) that contribute: Funding to hire consultants and/or Forum for community stakeholder engagement

Completed Examples: Downtown Dallas 360 Area Plan (in partnership with

Downtown Dallas Inc.) Valley View – Galleria Area Plan (in partnership with North

Dallas Chamber of Commerce)

Neighborhood Plans Community-initiated plans, driven by desire of neighborhood

organizations to establish a vision to protect or enhance their neighborhood and to influence city development and investment policy.

City staff plays a support role Provides technical assistance Facilitates inter-departmental/inter-agency review Provides assistance with community engagement Does not write the plan

Two types: Grant funded Unfunded

Neighborhood Plans Grant Funded

Typically funded through NCTCOG Sustainable Development Planning Grant Program.

NCTCOG establishes a project management committee that includes city staff, community stakeholders and other agencies such as DART/TXDOT

Scope Scopes vary significantly based on area, reason for initiation Primary focus is on establishing vision and policy direction; May or may not be accompanied or followed by rezoning Rezoning dependent upon authorized hearing Staff typically recommends a comprehensive scope
